As this passage from a recent book on the psychology of decision-making indicates, deciding seems to be part of our daily lives. But what is it to decide to do something? It may be true, as some philosophers have claimed, that to decide to A is to perform a mental action of a certain kind – specifically, an action of forming an intention to A. (Henceforth, the verb ‘form’ in this context is to be understood as an action verb.) Even (...) if this is so, we are faced with pressing questions. Do we form all of our intentions? If not, how does forming an intention differ from other ways of acquiring one? Do we ever, in fact, form intentions, or do we rather merely acquire them in something like the way we acquire beliefs or desires? These are some of the questions that will occupy me here. My aim is to clarify the nature of deciding to act and to make a case for the occurrence of genuine acts of intention formation. (shrink)

Mental acts are conspicuously absent from philosophical debates over the nature of action. A typical protagonist of a typical scenario is far more likely to raise her arm or open the window than she is to perform a calculation in her head or talk to herself silently. One possible explanation for this omission is that the standard ‘causalist’ account of action, on which acts are analyzed in terms of mental states causing bodily movements, faces difficulties in accommodating some paradigmatic cases (...) of mental action – or so I argue. After drawing out these objections to causalism, I outline a more promising approach. Building on previous work, I show how the approach I favour, on which the attempt to analyze action is dispensed with, provides a unified account of both mental and physical action. (shrink)

Al is nearly finished sweeping his kitchen floor when he notices, on a counter, a corkscrew that should be put in a drawer. He intends to put the corkscrew away as soon as he is finished with the floor; but by the time he returns the broom and dustpan to the closet, he has forgotten what he intended to do. Al knows (or has a true belief) that there is something he intended to do now in the kitchen. He gazes (...) around the room and tries to recall what it was. Within a minute or so, without seeing the corkscrew, Al recalls. He puts the corkscrew away. Did Al have an intention to put the corkscrew away that persisted from the time he acquired the intention until he put the corkscrew away? That is one of my guiding questions in this article. Compatibilists about free will maintain that free will is compatible with determinism, and incompatibilists disagree. Incompatibilist believers in free will have been challenged to solve a problem that luck poses for them—the problem of present luck. This article articulates that challenge and then explores a novel compatibilist view recently proposed by Christian List. It is argued that List’s view, unlike standard compatibilist views, faces a very similar problem about luck.

This paper introduces and argues for contrastivism about intentions. According to contrastivism, intention is not a binary relation between an agent and an action. Rather, it is a ternary relation between an agent, an action, and an alternative. Contrastivism is introduced via a discussion of cases of known but (apparently) unintended side effects. Such cases are puzzling. They put pressure on us to reject a number of highly compelling theses about intention, intentional action, and practical reason. And they give rise (...) to a puzzle about rather than constructions such as ‘I intend to φ rather than ψ’: In side effect cases it can seem wrong to claim that the subject intends to φ, yet acceptable to claim that they intend to φ rather than ψ. This cries out for explanation. Contrastivism provides a unified response to all of these problems. (shrink)

It is sometimes claimed that certain experiments show that free will is an illusion by showing that all decisions are made unconsciously. I have argued elsewhere that these experiments do not show that any decisions are made unconsciously. But suppose I am wrong about that. Even then, I argue, these experiments do not pose a serious threat to free will. First, one is not warranted in generalizing from findings about the decisions allegedly made in these experiments to the claim that (...) all decisions are unconsciously made. Second, even if all decisions are made unconsciously, the findings are compatible with a modest time-lag hypothesis about our conscious detection of decisions we make, and the supposed truth of that hypothesis is compatible with our making some of our decisions freely. According to the received view of practical decisions, ‘deciding to X’ is synonymous with ‘forming an intention to X’. In this article, I argue against the received view on the basis of both experimental evidence and theoretical considerations. The evidence concerns a case involving a side-effect action in which people tend to agree that an agent decided to X yet disagree that the agent had a corresponding intention to X. This essay sketches a problem about luck for typical incompatibilist views of free will posed in Alfred Mele, Free Will and Luck , and examines recent reactions to that problem. Reactions featuring appeals to agent causation receive special attention. Because the problem is focused on decision making, the control that agents have over what they decide is a central topic. Other topics discussed include the nature of lucky action and differences between directly and indirectly free actions.

