One of the open problems in the philosophy of information is whether there is an information logic (IL), different from epistemic (EL) and doxastic logic (DL), which formalises the relation “a is informed that p” (Iap) satisfactorily. In this paper, the problem is solved by arguing that the axiom schemata of the normal modal logic (NML) KTB (also known as B or Br or Brouwer’s system) are well suited to formalise the relation of “being informed”. After having shown that IL (...) can be constructed as an informational reading of KTB, four consequences of a KTB-based IL are explored: information overload; the veridicality thesis (Iap → p); the relation between IL and EL; and the Kp → Bp principle or entailment property, according to which knowledge implies belief. The contribution of the body to cognition and control in natural and artificial agents is increasingly described as “off-loading computation from the brain to the body”, where the body is said to perform “morphological computation”. Our investigation of four characteristic cases of morphological computation in animals and robots shows that the ‘off-loading’ perspective is misleading. Actually, the contribution of body morphology to cognition and control is rarely computational, in any useful sense of the word. We thus distinguish (1) morphology that (...) facilitates control, (2) morphology that facilitates perception and the rare cases of (3) morphological computation proper, such as ‘reservoir computing.’ where the body is actually used for computation. This result contributes to the understanding of the relation between embodiment and computation: The question for robot design and cognitive science is not whether computation is offloaded to the body, but to what extent the body facilitates cognition and control – how it contributes to the overall ‘orchestration’ of intelligent behaviour. The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, characterising the target (...) semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. The dialogue develops arguments for and against a broad new world system - info-computationalist naturalism - that is supposed to overcome the traditional mechanistic view. It would make the older mechanistic view into a special case of the new general info-computationalist framework (rather like Euclidian geometry remains valid inside a broader notion of geometry). We primarily discuss what the info-computational paradigm would mean, especially its pancomputationalist component. This includes the requirements for a the new generalized notion of computing that would (...) include sub-symbolic information processing. We investigate whether pancomputationalism can provide the basic causal structure to the world and whether the overall research program of info-computationalist naturalism appears productive, especially when it comes to new approaches to the living world, including computationalism in the philosophy of mind. This article reviews eight proposed strategies for solving the Symbol Grounding Problem (SGP), which was given its classic formulation in Harnad (1990). After a concise introduction, we provide an analysis of the requirement that must be satisfied by any hypothesis seeking to solve the SGP, the zero semantical commitment condition. We then use it to assess the eight strategies, which are organised into three main approaches: representationalism, semi-representationalism and non-representationalism. The conclusion is that all the strategies are semantically committed and (...) hence that none of them provides a valid solution to the SGP, which remains an open problem. (shrink)

Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the philosophical debate on the nature (...) of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of verification and validation ); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of proxy ) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of commutation ); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. The black hole information loss paradox is a catch-all term for a family of puzzles related to black hole evaporation. For almost 50 years, the quest to elucidate the implications of black hole evaporation has not only sustained momentum, but has also become increasingly populated with proposals that seem to generate more questions than they purport to answer. Scholars often neglect to acknowledge ongoing discussions within black hole thermodynamics and statistical mechanics when analyzing the paradox, including the interpretation of Bekenstein-Hawking (...) entropy, which is far from settled. To remedy the dialectical gridlock, I have formulated an overarching, unified framework, which I call ``Black Hole Paradoxes'', that integrates the debates and taxonomizes the relevant `camps' or philosophical positions. -/- I demonstrate that black hole evaporation within Hawking's semi-classical framework insinuates how late-time Hawking radiation is an entangled global system, a contradiction in terms. The relevant forms of information loss are associated with a decrease in maximal Boltzmann entropy and an increase in global von Neumann entropy respectively, which engender what I've branded the ``paradox of phantom entanglement''. Prospective solutions are then tasked with demonstrating how late-time Hawking radiation is either exclusively an entangled subsystem, in which a black hole remnant lingers as an information safehouse, or exclusively an unentangled global system, in which information is evacuated to the exterior. -/- The disagreement between safehouse and evacuation solutions boils down to the statistical interpretation of thermodynamic black hole entropy, i.e., Bekenstein-Hawking entropy. Safehouse solutions attribute Bekenstein-Hawking entropy to a minority of black hole degrees of freedom, those that are associated with the horizon. Evacuation solutions, in contrast, attribute Bekenstein-Hawking entropy to all black hole degrees of freedom. I argue that the interpretation of Bekenstein-Hawking entropy is the litmus test to vet the overpopulated proposal space. So long as any proposal rejecting Hawking's original calculation independently derives black hole evaporation, globally conserves degrees of freedom and entanglement, preserves a version of semi-classical gravity at sub-Planckian scales, and describes black hole thermodynamics in statistical terms, then it counts as a genuine solution to the paradox. This article is the second step in our research into the Symbol Grounding Problem (SGP). In a previous work, we defined the main condition that must be satisfied by any strategy in order to provide a valid solution to the SGP, namely the zero semantic commitment condition (Z condition). We then showed that all the main strategies proposed so far fail to satisfy the Z condition, although they provide several important lessons to be followed by any new proposal. Here, we (...) develop a new solution of the SGP. It is called praxical in order to stress the key role played by the interactions between the agents and their environment. It is based on a new theory of meaning—Action-based Semantics (AbS)—and on a new kind of artificial agents, called two-machine artificial agents (AM²). Thanks to their architecture, AM2s implement AbS, and this allows them to ground their symbols semantically and to develop some fairly advanced semantic abilities, including the development of semantically grounded communication and the elaboration of representations, while still respecting the Z condition. This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

The increased interactivity and connectivity of computational devices along with the spreading of computational tools and computational thinking across the fields, has changed our understanding of the nature of computing. In the course of this development computing models have been extended from the initial abstract symbol manipulating mechanisms of stand-alone, discrete sequential machines, to the models of natural computing in the physical world, generally concurrent asynchronous processes capable of modelling living systems, their informational structures and dynamics on both symbolic and (...) sub-symbolic information processing levels. Present account of models of computation highlights several topics of importance for the development of new understanding of computing and its role: natural computation and the relationship between the model and physical implementation, interactivity as fundamental for computational modelling of concurrent information processing systems such as living organisms and their networks, and the new developments in logic needed to support this generalized framework. Computing understood as information processing is closely related to natural sciences; it helps us recognize connections between sciences, and provides a unified approach for modeling and simulating of both living and non-living systems. The theory that all processes in the universe are computational is attractive in its promise to provide an understandable theory of everything. I want to suggest here that this pancomputationalism is not sufficiently clear on which problem it is trying to solve, and how. I propose two interpretations of pancomputationalism as a theory: I) the world is a computer and II) the world can be described as a computer. The first implies a thesis of supervenience of the physical over computation (...) and is thus reduced ad absurdum. The second is underdetermined by the world, and thus equally unsuccessful as theory. Three of the major issues in information ethics – intellectual property, speech regulation, and privacy – concern the morality of restricting people’s access to certain information. Consequently, policies in these areas have a significant impact on the amount and types of knowledge that people acquire. As a result, epistemic considerations are critical to the ethics of information policy decisions (cf. Mill, 1978 [1859]). The fact that information ethics is a part of the philosophy of information highlights this important connection with (...) epistemology. In this paper, I illustrate how a value-theoretic approach to epistemology can help to clarify these major issues in information ethics. However, I also identify several open questions about epistemic values that need to be answered before we will be able to evaluate the epistemic consequences of many information policies. (shrink)

The article introduces the special issue dedicated to “The Philosophy of Information, Its Nature, and Future Developments.” It outlines the origins of the information society and then briefly discusses the definition of the philosophy of information, the possibility of reconciling nature and technology, the informational turn as a fourth revolution (after Copernicus, Darwin, and Freud), and the metaphysics of the infosphere.

