Deepfakes are a new form of synthetic media that broke upon the world in 2017. Bringing photoshopping to video, deepfakes replace people in existing videos with someone else’s likeness. Currently most of their reach is limited to pornography, and they are also used to discredit people. However, deepfake technology has many epistemic promises and perils, which concern how we fare as knowers. Our goal is to help set an agenda around these matters, to make sure this technology can help realize (...) epistemic rights and epistemic justice and unleash human creativity, rather than inflict epistemic wrongs of any sort. Our project is exploratory in nature, and we do not aim to offer conclusive answers at this early stage. There is a need to remain vigilant to make sure the downsides do not outweigh the upsides, and that will be a tall order. (shrink)

In response to growing concerns of bias, discrimination, and unfairness perpetuated by algorithmic systems, the datasets used to train and evaluate machine learning models have come under increased scrutiny. Many of these examinations have focused on the contents of machine learning datasets, finding glaring underrepresentation of minoritized groups. In contrast, relatively little work has been done to examine the norms, values, and assumptions embedded in these datasets. In this work, we conceptualize machine learning datasets as a type of informational infrastructure, (...) and motivate a genealogy as method in examining the histories and modes of constitution at play in their creation. We present a critical history of ImageNet as an exemplar, utilizing critical discourse analysis of major texts around ImageNet’s creation and impact. We find that assumptions around ImageNet and other large computer vision datasets more generally rely on three themes: the aggregation and accumulation of more data, the computational construction of meaning, and making certain types of data labor invisible. By tracing the discourses that surround this influential benchmark, we contribute to the ongoing development of the standards and norms around data development in machine learning and artificial intelligence research. Data increasingly drive our lives. Often presented as a new trajectory, the deep immersion of our lives in data has a history that is well over a century old. By revisiting the work of early pioneers of what would today be called data science, we can bring into view both assumptions that fund our data-driven moment as well as alternative relations to data. I here excavate insights by contrasting a seemingly unlikely pair of early data technologists, Francis Galton and W.E.B. (...) Du Bois. Galton, well known for his contributions to eugenics, was first and foremost a tinkering technician of measure. There are numerous domains of science over which Galtonian conceptions retain considerable influence, presumably without his pride in racial inequality. A more viable, because more egalitarian, alternative for the present can be found in the early data work of Du Bois. (shrink)

Philosophers have cataloged a range of genealogical methods by which different sorts of normative conclusions can be established. Although such methods provide diverging ways of pursuing genealogical inquiry, they typically converge in eschewing historiographic methodology, in favor of a uniquely philosophical approach. In contrast, one genealogist who drew on historiographic methodology is Michel Foucault. This article presents the motivations and advantages of Foucault's genealogical use of such a methodology. It advances two mains claims. First, that Foucault's early 1970s work employs (...) a distinct genealogical method, which borrows from contemporary historiographic models of explanation to expand the range of objects that are proper to genealogical accounts of historical change. I demonstrate how Foucault modifies two central commitments of Nietzsche by broadening the dimensions of genealogical inquiry and explanation. Second, that historical method has normative relevance for genealogy, insofar as different historiographic choices can lead to different normative conclusions. I motivate this second claim by explaining how Foucault's multidimensional genealogical method expands both (a) the range of objects that are subject to evaluative assessment, and (b) the set of possible prescriptive recommendations that follow from such assessment. Despite widespread recognition of an emergent politics of data in our midst, we strikingly lack a political theory of data. We readily acknowledge the presence of data across our political lives, but we often do not know how to conceptualize the politics of all those data points—the forms of power they constitute and the kinds of political subjects they implicate. Recent work in numerous academic disciplines is evidence of the first steps toward a political theory of data. This article maps (...) some limits of this emergent literature with an eye to enriching its theoretical range. The literature on data politics, both within political theory and elsewhere, has thus far focused almost exclusively on the algorithm. This article locates a further dimension of data politics in the work of formatting technology or, more simply, formats. Formats are simultaneously conceptual and technical in the ways they define what can even count as data, and by extension who can count as data and how they can count. A focus on formats is of theoretical value because it provides a bridge between work on the conceptual contours of categories and the technology-centric literature on algorithms that tends to ignore the more conceptual dimensions of data technology. The political insight enabled by format theory is shown in the context of an extended interrogation of the politics of racialized redlining. (shrink)

