The ontological and analytical status of Marxian social theory has been a matter of fierce controversy since Marx’s death, both within and without Marxist circles. A particular source of contention has been over whether Marxism should be construed as an objective science of the capitalist mode of production or as an ethico-philosophical critique of bourgeois society. This is paralleled by the dispute over whether Marxism ought to be considered a humanism or a structuralism. This article addresses both sides of this (...) debate. The argument is that, rather than Marx’s own social thought being split into incompatible poles, giving rise to ‘two Marxisms’, it forms a coherent unity. Marx’s social theory is neither humanist philosophy, nor structural science, but is in fact realist science, which synthesizes these apparent antinomies, and thereby transcends both. (shrink)

The emergence of the ever-growing anti-corruption movement from the early ’90s onwards has proven itself to be of considerable importance in how we understand and explain global inequalities as well as in redefining corruption as a lack of transparency. This paper examines the timing and content of this international anti-corruption movement. It argues that, following the collapse of the Soviet Union and the deepening of an increasingly transnational capitalism, anti-corruption discourse has arisen as a new version of the ‘white man’s (...) burden’, a justification for intervention into the domestic politics of less powerful states as well as an explanation for their relative poverty. Concurrently, the anti-corruption movement has functioned to push states into increasing their autonomy with respect to local interests and fractions of capital in order to become more subservient and hospitable to transnational capital as a whole. Recent theories of the state often draw attention to states’ autonomy from social preferences. This paper suggests that the phenomenon of public ignorance is the primary mechanism responsible for state autonomy in democratic polities. Such theorists as Skocpol and Poulantzus, who do not take account of public ignorance, either underestimate the state's autonomy or stress causal mechanisms that are necessary but not sufficient conditions for its autonomy. Gram‐sci's concept of ideological hegemony is promising, even though it is far too insistent (...) on the penetration of ideology of any kind beyond relatively small numbers of political sophisticates. Many anthropologists interpret neoliberalism as a radical break from and dangerous rupture in post-war societies that featured Keynesian economic policies and welfare provision. The allure of a mythic welfare state has boosted John Maynard Keynes’s popularity to many who embrace certain facets of socialism. Many critical social scientists have embraced Keynesianism in ways that overlook how the US used Keynesian policies to reengineer and redeploy state power. Keynes’s liberal synthesis inspired managers in the US Treasury Department to understand depression-era problems (...) of unemployment and poverty in ways that were consonant with the expansion of corporate power. For understanding Keynesianism, as it actually existed during the Cold War, we must analyse how the US Treasury and State Departments used Keynesian principles to rebuild the social reproductive capacities necessary for capitalist accumulation both domestically and in Western Europe. I focus on how the architects of postwar capitalism used full employment policies, labour laws and welfare provision to renovate the nexus of political practices and institutional structures in ways that formed a benevolent and caring image of ‘the state’ and the myth of a class compromise. Through these reforms, governmental planners and administrators used the ‘state idea’ to reorganize capital accumulation as if the post-war economy would represent ordinary people’s best interests. In the process, these sophisticated practices of power became reified as the ‘welfare state’ and the ‘Keynesian compromise’ in ways that endow these institutions and policies with a character divorced from practices of power. The post-war state embodied a dialectic of repression and reform that combined criminalizing dissent with full employment policies and welfare provision. Taking these aspects of power into account, we can see post-war Keynesianism in ways that inspire a robust and far-reaching criticism of the contemporary predicament of economic uncertainty, political instability and environmental degradation. This article compares the social movement mobilization that led to reforms in police and judicial handling of battering in the United States to the movement ideology, organization, and tactics that resulted in analogous policy reform in the processing of dowry burnings and beatings in India. Using field notes and secondary sources from both countries, the article examines how both movements redefined violence against women in families as a public issue, then looks at how movement demands affected policy reform in each (...) country. The analysis questions the current conceptualization of social movement success. Social movements theory assumes that entry into the polity of liberal, democratic states constitutes success in the sense of social change. Yet the cases analyzed suggest that assumptions about the gender neutrality of state response to movements prevents researchers from critically examining the outcomes of social movement mobilization. Moreover, institutionalization of women's