I will argue that close attention to deciding casts doubt on the simple view and the single phenomena view of intentional action. That is my thesis. My aim is much broader—to improve our understanding of deciding and of the bearing of the phenomenon of deciding on free will and moral responsibility.

This article describes three experiments that would advance our understanding of the import of data already generated by scientific work on free will and related issues. All three can be conducted with existing technology. The first concerns how reliable a predictor of behavior a certain segment of type I and type II RPs is. The second focuses on the timing of conscious experiences in Libet-style studies. The third concerns the effectiveness of conscious implementation intentions. The discussion of first two experiments (...) highlights some important problems with certain inferences made on the basis of existing data in scientific work on free will. The discussion of the third calls attention to powerful evidence that conscious intentions sometimes are among the causes of corresponding actions. Several theorists maintain that a consideration is a reason to ϕ (where ϕ-ing is an act-type) if and only if that consideration is a reason to intend to ϕ, and some hold as well that a consideration is a reason not to ϕ if and only if that consideration is a reason to intend not to ϕ. The claims often stem from views about what it is to be a practical reason. Here it is argued that both equivalence claims are (...) false. Although no view of practical reasons is advanced, views that imply either equivalence claim are shown to be mistaken. (shrink)

Volitionalism is a theory of action motivated by certain shortcomings in the standard causal theory of action. However, volitionalism is vulnerable to the objection that it distorts the phenomenology of embodied agency. Arguments for volitionalism typically proceed by attempting to establish three claims: (1) that whenever an agent acts, she tries or wills to act, (2) that it is possible for volitions to occur even in the absence of bodily movement, and (3) that in cases of successful bodily actions the (...) relation between volition and bodily movement is causal. I defend an argument for the second of these claims from an objection by Thor Grünbaum, but I show that several volitionalist arguments for the third are not compelling. I then argue that the dual aspect theory of action provides a better account of the relationship between an agent’s volition and the bodily movements she makes when she acts, insofar as it has the same advantages over the standard story as volitionalism without being open to the phenomenological objection. I also defend the dual aspect theory from an objection by A.D. Smith. Finally, I show why the dual aspect theory of action is a better alternative to volitionalism than the theory of action recently put forward by Adrian Haddock. In order to avoid the phenomenological objection Haddock suggests a disjunctive account of bodily movements. While disjunctivism should be taken seriously in the philosophy of action, on the dual aspect theory it is the category of volition, rather than bodily movement, that should receive a disjunctive analysis. Stephen Barker presents a novel approach to solving semantic paradoxes, including the Liar and its variants and Curry’s paradox. His approach is based around the concept of alethic undecidability. His approach, if successful, renders futile all attempts to assign semantic properties to the paradoxical sentences, whilst leaving classical logic fully intact. And, according to Barker, even the T-scheme remains valid, for validity is not undermined by undecidable instances. Barker’s approach is innovative and worthy of further consideration, particularly by those of (...) us who aim to find a solution without logical revisionism. As it stands, however, the approach is unsuccessful, as I shall demonstrate below. (shrink)

Strict akratic actions, by definition, are performed freely. However, agents may seem not to be selfgoverned with respect to such actions and therefore not to perform them autonomously. If appearance matches reality here, freedom and autonomy part company in this sphere. Do they? That is this article's guiding question. To make things manageable, it is assumed that there are free actions, including strict akratic actions. Two theses are defended. First, the combination of (i) an intentional action's being uncompelled and (ii) (...) its being - or executing - in appropriate informational circumstances, a sane decision that, as the agent recognizes, is for a course of action that she believes to be inferior to an alternative course of action open to her is sufficient for the action's being freely performed. (Condition (i) provides elbow room allegedly needed for free action, and (ii) encompasses freedom-level psychological sophistication.) Second, the same combination is sufficient for an intentional action's being autonomously performed. (shrink)

