The majority of those who comment upon the theories of Ernesto Laclau and Chantal Mouffe - both supporters and critics - treat the work of the two authors as a coherent unity. I see acute differences that demarcate the ideas of Laclau and Mouffe: differences that impede any straightforward delimitation of the authorial identity `Laclau and Mouffe'. The purpose of this paper is to bring to the fore the incommensurate political differences that separate the work of the two authors, and (...) to establish the superiority of Mouffe's position. At its most basic both authors view politics as described in their co-authored Hegemony and Socialist Strategy: i.e. `as a practice of creation, reproduction and transformation of social relations' (Laclau and Mouffe, 1985: 153). This agreement, however, conceals the fact that the authors describe the political articulation of social relations in distinct ways, and that those descriptions are implicated in, and reinforce, contrasting ethico-political commitments and prescriptions. These differences reflect the differences between the politics of the Marxist tradition retained by Laclau - albeit understood as a negative apparition of its former (ultimately) fully positive self - and Mouffe's radical democratic pluralism. This latter perspective - in its more recent formulations - represents a political compound of civic-republicanism with a defense of liberalism; this is a political imaginary that retains little if anything from the Marxist tradition. This article addresses two questions: How should a ‘practical political theory’ approach the ideological struggle between advocates of critical social justice and defenders of free speech? And, what does this conflict tell us about the deficits of one particular tradition of practical political theory — namely, agonistic democracy? The paper’s purpose, then, is to illuminate a concrete contemporary phenomenon through the lens of agonistic theory and, conversely, to use this struggle as an impetus to carve out and address weaknesses in (...) the theory of agonism.I defend an ‘agonistic approach’ to the struggle against two alternatives — first, the claim that there is, conceptually, no ‘real’ conflict between social justice and free speech, and second, the strategy to ‘take sides’ in the conflict. By taking seriously the agonistic core idea that struggle and conflict can be valuable and productive expressions of plurality and inclusivity, I argue that this struggle should be approached as an agonistic conflict — as the welcome and important expression of a diversity of views on central social, moral and political questions.I also show, however, how retaining the focus on the real-life struggle between advocates of critical social justice and free-speech sheds light on the inconsistencies of much agonistic thought. In particular, I will criticize those agonists who limit their conception of the ‘agon’ to respectful struggles, and those who see the agon merely as a tool of emancipation for oppressed groups. Against these visions of agonism, I develop an anti-perfectionist, yet radical, account of agonism with the potential to serve as a guide in complex social and political conflicts. (shrink)

This article disputes the premise dominant in moral philosophy and the social sciences that a strict definition of terrorism is needed in order to evaluate and confront contemporary political violence. It argues that a definition of terrorism is not only unhelpful, but also impossible if the historicity and flexibility of the concept are to be taken seriously. Failure to account for terrorism as a historical phenomenon produces serious analytical and epistemological problems that result in an anachronistic, ahistorical, and reductive understanding. (...) Because there are no historically or contextually stable answers to the question what terrorism is, this article argues for a novel account of terrorism that replaces the attempt to define terrorism with an analysis of its meaning and function within a specific context. The concept of sovereignty is one of the central concepts of modern political philosophy. However, faced with processes of economic globalization as well as legal and political universalism, contemporary political theory struggles to account for the exercise of state power in terms of the traditional understanding of sovereignty. This survey article reviews the most influential conceptualizations of sovereignty in contemporary continental political philosophy. This paper lays the foundations for a democratic defence of the argument that at least some non-citizens are entitled to claim rights of political participation with regard to states in which they are not resident. First I outline a distinctively democratic case for granting participatory rights to certain non-resident non-citizens, based upon the central claim that in a democracy those who are governed ought to have the opportunity to participate in the exercise of government. I offer support for extending rights (...) of participation to some non-resident non-citizens by addressing two possible democratic objections, relating to political equality and reciprocity. According to a particular view of political realism, political expediency must always override moral considerations. Perhaps the strongest defense of such a theory is offered by Carl Schmitt in The Concept of the Political. A close examination of Schmitt’s main presuppositions can therefore help to shed light on the tenuous relation between politics and morality. Schmitt’s theory rests on two keystones. First, the political is seen as independent of and prior to morality. Second, genuine political theory depends on a view (...) of human beings as evil by nature. I will argue that both claims are incomplete. Just as the political sometimes demands that morality be overridden, so morality can demand the overriding of political expediency. Moreover, the view of human beings as evil, which serves as the foundation of political realism, itself depends on affirming that human nature must also be, in some sense, good. Political realism is thus shown to have its theoretical foundation within a normative framework that demands the political pursuit of at least some moral aims. (shrink)

