    This paper addresses the question of the constitution of ‘the people’. It argues that J.L. Austin’s concept of the ‘perlocutionary’ speech act gives us a framework for understanding the constitutive force of a specific constitutional document: the American Declaration of Independence. It does so through responding to Derrida’s analysis of the Declaration, which itself draws on Austin’s work.     This article provides an introductory overview of the theories of Paul Virilio, particularly regarding how technologically-enhanced speed impacts human reality. It positions Virilio as part modernist, part postmodernist and discusses how his ethico-political views color his more aesthetic metaphysics, creating a tension in his final position on the merits of technological speed's blurring of the real and the imaginary.     Modern societies are shaped to a significant extent by socially rational institutions, arrangements, and technologies. A purely functional understanding of these rationalized structures eliminates the element of meaning from social life. Ellul, Heidegger and the Frankfurt School focused on this impoverishment and associate it with the spread of technology. But recent technology studies offer a different perspective which can be joined to the formulation of the social critique in the writings of Herbert Marcuse.