This paper analyses the relations between philosophy of information (PI), library and information science (LIS) and social epistemology (SE). In the first section, it is argued that there is a natural relation between philosophy and LIS but that SE cannot provide a satisfactory foundation for LIS. SE should rather be seen as sharing with LIS a common ground, represented by the study of information, to be investigated by a new discipline, PI. In the second section, the nature of PI is (...) outlined as the philosophical area that studies the conceptual nature of information, its dynamics and problems. In the third section, LIS is defined as a form of applied PI. The hypothesis supported is that PI should replace SE as the philosophical discipline that can best provide the conceptual foundation for LIS. In the conclusion, it is suggested that the 'identity' crisis undergone by LIS has been the natural outcome of a justified but precocious search for a philosophical counterpart that has emerged only recently: namely, PI. The development of LIS should not rely on some borrowed, pre-packaged theory. As applied PI, LIS can fruitfully contribute to the growth of basic theoretical research in PI itself and thus provide its own foundation. (shrink)

The use of "levels of abstraction" in philosophical analysis (levellism) has recently come under attack. In this paper, we argue that a refined version of epistemological levellism should be retained as a fundamental method, which we call the method of abstraction. After a brief introduction, in section two we make clear the nature and applicability of the (epistemological) method of levels of abstraction. In section three, we show the fruitfulness of the new method by applying it to five case studies: (...) the concept of agenthood, the Turing test, the definition of emergence, quantum observation and decidable observation. In section four, we further characterise and support the method by distinguishing it from three other forms of "levellism": (i) levels of organisation; (ii) levels of explanation and (iii) conceptual schemes. In this context, we also briefly address the problems of relativism and antirealism. In the conclusion, we indicate some of the work that lies ahead, two potential limitations of the method and some results that have already been obtained by applying the method to some long-standing philosophical problems. We believe that Philosophy of Information has the types of features had by other (...) areas already acknowledge as authentic in Philosophy. By way of an analogical argument we will argue that since Philosophy of Information has its own topics, method and problems it would be counter-intuitive not to accept it as a new philosophical area. Abstract: Luciano Floridi has impressively applied the concept of information to problems in semantics and epistemology, among other areas. In this essay, I briefly review two areas where I think one may usefully raise questions about some of Floridi's conclusions. One area is in the project to naturalize semantics and Floridi's use of the derived versus nonderived notion of semantic content. The other area is in the logic of information and knowledge and whether knowledge based on information necessarily supports closure, (...) in every instance. I suggest that it does not and, thereby, raise a challenge to Floridi's logic of being informed. (shrink)

There are many ontologies of the world or of specific phenomena such as time, matter, space, and quantum mechanics1. However, ontologies of information are rather rare. One of the reasons behind this is that information is most frequently associated with communication and computing, and not with ‘the furniture of the world’. But what would be the nature of an ontology of information? For it to be of significant import it should be amenable to formalization in a logico-grammatical formalism. A candidate (...) ontology satisfying such a requirement can be found in some of the ideas of K. Turek, presented in this paper. Turek outlines the ontology of information conceived of as a part of nature, and provides the ‘missing link’ to the Z axiomatic set theory, offering a proposal for developing a formal ontology of information both in its philosophical and logicogrammatical representations. In this paper we introduce three methods to approach philosophical problems informationally: Minimalism, the Method of Abstraction and Constructionism. Minimalism considers the specifications of the starting problems and systems that are tractable for a philosophical analysis. The Method of Abstraction describes the process of making explicit the level of abstraction at which a system is observed and investigated. Constructionism provides a series of principles that the investigation of the problem must fulfil once it has been fully characterised by the previous (...) two methods. For each method, we also provide an application: the problem of visual perception, functionalism, and the Turing Test, respectively. (shrink)

