The Great Divide in metaphysical debates about laws of nature is between Humeans, who think that laws merely describe the distribution of matter, and non-Humeans, who think that laws govern it. The metaphysics can place demands on the proper formulations of physical theories. It is sometimes assumed that the governing view requires a fundamental / intrinsic direction of time: to govern, laws must be dynamical, producing later states of the world from earlier ones, in accord with the fundamental direction of (...) time in the universe. In this paper, we propose a minimal primitivism about laws of nature (MinP) according to which there is no such requirement. On our view, laws govern by constraining the physical possibilities. Our view captures the essence of the governing view without taking on extraneous commitments about the direction of time or dynamic production. Moreover, as a version of primitivism, our view requires no reduction / analysis of laws in terms of universals, powers, or dispositions. Our view accommodates several potential candidates for fundamental laws, including the principle of least action, the Past Hypothesis, the Einstein equation of general relativity, and even controversial examples found in the Wheeler-Feynman theory of electrodynamics and retrocausal theories of quantum mechanics. By understanding governing as constraining, non-Humeans who accept MinP have the same freedom to contemplate a wide variety of candidate fundamental laws as Humeans do. (shrink)

Humeanism about laws of nature is, roughly, the view that the laws of nature are just patterns, or ways of describing patterns, in the mosaic of events. In this paper I survey some of the (many!) objections that have been raised to Humeanism, considering how the Humean might respond. And I consider how we might make a positive case for Humeanism. Non‐Humean theories of natural necessity invoke modally‐laden primitives to explain why nature exhibits lawlike regularities. However, they vary in the primitives they posit and in their subsequent accounts of laws of nature and related phenomena (including natural properties, natural kinds, causation, counterfactuals, and the like). This article provides a taxonomy of non‐Humean theories, discusses influential arguments for and against them, and describes some ways in which differences in goals and methods can motivate different versions of non‐Humeanism (and, for that matter, (...) The central aim of this paper is to use a particular view about how the laws of nature govern the evolution of our universe in order to develop and evaluate the two main competing options in the metaphysics of persistence, namely endurantism and perdurantism. We begin by motivating the view that our laws of nature dictate not only qualitative facts about the future, but also which objects will instantiate which qualitative properties. We then show that both traditional doctrines in the (...) metaphysics of persistence must take on surprising further commitments in order to vindicate our universe being law-governed in this strong sense. For example, we argue that endurantists should adopt a particular version of monism, and that perdurantists should adopt a qualitativist doctrine that dispenses with all individuals at the fundamental level. Non-Humean accounts of lawhood are said to founder on the Inference Problem, which is the problem of saying how laws that go beyond the regularities can entail the regularities. I argue that the Inference Problem has a simple solution – the Axiomatic Solution – on which the non-Humean only needs to outfit her laws with a law-to-regularity axiom. There is a remaining Epistemic Bulge, as to why one should believe that the posit-so-axiomatized is to be found in nature, but the (...) non-Humean can flatten the bulge. I provide a new account of what it is for the laws of nature to govern the evolution of events. I locate the source of governance in the content of law propositions. As such, I do not appeal to primitive notions of ground, essence, or production to characterize governance. After introducing the account, I use it to outline previously unrecognized varieties of governance. I also specify that laws must govern to have two theoretical virtues: explanatory power as well as a (...) theoretical virtue I call expansiveness. According to the Nomological Argument, observed regularities in nature are best explained by an appeal to a supernatural being. A successful explanation must avoid two perils. Some explanations provide too little structure, predicting a universe without regularities. Others provide too much structure, thereby precluding an explanation of certain types of lawlike regularities featured in modern scientific theories. We argue that an explanation based in the creative, intentional action of a supernatural being avoids these two perils whereas leading competitors do not. (...) Realists about laws of nature and their Humean opponents disagree on whether laws ‘govern’. An independent commitment to the ‘governing conception’ of laws pushes many towards the realist camp. Despite its significance, however, no satisfactory account of governance has been offered. The goal of this article is to develop such an account. I base my account on two claims. First, we should distinguish two notions of governance, ‘guidance’ and ‘production’, and secondly, explanatory phenomena other than laws are also candidates for (...) governance. My goal is to develop a unified account which captures both guidance and production as well as the governance of phenomena, such as essence and logical consequence. The account of governance I develop belongs to the family of modal accounts, which was popularized by David Armstrong, but it also employs essentialist resources. If successful, this modal-essentialist account not only reveals the costs that proponents of governance incur, but it also puts that important notion on a solid theoretical foundation. (shrink)

Physical laws are strikingly simple, yet there is no a priori reason for them to be so. I propose that nomic realists—Humeans and non-Humeans—should recognize simplicity as a fundamental epistemic guide for discovering and evaluating candidate physical laws. This proposal helps resolve several longstanding problems of nomic realism and simplicity. A key consequence is that the presumed epistemic advantage of Humeanism over non-Humeanism dissolves, undermining a prominent epistemological argument for Humeanism. Moreover, simplicity is shown to be more connected to lawhood (...) than to mere truth. (shrink)

