What is the relationship between inquiry and epistemology? Are epistemic norms the norms that guide us as inquirers—as agents in the pursuit of knowledge and understanding? Recently, there has been growing support for what I, following Friedman (Philosophical Review 129(4):501–536, 2020), will call the zetetic turn in epistemology, the view that all epistemic norms are norms of inquiry. This paper investigates the prospects of an inquiry-centered approach to epistemology and develops several motivations for resisting it. First, I argue that the (...) norms of inquiry are most plausibly seen as practical, not as distinctively epistemic. Second, I argue that a zetetically-grounded epistemology is unable to properly account for the rationality of belief. It fails to account for cases where intuitively irrational beliefs promote inquiry, or where intuitively rational beliefs are zetetically useless or counterproductive to inquiry. The main upshot is this: there must be a source of epistemic normativity that isn’t ultimately zetetic. (shrink)

This article provides an overview of recent work on norms of inquiry. After some preliminaries about inquiry in §1, I discuss in §2 the ignorance norm for inquiry, presenting arguments for and against, as well as some alternatives. In §3, I consider its relation to the aim of inquiry. In §4, I discuss positive norms on inquiry: norms that require having rather than lacking certain states. Finally, in §5, I look at questions about the place of norms of inquiry within (...) normative epistemology. (shrink)

This paper offers an alternate explanation of cases from the doxastic wronging literature. These cases violate what I call the degree of inquiry right—a novel account of zetetic obligations to inquire when interests are at stake. The degree of inquiry right is a moral right against other epistemic agents to inquire to a certain threshold when a belief undermines one’s interests. Thus, the agents are sometimes obligated to leave inquiry open. I argue that we have relevant interests in reputation, relationships, (...) and the well-being of our social groups. These interests generate obligations against others to “do their homework” before closing inquiry. This alternate account makes better sense of puzzles that accounts of doxastic wronging fall prey to. (shrink)

This article aims to contribute to the elucidation of the nature of inquiry. I start with some common desiderata for any theory of inquiry. I then categorize inquiry as a structured process. By focusing on its essential components, I advance a new characterization of inquiry as a combination of questioning attitudes guiding actions. Finally, I turn to the recent objection that questioning attitudes are not necessary for inquiry. I argue that inquiry is a structured process essentially constituted by questioning attitudes (...) having two precise functional roles, initiating and guiding the deployment of cognitive capacities towards an epistemic goal. Inquiry is guided, in the minimal sense that it is not haphazard. It is also often thought to have as a natural stopping point ceasing to inquire, once inquiry into a question yields knowledge of an answer. On this picture, inquiry is both telic and guided. By contrast, mind-wandering is unguided and atelic, according to the most extensively developed philosophical theory of it. This paper articulates a puzzle that arises from this combination of claims: there seem to be plenty of (...) examples of inquiry progressing within mind-wandering, yet theories of inquiry and mind-wandering can make wandering inquiry seem impossible or incoherent. I offer several solutions to this puzzle and make the case that taken together, they illuminate a prevalent form of inquiry that the burgeoning literature on that topic overlooks: inquiry that progresses spontaneously. In the recent philosophical literature on inquiry, epistemologists point out that their subject has often begun at the point at which you already have your evidence and then focussed on identifying the beliefs for which that evidence provides justification. But we are not mere passive recipients of evidence. While some comes to us unbidden, we often actively collect it. This has long been recognised, but typically epistemologists have taken the norms that govern inquiry to be practical, not epistemic. The recent (...) literature challenges this assumption and uncovers a rich range of questions about the epistemic normativity of inquiry. In this paper, I approach these questions from the formal side of epistemology. Developing out of the philosophy of science, as it did, this branch of epistemology has long discussed inquiry. And, building on the insights of Janina Hosiasson (1931), David Blackwell (1951), and I. J. Good (1967), it has produced a reasonably well-developed framework in which to understand norms of inquiry, both epistemic and practical. In the first half of the paper, I will present the pragmatic versions of this framework due to Hosiasson, Blackwell, and Good, and the epistemic version due to Graham Oddie (1997); in the second half of the paper, I put this framework to work, turning to some of the questions from the recent debate about inquiry and asking how the framework can help us answer them. Questions include: When should we initiate an inquiry, when should we continue it, when should we conclude it, and when should we reopen it? How do epistemic norms of inquiry relate to epistemic norms of belief or credence, and can they conflict, as Jane Friedman (2020) contends? How should we resolve the apparent puzzle raised by Friedman's example of counting the windows in the Chrysler Building? How should we direct our attention, as Georgi Gardiner (2022) asks? How should we choose and reason after receiving evidence we'd rather not have received? And how should we understand the epistemic error that occurs when someone is resistant to evidence in the way Mona Simion (2023) describes? (shrink)