The work of Luciano Floridi lies at the interface of philosophy, information science and technology, and ethics, an intersection whose existence and significance he was one of the first to establish. His closely related concepts of a philosophy of information (PI), informational structural realism, information logic (IL), and information ethics (IE) provide a new ontological perspective from which moral concerns can be addressed, especially but not limited to those arising in connection with the new information and communication technologies. In this (...) paper, I relate Floridi's approach to another novel perspective, namely, that of an extension of logic to complex real processes, including those of information production and transfer. This non-propositional, non-truth-functional logic (logic in reality (LIR)) is grounded in the fundamental dualism (dynamic opposition) inherent in energy and accordingly present at all levels of reality. The LIR description of the dynamics of processes and their evolution is relevant to what Floridi refers to as the possible non-linguistic aspects of information. It suggests answers to some of Floridi's “outstanding problems” in PI related to the ontological status of information and how it is used in cognition. Floridi's IL retains the formal structure of the doxastic and epistemic logics from which he correctly distinguishes it and is the basis for his conceptual PI. However, LIR fulfills Floridi's implied requirement that logic be regarded as a natural phenomenon dealing with other natural phenomena, recovering its original philosophical function. LIR provides a logical foundation for discussion of ethical questions based on kinds of information that complements IL. Both are reconsiderations of logic that, as Marijuan suggests, may be necessary for the advancement of information technology in an ethical direction (cf. also Brenner). IE focuses on entities as constituted by information in an overall strategy that generalizes the concept of moral agents. LIR and its related ontology naturalize critical aspects of Floridi's theses, especially, the moral value of being as such and a non-separable joint responsibility of individuals and groups. I compare IE to other current approaches to ethics and information technology (e.g., phenomenological and social constructivist). Ethical information is defined “ecologically” in process terms as reality in a physical space (cf. Floridi), with an intentional “valence,” positive and negative, in the morally valued interaction between producer and receiver. LIR is neither topic-neutral nor context independent and can support an ethics involving apparently contradictory perspectives (e.g., internalist and externalist). Ethics involves practical reasoning, and unlike standard logics, LIR supports Magnani's approach to abductive reasoning in rational moral decision making. The basis of moral responsibility and the consequent behavior of individuals involved in information and communications technologies is the same logical–metaphysical principle of dynamic opposition instantiated at other levels of reality. The way moral responsibilities are actively accepted (or not) by individuals supervenes on their primitive psychological structure, which in turn reflects an evolutionary development grounded in the fundamental dualism of the physical world. The paper concludes with some suggestions of areas of philosophical research, such as causality, identity, and the ontological turn, where convergence of the Floridi and LIR approaches might be envisaged. Their overall motivation is the same, namely, the development of strategies for reinforcing and increasing ethical sensitivity wherever possible. The ethical information concept outlined in the paper supports the function of IE, assigned to it by Floridi, of potentially determining what is right and what is wrong. (shrink)

In discussions regarding models of cognition, the very mention of “computationalism” often incites reactions against the insufficiency of the Turing machine model, its abstractness, determinism, the lack of naturalist foundations, triviality and the absence of clarity. None of those objections, however, concerns models based on natural computation or computing nature, where the model of computation is broader than symbol manipulation or conventional models of computation. Computing nature consists of physical structures that form layered computational architecture, with computation processes ranging from (...) quantum to chemical, biological/cognitive and social-level computation. It is argued that, on the lower levels of information processing in the brain, finite automata or Turing machines may still be adequate models, while, on the higher levels of whole-brain information processing, natural computing models are necessary. A layered computational architecture of the mind based on the intrinsic computing of physical systems avoids objections against early versions of computationalism in the form of abstract symbols manipulation. In his article Open Problems in the Philosophy of Information 1 Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridis program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information emerging at present. As we analyze the progress of PI we try to situate Floridis program (...) in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems. Though we have access to a wealth of information, the main issue is always how to process the available information. How to make sense of all we observe and know. Just like the English alphabet: we know there are 26 letters but unless we put these letters together in a meaningful way, they convey no information. There are infinitely many ways of putting these letters together. Only a small number of those make sense. Only some of those convey exactly what (...) we wish to convey though the message may be interpreted differently by different individuals. That same issue comes up with information: how can we process the information we have? How can we infer and reason under conditions of incomplete observed information? In his seminal book on the philosophy of information, Floridi (2011a) raises a number of open questions. I discuss here one of these questions. That question is how to process information. To do so, I take the more realistic view that information is always limited, incomplete and possibly noisy. I define types of information, relate it to Floridi’s definitions and discuss a basic formulation for processing information under a unified framework. I relate it to some of the basic concepts discussed in the book. (shrink)