movement demands and organization may diminish the capacity of such movements to control the social construction of domestic violence against women by providing protection without empowerment. In 2011, two Chinese municipalities, Chongqing and Shanghai, enacted a property tax on rich homeowners. However, the two municipal governments sharply diverged in their designs of the tax and the justifying frames used. Whereas Chongqing explicitly framed the tax as a redistributive measure targeting the economic elite, Shanghai framed it as an ad hoc technical intervention in the housing market that would antagonize no one. This article explains how the only two Chinese cities that introduced this unconventional tax ended up (...) enacting the tax in such different ways. In doing so, this article proposes a theoretical framework synthesizing two main pillars of Bourdieu’s state theory – a conceptualization of the state as a field of competition, and a careful consideration of the symbolic dimension of state power. The political competition in which the top leaders of the two municipalities were engaged drove them to enact the tax. The positions these leaders occupied in the field of competition shaped their specific strategies of accumulating competition-specific capital, getting their capital noted and recognized by other players in the field, and theatricalizing their capital-seeking acts as serving some universal interest. These dynamics gave rise to divergent styles of enacting the tax. (shrink)

ABSTRACTWe examine Marx's critiques of language, politics, and capitalist political economy and show how these anticipated critical discourse and argumentation analysis and ‘cultural political economy’. Marx studied philology and rhetoric at university and applied their lessons critically. We illustrate this from three texts. The German Ideology critically explores language as practical consciousness, the division of manual and mental labor, the state, hegemony, intellectuals, and specific ideologies. The Eighteenth Brumaire studies the semantics and pragmatics of political language and how it represents (...) the class content of politics and contributes to social transformation. Capital deconstructs the categories of classical political economy and their constitutive role in capitalist social relations. This is one aspect of CPE. Capital also highlights the structural and agential aspects of these relations, their contradictory dynamic, and their crisis-prone character. We comment on this aspect too. This said, Marx held that social transformation is mediated through political imaginaries and highlighted the need for the proletariat to develop a ‘poetry’ of the future. We then consider the misleading ‘base-superstructure’ metaphor and note how, against the thrust of Marx's work, it tends to reify culture. The article concludes that Marx contributed to the critique of semiotic as well as political economy. (shrink)

This paper deals with the nature and direction of constitutional thinking and practice in Pakistan. It is argued that the country reflects a general malaise of postcolonial societies, characterized by tension between the locus of power in the politico-administrative machinery and the source of legitimacy in the constitution. Under the classical formulation, the constitution represents the way a nation wants to live its collective life in terms of various laws and institutions, as well as the powers and duties of public (...) office-holders. In other words, the institutional-constitutional edifice of the state functions as the vehicle of a nation's life’. One finds comparable theories in the tradition of structural Marxism, for example in Poulantzas, which consider the state as a condensate of the power structure of the society. It is argued that there is a conceptual tension in the formulation of such theories. In the context of postcolonial societies, transplantation of institutions and constitutions from a different era and a different continent played a formative, almost deterministic, role in the way the state's authority was conceived and opera-tionalized. For more than a hundred years, British India remained a laboratory for the implementation of political, economic, legal and administrative values and norms. On the one hand, this shaped the way people came to look at their relations with the state in terms of new implements of power such as non-arbitrary sources of authority, codified law, rational-legal bureaucracy and rule of public representatives. On the other hand, it created the mass public itself which, in due time, rose to stake a claim for societal input into the business of the state. In other words, our discussion needs to go beyond the ahistorical approach to constitutionalism in Pakistan and elsewhere, as embedded in such concepts as the reflection of either the nation's will or the social power structure in a microcosm. The relative autonomy of the state apparatuses of the military, the bureaucracy and the judiciary, as well as constitutional provisions ranging from writ jurisdiction, equality before the law and equality. In the last couple of years there have been some attempts to introduce Pierre Bourdieu’s concepts into the critical realist conception of social science. But these attempts either limit themselves to the constitution of a philosophical connection between Bourdieu and critical realism or confine Bourdieu’s theoretical contributions to analyses of human agency, whereas Bourdieu’s habitus can provide a deepening of the critical realist conception of what the ‘social’ is. We can establish a socio-ontological connection between the concept of habitus and (...) the idea of the social as a stratified reality. In this way, it may be possible to employ real-actual-empirical stratification for the purpose of defining the domain-specific ontology of social science, and to comprehend the habitus-field relation as a component of the stratification in question. To this end, the paper suggests that habitus is ‘the missing link between structure and agency’. (shrink)