Proponents of zetetic encroachment claim that certain zetetic or inquiry-related considerations can have a bearing on the epistemic rationality of one’s belief formation. Since facts about the interestingness or importance of a topic can be the right kind of reasons for inquisitive attitudes, such as curiosity, and inquisitive attitudes are ways to suspend judgement, these facts also amount to reasons against believing. This mechanism is said to explain several contentious phenomena in epistemology, such as the occurrence of pragmatic encroachment. In (...) this paper, I provide two lines of reasoning against zetetic encroachment. First, on any contrastivist understanding of epistemic reasons, the case in favour of zetetic encroachment loses all its motivational force. Second, the thesis of zetetic encroachment is incompatible with the most promising way to understand degrees of inquisitive attitudes. (shrink)

Zetetic norms govern our acts of inquiry. Epistemic norms govern our beliefs and acts of belief formation. Recently, Jane Friedman (2020) has defended that we should think of these norms as conforming a single normative domain: epistemology should take a zetetic turn. Though this unification project implies a substantive re-elaboration of our traditional epistemic norms, Friedman argues that the reasons supporting the turn are robust enough to warrant its revisionary implications. In this paper, I suggest we should read Friedman’s proposal (...) as a dilemma. Either we believe the zetetic turn is well-motivated and undertake the task of looking for the proper revision of our traditional epistemic norms, or we take the revisionary implications of the turn to be unacceptable, in which case our challenge is to show why a zetetic epistemology is not a well-motivated project after all. After presenting this dilemma, I make a case for endorsing its second horn by presenting a two-pronged argument against Friedman’s project. First, I show that the revisionary implications of the zetetic turn are more far-reaching than expected. Second, I defend that the most persuasive reasons for endorsing the turn are not strong enough to support it. Taken together, these considerations speak against accepting the zetetic turn and the revisionary implications that come with it. (shrink)

Who deserves credit for epistemic successes, and who is to blame for epistemic failures? Extreme views, which would place responsibility either solely on the individual or solely on the individual’s surrounding environment, are not plausible. Recently, progress has been made toward articulating virtue epistemology as a suitable middle ground. A socio-environmentally oriented virtue epistemology can recognize that an individual’s traits play an important role in shaping what that individual believes, while also recognizing that some of the most efficacious individual traits (...) have to do with how individuals structure their epistemic environments and how they respond to information received within these environments. I contribute to the development of such an epistemology by introducing and elucidating the virtue of epistemic exactingness, which is characterized by a motivation to regulate the epistemically significant conduct of others. Informing others about the world is often a helpful act. In this paper, I study agents who conduct experiments to gather information about the world, committing in advance to fully disclose the nature of the experiment together with all experimental findings. While this appears to be a benign activity, I characterize a type of exploitative informing that is possible even within this restricted setup. I show how exploitative informants use public experiments to predictably manipulate interlocutors’ beliefs and actions to their (...) own advantage. I discuss epistemic and practical grounds on which it may be permissible for agents to resist acts of exploitative informing, then conclude by discussing implications for epistemic injustice and duties to gather evidence. Scientific disagreements are an important catalyst for scientific progress. But what happens when scientists disagree amidst times of crisis, when we need quick yet reliable policy guidance? In this paper we provide a normative account for how scientists facing disagreement in the context of ‘fast science’ should respond, and how policy makers should evaluate such disagreement. Starting from an argumentative, pragma-dialectic account of scientific controversies, we argue for the importance of ‘higher-order evidence’ (HOE) and we specify desiderata for scientifically relevant (...) HOE. We use our account to analyze the controversy about the aerosol transmission of COVID-19. (shrink)

