This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. The first part focuses on issues pertaining to the concept of Information Warfare and the clarifications that need to be made in order to (...) address its ethical implications. The second part collects contributions focusing on Just War Theory and its application to the case of Information Warfare. The third part adopts alternative approaches to Just War Theory for analysing the ethical implications of this phenomenon. Finally, an afterword by Neelie Kroes - Vice President of the European Commission and European Digital Agenda Commissioner - concludes the volume. Her contribution describes the interests and commitments of the European Digital Agenda with respect to research for the development and deployment of robots in various circumstances, including warfare. Would it be ethical to deploy autonomous weapon systems (AWS) if they were unable to reliably recognize when enemy forces had surrendered? I suggest that an inability to reliably recognize surrender would not prohibit the ethical deployment of AWS where there was a limited window of opportunity for targets to surrender between the launch of the AWS and its impact. However, the operations of AWS with a high degree of autonomy and/or long periods of time between release and impact are (...) likely to remain controversial until they have the capacity to reliably recognize surrender. Abstract The debate about the ethics of uninhabited aerial vehicles (UAVs) is failing to keep pace with the rise of the technology. Therefore, all the key players, including ethicists, lawyers, and roboticists, are keen to offer their views on the use of these drone aircraft. Some are opposed to their use, citing a range of ethical, legal and operational issues, while others argue for their ethically mandated use. B.J. Strawser fits into this latter category. He develops a principle of ?unnecessary (...) risk?, from which he argues that we have an ethical obligation to employ UAVs if we can do so without incurring a loss of capability. Strawser defends his argument against a number of potential objections, most questionably, the argument that the use of distance weaponry such as drones, against another state without distance weaponry, crosses some moral threshold that makes the combat immoral. Utilising Jeff McMahan's work on the inequality of combatants, Strawser essentially argues that there are no grounds for a ?fair fight?. However, this paper will argue that it is not so easy to overturn the doctrine of the moral equality of combatants, nor dismiss the problem with asymmetry. It will demonstrate that if the asymmetry reaches a certain level, the justification for resorting to war may be removed and some sort of policing action may remain the only option. (shrink)

Ethical reflections on military robotics can be enriched by a better understanding of the nature and role of these technologies and by putting robotics into context in various ways. Discussing a range of ethical questions, this paper challenges the prevalent assumptions that military robotics is about military technology as a mere means to an end, about single killer machines, and about “military” developments. It recommends that ethics of robotics attend to how military technology changes our aims, concern itself not only (...) with individual robots but also and especially with networks and swarms, and adapt its conceptions of responsibility to the rise of such cloudy and unpredictable systems, which rely on decentralized control and buzz across many spheres of human activity. ABSTRACTJesse Kirkpatrick's ‘Drones and the Martial Virtue Courage’ constitutes the most thorough attempt to date to show that the operators of remotely piloted aircraft can display martial courage and therefore that it may sometimes be appropriate to award them military honours. I argue that while Kirkpatrick's account usefully draws our attention to the risks faced by drone operators and to the possibility that courage may be required to face these risks, he is much less successful in establishing that operators are (...) capable of cultivating and displaying martial courage. The risks that drone operators face are also faced by members of other professions who are very far from being ‘warriors’. (shrink)

This article, an introduction to a special issue of the Journal of Military Ethics devoted to emerging military technologies, elaborates the present status of certain predictions about the future of warfare and combat made by postmodern essayist, Umberto Eco, during the First Gulf War in 1991. The development of military robotics, innovations in nanotechnology, prospects for the biological, psychological, and neurological ?enhancement? of combatants themselves, combined with the increasing use of nonlethal weapons and the advent of cyber warfare, have operationalized (...) the diffuse, decentralized, ?neoconnectionist? vision of warfare in the post-Clausewitzian, postmodern world that Eco first prophesied. On the one hand, such technologies threaten to make war ever more ubiquitous as the path of least resistance, rather than the option of last resort, for the resolution of political conflict. On the other hand, these same technologies offer prospects for lessening the indiscriminate destructive power of war, and enhance prospects for the evolution from state-centered conventional war, to discriminate law enforcement undertaken by international coalitions of peacekeeping forces. Abstract This article evaluates the ?drive toward greater autonomy? in