The task of understanding and perfecting international and diplomatic relations is becoming more crucial, given the frequency of political disputes and intimidation via public diplomacy. At the root of this trend is the dominance of political personalities in international relations, dictating the direction and progress of conflict control on the international scene. With increasing technological, biological, chemical and nuclear weaponry, ignorance of and any mistaken decision on the diplomatic terrain can come at a huge cost of war and anarchy. At (...) the heart of personalities and human relations, however, Nietzsche argues, is the will to power, that singular striving of each individual to assert his individuality and uniqueness, most times, to the detriment of collective interest. The objective of this paper is to expose what Nietzsche means by will to power in order to allow us have a handle on its influence on politics and social relations. The research question, therefore, addresses the relationship between will to power and the nature of political relationships in public diplomacy. The paper will achieve this by an expository and analytical method of research. The paper finds out that it is apposite that we gain control over the tendency for political persons to exploit public diplomacy to dastardly ends. This is to prevent a consequent descent into anarchy, one that Hobbes describes in grotesque clarity as the war of everyone against everyone, with life being “nasty, brutish and short.”. (shrink)

There have been a number of attacks on the idea of human rights recently, both in the course of political and diplomatic encounters across the globe, as well as in the more systematic literature of political philosophy. These attacks do not always distinguish between the Lockean, negative and the more recent positive rights traditions. For example, at the 1993 summer conference on Human Rights in Vienna, Austria, many diplomats from different regions of the world raised such questions as 'When we (...) speak of human rights, are these conditions that everyone everywhere ought to enjoy?’Is it perhaps the case that human rights are one thing for people in one part of the globe and another for those in another part?' These questions were raised in large part about the rights spelled out in the United Nations Declaration of Universal Human Rights, including both negative and positive rights–e.g., the rights to freedom of expression and to public education, respectively. Michael Oakeshott employed a device of argument and analysis that appears in a number of other thinkers, where it is given the name “antinomies.” These differ from binary oppositions or contradictories in that the two poles are bound together. In this discussion, the nature of this binding is explored in detail, in large part in relation to Oakeshott’s own usages, such as his discussion of the relation of faith and skepticism, between collective goal-oriented associations and those based on contract, and (...) between a legal regime based on neutral rules and one oriented to policy goals. Other examples might include Weber’s distinction between the politics of intention and the politics of responsibility. Moreover, such ambiguous concepts as “rights,” have antinomic interpretations. In each of these cases, the full realization of one ideal led, in practice, to consequences associated with the other: in political practice, neither polar ideal was realizable without concessions to the other. But these features are rooted in the deep history of institutions. They are contingent, not philosophical. They nevertheless preclude conventional approaches to political theory. (shrink)

Many scholars in recent years have focused their efforts on revealing the connection of philosophy and authority. Basically, from Nietzsche onwards, philosophyhas witnessed ongoing efforts for “will to power” by some philosophers and of course this motivated many philosophers to take part in politics. Nonetheless, thismoot point engendered a serious risk and not only contrasted with the Socratic contributions, but also paved the way for the advent of a new way of making politics where philosophy and scientific prestige are being (...) manipulated following certain interests. By comparing the US and Argentinian climates, this paper explores to what extent philosophy can and must remain independent of politics. Even though one might think of Heidegger as a clear example of this relationship, there are many other philosophers who were interested in politics and committed to political parties. One of the aspects that characterizes this new way of politics is the theatrification of reality, and philosophers are part of this process. To some extent, the prestige given to scholars for their contribution to society is being conferred to some privileged groups to gain more legitimacy, precisely in a world where the classical institutions are gradually declining. In the Leviathan, power can be understood in two different senses, which are carefully discriminated in its Latin version by the use of the terms potentia and potestas to translate, depending on the context and the type of power concerned, the English power. Potentia and potestas, although types of power of a different nature – one, the physical power that bodies have to take effect on each other; the other, the juridical power, out of which legal effects as justice itself (...) come about –, are mutually implicated in the intertwining of juridical representations. This article examines the ways in which E. B. Bax and R. G. Collingwood attempted to avoid relativism and irrationalism without postulating a pure and universal reason. Both philosophers were profound historicists who recognized the fundamentally particular nature of the world. Yet they also attempted to retain a universal aspect to thought - Bax through his distinction between the logical and alogical realms, and Collingwood through his doctrine of re-enactment. The article analyses both their metaphysical premises and their philosophies of (...) history. Finally an attempt is made to use their arguments as starting-points from which to arrive at a historicist resolution of the problems of relativism and irrationalism. (shrink)