The first three sections of this lecture address the need for better historical-materialist theorisations of capitalist competition, capitalist classes and capitalist states, and in particular the institutional dimensions of these – which is fundamental for understanding why and how capitalism has survived into the twenty-first century. The fourth section addresses historical materialism’s under-theorisation of the institutional dimensions of working-class formation, and how this figures in explaining why, despite the expectations of the founders of historical materialism, the working classes have not, (...) at least yet, become capitalism’s gravediggers. While recognising that a better historical materialism along these lines will not necessarily provide us with a gps route to a socialist world beyond capitalism, it does suggest a number of guidelines for socialist strategy, with which the lecture concludes. This includes the need for building new institutions capable of defining, mobilising and representing the working class broadly, as well as recognising that the types of parties that can transform working classes into leading agents of social transformation have yet to be invented. A strategic priority must be to start anew at creating the kinds of working-class political institutions which can rekindle the socialist imagination, and develop the socialist capacities to get there. In this article, I discuss the concepts of social position and social status, the types of social position, as well as the determinedness of social statuses by the given positions in a new approach. In the first, introductory part of the article, I emphasize that the institutional sociological conception of social position in my approach is relatively closest to the structuralist position conception. In the second part, I introduce two different concepts, labelled social position and social status, and briefly review (...) the social determinedness of social status. In the third part, social positions are typified from the point of view of the two components of social position: on the one hand, from that of social power relations and on the other from that of interest relations. I point out that the different social positions promote the realization of interests to different degrees, that is, they make it possible to attain different social statuses. In a related article, I illustrate the concepts and connections in question with a case study carried out on an industrial shop floor. (shrink)

ABSTRACTThis article argues that ‘post-Marxist’ or ‘poststructuralist discourse theory’ represents a complex deconstruction of the Marxist tradition of social and political theory. Focussing on three ontological positions in Marx’s texts – the ontologies of human alienation, praxis, and production – the article shows how this approach repeats and transforms the rich tradition of Marxist thinking so as to elaborate a novel approach to social and political analysis. This claim is built around the idea that discourse is best conceptualized as an (...) ‘articulatory practice’, whose elements are both linguistic and non-linguistic in character, and whose products are finite relational orders, including social institutions and economic processes. The result is a shift away from economic determinism and class reductionism to a relational account of social and political forms; the development of an anti-essentialist and anti-reductionist account of political identities, which emerge in a dialectical tension with incomplete processes of identification, and a particular understanding of the subject and agency in political theory, which grounds a different account of political practices. The article also sets out the methodological implications of post-Marxist discourse theory, which is focussed on the articulation of different logics of critical explanation, before exploring the role of critique and normativity in this approach, which are conceptualized as continuous, immanent and complex. Recent debates over the persistence of family farms have focused on the importance of “naturalistic” obstacles to the capitalist development of agriculture. According to these arguments, the existence of these barriers in some realms of agricultural production precludes the development of wage labor. I argue, however, that in many instances these obstacles are based primarily on political factors. To demonstrate this thesis I illustrate how the tobacco program until recently has proved to be an obstacle to consolidation and structural change (...) in tobacco production. The tobacco program has conditioned the extent of technological development and structural change in tobacco production. From the 1940s to the 1970s, the tobacco program maintained a system of small-scale producers and discouraged technological change in the industry. Changes in the program in the 1970s and 1980s, however, have contributed to the rapid mechanization and structural change among tobacco producers. Many of the “obstacles” to consolidation were overcome not by technological change, but by weakened political support for the tobacco program. These results suggest that in addition to economic and technological considerations, we need to assess more carefully the political foundations of the capitalist development of agriculture. (shrink)