Within the critical humanities there has been a recent return to Marxist and communist thought, which has meant a reckoning with post-structuralism. Thinkers, such as José Muñoz and Jodi Dean, who have been critical of parts of the post-structural legacy, have also held onto certain aspects of that tradition, in particular non-coincidence as a stay against identity, administration, and/or determination. However, they have done so in ways that have left unquestioned a contemporary commonsense around teleology. In this essay I argue (...) this has led to an inability to think or maintain connections between the subject and representation – crucial categories for any materialism. Through a discussion of the work of Cuban poet José Lezama Lima, I cultivate a critical vocabulary for building and sustaining non-coincident relations between the subject and representation, ones which neither collapse these two planes nor render them abyssal. Jürgen Habermas has for decades been recognized as a leading European philosopher and public intellectual. But his global visibility has obscured his rootedness in German political culture and debate. The most successful historical accounts of the transformation of political culture in West Germany have turned on the concept of German statism and its decline. Viewing Habermas through this lens, I treat Habermas as a radical critic of German statism and an innovative theorist of democratic constitutionalism. Based on personal interviews with (...) Habermas and his German colleagues, and by setting the major work alongside his occasion-specific political writings from 1984 to 1996, I interpret Habermas's political thought as an evolving response to two distinct moments in German history: first, the mid-1980s, and second, the revolutions of 1989 and German reunification in 1990. This essay challenges the dominant interpretations of Habermas's mature statement of his political theory. Between Facts and Norms: Contributions to a Discourse Theory of Democracy, which have described it as marking a distinct break with, and reversal of, the commitments of his earlier work. By contrast, I describe the work as an intellectual summa, consistent with Habermas's previous thought and career, and containing remarkable historical interpretations of two intertwined phenomena: the intellectual and institutional dimensions of the Bonn Republic and Habermas's own biography. In this article I argue against the view, recently espoused by several authors, that the `incommensurability of values' and `political pespectivism' offer us decisive reasons as to why we should break the link between representation and (the quest for) unity. I hold that it is of paramount importance to retain this essential link. Since Sir Isaiah Berlin has played a major (and in my view unfortunate) role in linking `politics as the quest for unity and the common good' with the (...) `totalitarian temptation', I proceed to show how it is possible to have an understanding of politics as precisely such a quest, but without succumbing to the temptation to totalitarianism that Berlin alerts us to. I then take issue with Chantal Mouffe's view that the tendency to antagonism, rather than the quest for unity and rational consensus, is `the essence of the political'. (shrink)

The aim of this essay is to consider both Schmitt’s polemical and his analytical claims in dealing with a concept which is central to his theory and yet strangely overlooked by the secondary literature: the concept of friendship. The essay proceeds in three steps; first it makes some textual claims about the meaning and role of friendship in Schmitt’s writings; secondly its puts forward an interpretation of the significance of friendship in Schmitt’s political thought; finally, it tries to disentangle polemics (...) from diagnostics in Schmitt’s discourse and draws some tentative conclusions. How do we define Black politics conceptually? What is the conceptual jurisdiction from which it is framed as distinct from other political concepts? The concept of Black politics, I argue, operates as a force of refusal of the inevitability of liberalism as the ‘end of history.’ It repudiates what liberal politics routinely represents as pacific, universal, rational and inclusive to the field of politics. The concept of Black politics, then, is an anamorphic signifier that destabilises dominant conceptions of liberal politics (...) as inevitable. I make two arguments in this article: first, that liberalism is an anaemic singularity that excludes the imperial and racial assemblages in which it is implicated, and second, that the concept of Black politics is anamorphic in so far as it creates the possibility for emancipation that transcends this liberal obligation in its imperial and racial assemblages. This article addresses Eric L. Santner’s claim that “there is more political theology in everyday life than we might have ever thought” by analyzing the “theologico-political problem” in the work of three prominent twentieth-century political thinkers—Carl Schmitt, Leo Strauss, and Hannah Arendt. Schmitt, Strauss, and Arendt share a preoccupation with the crisis of modern political liberalism and confront the theologico-political problem in a similar spirit: although their responses differ dramatically, their individual accounts dwell on the absence of incontestable principles in (...) modern society that can justify life-in-common and the persistence of the political order. Their writings thus engage with the question of the place of “the absolute” in the political realm. In particular, Arendt’s indirect approach to the theologico-political problem is crucial to understanding the radicality of a political world in which traditional certainties can no longer be re-established. The theoretical trajectory I present suggests that the dispersion of political theology in everyday life has a specific corollary: modern politics operates within the tragic and paradoxical nature of its unstable and common origins that cannot be incorporated in exceptionalist versions of the body politic. The article argues that this legacy imposes conceptual constraints on empirical and normative inquiry into current forms of human belonging and interaction, a predicament most evident today in the field of global political theory. It is argued that this is due to a lasting preoccupation in the pluralist legacy with the vexed question of unity in plurality. The article analyzes the pluralist legacy historically and conceptually, by (...) tracing influential varieties of group theory in modern political discourse, from early British pluralism to mid-century interest group theory, to theories of participatory democracy and group identity, to recent theories of global politics. This review hopes to show how the question of unity in plurality has informed theorizing within as well as across different contexts, and where this leaves us today. To conclude, the article offers some suggestions as to what might be needed in order to move beyond the pluralist legacy, arguing that this would involve a wholesale change of perspectives on the question of unity in plurality, for the benefit of empirical and normative inquiry into current conditions in world politics. The analogies between religious and secular juridical arguments interest political theorists because they suggest a hidden link between religion and politics. However, merely describing analogies does not show that the link is significant. Why are there such analogies? The question matters because answering is a prerequisite for determining whether there can be a neutral political background to religion. This paper argues that there are such analogies because arguments in theology and arguments in the juridical theory of the state share a (...) common structure. This structure is such that the meaning of some concepts in the theory of the state, like political order and sovereignty, cannot be fully understood without reference to theological concepts. This thesis – political theology – has become associated with Carl Schmitt, but the argument in this paper differs importantly from his. Unlike Schmitt, this paper claims that in the contemporary state political theology can be superseded. (shrink)

