I present and defend the generalized selected effects theory (GSE) of function. According to GSE, the function of a trait consists in the activity that contributed to its bearer’s differential reproduction, or differential retention, within a population. Unlike the traditional selected effects (SE) theory, it does not require that the functional trait helped its bearer reproduce; differential retention is enough. Although the core theory has been presented previously, I go significantly beyond those presentations by providing a new argument for GSE (...) and defending it from a recent objection. This paper argues that a minimal notion of function and a notion of normal-proper function are used in explaining how bodies and brains operate. Neither is Cummins’ notion, as originally defined, and yet his is often taken to be the clearly relevant notion for such an explanatory context. This paper also explains how adverting to normal-proper functions, even if these are selected functions, can play a significant scientific role in the operational explanations of complex systems that physiologists and neurophysiologists provide, (...) despite a lack of relevant causal efficacy on the part of such functions. A common misunderstanding of the selected effects theory of function is that natural selection operating over an evolutionary time scale is the only functionbestowing process in the natural world. This construal of the selected effects theory conflicts with the existence and ubiquity of neurobiological functions that are evolutionary novel, such as structures underlying reading ability. This conflict has suggested to some that, while the selected effects theory may be relevant to some areas of evolutionary biology, its relevance to neuroscience is (...) marginal. This line of reasoning, however, neglects the fact that synapses, entire neurons, and potentially groups of neurons can undergo a type of selection analogous to natural selection operating over an evolutionary time scale. In the following, I argue that neural selection should be construed, by the selected effect theorist, as a distinct type of function-bestowing process in addition to natural selection. After explicating a generalized selected effects theory of function and distinguishing it from similar attempts to extend the selected effects theory, I do four things. First, I show how it allows one to identify neural selection as a distinct function-bestowing process, in contrast to other forms of neural structure formation such as neural construction. Second, I defend the view from one major criticism, and in so doing I clarify the content of the view. Third, I examine drug addiction to show the potential relevance of neural selection to neuroscientific and psychological research. In Western democracies, people harbor feelings of disgust or hatred for politics. Populists and technocrats even seemingly question the value of politics. Populists cry that they are not politicians and that politics is necessarily corrupt. From the opposite side, technocrats view politics as a pointless constraint on enacting the obviously right policies. Are Western democracies facing a rejection of politics? And is politics worth defending? This paper offers a vindicatory genealogy of politics, vindicating the need human beings have for this (...) practice and clarifying the extent of its contemporary rejections. To achieve these contributions, the paper connects the literatures on pragmatic genealogy and on political realism, revealing how they can complement each other. Following pragmatic genealogy, the practice of politics is vindicated, because it meets an inevitable functional need for collectively binding decision‐making. However, and importantly, political realism allows us to see that the functional mechanisms through which politics fulfills this need vary contextually and thus require careful empirical scrutiny. The paper thus dispels confusion about seeming rejections of politics by clarifying what is unavoidable, and what is revisable about politics. (shrink)

Many lament that solidarity is declining, implying there is something good about it; but what is solidarity and why should we want it? Here, we defend an original functionalist re-interpretation of solidarity. Political solidarity plays a key functional role in a polity’s persistence through time. Thus, we should want institutions that foster solidarity. This paper is divided into three parts. In the first, we draw on the philosophy of biology to pinpoint what counts as a proper function, in a way (...) that is naturalistic, objective, and selective. On this aetiological account, a sharp distinction between functional needs (e.g. the pumping of blood) and functional mechanisms (e.g. the valve that pumps blood) is drawn. In the second part of the paper, we propose that solidarity should be understood as an aetiological function of society. This new conception sheds light on the widely acknowledged, yet seldom clarified connection between two common readings of solidarity: solidarity as a set of feelings of mutual kinship (its functional need), and solidarity as a set of redistributive institutions (a key functional mechanism). The third part concludes that this new functional conception of solidarity provides normative reasons to foster solidarity. (shrink)

Christie, Brusse, et al. argue that the selected effects theory of function (SE) doesn’t do what it’s supposed to do: namely, show how functions can be explanatory. They survey some well-known evolutionary dynamics such as arms races, frequency-dependent fitness, and environmental heterogeneity, some of which have been discussed in the functions literature for decades. They argue that SE only seems to work because SE theorists ignore these dynamics. Their argument fails because they misrepresent what functions are supposed to explain and (...) how they’re supposed to do so. One reason for this failure is that they overlook the role of functions in the broader conversation about teleology in biology, one that has been unfolding for over 2000 years. (shrink)

In the biological realm, a complete explanation of a trait seems to include an explanation in terms of function. It is natural to ask of some trait, "What is its function?" or "What purpose in the organism does the particular trait serve?" or "What is the goal of its activity?" There are several views concerning the appropriate definition of function for biological matters. Two popular views of function with respect to living things are Cummins' organizational account and the Griffiths/Godfrey-Smith modern (...) history account. Whereas Cummins argues that a trait functions so as to contribute to the general organization of some organism's present structure, Griffiths, and Godfrey-Smith argue that a trait functions because of its fitness with respect to the organism's recent evolutionary history. In this paper, I show how these accounts can be made compatible and compliment one another. Given that structure, organization, operational flexibility, function, and evolutionary history are all factors to be considered in an organism's makeup, we should expect that the traits of an organism function the way they do because such traits presently contribute to the overall organization of the organism (Cummins) as well as were selected for in the organism's species' recent ancestry (Griffiths/Godfrey-Smith).