Pragmatic Genealogy involves constructing fictional, quasi-historical models in order to discover what might explain and justify our concepts, ideas or practices. It arguably originated with Hume, but its most prominent practitioners are Edward Craig, Bernard Williams and Mathieu Queloz. Its defenders allege that the method allows us to understand “what the concept does for us, what its role in our life might be” (Craig, 1990), and that this in turn can ground practical reasons to preserve or further a conceptual practice. According to some, humanity’s search to answer the question “What is the meaning of life?” fuels the creative fires that forge all of civilization’s great religious, spiritual, and philosophical texts. But how seriously should we take the question? In the following paper, I provide an implexic genealogical analysis of the cognitive structures that make the very articulation of the question possible. After outlining my procedure, my paper begins by explaining the main components of a genealogical inquiry. Next, I examine Camus’s (...) and Nagel’s respective analyses of philosophical absurdity, paying particular attention to their different evaluations of avatars of the absurd, such as the myth of Sisyphus. Finally, I demonstrate how we may complete Nagel’s solution to the absurd (which counsels that whenever the seeming meaninglessness of life is raised in consciousness, we address it with an ironic smile) by providing an evolutionary pathway of how the cognitive scaffolding required to ask the question about life’s meaning arose. I argue that by reframing philosophical absurdity, we see the phenomenon in a different light. In this very reframing, we may become free from the malaise often connected to avatars for the absurd. Scholarship on the politics of new media widely assumes that communication functions as a sufficient conceptual paradigm for critically assessing new media politics. This article argues that communication-centric analyses fail to engage the politics of information itself, limiting information only to its consequences for communication, and neglecting information as it reaches into our selves, lives, and actions beyond the confines of communication. Furthering recent new media historiography on the “information theory” of Shannon and Wiener, the article reveals both the primacy (...) of communication in midcentury information theory, and also a striking resonance between these postwar communication theories and Habermas’s more recent communicative theory of democracy. To achieve a critical perspective beyond communication, the article proposes a media genealogy of the politics of subjects as a methodology for developing an analysis of how information formats us as subjects of data. What is philosophical genealogy? What is its purpose? How does genealogy achieve this purpose? These are the three essential questions to ask when thinking about philosophical genealogy. Although there has been an upswell of articles in the secondary literature exploring these questions in the last decade or two, the answers provided are unsatisfactory. Why do replies to these questions leave scholars wanting? Why is the question, “What is philosophical genealogy?” still being asked? There are two broad reasons, I think. First, (...) on the substantive side, the problem is that genealogical models will get certain features of the method right but ignore others. The models proffered to answer the first question are too restrictive. The second reason is that the three essential questions to ask regarding the nature of genealogy are run together when they should be treated separately. In the following paper, I address these problems by attempting to reconstruct genealogy from the ground up. I provide what I hope is an ecumenical position on genealogy that will accommodate a wide variety of genealogical thinkers, from Hobbes to Nietzsche, rather than a select few. Therefore, I examine two of the three questions above: What is philosophical genealogy and its purpose? I argue there are seven main features of genealogy and that these features may be used as a yardstick to compare how one genealogist stacks up to another along the seven aspects I outline in the paper. In contrast to China’s efforts to upgrade its system of governance around a stupefying amount of data collection and electronic scoring, countries committed to democracy and human rights did not upgrade their systems. Instead, those countries ended up with surveillance capitalism. It is vital for the survival of those ideas about governance to perform such an upgrade. This paper aims to contribute to that goal. I propose a framework of epistemic actorhood in terms of four roles and characterize digital lifeworlds (...) and what matters about them both in terms of how they fit in with Max Tegmark’s distinctions among stages of life and in terms of how they generate their own episteme, the data episteme, with its immense possibilities of infopower. Epistemic rights that strengthen existing human rights – as part of a fourth generation of rights – are needed to protect epistemic actorhood in those roles. In the long run, we might well need a new kind of right, the right to the exercise of genuinely human intelligence. (shrink)