Despite growing interest in automated (or algorithmic) decision-making (ADM), little work has been done to conceptually clarify the term. This article aims to tackle this issue by developing a conceptualization of ADM specifically tailored to organizational contexts. It has two main goals: (1) to meaningfully demarcate ADM from similar, yet distinct algorithm-supported practices; and (2) to draw internal distinctions such that different ADM types can be meaningfully distinguished. The proposed conceptualization builds on three arguments: First, ADM primarily refers to the (...) automation of practical decisions (decisions to _φ_) as opposed to cognitive decisions (decisions that _p_). Second, rather than referring to algorithms as literally making decisions, ADM refers to the use of algorithms to solve decision problems at an organizational level. Third, since algorithmic tools by nature primarily settle cognitive decision problems, their classification as ADM depends on whether and to what extent an algorithmically generated output _p_ has an action triggering effect—i.e., translates into a consequential action _φ_. The examination of precisely this _p_-_φ_ relationship, allows us to pinpoint different ADM types (suggesting, offloading, superseding). Taking these three arguments into account, we arrive at the following definition: ADM refers to the practice of using algorithms to solve decision problems, where these algorithms can play a suggesting, offloading, or superseding role relative to humans, and decisions are defined as action triggering choices. According to a consensus view in philosophy, “deciding” and “intending” are synonymous expressions. Researchers have recently challenged this view with the discovery of a counterexample in which ordinary speakers attribute deciding without intending. The aim of this paper is to investigate the strengths and limits of this discovery. The result of this investigation revealed that the evidence challenging the consensus view is strong. We replicate the initial finding against consensus and extend it by utilizing several new measures, materials, and procedures. (...) Together this evidence strongly suggests that “deciding” is not synonymous with “intending” in ordinary language and that the consensus view should be rejected. (shrink)

In this paper, I restrict the discussion to overt intentional action, intentional action that essentially involves peripheral bodily movement. My guiding question is this: If there is a specific motivational role that intention is plausibly regarded as playing in all cases of overt intentional action, in virtue of what feature(s) of intention does it play this role? I am looking for an answer that can be articulated in the terminology of intentionalist psychology.

Libertarianism about free will is the conjunction of two theses: the existence of free will is incompatible with the truth of determinism, and at least some human beings sometimes exercise free will (or act freely, for short). 1 Some libertarian views feature agent causation, others maintain that free actions are uncaused, and yet others – event-causal libertarian views – reject all views of these two kinds and appeal to indeterministic causation by events and states. 2 This article explores the relative (...) merits of two different views of this third kind. One is Robert Kane's prominent view, and the other is the ‘daring libertarian’ view that I floated in Free Will and Luck. 3 (I labeled the view ‘daring’ to distinguish it from a more modest libertarian view that I floated a decade earlier.) 4 I say ‘floated’ because I am not a libertarian. I do not endorse incompatibilism; instead, I am agnostic about it. But if I were a libertarian, I would embrace my daring libertarian view (or DLV, for short). This article's thesis is that event-causal libertarians should prefer DLV to Kane's ‘dual or multiple efforts’ view. (shrink)