Since the automation revolution of our technological era, diverse machines or robots have gradually begun to reconfigure our lives. With this expansion, it seems that those machines are now faced with a new challenge: more autonomous decision-making involving life or death consequences. This paper explores the philosophical possibility of artificial moral agency through the following question: could a machine obtain the cognitive capacities needed to be a moral agent? In this regard, I propose to expose, under a normative-cognitive perspective, the (...) minimum criteria through which we could recognize an artificial entity as a genuine moral entity. Although my proposal should be considered from a reasonable level of abstraction, I will critically analyze and identify how an artificial agent could integrate those cognitive features. Exactly how do the sign/symbol/token systems of endo- and exo-biosemiosis differ from those of cognitive semiosis? Do the biological messages that integrate metabolism have conceptual meaning? Semantic information has two subsets: Descriptive and Prescriptive. Prescriptive information instructs or directly produces nontrivial function. In cognitive semiosis, prescriptive information requires anticipation and “choice with intent” at bona fide decision nodes. Prescriptive information either tells us what choices to make, or it is a recordation of wise choices already made. Symbol systems allow recordation (...) of deliberate choices and the transmission of linear digital prescriptive information. Formal symbol selection can be instantiated into physicality using physical symbol vehicles (tokens). Material symbol systems (MSS) formally assign representational meaning to physical objects. Even verbal semiosis instantiates meaning into physical sound waves using an MSS. Formal function can also be incorporated into physicality through the use of dynamically-inert (dynamically-incoherent or -decoupled) configurable switch-settings in conceptual circuits. This paper examines the degree to which biosemiosis conforms to the essential formal criteria of prescriptive semiosis and cybernetic management. (shrink)

What is data? That question is the fundamental investigation of this dissertation. I have developed a methodology from social-scientific processes to explore how different people understand the concept of data, rather than to rely on my own philosophical intuitions or thought experiments about the “nature” of data. The evidence I have gathered as to different individuals' constructions of data can be used to inform further inquiry of data and the design of information systems. My research demonstrates that people have different (...) constructions of data. The methodology of the SDFN, created for this dissertation, has proven able to probe those understandings. The SDFN, loosely based on a DFD and combined with ideas from SNA, provides a way of discovering practical definitions of hard-to-operationalize terms like data. The process of repeatedly categorizing various items as data allows the methodology to explore how participants actually use the term, rather than relying on theoretical dictionary-based definitions. Analysis of the interviews found three different constructions of data: data as communications, a container for meaning; data as subjective observations, sense-impressions filtered by knowledge; and data as objective facts, measurements revealing the relationships of reality. Turing tersely mentioned a notion of ``cultural search'' while otherwise deeply engaged in the design and operations of one of the earliest computers. His idea situated the individual squarely within a collaborative intellectual environment, but did he mean to suggest this in the form of a general information system? In the same writing Turing forecast mechanizations of proofs and outlined genetical searches, much later implemented in cellular automata. The conjecture explores the networked data-information-knowledge continuum as the subject of Turing's notions (...) of search and intelligence, using analogous models from library systems theory. Floridi's philosophy of information is posed as a potential guide to applied information services design of the Turing type. The initial problem is to identify a minimal set of assumptions from Turing's essay beyond the general context of computing. This set will form a bridge to an analogous set of principles in library systems models by eliciting supporting evidence in the literature relating the two. Finally it will be shown how Floridi's philosophy of information more fully encompasses Turing's insight in view of the conjecture. (shrink)

