Despre analogia existentă între aspectele epistemologice şi metodologice ale activităţii serviciilor de informaţii şi unele discipline ştiinţifice, pledând pentru o abordare mai ştiinţifică a procesului de culegere şi analiză de informaţii din cadrul ciclului de informaţii. Afirm că în prezent aspectele teoretice, ontologice şi epistemologice, în activitatea multor servicii de informaţii, sunt subestimate, determinând înţelegere incompletă a fenomenelor actuale şi creând confuzie în colaborarea inter-instituţională. După o scurtă Introducere, care include o istorie a evoluţiei conceptului de serviciu de informaţii după (...) al doilea război mondial, în Activitatea de informaţii definesc obiectivele şi organizarea serviciilor de informaţii, modelul de bază al acestor organizaţii (ciclul informaţional), şi aspectele relevante ale culegerii de informaţii şi analizei de informaţii. În secţiunea Ontologia evidenţiez aspectele ontologice şi entităţile care ameninţă şi sunt ameninţate. Secţiunea Epistemologie include aspecte specifice activităţii de informaţii, cu analiza principalului model (Singer) folosit în mod tradiţional, şi expun o posibilă abordare epistemologică prin prisma conceptului de cunoaştere tacită dezvoltat de omul de ştiinţă Michael Polanyi. În secţiunea Metodologii prezint diverse teorii metodologice cu accent pe tehnicile analitice structurale, şi câteva analogii, cu ştiinţa, arheologia, afacerile şi medicina. With different cultures and changing times, a meaning of the same phenomena may vary. This applies also to knowledge in knowledge society: a plurality of bodies of knowledge will be preserved depending on social context, cultural significance, values and interests of the concerned groups. However, addressing the topic of the emerging knowledge society, particularly the “knowledge cultures”, implies addressing the issue of “change”: social change, socio-economic change, cultural change, changes in technology, life styles, and “environmental baselines”. A new “knowledge paradox” (...) may appear as the rising usage of scientific principles stimulates scrutiny of knowledge and breeds uncertainty in this way. (shrink)

The results of applying Soft Systems Methodology (SSM) show that the nature of the solution and improvement in the problem situation involves some ambiguity. This is due to SSM’s theoretical inadequacy in extending multiple conceptual models to an agreed-upon human activity system. In fact, one of the most important and controversial issues in soft operations research is to ensure how the solution has been obtained and to secure whether the conditions under which the solution has been obtained were satisfied. This (...) article presents the necessary and sufficient conditions for achieving human activity systems as a solution to one of the widely-used methodologies of soft operations research, i.e. Soft Systems Methodology. Similarly, with the aim of reaching a better understanding of the nature of the solution provided by SSM, the soft solution is compared through an example with that of hard systems methodology. Metodologia, în analiza intelligence, constă din metodele folosite pentru a lua decizii despre amenințări, în special în cadrul disciplinei de analiză a informațiilor. Teoria prismatică a lui Robert Flood, denumită de alții drept pluralism metodologic, folosește metafora pentru a descrie gândirea creativă și de transformare, respectiv o prismă care descompune lumina în culorile sale componente prin dubla refracție. Tehnicile analitice structurale sunt folosite pentru a provoca judecata, la identificarea mentalităților, depășirea prejudecăților, stimularea creativității și gestionarea incertitudinii.

Methodology, in intelligence, consists of the methods used to make decisions about threats, especially in the intelligence analysis discipline. The enormous amount of information collected by intelligence agencies often puts them in the inability to analyze them all. The US intelligence community collects over one billion daily information. The nature and characteristics of the information gathered as well as their credibility also have an impact on the intelligence analysis. Clark proposed a methodology for analyzing information by addressing the target-centric intelligence (...) cycle as an alternative to the traditional information cycle. The ubiquitousness of failures in new information systems designs and implementations indicates that the design methodologies that the field has developed are inadequate or faulty. This paper points to the body of knowledge developed from design research as a potential source of expertise for developing design methods that are more successful. The paper describes a meta-theoretical method for classifying theories in the Information Systems field, and identifying areas that need farther development.

La méthodologie, dans le renseignement, comprend les méthodes utilisées pour prendre des décisions sur les menaces, en particulier dans la discipline de l'analyse du renseignement. L'énorme volume d'informations collectées par les agences de renseignement les met souvent dans l'incapacité de les analyser toutes. La nature et les caractéristiques des informations collectées ainsi que leur crédibilité ont également un impact sur l'analyse du renseignement.