lethally-armed unmanned systems. Following a summary of the main criticisms and challenges to lethal autonomy, both engineering and ethical, raised by opponents of this effort, the article turns toward solutions or responses that defense industries and military end users might seek to incorporate in design, testing and manufacturing to address these concerns. The way forward encompasses a two-fold testing procedure for reliability incorporating empirical, quantitative benchmarks of performance in compliance with (...) formalized and programmable rules of engagement, and a conception of ?due care? in product liability. This would be designed in analogy with procedures currently followed by well-intentioned governments and militaries with their own (human) military personnel, both to ensure against failure, and to accept responsibility and compensate victims of inadvertent and unintended accidents. The procedure is designed specifically to address objections first posed by Robert Sparrow (2007) and Noel Sharkey (2007), and echoed in P.W. Singer's critically acclaimed Wired for War (2009), that lethal autonomous systems cannot be meaningfully held accountable for commission of war crimes, and thus the development, manufacture, and deployment of such systems would constitute a violation of international law. This article starts with an overview of the author’s personal involvement—as an Operations Research consultant—in several engineering case-studies that may raise ethical questions; e.g., case-studies on nuclear waste, water management, sustainable ecology, military tactics, and animal welfare. All these case studies employ computer simulation models. In general, models are meant to solve practical problems, which may have ethical implications for the various stakeholders; namely, the modelers, the clients, and the public at large. The article further presents an overview of codes (...) of ethics in a variety of disciples. It discusses the role of mathematical models, focusing on the validation of these models’ assumptions. Documentation of these model assumptions needs special attention. Some ethical norms and values may be quantified through the model’s multiple performance measures, which might be optimized. The uncertainty about the validity of the model leads to risk or uncertainty analysis and to a search for robust models. Ethical questions may be pressing in military models, including war games. However, computer games and the related experimental economics may also provide a special tool to study ethical issues. Finally, the article briefly discusses whistleblowing. Its many references to publications and websites enable further study of ethical issues in modeling. (shrink)

This paper explores early Australasian philosophy in some detail. Two approaches have dominated Western philosophy in Australia: idealism and materialism. Idealism was prevalent between the 1880s and the 1930s, but dissipated thereafter. Idealism in Australia often reflected Kantian themes, but it also reflected the revival of interest in Hegel through the work of ‘absolute idealists’ such as T. H. Green, F. H. Bradley, and Henry Jones. A number of the early New Zealand philosophers were also educated in the idealist tradition (...) and were influential in their communities, but produced relatively little. In Australia, materialism gained prominence through the work of John Anderson, who arrived in Australia in 1927, and continues to be influential. John Anderson had been a student of Henry Jones, who might therefore be said to have influenced both main strands of Australian philosophical thought. (shrink)

If Australasian philosophers constitute the kind of group to which a collective identity or broadly shared self-image can plausibly be ascribed, the celebrated history of Australian materialism rightly lies close to its heart. Jack Smart’s chapter in this volume, along with an outstanding series of briefer essays in A Companion to Philosophy in Australia and New Zealand (Forrest 2010; Gold 2010; Koksvik 2010; Lycan 2010; Matthews 2010; Nagasawa 2010; Opie 2010; Stoljar 2010a), effectively describe the naturalistic realism of Australian philosophy (...) of mind. In occasional semi-serious psychogeographic speculation, this long-standing and strongly-felt intellectual attitude has been traced back to the influences of our light, land, or lifestyle (Devitt 1996, x; compare comments by Chalmers and O’Brien in Mitchell, 2006). Australasian work in philosophy of mind and cognition has become more diverse in the last 40 years, but is almost all still marked, in one way or another, by the history of these debates on materialism. This article contributes to the debate among just war theorists about the ethics of using armed drones in the war on terror. If violence of this kind is to be effectively restrained, it is necessary first to establish an understanding of its nature. Because it is difficult to conceptualize drone-based violence as war, there is concern that such violence is thus not captured by the traditional jus ad bellum framework. Drone strikes probably do not constitute a law enforcement practice, so (...) the peacetime ethics of criminal justice do not apply either. One possible solution is to develop and apply a legitimization framework of jus ad vim in which vim is “force short of war,” although this depends upon a vim–bellum distinction being a sustainable one. Moving beyond discussion of these three alternative concepts of drone-based violence, the article suggests a fourth—vis perpetua —and explores the