In the most general if unconventional terms, science is the study of how man is part of the universe. Philosophy is the study of man’s ideas of the universe and how man differs from the rest of the universe. It has of course been recognized that philosophy and science are not totally disjointed. Science is in any case not a monolithic entity but refers to knowledge as the results of reasoning and both invasive and non-invasive experiment. We argue that the (...) philosophy of science, in studying the foundations, methods and implications of science and the link between philosophy and science, must now take into account the impact of the rapidly developing science and philosophy of information. We suggest that the philosophy of information is in fact a metaphilosophy, since informational processes operate in all the sciences and their philosophies. The simplest definition of (a) metaphilosophy is that of a set of statements about (a) philosophy, and any definition of a metaphilosophy thus requires one of philosophy and of the task of philosophy as well. According to Sellars, “the aim of philosophy is to understand how things in the broadest possible sense of the term hang together in the broadest possible sense of the term”. In this paper, we focus on the recursive thought underlying those statements as real processes, occurring both in and between the fundamental and the meta-level. We propose a non-standard logic, Logic in Reality, as the logic of those processes. The metaphilosophy of information is thus a framework for talking about the scientific aspects of philosophy and the philosophical aspects of science. Both Logic in Reality and the metaphilosophy of information provide a basis for understanding the physical and epistemological dynamics of existence, that is, from where the properties of things come that enable both them and the concepts of them to contrast, conflict and ultimately “hang together”. We conclude that the current convergence of science and philosophy under the influence of information science constitutes a revolution in philosophy, that is, in how science and philosophy are done. Many of the issues discussed in the metaphilosophy of information may thus be viewed as part of an emerging informational metaphilosophy of science. (shrink)

The Philosophy of Information is a new area of research at the intersection of philosophy and computer science [4]. It concerns (a) the critical investigation of the conceptual nature and basic principles of information, including its dynamics (especially computation), utilization (especially computer ethics) and sciences; and (b) the elaboration and application of computational and information-theoretic methodologies to philosophical problems. Past work by members of our group has concentrated on (a), and in this paper we explore (b). Regarding the place of humans in a time of post-media I take into consideration the function of new technology and fictional information on human, embodied, and consequentially emotive forms of evaluating truth and messages conveyed, especially ones sent via the Internet. The main aim of this essay is to argue for the critical role played by post-media understood as digital technology in disseminating and co-creating post-truth conditions mediating human relationships horizontally (peer-to-peer, rather than vertically or from older generations to younger (...) ones) with each other and with information posted online. The notion of validity fulfils a crucial role in legal theory. In the emerging Web 3.0, Semantic Web languages, legal ontologies, and normative multi-agent systems are designed to cover new regulatory needs. Conceptual models for complex regulatory systems shape the characteristic features of rules, norms, and principles in different ways. This article outlines one of such multilayered governance models, designed for the CAPER platform, and offers a definition of Semantic Web Regulatory Models . It distinguishes between normative-SWRM and institutional-SWRM. It (...) also compares existing principles in privacy by design, linked open data , legal information institutes , and online dispute resolution . The article concludes by proposing the notion of Relational Law to summarize the ethical dimension of SWRM. Ethics are the only regulatory way to constitute a global space, out of the jurisdictional public domain set by national, international, or transnational law, and opposed to the private one. This paper investigates the relationship between reality and model, information and truth. It will argue that meaningful data need not be true in order to constitute information. Information to which truth-value cannot be ascribed, partially true information or even false information can lead to an interesting outcome such as technological innovation or scientific breakthrough. In the research process, during the transition between two theoretical frameworks, there is a dynamic mixture of old and new concepts in which truth is not well (...) defined. Instead of veridicity, correctness of a model and its appropriateness within a context are commonly required. Despite empirical models being in general only truthlike, they are nevertheless capable of producing results from which conclusions can be drawn and adequate decisions made. (shrink)

