Discursive deference in the governance of science and technology is rebalancing from expert analysis toward participatory deliberation. Linear, scientistic conceptions of innovation are giving ground to more plural, socially situated understandings. Yet, growing recognition of social agency in technology choice is countered by persistently deterministic notions of technological progress. This article addresses this increasingly stark disjuncture. Distinguishing between “appraisal” and “commitment” in technology choice, it highlights contrasting implications of normative, instrumental, and substantive imperatives in appraisal. Focusing on the role of (...) power, it identifies key commonalities transcending the analysis/participation dichotomy. Each is equally susceptible to instrumental framing for variously weak and strong forms of justification. To address the disjuncture, it is concluded that greater appreciation is required—in both analytic and participatory appraisal—to facilitating the opening up of governance commitments on science and technology. I examine the positive and negative features of homeopathy from an ethical perspective. I consider: (a) several potentially beneficial features of homeopathy, including non-invasiveness, cost-effectiveness, holism, placebo benefits and agent autonomy; and (b) several potentially negative features of homeopathy, including failure to seek effective healthcare, wastage of resources, promulgation of false beliefs and a weakening of commitment to scientific medicine. A utilitarian analysis of the utilities and disutilities leads to the conclusion that homeopathy is ethically unacceptable and ought to be (...) actively rejected by healthcare professionals. La erosión de la confianza en las capacidades epistémicas de la ciudadanía tiene en su raíz la radical separación entre hechos y valores que el pragmatismo ha considerado como clave de nuestra cultura. Hoy es posible superar el dualismo sobre la base de un conjunto de virtudes y disposiciones individuales que son tanto éticas como epistémicas. Este entrelazamiento entre lo ético y lo epistémico pone de manifiesto la imbricación entre una concepción deliberativa de la democracia con su exigencia de una (...) ética cívica y los requerimientos de una ética de la investigación científica en el marco de una sociedad democrática. Abstract. This essay discusses the deep perceptual and social changes that the advanced applications of biotechnology could bring in the West. It examines the probable collapse of a fundamental perceptual bipolarity on which the Western mind and social mobilization have been based since its inception in the West: Athens--Jerusalem. This collapse will quite possibly radically reshape Western perceptions of self and nature and will remodel established constellations and modes of social mobilization and social organization. The radical collapse of the preceding (...) established feature of Western modernity is due to take place in the field of biotechnology, since the latter promises to produce a deliverable perfection of flesh and an equally corporeal personal bliss. The public rejection of scientific claims is widely recognized by scientific and governmental institutions to be threatening to modern democratic societies.
