We analyse insufficient epistemic pluralism and associated problems in science-based policy advice during the COVID-19 pandemic drawing on specific arguments in Paul Feyerabend’s philosophy. Our goal is twofold: to deepen our understanding of the epistemic shortcomings in science-based policy during the pandemic, and to assess the merits and problems of Feyerabend’s arguments for epistemic pluralism as well as their relevance for policy-making. We discuss opportunities and challenges of integrating a plurality of viewpoints from within and outside science into policy advice (...) thus contributing to discussions about normative issues concerning evidence and expertise in policy-making. In recent publications we have drawn attention to the fact that if the dynamics of a model is structurally unstable, then the presence of structural model error places in-principle limits on the model’s ability to generate decision-relevant probability forecasts. Writing with a varying array of co-authors, Eric Winsberg has now produced at least four publications in which he dismisses our points as unfounded; the most recent of these appeared in this journal. In this paper we respond to the arguments of (...) Winsberg and his co-workers, and we point out that their criticisms fail. We take this as an opportunity to restate and explain our arguments, and to point to fruitful directions for future research. (shrink)

Has the rise of data-intensive science, or ‘big data’, revolutionized our ability to predict? Does it imply a new priority for prediction over causal understanding, and a diminished role for theory and human experts? I examine four important cases where prediction is desirable: political elections, the weather, GDP, and the results of interventions suggested by economic experiments. These cases suggest caution. Although big data methods are indeed very useful sometimes, in this paper’s cases they improve predictions either limitedly or not (...) at all, and their prospects of doing so in the future are limited too. The aim of this dissertation is to comprehensively study various robustness arguments proposed in the literature from Levins to Lloyd as well as the opposition offered to them and pose enquiry into the degree of epistemic virtue that they provide to the model prediction results with respect to climate science and modeling. Another critical issue that this dissertation strives to examine is that of the actual epistemic notion that is operational when scientists and philosophers appeal to robustness. In attempting to (...) explicate this idea, the discussion turns to arguments provided by Schupbach who completely rejects probabilistic independence in favour of explanatory reasoning, Stegenga and Menon who still see some value in probabilistic independence, and Winsberg who takes applies Schupbach’s to climate science, going beyond models to involve multi-modal evidence. After an exhaustive discussion on these arguments, this dissertation attempts to provide a thorough and updated notion of robustness in climate modeling and climate science. (shrink)

In a series of recent papers, two of which appeared in this journal, a group of philosophers, physicists, and climate scientists have argued that something they call the `hawkmoth effect' poses insurmountable difficulties for those who would use non-linear models, including climate simulation models, to make quantitative predictions or to produce `decision-relevant probabilites.' Such a claim, if it were true, would undermine much of climate science, among other things. Here, we examine the two lines of argument the group has used (...) to support their claims. The first comes from a set of results in dynamical systems theory associated with the concept of `structural stability.' The second relies on a mathematical demonstration of their own, using the logistic equation, that they present using a hypothetical scenario involving two apprentices of Laplace's omniscient demon. We prove two theorems that are relevant to their claims, and conclude that both of these lines of argument fail. There is nothing out there that comes close to matching the charac. (shrink)

The geosciences include a wide spectrum of disciplines ranging from paleontology to climate science, and involve studies of a vast range of spatial and temporal scales, from the deep-time history of microbial life to the future of a system no less immense and complex than the entire Earth. Modeling is thus a central and indispensable tool across the geosciences. Here, we review both the history and current state of model-based inquiry in the geosciences. Research in these fields makes use of (...) a wide variety of models, such as conceptual, physical, and numerical models, and more specifically cellular automata, artificial neural networks, agent-based models, coupled models, and hierarchical models. We note the increasing demands to incorporate biological and social systems into geoscience modeling, challenging the traditional boundaries of these fields. Understanding and articulating the many different sources of scientific uncertainty – and finding tools and methods to address them – has been at the forefront of most research in geoscience modeling. We discuss not only structuralmodel uncertainties, parameter uncertainties, and solution uncertainties, but also the diverse sources of uncertainty arising from the complex nature of geoscience systems themselves. Without an examination of the geosciences, our philosophies of science and our understanding of the nature of model-based science are incomplete. (shrink)

Can purely predictive models be useful in investigating causal systems? I argue ‘yes’. Moreover, in many cases not only are they useful, they are essential. The alternative is to stick to models or mechanisms drawn from well-understood theory. But a necessary condition for explanation is empirical success, and in many cases in social and field sciences such success can only be achieved by purely predictive models, not by ones drawn from theory. Alas, the attempt to use theory to achieve explanation (...) or insight without empirical success therefore fails, leaving us with the worst of both worlds – neither prediction nor explanation. Best go with empirical success by any means necessary. I support these methodological claims via case studies of two impressive feats of predictive modelling: opinion polling of political elections, and weather forecasting. (shrink)