This paper addresses the problem of upgrading functional information to knowledge. Functional information is defined as syntactically well-formed, meaningful and collectively opaque data. Its use in the formal epistemology of information theories is crucial to solve the debate on the veridical nature of information, and it represents the companion notion to standard strongly semantic information, defined as well-formed, meaningful and true data. The formal framework, on which the definitions are based, uses a contextual version of the verificationist principle of truth (...) in order to connect functional to semantic information, avoiding Gettierization and decoupling from true informational contents. The upgrade operation from functional information uses the machinery of epistemic modalities in order to add data localization and accessibility as its main properties. We show in this way the conceptual worthiness of this notion for issues in contemporary epistemology debates, such as the explanation of knowledge process acquisition from information retrieval systems, and open data repositories. Meaning is important in everyday life, and each science focuses on certain ways in which reality is meaningful. This article discusses practical implications of Herman Dooyeweerd’s understanding of meaning for everyday experience, scientific theories, scientific methodology, and philosophical underpinning. It uses eight themes related to meaning in Dooyeweerd’s philosophy, which are discussed philosophically in the first article. This article ends with a case study in which the themes are applied together to understanding Thomas Kuhn’s notion of paradigms.

Way back in the 1980s corporations began collecting, combining, and crunching data from sources through-out the enterprise. This approach was widely accepted as a methodology that provides objectivity and trans-parency in decision-making. Good processing of the garnered data paved way for improved analysis of trends and patterns leading to better business and increased profit margins. Corporations began investing in collect-ing, storing, processing and maintaining enterprise wide data. The focus was always on the quality of data and the process of converting (...) it into knowledge that enables right decisions. It was soon realized that a wide range of personal biases has an impact on the way decisions are made. The entire process is replete with ethical dilemmas. This paper provides a framework to understand the interplay of data, information, personal biases, ethics and decision-making. This approach is suitable for every individ-ual, team, organization or a nation. Several years of turmoil in South Africa make it imminent for it to take a fresh look at the way data is transformed into knowledge. Floridi’s infosphere consisting of informational reality is estimated and delineated by introducing the new notion of Typ-Ken, an undifferentiated amalgam of type and token that can be expressed as either type or token dependent on contingent ontological commitment. First, we elaborate Floridi’s system, level of abstraction (LoA), model, and structure scheme, which is proposed to reconcile ontic with epistemic structural reality, and obtain the duality of type and token inherited in the relationship between LoA and model. While we focus on (...) the ontological commitment that can negotiate and emphasize the discrepancy between type and token, we show that most research focusing on different hierarchical layers (type and token) has converged onto the flattened perspective of type and token to clarify the role of ontological commitment. We propose the idea of Typ-Ken to avoid this flattening. In addition, we elaborate Taddeo and Floridi’s criticism of approaches to the symbol grounding problem and show that their criticism based on the zero semantical commitment condition is specific to the agents affected by the flattening. We then take bird flocks as a metaphor for the living infosphere as if it had one mind. The knowledge recently yielded by image analysis indicates that it is difficult for previous flock models based on agents equipped with the flattening of local (token) and global (type) to show the special feature of a flock of the scale-free proportion (SFP). We show here that agents based on the Typ-Ken can reveal the SFP, which is the essential characteristic of the living infosphere. In other words, Typ-Ken is an expression for informational reality (LoA and model with ontological commitment) that can reveal seamless local and global interactions in the functioning of a flock or infosphere. The cognition and information theoretic sciences have now been in existence for the better part of a century. In that time, their varied disciplines have undergone extensive maturation, honing their methods, constitutions, and evaluation techniques in the pursuit of academic rigor, while not losing sight of the practical influences that have served as their almost universal cornerstone. Meanwhile, this period has also been marked by increasing disparity and gradual distancing of the philosophical underpinnings upon which each field is founded, adding (...) strain to interdisciplinary collaborative efforts. This article presents an overview of select information-science-related cognition disciplines, and shows how the nascent Philosophy of Information can be adopted as a means of unifying these philosophical foundations in an empirically sound manner, without sacrificing general applicability. In addition, it demonstrates how PI is already rooted in the philosophies or epistemological views of several of the cognition disciplines, implicitly or otherwise. (shrink)

