By virtue of what do alarm calls and facial expressions carry natural information? The answer I defend in this paper is that they carry natural information by virtue of changing the probabilities of various states of affairs, relative to background data. The Probabilistic Difference Maker Theory of natural information that I introduce here is inspired by Dretske's [1981] seminal analysis of natural information, but parts ways with it by eschewing the requirements that information transmission must be nomically underwritten, mind-independent, and (...) knowledge-yielding. PDMT includes both a qualitative account of information transmission and a measure of natural information in keeping with the basic principles of Shannon's communication theory and Bayesian confirmation theory. It also includes a new account of the informational content of a signal, understood as the combination of the incremental and overall support that the signal provides for all states of affairs at the source. On this view, smoke carries information about there being a fire only if there is a fire, the proposition that the earth has two moons carries information about the earth having two moons only if the earth has two moons, and so on. We reject this Veridicality Thesis. The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, characterising the target (...) semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. Three classic distinctions specify that truths can be necessary versus contingent,analytic versus synthetic, and a priori versus a posteriori. The philosopher reading this article knows very well both how useful and ordinary such distinctions are in our conceptual work and that they have been subject to many and detailed debates, especially the last two. In the following pages, I do not wish to discuss how far they may be tenable. I shall assume that, if they are reasonable and non problematic (...) in some ordinary cases, then they can be used in order to understand what kind of knowledge the maker’s knowledge is. By this I mean the sort of knowledge that Alice enjoys when she holds the information that Bob’s coffee is sweetened because she just put two spoons of sugar in it herself. The maker’s knowledge tradition is quite important but it is not mainstream in modern and analytic epistemology and lacks grounding in terms of exactly what sort of knowledge one is talking about. My suggestion is that this grounding can be provided by a minimalist approach, based on an information-theoretical analysis. In the article, I argue that we need to decouple a fourth distinction, namely informative versus uninformative, from the previous three and, in particular, from its implicit association with analytic versus synthetic and a priori versus a posteriori; such a decoupling facilitates, and is facilitated by, moving from a monoagent to a multiagent approach: the distinctions qualify a proposition, a message, or some information not just in themselves but relationally, with respect to an informational agent; the decoupling and the multiagent approach enable a re-mapping of currently available positions in epistemology on these four dichotomies; within such a re-mapping, two positions, capturing the nature of a witness’ knowledge and of a maker’s knowledge, can best be described as contingent, synthetic, a posteriori, and uninformative and as contingent, synthetic, weakly a priori, and uninformative respectively. In the conclusion, I indicate why the analysis of the maker’s knowledge has important consequences in all those cases in which the poietic intervention on a system determines the truth of the model of that system. Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the philosophical debate on the nature (...) of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of verification and validation ); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of proxy ) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of commutation ); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. In this paper I develop and present a unified account of information, misinformation, and disinformation and their interconnections. The unified account is rooted in Paul Grice’s notions of natural and non-natural meaning (in: Grice (ed) Studies in the way of words. Harvard University Press, Cambridge, pp 213–223, 1957) and a corresponding distinction between natural and non-natural information (Scarantino and Piccinini in Metaphilosophy 41(3):313–330, 2010). I argue that we can specify at least three specific kinds of non-natural information. Thus, as varieties (...) of non-natural information there is intentionally non-misleading information, unintentionally misleading information—i.e. misinformation—and intentionally misleading information—i.e. disinformation. By shifting the focus from the truth-values of content to the intention/intentionality and misleadingness/non-misleadingness of that content I obtain a unified account that makes room for the potential misleadingness of true content (true disinformation), the potential non-misleadingness of false content (irony), and everything in between. The lore is that standard information theory provides an analysis of information quantity, but not of information content. I argue this lore is incorrect, and there is an adequate informational semantics latent in standard theory. The roots of this notion of content can be traced to the secret parallel development of an information theory equivalent to Shannon’s by Turing at Bletchley Park, and it has been suggested independently in recent work by Skyrms and Bullinaria and Levy. This paper explicitly articulates (...) the semantics latent in information theory and defends it as an adequate theory of information content, or natural meaning. I argue that this theory suggests a new perspective on the classic misrepresentation worry for correlation-based semantics. (shrink)

: This article provides replies to, and comments on, the contributions to the special issue on the philosophy of information. It seeks to highlight con‐vergences and points of potential agreement, while offering clarifications and further details. It also answers some criticisms and replies to some objections articulated in the special issue.

