What is the primary function of consciousness in the nervous system? The answer to this question remains enigmatic, not so much because of a lack of relevant data, but because of the lack of a conceptual framework with which to interpret the data. Current theories of emotion have often excluded emotional feeling from the core of emotion, thereby associating emotional feeling with high order processing. In contrast, we characterize emotional feeling as a basic process that is fundamentally involved in emotional processing. Emotional feeling is further described by the phenomenal features of unity and qualitativeness. Based on recent imaging data, we assume that neural activity in the anterior cortical midline structures is crucial for constituting emotional feeling. Approach–avoidance theories describe the major systems that motivate behaviours in reaction to classes of appetitive (rewarding) and aversive (punishing) stimuli. The literature points to two major “avoidance” systems, one related to pure avoidance and escape of aversive stimuli, and a second, to behavioural inhibition induced by the detection of goal conflict (in addition, there is evidence for nonaffective behavioural constraint). According to David Chalmers, the hard problem of consciousness consists of explaining how and why qualitative experience arises from physical states. Moreover, Chalmers argues that materialist and reductive explanations of mentality are incapable of addressing the hard problem. In this chapter, I suggest that Chalmers’ hard problem can be usefully distinguished into a ‘how question’ and ‘why question,’ and I argue that evolutionary biology has the resources to address the question of why qualitative experience arises from brain states. There is much good work for philosophers to do in cognitive science if they adopt the constructive attitude that prevails in science, work toward testable hypotheses, and take on the task of clarifying the relationship between the scientific concepts and the everyday concepts with which we conduct our moral lives. |

It is widely thought that focusing on highly skilled movements while performing them hinders their execution. In 1993, the UK High Court decided that Tony Bland was unaware of himself and his environment, had no interest in medical treatment and allowed withdrawal of treatment. Subsequently, the court has reviewed all cases of stopping feeding and hydration in people with a prolonged disorder of consciousness. I draw attention to an ambiguity of the expression ‘phenomenal consciousness’ that is an avoidable yet persistent source of conceptual confusion among consciousness scientists. The ambiguity is between what I call phenomenality and what I call conscious states, where the former denotes an abstract property and the latter denotes a phenomenon or class of its instances. Dualists believe that experiences have neither location nor extension, while reductive and ‘non-reductive’ physicalists (biological naturalists) believe that experiences are really in the brain, producing an apparent impasse in current theories of mind. Enactive and reflexive models of perception try to resolve this impasse with a form of “externalism” that challenges the assumption that experiences must either be nowhere or in the brain. This article presents a new conceptual view on the conscious will. This new concept approaches our will from the perspective of the requirements of our neural-muscular system and not from our anthropocentric perspective. In that case there is a straightforward question about the consciousness organ, namely: How did the consciousness organ come to be formed and why is its presence maintained in those organisms that have it?
