This article reviews recent work in socio-historical technology studies. Four problems, frequently mentioned in critical debates, are discussed—relativism, reflexivity, theory, and practice. The main body of the article is devoted to a discussion of the latter two problems. Requirements for a theory on socio-technical change are proposed, and one concrete example of a conceptual framework that meets these requirements is discussed. The second point of the article is to argue that present technology studies are now able to break away from (...) a too academic, internalistic perspective and return to the politically relevant "Science, Technology & Society" issues that informed much of this work more than a decade ago. This essay presents a theory of the role of technology in the distribution and exercise of social power. The paper studies how technical artefacts and systems are used to construct, maintain or strengthen power relations between agents, whether individuals or groups, and how their introduction and use in society differentially empowers and disempowers agents. The theory is developed in three steps. First, a definition of power is proposed, based on a careful discussion of opposing definitions of power, and it is (...) argued that a theory of power should have two components: a theory of power relations and a theory of empowerment. Second, an analysis of power relations is presented, in which five basic types of power relations between agents are distinguished, and this analysis is applied to technology, resulting in an account of the possible roles of technical artefacts in power relations. Third, I analyse how technology can lead to or contribute to empowerment and disempowerment, and what resistance strategies are possible against disempowerment through technological means. The theory of technology and power presented in this paper is claimed to be an essential ingredient of a critical theory of technology, which is a theory that analyses and critiques the role of technology in the distribution and exercise of power in society. In the final section of this paper, it is argued that the theoretical analysis of power and technology presented in this paper provides an adequate basis for the further development of such a critical theory of technology. This essay considers the impact of digital networks in organizations on worker autonomy. Worker autonomy, the control that workers have over their own work situation, is claimed in this essay to be a key determinant for the quality of work, as well as an important moral goal. Digital networks pose significant threats to worker autonomy as well as opportunities for its enhancement. In this essay, the notion of worker autonomy is analyzed and evaluated for its importance and moral relevance. It (...) is then considered how digital networks both threaten worker autonomy and offer opportunities for its enhancement. Three major opportunities (enhanced communicative powers, increased informedness, teleworking) and threats (electronic monitoring, task prestructuring, and dependency creation) are discussed and analyzed. Finally, the dynamics that determine the impact on worker autonomy of the introduction of a digital network in organizations are investigated. A particular model for analyzing these dynamics and their impacts, Bryan Pfaffenberger's model of a technological drama. It will be illustrated how this model illuminates these dynamics by analyzing them as a dialectic of strategies of technological regularization by design constituencies and technological adjustment by impact constituencies. This article is about recent attempts by scholars, database practitioners, and curators to experiment in theoretically interesting ways with the conceptual design and the building of databases, archives, and other information systems. This article uses the term ‘‘archive’’ as an overarching category to include a diversity of technologies used to inventory objects and knowledge, to commit them to memory and for future use. The category of ‘‘archive’’ might include forms as diverse as the simple spreadsheet, the species inventory, the computerized (...) database, and the museum. Using this protean concept, this study suggests that we are currently witnessing a time where close convergences are occurring between social theory and archive construction. It identifies a ‘‘move’’ toward exposure of the guts of our archives and databases, toward exposing the contingencies, the framing, the reflexivity, and the politics embedded within them. Within this move, the study examines ways in which theories of performance and emergence have begun to influence the way that archives of different kinds are conceived and reflects on the role of Science and Technology Studies scholars in their construction. Purpose – The purpose of this study is to investigate the reasons behind unethical behaviour in the Australian Information and Communications Technology workplace. Design/methodology/approach – The study employed a qualitative research methodology. A total of 43 ICT professionals were interviewed during the month of February 2014 in six Australian capital cities. All interviews were conducted face-to-face and followed a semi-structured interviewing format utilising open-end questions and further probing questions. The purposive sample represented ICT professionals from large and small organisations, government (...) and private sector, different geographic locations, ages, genders, types of jobs and employment experience. Data analysis was completed with the help of QSR NVivo 10, a software package for managing qualitative data. Findings – Of the 25 reasons identified for unethical behaviour in ICT workplaces, 30 per cent of participants agreed on five major ones: pressure, bad management, greed, lack of respect towards ICT and communication issues. Practical implications – By focussing on the reasons behind unethical behaviour in the Australian ICT workplace, this article helps those identifying strategies for dealing with unprofessional behaviour to take into account the root causes of unprofessional behaviour. Originality/value – There is hardly any literature on reasons for unethical behaviour in the ICT workplaces. This article seeks to address this imbalance in the literature. Also, integrity