The purpose of this paper is to explore the prerequisite conditions for implementing a liberal management education and for fostering ethical students using examples from the core curriculum at Singapore Management University. Beginning with a reading of the Carnegie Foundation's Rethinking Undergraduate Business Education: liberal learning for the professions, the paper examines the contribution and limits of the findings and recommendations before discussing the place of the liberal arts in the modern university and describing a case study of liberal management (...) education in process at SMU. It concludes with a reading of the work of Emmanuel Levinas and Asian philosophy as the basis for an ethical management education. The paper uncovers a central shortcoming in an otherwise important Carnegie study: that business education is unlike other professional education because it lacks an autonomous discipline that studies business knowledge production as an object. Consequently, applying the liberal arts to business education risks neglecting the critical side of the liberal arts. With only the reflective side of the liberal arts in operation, management education cannot be grasped as a specific sphere of values within the pluralism of spheres advocated by the Carnegie report. Only by recreating the function of an autonomous discipline with an objective lens on business knowledge within the core curriculum at SMU can that university attempt to incorporate both the critical and reflective side of the liberal arts in management education. This kind of liberal management education can indeed lead to respect for the values of the others in the way that ethical philosopher Emmanuel Levinas envisioned. Further development of the SMU core curriculum is necessary in order to confirm the hypothesis that the liberal arts can be brought together with management education to produce more mature, ethical students. Liberal management education curriculum must incorporate the critical function of the liberal arts when faced with business knowledge production in order to promote a pluralist ethics. If SMU is successful, it can become a model for other global business schools in Asia and beyond. Asian higher education is ongoing a rapid transformation in values. The shift is towards understanding the wider relationship between universities and society and the role of an education citizenry. Liberal management education can be a bridge to this new world of higher education in Asia, and beyond. This discussion provides a fuller understanding of the two-sided nature of the liberal arts and the importance of both sides for building a liberal management education and creating ethically mature students. In this paper, I delineate one tradition of contemporary political thought that has emerged within the more general climate of difference and diversity. This is ‘agonistic pluralism’. The paper evaluates the recent work of three authors, who exemplify this strand of political thinking; William Connolly, Chantal Mouffe, and James Tully. Over the past decade, each of these three has developed the notion of agonistic pluralism. The task here is to examine points of comparison between them. I compare the three authors' (...) conceptions of politics and of the dimension of the political. I make the case that their work complements one another, they each endorse broad notions of the political; and they understand politics to be constitutive of social relations. Nevertheless, the forms of politics that they describe differ from one another. It is my contention that these forms of politics are interdependent and mutually reinforcing. However, I maintain that in order for their work to be understood in this way, the political practices described by Connolly and Tully — struggles for self-making and for recognition respectively — must be re-figured as forms of sub-constitutional politics. These forms of politics will make up necessary elements of a viable pluralist society, but they are played out within multiple public spheres made possible by — what we might call — the quasi-republican political constitution elaborated by Mouffe. Spatiality, Sovereignty and Carl Schmitt: Geographies of the Nomosis an edited volume by Stephen Legg. The book was published in the midst of accruing attention to the issues of space and order in the writings of Carl Schmitt. The objective of the book must, therefore, be understood as a critical analysis of the different ways Schmitt’s concepts can inform and have informed the study of geopolitics. This review will provide a critical summary of the main themes in the book and (...) analyse the arguments made for and against using Schmitt. I will additionally assess the ways in which Marxist Geography can benefit from critically engaging with Schmitt. It will be argued that a critical engagement with Schmitt should start from a contextualised position and a subsequent fertile negation of his thinking. (shrink)