O texto apresenta, resumidamente, quatro teorias ou modelos de democracia: agregativa, deliberativa, agônica e homogênea. Apresenta, em seguida, diversas críticas endereçadas a tais modelos. Considerando essas teorias e suas críticas, o presente estudo busca apresentar elementos que seriam indispensáveis ao tratamento da democracia. Prior to 1651, Hobbes was agnostic about the existence of God. Hobbes argued that God’s existence could neither be demonstrated nor proved, so that those who reason about God’s existence will systematically vacillate, sometimes thinking God exists, sometimes not, which for Hobbes is to say they will doubt God’s existence. Because this vacillation or doubt is inherent to the subject, reasoners like himself will judge that settling on one belief rather than another is epistemically unjustified. Hobbes’s agnosticism becomes apparent once (...) we attend to his distinctions between the propositional attitudes one might adopt towards theological claims, including supposing, thinking, having faith and knowing. The “end of history” by Fukuyama is mainly based on Hegel’s treatise of the end of history and Kojeve’s corresponding interpretation. But Hegel’s “end of history” is a purely philosophical question, i.e., an ontological premise that must be fulfilled to complete “absolute knowledge.” When Kojeve further demonstrates its “universal and homogeneous state,” Fukuyama extends it into a political view: The victory of the Western system of freedom and democracy marks the end of the development of human history and Marxist theory (...) and practice. This is a misunderstanding of Hegel. Marx analyzes, scientifically, the historical limitation of Western capitalism and maintains, by way of a kind of revolutionary teleology, the expectation of and belief in human liberation, which is the highest historical goal. His philosophy of history is hence characterized by theoretical elements from both historical scientificalness and historical teleology. (shrink)

Se interpreta así la idea de conatus desde una doble dimensión, política y ontológica, cuya articulación con las otras categorías recogidas en la Ética, especialmente con relación a los afectos, ofrece una (...) alternativa al pensamiento de la omnipotencia, dominante en la mayor parte de las filosofías de la modernidad. RESUMO: Tendo como eixo organizador o debate acerca da noção de direitos do homem e do cidadão e a eficácia destes no que se refere à luta política por novos direitos, o artigo investiga o caráter inovador da democracia moderna. Em sua abordagem do tema, C. Lefort combate três teses: a de que a defesa de direitos humanos universais representaria um perigo à política vigorosa, instituída em Estados benevolentes; a de que esses direitos seriam a expressão mais acabada da ideologia (...) do individualismo burguês e corresponderiam a formalidades vazias, cujo sentido seria apenas o de escamotear a violência social e sacralizar privilégios; e, por fim, a tese segundo a qual as instituições democráticas visariam somente a reproduzir as relações de propriedade e força vigentes no capitalismo e não permitiriam que as contradições sociais fossem expressas ou mesmo resolvidas no campo da política. Trata-se de retomar a filosofia política proposta por C. Lefort, a qual enfatiza o caráter inédito da democracia moderna, para então explicitar, contrariando tais críticas, a perspectiva histórica de luta por direitos aberta pela invenção democrática. ABSTRACT: Having as the central theme the debate about the notion of human and citizen rights and the effectiveness of these in relation to the political struggle for new rights, this article investigates the innovative character of modern democracy. In his approach to the subject, C. Lefort argues three theses: the idea that the defense of universal human rights represents a danger to vigorous politics in benevolent States; the thesis which says that these rights would be the most complete expression of the ideology of bourgeois individualism and correspond to empty formalities whose meaning would be simply to hide social violence and enshrine privileges; and, finally, the argument that democratic institutions would aim to only reproduce the property relations and forces existing in capitalism and not allow the expression of social contradictions or their resolution in the field of politics. The article reviews the political philosophy proposed by Lefort, which emphasizes the unprecedented nature of representative democracy, and then explains the historical perspective of struggle for rights opened by the democratic invention. Su comentario es particularmente breve, pero plantea algunas dificultades importantes, como su alusión a un derecho naturale legale, que, según Leo Strauss, vendría a ser simplemente un derecho positivo de aceptación general. En este artículo se busca caracterizar lo justo natural y lo justo positivo en el (...) comentario de Averroes y mostrar el alcance de la variación de los criterios propios de la justicia positiva. La siguiente propuesta de lectura es, en muchos sentidos, el resultado del encuentro con la obra de Norberto Bobbio. Este pensador italiano se dedicó a estudiar a los clásicos de la filosofía política y, entre ellos, especialmente a Thomas Hobbes, y fue. mostrando, de un modo cada vez más convincente, la presencia de la obra de: Hobbes en el desarrollo de la filosofía política moderna, hasta el punto de considerarla: como el gran modelo que reemplaza ala tradición aristotélica. Su tesis (...) es muy clara: ese modelo está formado por un con- junto de conceptos en cuya estructuración predomina la racionalidad; en ese modelo existe un doble y compatible camino intelectual: el de la fundamentación racional del Estado y el de la fundamentación de un Estado racional. Estas fórmulas han tenido mucho éxito en el campo de la historiografía, pero creemos que pueden modificarse sustantivamente si se muestra que el peso fundamental del pensamiento político de Hobbes recae no sólo en la razón sino también, y antes que nada, en la imaginación. Es precisamente el sentido básico de ese descubrimiento el que nos ha llevado, distanciados de Bobbio, a proponer el presente estudio. (shrink)

I propose to examine here, at the outset, what I call the asymmetry in Thomas Hobbes's thought between his treatment of civil war and war between states, that is to say, between the departure from the state of nature - when that is a condition prevailing between individuals - and the permanency in the state of nature when it forms a condition existing between states. Secondly, I will address the Kantian progression beyond this asymmetry through the dual introduction of the (...) idea of progress and of ‘cosmo-political’ peace. The attention given in recent years by Habermas to the Kantian idea of perpetual peace [Habermas, 1996], the recent events in Kosovo and Chechnya, and their implications for the shape of an international penal tribunal to judge crimes against humanity, invigorate the questions of civil peace and of rights which transcend state frontiers.