This article critically examines a recent philosophical debate on the role of values in climate change forecasts, such as those found in assessment reports of the Intergovernmental Panel on Climate Change. On one side, several philosophers insist that the argument from inductive risk, as developed by Rudner and Douglas among others, applies to this case. AIR aims to show that ethical value judgments should influence decisions about what is sufficient evidence for accepting scientific hypotheses that have implications for policy issues. (...) Climate change adaptation is largely a local matter, and adaptation planning can benefit from local climate change projections. Such projections are typically generated by accepting climate model outputs in a relatively uncritical way. We argue, based on the IPCC’s treatment of model outputs from the CMIP5 ensemble, that this approach is unwarranted and that subjective expert judgment should play a central role in the provision of local climate change projections intended to support decision-making.

In this second part about modelling climate change, the topics of climate modelling, confirmation of climate models, the limits of climate projections, uncertainty and finally model ensembles will be discussed.

The United Kingdom Climate Impacts Programme’s UKCP09 project makes high-resolution projections of the climate out to 2100 by post-processing the outputs of a large-scale global climate model. The aim of this paper is to describe and analyse the methodology used and then urge some caution. Given the acknowledged systematic, shared errors of all current climate models, treating model outputs as decision-relevant projections can be significantly misleading. In extrapolatory situations, such as projections of future climate change, there is little reason to (...) expect that post-processing of model outputs can correct for the consequences of such errors. This casts doubt on our ability, today, to make trustworthy probabilistic projections at high resolution out to the end of the century. (shrink)

Philosophy of science has witnessed substantial recent debate over the existence of a structural analogue of chaos, which is alleged to spell trouble for certain uses of climate models. The debate over the analogy can and should be separated from its alleged epistemic implications: chaos-like behavior is neither necessary nor sufficient for small dynamical misrepresentations to generate erroneous results. The kind of sensitivity that matters in epistemology is one that induces unsafe beliefs, and the existence of a structural analogue to (...) chaos is better seen as an explanation for known safety failures than as providing evidence for unknown ones. Roman Frigg and others have developed a general epistemological argument designed to cast doubt on the capacity of a broad range of mathematical models to generate “decision relevant predictions.” In this article, we lay out the structure of their argument—an argument by analogy—with an eye to identifying points at which certain epistemically significant distinctions might limit the force of the analogy. Finally, some of these epistemically significant distinctions are introduced and defended as relevant to a great many of the predictive (...) mathematical modeling projects employed in contemporary climate science. A dynamical system is called chaotic if small changes to its initial conditions can create large changes in its behavior. By analogy, we call a dynamical system structurally chaotic if small changes to the equations describing the evolution of the system produce large changes in its behavior. Although there are many definitions of “chaos,” there are few mathematically precise candidate definitions of “structural chaos.” I propose a definition, and I explain two new theorems that show that a set of models (...) is structurally chaotic if it contains a chaotic function. I conclude by discussing the relationship between structural chaos and structural stability. (shrink)

Recent philosophical discussions about metaphysical indeterminacy have been substantiated with the idea that quantum mechanics, one of the most successful physical theories in the history of science, provides explicit instances of worldly indefiniteness. Against this background, several philosophers underline that there are alternative formulations of quantum theory in which such indeterminacy has no room and plays no role. A typical example is Bohmian mechanics in virtue of its clear particle ontology. Contrary to these latter claims, this paper aims at showing (...) that different pilot-wave theories do in fact instantiate diverse forms of metaphysical indeterminacy. Namely, I argue that there are various questions about worldly states of affairs that cannot be determined by looking exclusively at their ontologies and dynamical laws. Moreover, it will be claimed that Bohmian mechanics generates a new form of modal indeterminacy. Finally, it will be concluded that ontological clarity and indeterminacy are not mutually exclusive, i.e., the two can coexist in the same theory. (shrink)