Dispositional Essentialism, as commonly conceived, consists in the claims that at least some of the fundamental properties essentially confer certain causal-nomological roles on their bearers, and that these properties give rise to the natural modalities. As such, the view is generally taken to be committed to a realist conception of properties as either universals or tropes, and to be thus incompatible with nominalism as understood in the strict sense. Pace this common assumption of the ontological import of Dispositional Essentialism, the (...) aim of this paper is to explore a nominalist version of the view, Austere Nominalist Dispositional Essentialism. The core features of the proposed account are that it eschews all kinds of properties, takes certain predicative truths as fundamental, and employs the so-called generic notion of essence. As I will argue, the account is significantly closer to the core idea behind Dispositional Essentialism than the only nominalist account in the vicinity of Dispositional Essentialism that has been offered so far—Ann Whittle’s Causal Nominalism—and is immune to crucial problems that affect this view. David Armstrong accepted the following three theses: universals are immanent, laws are relations between universals, and laws govern. Taken together, they form an attractive position, for they promise to explain regularities in nature—one of the most important desiderata for a theory of laws and properties—while remaining compatible with naturalism. However, I argue that the three theses are incompatible. The basic idea is that each thesis makes an explanatory claim, but the three claims can be shown to run in a problematic (...) circle. I then consider which thesis we ought to reject and suggest some general lessons for the metaphysics of laws. (shrink)

The necessitarian solution to the problem of induction involves two claims: first, that necessary connections are justified by an inference to the best explanation; second, that the best theory of necessary connections entails the timeless uniformity of nature. In this paper, I defend the second claim. My arguments are based on considerations from the metaphysics of laws, properties, and fundamentality.

According to the Principle of Sufficient Reason, every fact has an explanation. An important challenge to this principle is that it risks being a counterexample to itself. What explains why everything needs to be explained? My first goal is to distinguish two broad kinds of answers to this question, which I call “Humean Rationalism” and “Non-Humean Rationalism”. My second goal will be to defend the prospects of Humean Rationalism.

Nomic realists have traditionally put laws to work within a theory of natural modality, in order to provide a metaphysical source for causal necessitation, counterfactuals, and dispositions. However, laws are well-suited to perform other work as well. Necessitation is a widespread phenomenon and includes cases of categorial, conceptual, grounding, mathematical and normative necessitation. A permissive theory of universals allows us to extend nomic realism into these other domains. With a particular focus on grounding necessitation, it is argued that the sorts (...) of reasons for positing laws in the natural causal domain also apply in other domains. This article is concerned with the relationship between scientific practice and the metaphysics of laws of nature and natural properties. I begin by examining an argument by Michael Townsen Hicks and Jonathan Schaffer that an important feature of scientific practice—namely, that scientists sometimes invoke non-fundamental properties in fundamental laws—is incompatible with metaphysical theories according to which laws govern. I respond to their argument by developing an epistemology for governing laws that is grounded in scientific practice. This epistemology is of general (...) interest for non-Humean theories of laws, for it helps to explain our epistemic access to non-Humean theoretical entities such as governing laws or fundamental powers. One of the traditional desiderata for a metaphysical theory of laws of nature is that it be able to explain natural regularities. Some philosophers have postulated governing laws to fill this explanatory role. Recently, however, many have attempted to explain natural regularities without appealing to governing laws. Suppose that some fundamental properties are bare dispositions. In virtue of their dispositional nature, these properties must be (or are likely to be) distributed in regular patterns. Thus it would appear that an ontology (...) including bare dispositions can dispense with governing laws of nature. I believe that there is a problem with this line of reasoning. In this essay, I’ll argue that governing laws are indispensable for the explanation of a special sort of natural regularity: those holding among categorical properties (or, as I’ll call them, categorical regularities). This has the potential to be a serious objection to the denial of governing laws, since there may be good reasons to believe that observed regularities are categorical regularities. (shrink)

According to the governing conception of the laws of nature, laws, in some sense, determine concrete goings-on. Just how to understand the sort of determination at play in governance is, however, a substantial question. One potential answer to this question, which has recently received some attention, is that laws govern by grounding what happens in the concrete world. If this account succeeded, it would show that governance can be understood in terms of an independently motivated and widely accepted notion. Thus (...) far, though, the grounding conception of governance has not been developed or evaluated in detail. In this paper, I fill this gap by mapping out and evaluating various possible ways of developing this conception of governance. My main conclusion is that the grounding conception runs into serious difficulties in trying to capture the key idea that governing laws determine the distribution of fundamental property instances. The paper uses the concept of typicality to spell out an argument against Humean supervenience and the best system account of laws. It proves that, in a very general and robust sense, almost all possible Humean worlds have no Humean laws. They are worlds of irreducible complexity that do not allow for any systematization. After explaining typicality reasoning in general, the implications of this result for the metaphysics of laws are discussed in detail.