This paper addresses one of the fundamental problems of the philosophy of information: How does semantic information emerge within the underlying dynamics of the world?—the dynamical semantic information problem. It suggests that the canonical approach to semantic information that defines data before meaning and meaning before use is inadequate for pre-cognitive information media. Instead, we should follow a pragmatic approach to information where one defines the notion of information system as a special kind of purposeful system emerging within the underlying (...) dynamics of the world and define semantic information as the currency of the system. In this way, systems operating with semantic information can be viewed as patterns in the dynamics—semantic information is a dynamical system phenomenon of highly organized systems. In the simplest information systems, the syntax, semantics, and pragmatics of the information medium are co-defined. It proposes a new more general theory of information semantics that focuses on the interface role of the information states in the information system—the interface theory of meaning. Finally, with the new framework, it addresses the debate between weakly semantic and strongly semantic accounts of information, siding with the strongly semantic view because the pragmatic account developed here is a better generalization of it. The concept of information has well-known difficulties. Among the many issues that have been discussed is the alethic nature of a semantic conception of information. Floridi :197–222, 2004; Philos Phenomenol Res 70:351–370, 2005; EUJAP 3:31–41, 2007; The philosophy of information, Oxford University Press, Oxford, 2011) argued that semantic information must be truthful. In this article, arguments will be presented in favor of an alethically neutral conception of semantic information and it will be shown that such a conception can withstand Floridi’s (...) criticism. In particular, it is argued that an alethically neutral conception of semantic information can manage the so-called Bar-Hillel Carnap paradox, according to which contradictions have maximum informational content. This issue, as well as some of Floridi’s other arguments, is resolved by disentangling the property of being information from the property of being informative. The essay’s final conclusion is that although semantic information is alethically neutral, a veridical conception of semantic information can, and should, be retained as a subconcept of semantic information, as it is essential for the analysis of informativity, which, unlike the property of being information, depends on truth. Various conceptual approaches to the notion of information can currently be traced in the literature in logic and formal epistemology. A main issue of disagreement is the attribution of truthfulness to informational data, the so called Veridicality Thesis (Floridi 2005). The notion of Epistemic Constructive Information (Primiero 2007) is one of those rejecting VT. The present paper develops a formal framework for ECI. It extends on the basic approach of Artemov’s logic of proofs (Artemov 1994), representing an epistemic logic based (...) on dependent justifications, where the definition of information relies on a strict distinction from factual truth. The definition obtained by comparison with a Normal Modal Logic translates a constructive logic for “becoming informed”: its distinction from the logic of “being informed”—which internalizes truthfulness—is essential to a general evaluation of information with respect to truth. The formal disentanglement of these two logics, and the description of the modal version of the former as a weaker embedding into the latter, allows for a proper understanding of the Veridicality Thesis with respect to epistemic states defined in terms of information. Yehoshua Bar-Hillel and Rudolph Carnap’s classical theory of semantic information entails the counterintuitive feature that inconsistent statements convey maximal information. Theories preserving Bar-Hillel and Carnap’s modal intuitions while imposing a veridicality requirement on which statements convey information—such as the theories of Fred Dretske or Luciano Floridi—avoid this commitment, as inconsistent statements are deemed not information-conveying by fiat. This paper produces a pair of paradoxical statements that such “veridical-modal” theories must evaluate as both conveying and not conveying information, although Bar-Hillel and (...) Carnap’s theory accommodates these statements without inconsistency. Moreover, the paradoxes are independently interesting as the mode in which they self-refer bears on their evaluation. (shrink)