What is it to be able to intend to do something? At the end of her ground-breaking book, Agents’ Abilities, Romy Jaster identifies this question as a topic for future research. This article tackles the question from within the framework Jaster assembled for understanding abilities. The discussion takes place in two different spheres: intentions formed in acts of deciding, and intentions not so formed. The gradability of abilities has an important place in Jaster’s framework, and it is explained how abilities (...) to acquire intentions of these two kinds -- including both general and specific abilities—can come in degrees, as she conceives of degrees of ability. Although Jaster “sympathize[s] with the idea that having an ability to intend to [A] is a matter of intending to [A] in a sufficient proportion of the relevant possible situations in which there is an overriding reason to intend to [A],” an alternative to this idea is developed. In this thesis, the framework within which long-term goals are set and subsequently achieved or approached is analyzed. Sustainable development and climate change are areas in which goals have tobe set despite uncertainties. The analysis is divided into the normative motivations for setting such goals, what forms of goals could be set given the empirical and normative uncertainties, and how tomanage doubts regarding achievability or values after a goal has been set. Paper I discusses a set of questions that moral (...) theories intended to guide goal-setting should respond to. It is often claimed that existent normative theories provide only modest guidance regarding climate change, and consequently have to be revised or supplemented. Two such suggested revisions or supplements are analyzed in order to determine whether they provide such guidance. Paper II applies the deep ecological framework to survey the extent to which it can be utilized to discuss issues concerning the management of climate change. It is suggested that the deep ecological framework can provide guidance by establishing a normative framework and an analysis of how the overarching values and principles can be specified to be relevant for actions. Paper III is focused on normative political theory, and explicates the two dimensions of empirical and normative uncertainty. By applying recent discussions in normative political theory on ideal/non-ideal theory, political realism, and the relation between normative demands and empirical constraints,strategies for managing the proposed goals are suggested. Paper IV suggests a form of goal that incorporates uncertainties. Cautious utopias allow greater uncertainty than realistic goals,but not to the same extent as utopian goals. Such goals have a performance-enhancing function. A definition and quality criteria for such goals are proposed. Paper V considers whether a goal that is becoming all the more unlikely to be achievable should be reconsidered. The paper focuses on the two degrees Celsius target, and asks whether it could still be a sensible goal to aspire to. By applying the principle that ‘ought’ implies ‘can’, the role of such obligations is investigated. Paper VI surveys how to treat circumstances in which an already set goal should be reconsidered and possibly revised, and what would evoke doubt in the belief upon which those goals have been set.Two situations are analyzed: a problematic or surprising event occurs, upsetting confidence in one’s relevant beliefs, or respectable but dissenting views are voiced concerning one’s means and/or values. It is suggested that the validity of doubt has to be considered, in addition to the level in a goal-means hierarchy towards which doubt is raised. (shrink)

Contrary to Dretske's view, treating actions as causal complexes wherein inner states produce external results does not permit us to claim that even if their components are caused, the actions are not. What triggers the initial element of a causal sequence causes the sequence itself, so whatever might cause the relevant inner state would also cause the action. Dretske's claim that the failure of my agency to extend to the results of actions I induce in others is owing to the (...) "sensitivity" of those results' causal antecedents is also mistaken. Such sensitivity attends the results of my own actions without undoing my agency. (shrink)

What is the relation between acting intentionally and acting for a reason? While this question has generated a considerable amount of debate in the philosophy of action, on one point there has been a virtual consensus: actions performed for a reason are necessarily intentional. Recently, this consensus has been challenged by Joshua Knobe and Sean Kelly, who argue against it on the basis of empirical evidence concerning the ways in which ordinary speakers of the English language describe and explain certain (...) side-effect actions. Knobe and Kelly's argument is of interest not only because it challenges a widely accepted philosophical thesis on the basis of experimental evidence, but also because it indirectly raises an important and largely neglected question, the question of whether or in what sense an agent can perform a side-effect action for a reason. In this article, I address this question and provide a positive answer to it. Specifically, I argue that agents act for a reason whenever they perform side-effect actions as trade-offs. Thus, I claim that there are three distinct types of rational action: actions performed as ends in themselves, actions performed as means to further ends, and side-effect actions performed as trade-offs. Given this multiplicity of types of rational action, the question of whether or not actions performed for a reason are necessarily intentional is in need of refinement. The more specific question that lies at the heart of this article is whether or not side-effect actions performed as trade-offs are necessarily intentional. I conclude that, contrary to what Knobe and Kelly suggest, the question remains open. (shrink)

Libertarians hold that free action and moral responsibility are incompatible with determinism and that some human beings occasionally act freely and are morally responsible for some of what they do. Can libertarians who know both that they are right and that they are free make sincere promises? Peter van Inwagen, a libertarian, contends that they cannot—at least when they assume that should they do what they promise to do, they would do it freely. Probably, this strikes many readers as a (...) surprising thesis for a libertarian to hold. In light of van Inwagen's holding it, the title of his essay—‘Free Will Remains a Mystery’—may seem unsurprising. (shrink)