systems in ICT are a new focus in collective, organisational ethics. Identification of and resolving unethical ICT workplace practice is an innovative contribution to the literature. The politics of innovation involves displacements between various interrelated settings ranging from the context of design to the context of use. This variety of settings and their particular qualities raise questions about the democratic implications of displacements, which have been addressed within science and technology studies for decades from different perspectives and along various theoretical strands. This article distinguishes five different traditions of conceptualizing the relation between technological innovation and democracy: an intentionalist, a proceduralist, an actor—network, an interpretivist, and a (...) performative perspective. They differ in their concepts of “technology,” “politics,” and “democracy”; they imply different roles for the analyst and they suggest or urge other political means. It is suggested that spelling out the differences and similarities between the five perspectives creates the possibility to overcome the limitations of any particular perspective of technology and democracy. The ecological turn in water management has usually been interpreted as a political and cultural rather than technical and professional accomplishment. The dynamics of the uptake of ecological expertise into hydraulic engineering bureaucracies have not been well described. Focusing on the controversy around the damming of the Oosterschelde estuary in the Netherlands in the 1970s, this article shows how public environmental politics transformed the politics of interprofessional competition. Andrew Abbott’s concept of “jurisdictional vacancies” is mobilized to illuminate how ecologists took (...) advantage of the political bankruptcy of the Dutch coastal engineering agency to extend their professional jurisdiction. The subsequent “ecologization” of Dutch coastal engineering was successful, however, only because the ecologists were able and willing to adapt their practices to the professional culture of the hegemonic civil engineers. This article addresses two interrelated questions: Why is it often difficult to create better environmental conditions in the world using traditional political processes and new technological fixes? May science and technology studies analyses of user strategies and micropolitics contribute to societies’ treatment of these difficulties? Focusing on the problems that the electric car has confronted in establishing itself as a viable alternative to the internal combustion car, the authors argue that its failure illustrates the poverty of organized politics, on one (...) hand, and the shortcomings of engineering design practices, on the other. The authors suggest that a thoroughgoing change in the automobility system will take place only if more attention is paid to the actual use of alternative vehicles. By driving differently and viewing automobility differently, electric vehicle owners develop “user scripts” that challenge established political and engineering scripts while contributing to what the authors call a “cultural politics of automobility.”. The notion of a “work-around” is a much-used resource within the sociology of technology, reflecting an interest in showing how users are not simply shaped by technologies but how they, through adopting artifacts in ways other than those for which they were designed or intended, are also shapers of technology. Using the language and concerns of actor-network theory and focusing on recent developments within computer-systems implementation, this article seeks to explore and add to our understanding of work-arounds through unpacking the (...) work of one group of “users” as they attempt to tailor and roll out a system within the administration departments of their university. This article argues that paying attention to the various networks that lead to and from work-arounds can improve our understanding of the way users both shape and are shaped by technologies. Focusing on work-arounds as “networks in place” also allows us to highlight some of their contingencies; for example, the other actors and entities on which these depend and are constituted. The recent rapprochement between Science and Technology Studies and Political Science is induced by the broadened understanding of political action. The debate concerning the nature of ``the political'' produces an important question concerning the possibilities of an issue- or object-oriented focus for understanding political action. The purpose of this article is to contribute to this debate through an analysis of how relations between material and social entities are continuously recontextualized and decontextualized in social and political interaction. The authors discuss established (...) approaches to explain the concept of virtualization. Virtualization is then used in a case study on the implementation of manure regulation in East Fryslân, the Netherlands, to illustrate how cases or issues are virtualized in political decision making, which produces initial presumptions that carry conclusive weight. The authors conclude that a broad understanding of the political in both STS and PS can only be sustained through an understanding of how relations between social and material entities are continuously decontextualized and recontextualized in political and social interaction. Since the internet's breakthrough as a mass medium, it has become a topic of discussion because of its implications for society. At one extreme, one finds those who only see great benefits and consider the Internet a tool for freedom, commerce, connectivity, and other societal benefits. At the other extreme, one finds those who lament the harms and disadvantages of the Internet, and who consider it a grave danger to existing social structures and institutions, to culture, morality and human relations. In between one finds the majority, those who recognize both benefits and harms in the Internet as it currently exists and who recognize its usefulness while worrying about some of its negative impacts. This article explores the work-arounds through which an Enterprise Resource Planning software system is implemented within an Australian University. We argue that while resistance is significant, the process of working around a technology can have ambiguous effects in terms of how users—in this case academics—are governed and govern themselves. Drawing upon Andrew Barry’s Foucauldian-inspired work on ‘‘technological zones,’’ we show how attempts to work-around the ERP contributed to the creation of an alternative technological zone based on cultural discourses of academic (...) freedom aimed at resisting the standardized programs of action inscribed within the university-wide ERP. However, we demonstrate also that these work-arounds resulted in a partial convergence with the university’s advanced liberal objectives of going online to become a globally competitive university. We conclude that more research needs to be conducted into the multiple and ambiguous effects of work-arounds in the practice of governing. (shrink)

