This essay argues that Hume's political and historical thought is well read as skeptical and skeptical in a way that roots it deeply in the Hellenistic traditions of both Pyrrhonian and Academical thought. It deploys skeptical instruments to undermine political rationalism as well as theologically and metaphysically political ideologies. Hume's is politics of opinion and appearance. It labors to oppose faction and enthusiasm and generate suspension, balance, tranquility, and moderation. Because Hume advocate the use of reflectively generated but epistemically and (...) metaphysically suspensive general rules, his political thought is not intrinsically conservative. While it valorizes stability and peace, Humean politics accepts a contested and open-ended political order, one that requires continuous maintenance and revision but does not pretend to any ultimate or final progress or end. In lieu of an abstract, here is a brief excerpt of the content:Against the Spirit of Foundations: Postmodernism and David Hume1 Zuzana Parusnikova Introduction David Hume lived at the very dawn ofthe modern age and belonged to the Scottish Enlightenment. The Enlightenment is often conceived of as the essence of modernity, thus standing in firm opposition to postmodernism. According to postmodernists, the Enlightenmentideal of a universal liberating rationality and the principle of universally shared norms ofhumanism have not only lost their (...) vigour and appeal, but have proved to be oppressive and downright authoritarian. The project of the Enlightenment should thus be abandoned. And yet, despite the fact that Hume chronologically belonged to modernity, I find striking similarities between his views and postmodernism. Over the years there have been many, typically modern, efforts to find some unity and to grasp the essence of Hume's philosophy, to provide some general interpretative angle by which it can appear as a consistent philosophical system. I want to argue that such an approach is neither necessary nor desirable because it deprives Hume's philosophy of its most appealing feature—his acceptance of and tolerance towards the irreconcilability of its sceptical and natural elements. There is no need to force Hume to fit neatly under any traditional philosophical label.2 The permanent inconsistency in his 'system' resulting from his firm anti-foundationalist attitude is not a defect but instead makes his philosophy far more intriguing. The disunity which can be found in Hume's texts is also the feature bringing him close to postmodernism. Postmodernism is a fuzzy area, difficult to approach let alone to define. It deliberately avoids defining itself and could even be seen as "the characteristic of a universe where there are no more definitions possible." 3 Postmodernism is not a homogeneous stage of thinking following after modernism (as the prefix 'post' misleadingly suggests), but rather deconstructs modernity without offering a new and coherent alternative. Therefore, paradoxically, while deconstructing we have to use thevocabularywhichis being deconstructed and cannotcompletely avoid the ' logos ofthe definition'. This feature is reflected in what Derrida calls 'writing under erasure': we write and erase at the same time—since our language is constructed upon the modern logocentrism, we have no choice but to Volume XLX Number 1 ZUZANA PARUSNIKOVA use it. As a result, interpreting the meaning of texts, although authoritarian in its original intention, reveals the illusory character of any ultimate interpretation. Texts are viewed as mysterious and confusinglabyrinths,bycontrasttothemodernobsession aboutclarity, precision, consistency and the possibility of decoding the exact, fundamental message they convey. Philosophy is no longer conceived ofas a questfor foundations, and philosophical texts are looked at from a new perspective: they are rather 'misread', 'misinterpreted' or read on the margins' in order to paralyse the oppressive interpretations seeking some foundational interpretative principle and imposing compulsory norms ofunderstanding.4 Hume's philosophy has suffered extensive abuse of this foundationalist kind. With rare exceptions (for example, Richard Popkin), most interpreters have tried to eliminate the inconsistencies and contradictions in his writings and to pigeon-hole him victoriously. But Hume has given them a hard time indeed. The reason he has been such a poser is, in my opinion, that he—like postmodernists—does not offer any foundationalist perspective. In fact, their firm antifoundationalism makes allies ofhim and postmodernists. Anti-foundationalism For postmodernism, philosophy ceases to enjoy its traditional privilege of being a foundationalist discipline in either a metaphysical or an epistemological sense. Philosophy does not reveal any hidden depths, any deeper truths. It does not provide any unique insights guiding us beyond the immense diversity ofthe world towards its essential unity (metaphysics), nor does itprovide anyepistemological clue tothe world. Philosophy is denied the function of an epistemological police organizing the world into a well-arranged, easily-surveyed picture. For postmodernists, this modern "fantasy to seize reality"and makeitfully transparent and communicable is a source of terror.5 Postmodernism views the desire to master reality as leading to intellectual dictatorship, by eliminating the relevance and the rights ofthe other" which does not conform to modern principles and is thus downgraded in the modern hierarchy. This paper examines some connections between Hume’s epistemology in his Treatise of Human Nature and his political economy. I make three claims: First, I argue that it is the development of Hume’s account of the faculty of reason in Book I of the Treatise that leads him to emphasize social science—including political economy—and the humanities over more abstract modes of intellectual inquiry. Second, I argue that Hume’s conception of reason has implications for his methodology in political economy. His perception of (...) human reason leads him to deploy a method of qualified generalization that emphasizes the by-and-large nature of theoretical statements. Third, when it comes to policy matters, the method of qualified generalization in theory cashes out in terms of practical maxims. I suggest that two central maxims in Hume’s political economy derive from his views of the usefulness of economic liberty and the coordinating nature of the status quo. (shrink)