This article explores the political potential of Kierkegaard's Repetition and develops a model of non-sovereign agency by analysing the figure of the ‘young man’, the main protagonist of the book. A curious reference in Schmitt's Political Theology serves as a cue for exploring Repetition through contrast with Schmitt's notions of sovereignty, decision and exception, as well as his critique of occasionalism in Political Romanticism. As in the case of Schmitt's sovereign, the young man's conflict is centred on the question of (...) the exception. But by contrast to the former, the young man struggles with the exception from a position of opposition to the powers that govern. Furthermore, the exception in Repetition does not seek to stabilise a given order in the face of a threat, but, rather, to destabilise and transform order. The perspective offered facilitates a shift from thinking the exception as a state of exception, a concept that mostly concerns state politics, to an exception from the state. Kierkegaard's Repetition is thus shown to be relevant for conceptualising transformative agency from a position of marginalisation and exclusion from the hegemonic political order. (shrink)

This article explores Carl Schmitt's concept of the enemy against the backcloth of the international agenda from the 1920s into the Second World War. More specifically it argues for his abiding antipathy to the Anglo-Saxon powers. It identifies his concern with the right of intervention and his strategies for deflecting claims of a right of intervention in the affairs of states. It also explores the tension between his concept of domestic order and international order in the late 1930s and suggests (...) that his attempt to reconcile the two fails. It concludes by suggesting that the rhetorical arguments he deployed are instructive, for they remain the favourite resort of those who have engaged in a continuous and manifest abuse of sovereignty. The aim of the article is to show that the contradiction between dialogue and antagonism can be overcome with the help of the idea of dialogue as developed by the Russian thinker Mikhail Bakhtin. The lack of such theory led to the rejection of liberalism or to the introduction of dialogical principle into the body of liberal politics. It was Jürgen Habermas who first understood the necessity of dialogical consensus as the basis of liberal democracy. On the other hand, Ernesto (...) Laclau and Chantal Mouffe developed the concept of agonistic democracy, claiming that conflict is inevitable in liberal democracy because consensual relations cannot harmonize contradictory political identities. The second part of the article is the elaboration of Bakhtin’s theory of dialogue and its relevance for political theory. The main point is that dialogue leads to better understanding but not necessarily to consensus. If this is so, then both conceptions of the political are moments in never-ending dialogical relations. The significance of Bakhtin’s idea of dialogue for political theory consists thus in the recognition of the inevitable dialogical nature of society. However, this dialogical concept also has a normative character. Society has to find a balance between two extremes: excessive dialogue, which leads to anarchy, and the lack of dialogue, which leads to totalitarianism. (shrink)

El artículo aborda la Teoría de la Constitución de Carl Schmitt, atendiendo a su doble acepción de teoría general de la constitución moderna y cuerpo de doctrina acerca de la constitución de Weimar. El primer apartado presenta la sistemática de la teoría positiva de la constitución moderna, reponiendo sus dos elementos estructurantes: la forma política resultante de la aplicación de los principios político-formales de identidad y representación, y las formas de legislación y gobierno propias del Estado de derecho burgués. La (...) segunda parte se centra en el cuerpo de doctrina acerca de la constitución de Weimar que Schmitt desarrolla apelando a las categorías presentadas en la primera parte. En especial, se analizan sus implicancias para comprender la posición de Schmitt respecto a los principales desafíos doctrinarios de la época, contrastando sus posiciones con las de otros grandes juristas contemporáneos. Finalmente, se recapitulan las conexiones de sentido entre los criterios que informan la teoría general de la constitución moderna y la doctrina de la constitución de Weimar, destacando las peculiaridades del esfuerzo de Schmitt por subrayar la integridad de la constitución frente a los diversos modos de relativización que atribuye tanto al positivismo jurídico como a ciertas posiciones políticas de su época.