This paper analyzes the collaboration between healthcare professionals and algorithms in making decisions within the realm of public healthcare. By extending the concept of ‘tinkering’ from previous research conducted by philosopher Mol (Care in practice. On tinkering in clinics, homes and farms Verlag, Amsterdam, 2010) and anthropologist Pols (Health Care Anal 18: 374–388, 2009), who highlighted the improvisational and adaptive practices of healthcare professionals, this paper reveals that in the context of digitalizing healthcare, both professionals and algorithms engage in what (...) I call ‘collaborative tinkering’ as they navigate the intricate and unpredictable nature of healthcare situations together. The paper draws upon an idea that is increasingly common in academic literature, namely that healthcare professionals and the algorithms they use can form a hybrid decision-making entity, challenging the conventional notion of agency and intelligence as being exclusively confined to individual humans or machines. Drawing upon an international, ethnographic study conducted in different hospitals around the world, the paper describes empirically how humans and algorithms come to decisions together, making explicit how, in the practice of daily work, agency and intelligence are distributed among a range of actors, including humans, technologies, knowledge resources, and the spaces where they interact. The concept of collaborative tinkering helps to make explicit how both healthcare professionals and algorithms engage in adaptive improvisation. This exploration not only enriches the understanding of collaborative dynamics between humans and AI but also problematizes the individualistic conception of AI that still exists in regulatory frameworks. By introducing empirical specificity through ethnographic insights and employing an anthropological perspective, the paper calls for a critical reassessment of current ethical and policy frameworks governing human–AI collaboration in healthcare, thereby illuminating direct implications for the future of AI ethics in medical practice. This paper will address the question of the morality of technology. I believe this is an important question for our contemporary society in which technology, especially information technology, is increasingly becoming the default mode of social ordering. I want to suggest that the conventional manner of conceptualising the morality of technology is inadequate – even dangerous. The conventional view of technology is that technology represents technical means to achieve social ends. Thus, the moral problem of technology, from this perspective, is (...) the way in which the given technical means are applied to particular (good or bad) social ends. In opposition to this I want to suggest that the assumed separation, of this approach, between technical means and social ends are inappropriate. It only serves to hide the most important political and ethical dimensions of technology. I want to suggest that the morality of technology is much more embedded and implicit than such a view would suggest. In order to critique this approach I will draw on phenomenology and the more recent work of Bruno Latour. With these intellectual resources in mind I will propose disclosive ethics as a way to make the morality of technology visible. I will give a brief account of this approach and show how it might guide our␣understanding of the ethics and politics of technology by considering two examples of contemporary information technology: search engines and plagiarism detection systems. It is a truism that the design and deployment of information and communication technologies is vital to everyday life, the conduct of work and to social order. But how are individual, organisational and societal choices made? What might it mean to invoke a politics and an ethics of information technology design and use? This editorial paper situates these questions within the trajectory of preoccupations and approaches to the design and deployment of information technology since computerisation began in the 1940s. Focusing (...) upon the dominant concerns over the last three decades, the paper delineates an interest in design and use in relation to socio-technical theories, situated practices and actor-network theory. It is argued that each of these approaches is concerned with a particular form of politics that does not explicitly engage with ethics. In order to introduce ethics into contemporary debates about information technology, and to frame the papers in the special issue, it is argued that Levinas’ ethics is particularly valuable in problematising the relationship between politics and ethics. Levinas provides a critique of modernity’s emphasis on politics and the egocentric self. It is from a Levinasian concern with the Other and the primacy of the ethical that a general rethinking of the relationship between politics, ethics and justice in relation to information and communication technologies can be invoked. This paper examines one particular problem of values in cloud computing: how individuals can take advantage of the cloud to store data without compromising their privacy and autonomy. Through the creation of Lockbox, an encrypted cloud storage application, we explore how designers can use reflection in designing for human values to maintain both privacy and usability in the cloud.