Robert Nozick addresses the idea of egalitarian redistribution in an argument standardly considered original: the “Wilt Chamberlain Argument”. However, this argument is found in David Hume's An Enquiry Concerning the Principles of Morals, first published in 1751. Placing this argument within a Humean and Hayekian, rather than a Lockean or Kantian, perspective radically changes its import for issues of economic justice. Rather than vindicating the radical individualism of Nozick and other libertarians, applied to our circumstances using Hume's conventionalist and evolutionary (...) account of justice, Hume's Wilt Chamberlain argument vindicates moderate redistribution constrained by the rule of general laws and the goal of fostering innovation and industriousness. The dissertation concerns F. A. Hayek’s critique of legislation. The purpose of the investigation is to clarify and assess that critique. I argue that there is in Hayek’s work a critique of legislation that is distinct from his well-known critique of social planning. Further that the main claim of this critique is what I refer to as Hayek’s legislation tenet, namely that legislation that aims to achieve specific aggregate results in complex orders of society will decrease the welfare level. The (...) legislation tenet gains support; from the welfare claim – according to which there is a positive correlation between the utilization of knowledge and the welfare level in society; from the dispersal of knowledge thesis – according to which the total knowledge of society is dispersed and not available to any one agency; and from the cultural evolution thesis – according to which evolutionary rules are more favorable to the utilization of knowledge in social cooperation than are legislative rules. More specifically, I argue that these form two lines of argument in support of the legislation tenet. One line of argument is based on the conjunction of the welfare claim and the dispersal of knowledge thesis. I argue that this line of argument is true. The other line of argument is based on the conjunction of the welfare claim and the cultural evolution thesis. I argue that this line of argument is false, mainly because the empirical work of political scientist Elinor Ostrom refutes it. Because the two lines of argument support the legislation tenet independently of each other, I argue that Hayek’s critique of legislation is true. In this dissertation, I further develop a legislative policy tool as based on the welfare claim and Hayek’s conception of coercion. I also consider Hayek’s idea that rules and law are instrumental in forging rational individual action and rational social orders, and turn to review this idea in light of the work of experimental economist Vernon Smith and economic historian Avner Greif. I find that Smith and Greif support this idea of Hayek’s, and I conjecture that it contributes to our understanding of Adam Smith’s notion of the invisible hand: It is rules – not an invisible hand – that prompt subjects to align individual and aggregate rationality in social interaction. Finally, I argue that Hayek’s critique is essentially utilitarian, as it is concerned with the negative welfare consequences of certain forms of legislation. And although it may appear that the dispersal of knowledge thesis will undermine the possibility of carrying out the utilitarian calculus, due to the lack of knowledge of the consequences of one’s actions – and therefore undermine the legislation tenet itself – I argue that the distinction between utilitarianism conceived as a method of deliberation and utilitarianism conceived as a criterion of correctness may be used to save Hayek’s critique from this objection. Abstract Differing interpretations of the political thought of David Hume have tended to emphasize either conservative, gradualist elements similar to Burke or rationalist aspects similar to Hobbes. The concept of indirect utility as used by Hume reconciles these two approaches. Indirect utility is best illustrated by Hume's conception of justice, in contrast to his conception of benevolence, which yields direct benefits. This understanding of Hume's consequentialism also helps underscore certain egalitarian aspects of Hume's thought.

This chapter considers the encounter of skepticism with the Kantian and post-Kantian philosophical enterprise and focuses on the intriguing feature whereby it is assimilated into this enterprise. In this period, skepticism becomes interchangeable with its other, which helps understand the proliferation of many kinds of views under its name and which forms the background for transforming skepticism into an anonymous, routine practice of raising objections and counter-objections to one’s own view. German philosophers of this era counterpose skepticism to dogmatism and (...) criticism, ancient to modern skepticism, and, importantly, conceptualize the transitions from one form to another, which forms the conceptual matrix in which new disciplinary forms, such as psychology, anthropology, and historicism contend for cultural-intellectual standing beside philosophy. I present this assimilationist trajectory by reviewing three well-known moments of this encounter of skepticism and idealism: (1) Kant’s idealization of skepticism as a floating position amidst various philosophical positions through the dialectic, polemics, systematics, and history of pure reason; (2) Fichte’s schematic conception of skepticism as a dispute of systems in the early Wissenschaftslehre following his review of the skeptic G. E. Schulze’s attacks on Critical philosophy; (3) Hegel’s historicizing conception of skepticism in the context of differences between subjective idealism and speculative thought and his early Jena review of another work by the same skeptic Schulze. Norman Kemp Smith in his article „The Naturalism of Hume“ formulated standard naturalistic interpretation David Hume’s philosophical project. According to Kemp Smith, the idea of ​​Hume as a skeptic is unsustainable. The first book of A Treatise of Human Nature should be understood as an introduction to the new naturalistic philosophy. However, such approach does not deny the presence of elements of skepticism and empiricism in Hume ‚s philosophy. Hume’s political theory can be viewed as either continuation or empirical confirmation (...) of his philosophy. His skepticism is expressed in his distrust of the rationalistic doctrines and by his unwillingness to adhere to political parties. Elements of empiricism are evident in his observation of human behavior in the present and also in the past. Skepticism and empiricism are an integral part of his naturalistic explanation in political philosophy. He introduced a political theory based upon the scientific methodology, which could be an inspiration for contemporary research in political science. (shrink)