The present review essay discusses Peter Bratsis’s work Everyday Life and the State. It is argued that Bratsis produces a sound contribution to the on-going debate on state theory, which has its particular strengths in the innovative treatment of the public-private divide and an elaborate critique of fetishistic and ideological relations in the field of the political. In this, Bratsis builds on a broad range of structuralist, poststructuralist and dialectical positions. Deficiencies of his work are likewise to be found in (...) this bricolage of theoretical approaches: it is argued that conflicting epistemological and ontological fundamentals are not sufficiently taken into account, which consequently leads to reductionist and errant conclusions. This is especially evident in the confusion of ‘structuralist’ and ‘dialectical’ heuristics, which leads to an insufficiently materialist picture of the state in relation to ‘everyday life’. This paper attempts to explore the effects of the political developments that followed the financial crisis of 2008, particularly after the uprisings of 2011, on the field of philosophy and more specifically on philosophical practice. Philosophical practice concerns not only methodology and forms of argumentation but also and mainly the dispositive of the philosopher him/herself, that is the place he/she occupies and from which h/she speaks. Drawing from Gramsci’s and Althusser’s reading of Machiavelli an argument is developed according to which (...) certain conjunctures produce the possibility of a void both at the political and the philosophical level; a void which can disrupt the normal reproduction of political relations of power and of the dominant philosophical discourse. The task of materialist philosophy, which in those circumstances becomes even more urgent, is not to devote itself in securing the piece on the field of the philosophical and political battle but in contrast to point out the possibility of the emergence of the void and articulate philosophical positions aimed to intensify the rupture and thus to produce effects tending to realise the possibility of radical change. This article underlines and draws attention to critical insights Esposito makes regarding the prospects of rethinking community in a globalized world. Alongside Agamben and Nancy, Esposito challenges the property prejudice found in mainstream models of community. In identity politics, collective identity is converted into a form of communal property. Borders, sovereign territories, and exclusive rights are fiercely defended in the name of communal property. Esposito responds to this problem by developing what I call a “deontological communal contract” where being and (...) ethics are prioritized over having and economics. I examine this new perspective on community in relation to mainstream models found in contemporary and classical social theory. (shrink)

Abstract In criticising the Italian idealist philosopher Benedetto Croce ? described by Eric Hobsbawm as the first ?post?Marxist? ? Antonio Gramsci elaborated a distinct theory of history. For Gramsci, philosophers such as Croce developed a subjective account of history based on the progression of philosophical thought rather than problems posed by historical development. This essay develops a ?double reading? of Gramsci. First, it presents an overview of a dominant post?Marxist reading of Gramsci?s approach to historical materialism, which constructs a closed (...) and particularistic understanding of his theory of history. Second, it offers a reading that exposes and unsettles problems within post?Marxism by demonstrating how Gramsci?s focus on changes in social relations threatens the assumptions about both traditional idealism and materialism. It is this theory of history that throws into relief certain features necessary to understanding history as more than just a completely contingent system of articulatory practices. The method of a double reading therefore affords insight into the internal tensions and questionable assumptions of history understood as an association of discourses (first reading). It also avoids developing an account that relies on an ?extrinsic history? of objective forces by combining an appreciation of ethico?political principles alongside economic factors within the struggle over hegemony relevant to contemporary global political economy (second reading). Peter Thomas has written an important book that brings forward the full importance of Gramsci’s strategic concepts and the pertinence they have for current theoretical and political debates. Based upon this interpretation of Gramsci, this text attempts a critical reading of the contradictory stance of the Althusserian School towards his work. Using Althusser’s own ambivalence towards Gramsci as a starting-point, the main aim of this article is to reconstruct Poulantzas’s direct and indirect dialogue with Gramsci. Despite Poulantzas’s reservations and criticisms (...) regarding aspects of Gramsci’s work, his theoretical endeavour not only is indebted to Gramsci, but also represents, despite its shortcomings and limits, one of the more original and profound theoretical attempts to come to terms