Bynum (Putting information first: Luciano Floridi and the philosophy of information. NY: Wiley-Blackwell, 2010) identifies Floridi’s focus in the philosophy of information (PI) on entities both as data structures and as information objects. One suggestion for examining the association between the former and the latter stems from Floridi’s Herbert A. Simon Lecture in Computing and Philosophy given at Carnegie Mellon University in 2001, open problems in the PI: the transduction or transception, and how we gain knowledge about the world as (...) a complex, living, information environment. This paper addresses PI across a model of interoperating levels: perception (P)—intuition (N)—computation (C)—information (I), as factored by cognitive continuity (1), temporality (2), and constitution (3). How might we begin to characterize our experience of an abstract information object across such a matrix? Chudnoff’s rationalist distinctions between perception and intuition serve as a first rung of the ladder. Turing’s brief references to the utility of intuition, in an allied, rationalist-Cartesian sense, provide the next step up to computation. Floridi provides the final link from computation to information. (shrink)

This paper defends the thesis that privacy as a right is derived from fundamental rights to life, liberty, and property and does not permit restricting the commodification of bodily material; however, privacy as life, liberty, property does require conventions that ensure a robust and just market in bodily material. The analysis proceeds by defending a general commitment to liberty and markets, but not in the manner one might expect from a ‘doctrinaire’ libertarian. Ethical concerns about commodification are legitimate in the (...) context of new medical and information technologies, but these concerns are not sufficiently well defined to justify political conclusions, since not every ethical concern is in itself a political concern, and the best way to resolve certain ethical difficulties is to draw up political boundaries that facilitate the discovery and testing of various solutions to our ethical puzzles. To illustrate the point, I will indicate how privacy as life, liberty, property defines such a dynamic solution to the problems of commodification of human bodily material and slippery information in insurance markets. The research programme of the philosophy of information (PI) proposed in 2002 made it an independent area or discipline in philosophical research. The scientific concept of ‘information’ is formally accepted in philosophical inquiry. Hence a new and tool-driven philosophical discipline of PI with its interdisciplinary nature has been established. Philosophy of information is an ‘orientative’ rather than ‘cognitive’ philosophy. When PI is under consideration in the history of Western philosophy, it can be regarded as a shift of large tradition. There (...) are three large traditions at large, known as Platonic, Kantian and Leibniz-Russellian. In the discussion of the position of the possible worlds, we have modal Platonism and modal realism, but both of the theories are made in the framework of Western philosophy. In this essay, it is argued that possible worlds could be seen as worlds in information, which is then an interpretation of modal information theory (MIT). Our interpretation is made on the basis of Leibniz’s lifelong connection with China, a fact often overlooked by the Western philosophers. Possible world theory was influenced by the Neo-Confucianism flourishing since the Song Dynasty of China, the foundation of which is Yijing. It could be argued that Leibniz’s possible world theory was formulated in respect to the impact of the thoughts reflected in Yijing, in that one of the prominent features is the model-theoretic construction of theories. There are two approaches to theory construction, i.e., axiom-theoretic and model-theoretic. The origin of the former is from ancient Greece and the latter from ancient China. And they determined the different features of theoretic structures between the oriental and occidental traditions of science and technology. The tendency of the future development of science and technology is changing from the axiom-theoretic to the model-theoretic orientation, at least the two approaches being complementary each other. To some extent, this means the retrospective of tradition in the turning point of history, and some of the China’s cultural traditions might become the starting points in formulating the future Chinese philosophy of science and technology. This descriptive study explores the elementary school computer teachers’ attitudes and awareness regarding ethical computer use in classrooms and the differences in teachers’ attitudes and awareness in terms of demographic variables including gender, teaching experiences, pre-service/in-service education about ethical computer use. In order to measure computer teachers’ attitudes, awareness, and teaching practices regarding computer ethics, an adopted version of Cyberethics Questionnaire (CEQ), originally developed by Yamano (2004), was used in this study. The CEQ was administered to 150 teachers working for (...) elementary schools in Hatay, Turkey. After incomplete and erroneous forms were discarded, a total number of 141 questionnaires completed by 60 female and 81 male computer teachers were considered for analysis. Results show that the opinions of male and female teachers are significantly different. (shrink)

In his article Open Problems in the Philosophy of Information [1] Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridi’s program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information (PI) emerging at present. As we analyze the progress of PI we try to situate Floridi’s (...) program in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems.