ethical implications thereof. As a form of violence that presents no physical risk to individual users of force, a program of drone strikes poses a moral problem if it is intended to continue indefinitely, leading to the systematic endangerment of innocents without the eventual promise of peace. As new military technologies change the character of war by empowering agents in new ways, it can become more difficult for our ethics of war to achieve the right balance between moral principle and necessity. Indeed, there is an ever-growing literature that seeks to apply, defend and / or update the ethics of war in light of what is often claimed to be an unprecedented period of rapid advancement in military robotics, or warbots. To increase confidence that our approach to (...) this development finds success in appropriately constraining war, this article compares our current discourse to the ethical debate over the rise of air power during the interwar period. As moral norms largely failed to constrain air power in World War II, by highlighting the interrelated processes of technological change, ethical debate, and the eventual reconciliation of war practice and war ethics, this historical case offers insights that can help military ethicists maintain their “critical edge” as remote and autonomous robotic weapons continue to mature and proliferate. Governments must keep agricultural systems free of pests that threaten agricultural production and international trade. Biosecurity surveillance already makes use of a wide range of technologies, such as insect traps and lures, geographic information systems, and diagnostic biochemical tests. The rise of cheap and usable surveillance technologies such as remotely piloted aircraft systems presents value conflicts not addressed in international biosurveillance guidelines. The costs of keeping agriculture pest-free include privacy violations and reduced autonomy for farmers. We argue that physical and (...) digital privacy in the age of ubiquitous aerial and ground surveillance is a natural right to allow people to function freely on their land. Surveillance methods must be co-created and justified through using ethically defensible processes such as discourse theory, value-centred design and responsible innovation to forge a cooperative social contract between diverse stakeholders. We propose an ethical framework for biosurveillance activities that balances the collective benefits for food security with individual privacy: establish the boundaries of a biosurveillance social contract; justify surveillance operations for the farmers, researchers, industry, the public and regulators; give decision makers a reasonable measure of control over their personal and agricultural data; and choose surveillance methodologies that give the appropriate information. The benefits of incorporating an ethical framework for responsible biosurveillance innovation include increased participation and accumulated trust over time. Long term trust and cooperation will support food security, producing higher quality data overall and mitigating against anticipated information gaps that may emerge due to disrespecting landholder rights. Ethical reflection on drone fighting suggests that this practice does not only create physical distance, but also moral distance: far removed from one’s opponent, it becomes easier to kill. This paper discusses this thesis, frames it as a moral-epistemological problem, and explores the role of information technology in bridging and creating distance. Inspired by a broad range of conceptual and empirical resources including ethics of robotics, psychology, phenomenology, and media reports, it is first argued that drone fighting, like other long-range (...) fighting, creates epistemic and moral distance in so far as ‘screenfighting’ implies the disappearance of the vulnerable face and body of the opponent and thus removes moral-psychological barriers to killing. However, the paper also shows that this influence is at least weakened by current surveillance technologies, which make possible a kind of ‘empathic bridging’ by which the fighter’s opponent on the ground is re-humanized, re-faced, and re-embodied. This ‘mutation’ or unintended ‘hacking’ of the practice is a problem for drone pilots and for those who order them to kill, but revealing its moral-epistemic possibilities opens up new avenues for imagining morally better ways of technology-mediated fighting. In the last decade we have entered the era of remote controlled military technology. The excitement about this new technology should not mask the ethical questions that it raises. A fundamental ethical question is who may be held responsible for civilian deaths. In this paper we will discuss the role of the human operator or so-called ‘cubicle warrior’, who remotely controls the military robots behind visual interfaces. We will argue that the socio-technical system conditions the cubicle warrior to dehumanize the (...) enemy. As a result the cubicle warrior is morally disengaged from his destructive and lethal actions. This challenges what he should know to make responsible decisions (the so-called knowledge condition). Nowadays and in the near future, three factors will influence and may increase the moral disengagement even further due to the decrease of locus of control orientation: (1) photo shopping the war; (2) the moralization of technology; (3) the speed of decision-making. As a result, cubicle warriors cannot be held reasonably responsible anymore for the decisions they make. (shrink)

