Vigorous debate over the moral propriety of cognitive enhancement exists, but the views of the public have been largely absent from the discussion. To address this gap in our knowledge, four experiments were carried out with contrastive vignettes in order to obtain quantitative data on public attitudes towards cognitive enhancement. The data collected suggest that the public is sensitive to and capable of understanding the four cardinal concerns identified by neuroethicists, and tend to cautiously accept cognitive enhancement even as they (...) recognize its potential perils. The public is biopolitically moderate, endorses both meritocratic principles and the intrinsic value of hard work, and appears to be sensitive to the salient moral issues raised in the debate. Taken together, these data suggest that public attitudes toward enhancement are sufficiently sophisticated to merit inclusion in policy deliberations, especially if we seek to align public sentiment and policy. A key feature of Buchanan is emphasis put on the social impact of biomedical enhancement. This social turn enables Buchanan to reframe the question of the desirability of enhancers. The fundamental question is no longer an individual question but a social question: what would be the advantages and the drawbacks of X in our society? The individual question, in Buchanan’s analysis, is second to the social question. Now, if one accepts that an enhancer may have secondary effects, or drawbacks, the (...) social question requires a cost and benefit analysis. I will argue that there are two flaws in Buchanan’s position: 1) the way in which he envisions the social debate about biomedical enhancement, and a cost and benefit analysis, would only be adequate in a kind of utopia which no actual existing State seems to match; 2) The cost and benefit analysis needs to be complemented not by an individual ethics but by narratives accounting for the experience of the subject. The level on which takes place Buchanan’s discussion covers up an individual experience which needs to be articulated and taken into account. It is this kind of individual, or singular, narrative that I will look for in the work of the post-phenomenological philosopher Jean-Luc Nancy, thus attempting to bridge a gap between two different philosophical traditions and styles of writing. As cognitive enhancement research advances, important ethical questions regarding individual autonomy and freedom are raised. Advocates of cognitive enhancement frequently adopt a procedural approach to autonomy, arguing that enhancers improve an individual’s reasoning capabilities, which are quintessential to being an autonomous agent. On the other hand, critics adopt a more nuanced approach by considering matters of authenticity and self-identity, which go beyond the mere assessment of one’s reasoning capacities. Both positions, nevertheless, require further philosophical scrutiny. In this paper, we investigate (...) the ethics of cognitive enhancement through the lenses of political and philosophical arguments about autonomy and freedom. Background: Recent studies on public attitudes toward life extension technologies show a mix of ambivalence toward and support for extending the human lifespan. Attitudes toward genetic modification of organisms and technological enhancements may be used to categorize individuals according to political or ideological orientation such as technoprogressive or conservative and it could be easy to assume that these categories are related to more general categorizations related to culture, e.g. between Traditional and Secular-rational values in the World Values Survey. This paper (...) discusses how attitudes toward aspects of radical life extension may be related to cultural values as revealed in an online deliberative survey among university students conducted between January 2012 to January 2013. Survey results suggest that attitudes toward radical life extension tend to be mixed among groups categorized as Traditional, Secular-rational, Survivalist, and Self-expressionist. The study explored the relation between responses of 326 university students to 5 key questions on radical life extension and the cultural values they tend to favor as indicated by their response to 20 statements from the World Values Survey.Design and Method: The survey consisted of 3 stages: an online pre-discussion survey, face-to-face discussion, and post-discussion survey. After completing the 5 main survey questions in stage 1, participants were presented two additional questionnaires: one on cultural attitudes using 20 statements from the 2004-2008 World Values Survey and another on health attitudes with 12 statements from Dutta-Bergman’s 2004 study. In stage 2, participants were engaged in a face-to-face discussion in class focusing on their responses to the five key questions. After the discussion, they were invited to reconsider the choices and reasons they posted in stage 1 in the light of the face-to-face class discussion in stage 2.Results: Responses to the five survey questions showed that there tended to be more individuals across groups who disagreed with adopting technologies that radically extend the human lifespan beyond the current limit of 120 years. Attitudes toward radical life extension did not correspond to cultural attitudes indicated by responses to the WVS questions. The proportion of agreement/disagreement to statements presented in each of the five questions varied across cultural groups and there tended to be more individuals who disagreed with radical life extension in all groups. Changes in responses after the discussion stage were not significant and most respondents maintained their prior views.Discussion: Cultural attitudes associated with familiar technologies may not correspond with attitudes toward newer technologies since beliefs and values may need to be adapted to new imagined situations that the new technologies elicit. Moral understandings associated with familiar technological habits and beliefs are not necessarily carried over to new technologies. (shrink)

Transhumanism is a philosophical system that proposes the use of advanced technologies directly in the human body to modify and improve its biological condition. That is the core idea of transhumanism and it can be adopted by various ideological systems in different ways. It will depend on their ethical approach and what they define as “improvement”. In this article we will quickly review the difference between transhumanist philosophy, Transhumanism and Transhumanisms.

In this chapter, I propose the mechanism of cognitive enhancement based on studies of cognitive-enhancing drugs and behavioral training. I argue that there are mechanistic differences between cognitive-enhancing drugs and behavioral training due to their different enhancing effects. I also suggest possible mechanisms for cognitive-enhancing drugs and behavioral training and for the synergistic effects of their simultaneous application.