A social fact S is grounded by some plurality of grounds. And the fact that S has the grounding-conditions it does is anchored by some set of anchors. Epstein has recently suggested (2019) that the anchoring relation is a cross-world determination relation. In this paper we put forward three arguments against this view. First, we argue from the analogy between social and non-social kinds: there is no cross-world determination involved in non-social natural kinds. Secondly, we take issue with the very (...) idea of cross-world determination: no determination relation in our current metaphysical toolkit can have relata that occupy different possible worlds (in the relevant sense). Thirdly, we argue that cross-world anchoring generates an indeterminacy problem: if S holds in an anchorless world w, and there are distinct anchors (for S) holding at w1 and w2 respectively, then it is indeterminate whether S’s grounding-conditions hold in virtue of the w1-anchors or the w2-anchors. In this paper, we argue that the popular claim that laws of nature explain their instances creates a philosophical puzzle when it is combined with the widely held requirement that explanations need to be underpinned by ‘wordly’ relations. We argue that a “direct solution” to the puzzle that accounts for both explanatory laws and explanatory realism requires endorsing at least a radical metaphysics. Then, we examine the ramifications of a “skeptical solution”, i.e., dissolving it by giving up at least one (...) of these two claims, and argue that adopting it is more favorable to Humean reductionists than to anti-reductionists about laws of nature. According to dispositionalism, fundamental properties are dispositions—powers that don’t reduce to other properties, laws, or anything else. As dispositions manifest, natural regularities result, so this view appears to explain the uniformity of nature. However, in this paper I’ll argue that there are types of regularities that can’t be explained by dispositionalism. The basic idea is this. All accounts of fundamental dispositions endow properties with a certain sort of structure. This allows explanations of only those regularities that align with such structures. (...) Humean Supervenience is the view that (a) there are a plurality of fundamental beings, (b) there are no inexplicable constraints on modal space, and hence the fundamental nature of each such being is independent of those of all the rest and of the fundamental relations in which it stands to the rest, (c) the fundamental beings stand in no fundamental causal or nomic relations, and hence (d) the distribution of any causal or nomic relations in which they do stand globally (...) supervenes on their fundamental natures and the non‐nomic, non‐causal fundamental relations in which they stand. If Humean Supervenience is true, then as A.J. Ayer put it, it's just one damn thing after another. Radical Pluralism is the view that Humean Supervenience is true, and, moreover, that none of the fundamental beings stands in any fundamental relations at all. If Radical Pluralism is true, then, as William James puts it, the world's pieces are held together by nothing more than conjunction: it's just one damn thing and another. I argue that Radical Pluralism is very likely true, conditional upon Humean Supervenience. Any philosopher pluralist enough to be Humean ought to be radically pluralistic. (shrink)

The view that takes laws of nature to be essentially nothing more than descriptions of facts is still rather popular. The present article, on the contrary, defends the claim that the only real motivation for defending a descriptive view of laws—the quest for ontological parsimony—entails too high a price to pay in philosophical terms. It is argued that nomic primitivism, namely the alternative option that takes laws to be primitive fundamental entities in our ontology, is decisively more appealing, since it (...) is the crucial role assigned to laws that makes a scientific theory of natural phenomena a system rather than a list. Finally, the implications that nomic primitivism might have for the issue of the status of the wave function in that particular formulation of quantum mechanics known as Bohmian mechanics are considered. Despite its apparent complexity, our world seems to be governed by simple laws of physics. This volume provides a philosophical introduction to such laws. I explain how they are connected to some of the central issues in philosophy, such as ontology, possibility, explanation, induction, counterfactuals, time, determinism, and fundamentality. I suggest that laws are fundamental facts that govern the world by constraining its physical possibilities. I examine three hallmarks of laws-simplicity, exactness, and objectivity-and discuss whether and how they may be (...) associated with laws of physics. (shrink)

As Price (2009) famously mused, if a philosopher were to be magically transported, perhaps through means of time travel, from the 1950s to the modern day, they would indeed be shocked by the resurgence of metaphysics in the analytic tradition. Most of all, perhaps, they would be shocked by the popularity of power metaphysics. What a strange item to have in a philosopher’s curriculum, they might think: after all, didn’t David Hume claim that “[t]here are no ideas which can occur (...) in metaphysics more obscure and uncertain than those of power, force, energy, or necessary connection”? Indeed, much has changed since then. At the pain of using overly vague terminology, we can call “power metaphysics” the subdiscipline of metaphysics interested in the development and evaluation of a family of positions which we will refer to under the umbrella term of “dispositionalism”. According to dispositionalists, the world we inhabit is also populated by genuine and irreducible powers, dispositions, and capacities of objects. (shrink)