with the theoretical challenges posed by Gramsci’s elaboration on hegemony, hegemonic apparatuses and the ‘integral state’. Since 2013, several social actors of the Federal University of Santa Catarina community have formed a public sphere in order to deliberate and decide on the University Hospital’s affiliation to the Brazilian Hospital Services Company, a public company set up in accordance with a private law which has been created by the Brazilian federal government in order to set up a management body for public university hospitals. Underpinned by critical discourse analysis, our purpose is to analyze the embedded ideologies in (...) discursive practices within the UFSC/ebserh public sphere, especially those perpetrated by the federal government’s bureaucratic means as to mystify reality, and also promote and legitimize dominant interests and actions with regard to the UH/ufsc’s affiliation to the EBSERH. We organized this analysis in five main categories: staff shortage and the ideological use of the double standard policy, the ideology of neo-liberalism and managerialism, blame avoidance behavior and the ideological dispute between ideology and pragmatism, the policy of terror and the fallacy of choice and ideology of participationism. ABSTRACTThis contribution seeks to develop some reflections on Marx as an analyst of the economy. I argue for a discursive Marxism that makes the integration of Foucauldian ideas into a Marxian framework possible. Three distinctive but interrelated questions will be addressed. First, what is specific about a Marxian understanding of the economy, especially compared to certain tendencies in economic sociology and political economy? Second, how is a Marxian understanding of the economy reflected by current Marxist studies and how have these (...) studies contributed to a discursive-cultural turn in Marxist and neo-Marxist analysis of the economy? Third, while the discursive-cultural turn became increasingly important, what is the contribution of discourse studies of the economy to a Marxian framework? The paper concludes with the idea of a Discursive Political Economy approach in order to grasp the cultural and institutional complexity of power. To put discursive processes into a Marxian framework, a combined analysis of discursive-imaginary as well as institutionalized-sedimented power positions is required. (shrink)

Recent empirical work has offered strong support for ‘biased pluralism’ and ‘economic elite’ accounts of political power in the United States, according a central role to ‘business interest groups’ as a mechanism through which corporate influence is exerted. Here, we propose an additional channel of influence for corporate interests: the ‘policy-planning network,’ consisting of corporate-dominated foundations, think tanks, and elite policy-discussion groups. To evaluate this assertion, we consider one key policy-discussion group, the Council on Foreign Relations. We first briefly review (...) the origins of this organization and then review earlier findings on its influence. We then code CFR policy preferences on 295 foreign policy issues during the 1981–2002 period. In logistic regression analyses, we find that the preferences of more affluent citizens and the CFR were positive, statistically significant predictors of foreign policy outcomes while business interest group preferences were not. These findings are discussed with a consideration of the patterns of CFR ‘successes’ and ‘failures’ for the issues in our dataset. Although a full demonstration of a causal connection between corporate interests, the policy-planning network and policy outcomes requires further research, we conclude that this has been shown to be a plausible mechanism through which corporate interests are represented and that ‘biased pluralism’ researchers should include it in their future investigations. This article develops a theory about the narrative foundations of public policy. Politicians draw on specific types of narratives in order to connect the policies they are proposing, the needs of the public, and their own needs for legitimacy. In particular, politicians are drawn to policy narratives in which they themselves occupy the central and heroic character position, and where they are able to protect the scope of their jurisdictional authority. We demonstrate how this works through a historical analysis of (...) congressional debate about the nonprofit sector in the United States. Two competing narratives framed these debates : a selfless charity narrative, in which politicians try to empower heroic charity workers and philanthropists, and then stay out of the way; and a masquerade narrative, in which fake charities are taking advantage of the nonprofit tax exemption, in order to pursue a variety of noncivic and dangerous activities. Members of Congress quickly adopted the masquerade narrative as the dominant framework for discussing the nonprofit sector because it provided a more powerful and flexible rhetoric for reproducing their political legitimacy. By developing innovative elaborations of the masquerade narrative, while remaining faithful to its underlying narrative format, politicians were able to increase the persuasive impact of their legislative agendas. We argue that the narrative aspects of political debate are a central component of the policy-making process because they link cultural and political interests in a way that involves the mastery of cultural structure as well as the creativity of cultural performance.