Robust metanormative realists think that there are irreducibly normative, metaphysically heavy normative facts. One might wonder how we could be epistemically justified in believing that such facts exist. In this paper, I offer an answer to this question: one’s belief in the existence of robustly real normative facts is epistemically justified because so believing is indispensable to being a successful inquirer for creatures like us. The argument builds on Enoch's (2007, 2011) deliberative indispensability argument for Robust Realism but avoids relying (...) on an overly pragmatic account of the sources of basic epistemic justification. Instead, I suggest that the sources of basic epistemic justification are those belief-forming methods which are indispensable for zetetically indispensable projects, that is, projects which are constitutive of being a successful inquirer for embodied, agential creatures like ourselves. The overall aim of this article is to reorient the contemporary debate about epistemic consequentialism. Thus far the debate has to a large extent focused on whether standard theories of epistemic justification are consequentialist in nature and therefore vulnerable to certain trade-off cases where accepting a false or unjustified belief leads to good epistemic outcomes. We claim that these trade-offs raise an important—yet somewhat neglected—issue about the epistemic demands on inquiry. We first distinguish between two different kinds of epistemic evaluation, (...) viz., backing evaluation and outcome evaluation, and then go on to outline and discuss a consequentialist metatheory about the right combinations of decision procedures to adopt in inquiry. Note that the piece is exploratory in the following sense: we try to explore epistemic evaluation in consequentialist terms, which involves stating a form of epistemic consequentialism, but also pointing to what non-consequentialist alternatives might be. Rather than trying to argue decisively for a particular conclusion, we aim to outline various intricate issues in an underexplored area of theorizing. In the course of doing this, we’ll transpose some well-known themes from discussions of consequentialism in ethics to the current debate about consequentialism in epistemology, e.g., agent-neutrality, options, and side-constraints. Are norms of inquiry in tension with epistemic norms? I provide a (largely) negative answer, turning to a picture of epistemic practices as rule-governed games. The idea is that, while epistemic norms are correctness standards for the attitudes involved in epistemic games, norms of inquiry derive from the aims of those games. Attitudes that, despite being epistemically correct, are inadvisable regarding the goals of some inquiry are just like bad (but legal) moves in basketball or chess. I further consider cases (...) in which the aims of inquiry recommend breaking epistemic norms. I compare them to strategic infractions, which are common in many coherent games. Finally, I explore the connections between rules and aims in games and in inquiry. I show that in both cases respecting the rules is constitutively required for satisfying the aims of the practice. It is a plausible and compelling theoretical assumption that epistemic rationality is just a matter of having doxastic attitudes that are the correct responses to one’s epistemic reasons, or that all requirements of epistemic rationality reduce to requirements on doxastic attitudes. According to this idea, all instances of epistemic rationality are instances of rational belief. Call this assumption, and any theory working under it, _belief-centered_. In what follows, I argue that we should not accept belief-centered theories of epistemic rationality. This (...) is an argument in three acts. In the first, I present counterexamples that problematize the belief-centered assumption: cases whose protagonists (i) fail to meet any plausible requirements on belief but (ii) nevertheless appear epistemically rational. In the second act, I consider alternative explanations of the counterexamples, friendly to the belief-centered theorist, and find them wanting. In the third and final act, I show that there are significant theoretical benefits to acknowledging a distinct agent-centered dimension of epistemic rationality and sketch a candidate agent-centered approach: a view that grounds an agent’s epistemic rationality in the possession of _good epistemic policies_. In the end, we see that a complete theory of epistemic rationality is as much of a theory of rational _agents_ as it is of rational _belief_. (shrink)