Beginning with the initial premise that as the Internet has a global character, the paper will argue that the normative evaluation of digital information on the Internet necessitates an evaluative model that is itself universal and global in character. The paper will show that information has a dual normative structure that commits all disseminators of information to both epistemological and ethical norms that are in principle universal and thus global in application. Based on this dual normative characterization of information the (...) paper will seek to demonstrate: that information and internet information specifically, as a process and product of communication, has an inherent normative structure that commits its producers, disseminators, communicators and users, everyone in fact that deals with information, to certain mandatory epistemological and ethical commitments; and that the negligent or purposeful abuse of information in violation of the epistemological and ethical commitments to which its inherent normative structure gives rise is also a violation of universal rights to freedom and wellbeing to which all agents are entitled by virtue of being agents, and in particular informational agents. The paper provides an alternative interpretation of ‘pair points’, discussed in Beall et al., "On the ternary relation and conditionality", J. of Philosophical Logic 41(3), 595-612. Pair points are seen as points viewed from two different ‘perspectives’ and the latter are explicated in terms of two independent valuations. The interpretation is developed into a semantics using pairs of Kripke models (‘pair models’). It is demonstrated that, if certain conditions are fulfilled, pair models are validity-preserving copies of positive substructural models. This (...) yields a general soundness and completeness result for a variety of (positive) substructural logics with respect to multimodal Kripke frames with binary accessibility relations. In this paper I reassess Floridi's solution to the Bar-Hillel-Carnap paradox (the information-yield of inconsistent propositions is maximal) by questioning the orthodox view that contradictions cannot be true. The main part of the paper is devoted to showing that the veridicality thesis (semantic information has to be true) is compatible with dialetheism (there are true contradictions), and that unless we accept the additional non-falsity thesis (information cannot be false) there is no reason to presuppose that there is no such thing (...) like contradictory information. This volume presents recent advances in philosophical logic with chapters focusing on non-classical logics, including paraconsistent logics, substructural logics, modal logics of agency and other modal logics. The authors cover themes such as the knowability paradox, tableaux and sequent calculi, natural deduction, definite descriptions, identity, truth, dialetheism and possible worlds semantics. The developments presented here focus on challenging problems in the specification of fundamental philosophical notions, as well as presenting new techniques and tools, thereby contributing to the development of the (...) field. Each chapter contains a bibliography, to assist the reader in making connections in the specific areas covered. Thus this work provides both a starting point for further investigations into philosophical logic and an update on advances, techniques and applications in a dynamic field. In current philosophy of information, different authors have been supporting the veridicality thesis (VT). According to this thesis, an epistemically-oriented concept of information must have truth as one of its necessary conditions. Two challenges can be raised against VT. First, some philosophers object that veridicalists erroneously ignore the informativeness of false messages. Secondly, it is not clear whether VT can adequately explain the information considered in hypothetical reasoning. In this sense, logical diagrams offer an interesting case of analysis: by manipulating (...) a logical diagram we can verify that a certain conclusion follows from a set of premises, but it cannot help us to determine the actual truth-value of a given set of propositions. Focusing on the latter challenge, in this paper I claim that logical diagrams set out potential counterexamples to VT and, consequently, pose a real challenge to this thesis. First, a veridicalist analysis of logical diagrams requires the assumption of metatheoretical properties which are not satisfied by some logical systems (and, consequently, are not satisfied by some systems of logical diagrams). So, VT does not fit well as a general framework for a theory of logical diagrammatic information. Secondly, based on semantic inferentialism, one can propose a normative interpretation of the inferential content of logical diagrams not exposed to the problems faced by VT. Moreover, there are several reasons to believe that veridicalism cannot accommodate such a normative interpretation. In other words, normativism represents a real (though still underexplored) alternative to veridicality. Due to these reasons, I conclude that, until further research, we should adopt a more parsimonious standpoint and say that logical diagrams provide inferential information simply. (shrink)

In his article Open Problems in the Philosophy of Information [1] Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridi’s program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information (PI) emerging at present. As we analyze the progress of PI we try to situate Floridi’s (...) program in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems.