This essay critically analyzes a common metaphor in political theory, which figures the growth of power as a process of “spreading” or “diffusion.” It argues that narratives that cast the generalization of power as a movement of “spreading” often fail to furnish the specific type of historical evidence that they imply, such that these narratives are frequently received as richly suggestive yet ultimately unjustified. This essay develops an alternative way of conceptualizing the generalization of power, one that rests on rigorous (...) yet speculative evidence of the sort that political theorists are best positioned to find: not proof of literal extension or application of existing powers to new domains, but accidental convergences, isomorphisms, and ideal combinations among disparate practices that introduce large powers into the world. To do this, the essay revisits Foucault’s narrative of the generalization of disciplinary power in modern Western societies, which is perhaps the clearest source for the familiarity of the figure of “spread” in contemporary political theory. It shows that Foucault’s incessant use of the “spread” metaphor naturally invites the dismissive reading that Discipline and Punish received in many quarters, for it implies a historical process that Foucault cannot justify. Yet I argue that in a brief self-criticism, Foucault provides the rudiments for a conception of power’s generalization far more useful and compelling than the metaphoric of “spread.” I suggest that this alternative, if developed, is not just the proper frame for interpreting Foucault’s narrative, but a promising practical resource for contemporary theorists of general powers. Since 2020, many countries worldwide have deployed digital contact tracing programs that rely on a range of digital sensors in the city to locate and map the routes of viral spread. Many critical commentaries have raised concerns about the privacy risks and trustworthiness of these programs. Extending these analyses, this paper opens up a different line of questioning that goes beyond privacy-centered single-axis critique of surveillance by considering digital contact tracing symptomatic of the broader changes in modes of urban governance (...) that renders our cities traceable, knowable, and governable through data. Based on archival and real-time analysis of South Korean national and local COVID-19 dashboards, online forums, and interviews with South Korean public health practitioners, this paper offers a sociotechnical analysis of digital contact tracing that looks at the various intersections of state-political, bio-political, and techno-political power dynamics. In contrast to popular narratives that attributed the success of the Korean approach to digital contact tracing to its collectivist culture and smart city infrastructures, this paper suggests that the case can be better understood by looking at both the macro-level shift in the forms of governance that takes on a spatialized and networked character and the micro-level formation of moral responsibility that shape one's conduct as a health and safety-conscious citizens. As the latest realization of the expanding regime of traceability in digital/urban governance, the development of digital contract tracing is seen to parallel with concurrent changes occurring in multiple domains of life including knowledge production, cultural memory, and individual subjectivity. Medicine is often thought of as a science of the body, but it is also a science of data. In some contexts, it can even be asserted that data drive health. This article focuses on a key piece of data technology central to contemporary practices of medicine: the medical record. By situating the medical record in the perspective of its history, we inquire into how the kinds of data that are kept at sites of clinical encounter often depend on informational (...) requirements that originate well outside of the clinic, in particular in health insurance records systems. Although this dependency of today's electronic medical records on billing requirements is widely lamented by clinical providers, its history remains little studied. Following the archaeology of medicine developed by Michel Foucault in The Birth of the Clinic and expanding his methodology in light of more recent contributions to the field of media archaeology, this article excavates some of the underexplored technological conditions that help constitute today's electronic medical record. If in some contexts, it is true that data drive health, then an archaeology of medical records helps reveal how health insurance records often impact clinical care and, by extension, health and disease. One is occasionally reminded of Foucault's proclamation in a 1970 interview that "perhaps, one day this century will be known as Deleuzian." Less often is one compelled to update and restart with a supplementary counter-proclamation of the mathematician, David Lindley: "the twenty-first century would be a Bayesian era..." The verb tenses of both are conspicuous. // To critically attend to what is today often feared and demonized, but also revered, deployed, and commonly referred to as algorithm(s), one cannot avoid the (...) mathematical and philosophical legacies of probability. // But attending to these probabilistic or Bayesian legacies must include an undeniable theological legacy in which they remain entangled. // We are not, today, discovering quirky theological metaphors in contemporary technics. Deleuze's Postscript on the Societies of Control has been the most common entry point for interrogating the ways in which contemporary digital technologies have altered the social and the subjective from a Deleuzo-Guattarian perspective. It is, however, in A Thousand Plateaus that we find the most comprehensive set of resources for grappling with the Algocene, the contemporary digitally interconnected world of ubiquitous computing, drones, data mining, smart cities, social media, automated trading and other data-driven technologies that are heavily reliant upon (...) algorithmic processes and deep learning networks. In this broad survey, I argue that in order to grapple with these new technological assemblages and the implications of their deployment across society, we should posit a new major stratum, the algoplastic, and, along with it, new modes of operation of order-words and the regimes of signs they form part of. I conclude by posing some of the new problems that emerge with the Algocene. (shrink)

This article investigates religious ideals persistent in the datafication of information society. Its nodal point is Thomas Bayes, after whom Laplace names the primal probability algorithm. It reconsiders their mathematical innovations with Laplace's providential deism and Bayes' singular theological treatise. Conceptions of divine justice one finds among probability theorists play no small part in the algorithmic data-mining and microtargeting of Cambridge Analytica. Theological traces within mathematical computation are emphasized as the vantage over large numbers shifts to weights beyond enumeration in (...) probability theory. Collateral secularizations of predestination and theodicy emerge as probability optimizes into Bayesian prediction and machine learning. The paper revisits the semiotics and theism of Peirce and a given beyond the probable in Whitehead to recontextualize the critiques of providence by Agamben and Foucault. It reconsiders datafication problems alongside Nietzschean valuations. Religiosity likely remains encoded within the very algorithms presumed purified by technoscientific secularity or mathematical dispassion. (shrink)

This article adapts the ethnographic medium of the diary to develop a method for studying data and related data practices. The article focuses on the creation of one data diary, developed iteratively over three years in the context of a national centre for monitoring disasters and natural hazards in Brazil. We describe four points of focus involved in the creation of a data diary – spaces, interfaces, types and situations – before reflecting on the value of this method. We suggest (...) data diaries are able to capture the informal dimension of data-intensive organisations; enable empirical analysis of the specific ways that data intervene in the unfolding of situations; and as a document, data diaries can foster interdisciplinary and inter-expert dialogue by bridging different ways of knowing data. Marshall McLuhan understood television as a tactile medium. This understanding implied what Bruno Latour might call a ‘symmetrical’ conception of tactility. According to McLuhan, not only human actors are endowed with the sense of touch. In addition, TV, digital computers and other ‘electric media’ use light beams and similar scanning techniques for ceaselessly ‘caressing the contours’ of their surroundings. This notion of tactility was crucially shaped by the holistic aesthetics of the early Bauhaus. To get at the specific features of (...) the TV image, McLuhan relied on the writings of László Moholy-Nagy and Sigfried Giedion, in particular their use of photography for capturing and highlighting the ‘texture’ of surfaces. However, he hardly reflected the social and political factors that, in the age of electric media, contribute to the ‘symmetricization’ of touch. (shrink)