Due to information technology development and its industrial adaptation, the dilemmas so far specific to philosophical speculations and science-fiction literature and films have become the real problems of the contemporary world. On one hand, these issues are related to an unprecedented scale on which computational algorithms are currently used as well as a level of complexity of mutual connections; on the other hand, these are linked to their autonomous behavior. States, industry, and users themselves demand formulation of understandable ethical categories (...) and determination of transparency standards and legal norms for these algorithms’ functioning in the near future. The overall aim of this thesis is to look at some philosophical issues surrounding autonomous systems in society and war. These issues can be divided into three main categories. The first, discussed in papers I and II, concerns ethical issues surrounding the use of autonomous systems – where the focus in this thesis is on military robots. The second issue, discussed in paper III, concerns how to make sure that advanced robots behave ethically adequate. The third issue, discussed in papers (...) IV and V, has to do with agency and responsibility. Another issue, somewhat aside from the philosophical, has to do with coping with future technologies, and developing methods for dealing with potentially disruptive technologies. This is discussed in papers VI and VII. Paper I systemizes some ethical issues surrounding the use of UAVs in war, with the laws of war as a backdrop. It is suggested that the laws of war are too wide and might be interpreted differently depending on which normative moral theory is used. Paper II is about future, more advanced autonomous robots, and whether the use of such robots can undermine the justification for killing in war. The suggestion is that this justification is substantially undermined if robots are used to replace humans to a high extent. Papers I and II both suggest revisions or additions to the laws or war. Paper III provides a discussion on one normative moral theory – ethics of care – connected to care robots. The aim is twofold: first, to provide a plausible and ethically relevant interpretation of the key term care in ethics of care, and second, to discuss whether ethics of care may be a suitable theory to implement in care robots. Paper IV discusses robots connected to agency and responsibility, with a focus on consciousness. The paper has a functionalistic approach, and it is suggested that robots should be considered agents if they can behave as if they are, in a moral Turing test. Paper V is also about robots and agency, but with a focus on free will. The main question is whether robots can have free will in the same sense as we consider humans to have free will when holding them responsible for their actions in a court of law. It is argued that autonomy with respect to norms is crucial for the agency of robots. Paper VI investigates the assessment of socially disruptive technological change. The coevolution of society and potentially disruptive technolgies makes decision-guidance on such technologies difficult. Four basic principles are proposed for such decision guidance, involving interdisciplinary and participatory elements. Paper VII applies the results from paper VI – and a workshop – to autonomous systems, a potentially disruptive technology. A method for dealing with potentially disruptive technolgies is developed in the paper. (shrink)

In considering how to best deploy robotic systems in public and private sectors, we must consider what individuals will expect from the robots with which they interact. Public awareness of robotics—as both military machines and domestic helpers—emerges out of a braided stream composed of science fiction and popular science. These two genres influence news media, government and corporate spending, and public expectations. In the Euro-American West, both science fiction and popular science are ambivalent about the military applications for robotics, and (...) thus we can expect their readers to fear the dangers posed by advanced robotics while still eagerly anticipating the benefits to be accrued through them. The chief pop science authors in robotics and artificial intelligence have a decidedly apocalyptic bent and have thus been described as leaders in a social movement called "Apocalyptic AI." In one form or another, such authors look forward to a transcendent future in which machine life succeeds human life, thanks to the march of evolutionary progress. The apocalyptic promises of popular robotics presume that presently exponential growth in computing will continue indefinitely, producing a "Singularity." During the Singularity, technological progress will be so rapid that undreamt of changes will take place on earth, the most important of which will be the evolutionary succession of human beings by massively intelligent robots and the "uploading" of human consciousness into computer bodies. This supposedly inevitable transition into post-biological life looms across the entire scope of pop robotics and artificial intelligence, and it is from beneath that shadow that all popular books engage the military and the ethics of warfare. Creating a just future will require that we transcend the apocalyptic discourse of pop science and establish an ethical approach to researching and deploying robots, one that emphasizes human rather than robot welfare; doing so will require the collaboration of social scientists, humanists, and scientists.