In this paper, we pursue three general aims: (I) We will define a notion of fundamental opacity and ask whether it can be found in High Energy Physics (HEP), given the involvement of machine learning (ML) and computer simulations (CS) therein. (II) We identify two kinds of non-fundamental, contingent opacity associated with CS and ML in HEP respectively, and ask whether, and if so how, they may be overcome. (III) We address the question of whether any kind of opacity, contingent (...) or fundamental, is unique to ML or CS, or whether they stand in continuity to kinds of opacity associated with other scientific research. Craig Callender claims that ‘time is the great informer’, meaning that the directions in which our ‘best’ physical theories inform are temporal. This is intended to be a metaphysical claim, and as such expresses a relationship between the physical world and information-gathering systems such as ourselves. This article gives two counterexamples to this claim, illustrating the fact that time and informative strength doubly dissociate, so the claim cannot be about physical theories in general. The first is a case where physical (...) theories inform in directions that we have no reason to regard as temporal. The second is a case where our best physical theories fail to inform in directions that we have independent (pre-theoretic) reasons to regard as temporal. Taking these two cases into account suggests that the connection Callender makes between time and informativeness is perspectival. The second case demonstrates that although scientists often seek information in temporal directions, the behaviour of the physical world can present serious difficulties for finding it. In response, this article proposes a perspectival reading of Callender’s claim, according to which the connection between time and informative strength has more to do with the aims and objectives of science than the workings of the physical world. In philosophical studies regarding mathematical models of dynamical systems, instability due to sensitive dependence on initial conditions, on the one side, and instability due to sensitive dependence on model structure, on the other, have by now been extensively discussed. Yet there is a third kind of instability, which by contrast has thus far been rather overlooked, that is also a challenge for model predictions about dynamical systems. This is the numerical instability due to the employment of numerical methods involving a (...) discretization process, where discretization is required to solve the differential equations of dynamical systems on a computer. We argue that the criteria for numerical stability, as usually provided by numerical analysis textbooks, are insufficient, and, after mentioning the promising development of backward analysis, we discuss to what extent, in practice, numerical instability can be controlled or avoided. This paper deals with the question of whether uncertainty regarding model structure, especially in climate modeling, exhibits a kind of “chaos.” Do small changes in model structure, in other words, lead to large variations in ensemble predictions? More specifically, does model error destroy forecast skill faster than the ordinary or “classical” chaos inherent in the real-world attractor? In some cases, the answer to this question seems to be “yes.” But how common is this state of affairs? Are there precise mathematical (...) results that can help us answer this question? And is dependence on model structure “sensitive” in that arbitrarily small errors can destroy forecast skill? We examine some efforts in the literature to answer this last question in the affirmative and find them to be unconvincing. (shrink)

Recent work by Frigg et. al. and Mayo-Wilson have called attention to a particular sort of error associated with attempts to model certain complex systems: structural modeling error. The assessment of the degree of SME in a model presupposes agreement between modelers about the best way to individuate natural systems, an agreement which can be more problematic than it appears. This problem, which we dub “the system individuation problem” arises in many of the same contexts as SME, and the two (...) often compound one another. This paper explores the common roots of the two problems in concerns about the precision of predictions generated by scientific models, and discusses how both concerns bear on the study of complex natural systems, particularly the global climate. This paper uses the example of the COVID-19 pandemic to analyse the danger associated with insufficient epistemic pluralism in evidence-based public health policy. Drawing on certain elements in Paul Feyerabend’s political philosophy of science, it discusses reasons for implementing more pluralism as well as challenges to be tackled on the way forward.

An important epistemic issue in climate modelling concerns structural uncertainty: uncertainty about whether the mathematical structure of a model accurately represents its target. How does structural uncertainty affect our knowledge and predictions about the climate? How can we identify sources of structural uncertainty? Can we manage the effect of structural uncertainty on our knowledge claims? These are some of the questions that an epistemology of structural uncertainty faces, and these questions are also important for climate scientists and policymakers. I develop (...) three desiderata for an epistemological account of structural uncertainty. In my view, an account of structural uncertainty should identify sources of structural uncertainty, explain how these sources limit the applicability of a model, and show how the severity of structural uncertainty depends on the questions that can be asked of a model. I argue that analyzing structural uncertainty by paying attention to the details of model building can satisfy these desiderata. I focus on parametrizations, which are representations of important processes occurring at scales that are not resolved by climate models. Parametrizations are often thought to be ad-hoc, but I show that some important parametrizations are theoretically justified by explicit or implicit scale separation assumptions. These assumptions can also be supported empirically. Analyzing these theoretical and empirical justificatory roles of the scale separation assumptions can provide insights into how parametrizations contribute to structural uncertainty. I conclude by sketching how my approach can satisfy the desiderata I set out at the beginning, highlighting its importance for policy-relevant scientific statements about the climate. (shrink)

This paper critically analyzes the fiction-view of scientific modeling, which exploits presumed analogies between literary fiction and model building in science. The basic idea is that in both fiction and scientific modeling fictional worlds are created. The paper argues that the fiction-view comes closest to certain scientific thought experiments, especially those involving demons in science and to literary movements like naturalism. But the paper concludes that the dissimilarities prevail over the similarities. The fiction-view fails to do justice to the plurality (...) of model types used in science; it fails to realize that a function like idealization only makes sense in science because models, unlike works of fiction, can be de-idealized; it fails to distinguish sufficiently between the make-believe worlds created in fiction and the hypothetical worlds envisaged in models. Representation characterized in the fiction-view as a license to draw inferences does not sufficiently distinguish between inferences in fiction from inferences in scientific modeling. To highlight the contrast the paper proposes to explicate representation in terms of satisfaction of constraints. (shrink)
