Prisoners signify: a political discourse analysis of mental illness in a prison control unitIncreasingly, US prisoners diagnosed with mental illness are housed in control units, the most restrictive form of confinement in the US prison system. This situation has led to intense debate over the legal, ethical and clinical status of mental illness. This is a semiotic struggle with profound effects, yet most related work treats mental illness as a neutral, individual variable. Few analyses locate mental illness within a larger (...) sociopolitical context. Fewer still focus on discursive practice. None critically analyze the accounts of control unit prisoners, who talk about extreme marginality and risk for victimization. This paper has two aims: (i) to develop a systematic method of analysis that accounts for signification as discourse‐in‐action; and (ii) to show how prisoners’ signification of mental illness articulates agency through and against marginalizing discourse. Political discourse analysis demonstrates how control unit prisoners with psychiatric diagnoses signify mental illness, and articulate safer identifications in the process. (shrink)

This paper sets out to examine political thinking in post-totalitarian Slovakia. Using the discourse theory and signification of Laclau and Mouffe, it considers the sign národ (a specific conception of the Slovak nation) in relation to democracy and the EU. Seeking to pinpoint political thinking amongst the general populace, it bases its analysis on an examination of newspaper articles on “Building the State” published in the 1990s. Artikkel käsitleb kriitiliselt üht viimaste kümnendite vastandust poliitilises filosoofias — ‘poliitilise liberalismi’ (Rawls) ja ‘radikaalse demokraatia’ (Laclau ja Mouffe) vahel. Artikkel püüab käivitada potentsiaalset dialoogi nende kahe näiliselt lahkneva lähenemise vahel. Kokkuvõttes näitab artikkel, et vastandus on möödarääkimine vähemalt ühes fundamentaalses mõttes: mõlemad lähenemised jagavad ühiskonnastmõtlemisel sama aluseetost. Artiklis nimetatakse seda ‘sattumuslikkuse eetoseks’ ning väidetakse, et see on kõige fundamentaalsem alusveendumus nii Laclau ja Mouffe’i ‘radikaalse demokraatia’ kui ka Rawlsi ‘õigluse kui ausameelsuse’ idee jaoks. Artikkel osutab ka ühele kesksele kitsaskohale (...) Laclau ja Mouffe’i lähenemises: nende suutmatusele kontseptualiseerida institutsioonilisi korraldusi tulenevalt nende ülemäärasest rõhuasetust demokraatia dekonstruktiivsele potentsiaalile. Selles suhtes osutatakse ka Rawlsi käsitluse ilmselgetele eelistele, kuna see pakub juhiseid organiseerimaks demokraatlikke institutsioone. The paper concentrates on a controversy in recent decades’ political thought between ‘political liberalism’ of Rawls and ‘radical democracy’ (represented in this paper by Laclau and Mouffe). The article tries to initiate a potential dialogue between these seemingly divisive approaches. In conclusion the paper maintains that the whole controversy is misguided in one fundamental respect: both approaches share the same underlying ethos in envisioning society—‘the ethos of contingency’. It is argued that it is the most fundamental tenet informing both Laclau and Mouffe’s theory of hegemony with its complementary idea of ‘radical democracy’, and justice as fairness conceived in terms of reciprocity with its accompanying idea of public justification and reflective equilibrium. _e article points to a central impasse in Laclau and Mouffe’s approach: its incapability to conceptualize institutional arrangements due to their overemphasis on the deconstructive potential of democracy. In this respect the obvious merits of Rawls’ conception are highlighted in view of his proposals for organizing democratic institutions. (shrink)

Ernesto Laclau and Chantal Mouffe have attempted to save the concept of ?hegemony? from its economistic and essentialist Marxist roots by incorporating the linguistic influences of post?structuralist theory. Their major Marxist detractors criticise their trajectory as a ?descent into discourse? ? a decay from well?grounded, material reality into the idealistic and problematic realm of language and discourse. Both sides of the debate seem to agree on one thing: the line from Marxism to post?Marxism is the line from the economy to (...) language, from ?reality? to discourse. This article focuses on Gramsci?s writings on language to argue against both sides of this debate. It illustrates how language is central to Gramsci?s historical materialism and that he does not oppose it to materiality. It argues that Gramsci adopted the very term hegemony substantially from his university studies in linguistics ? the debates from which Ferdinand de Saussure also developed structuralism. For Gramsci, such linguistic issues were directly related to the ?questione della lingua? and Italian unification. Moreover, language lies at the centre of Gramsci?s understanding of the relationship between coercion and consent. This not only troubles Laclau & Mouffe?s reading of Gramsci, but it illuminates a more productive conception of hegemony that can address recent debates around post?structuralism and the use of ?hegemony? to analyse globalisation and an increasingly technological and electronic world. The Politics of Military Force uses discourse theory to examine the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that (...) result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally. The contemporary agonist thinker, Chantal Mouffe argues that conflicts are constitutive of politics. However, this position raises the question that concerns the survival of order and the proper types of conflicts in democracies. Although Mouffe is not consensus-oriented, consensus plays a role in her theory when the democratic order is at stake. This suggests that there is a theoretical terrain between the opposing poles of conflict and consensus. This can be discussed with the help of concepts and theories that seem (...) to be standing between the two, namely compromise, debate and the borders of democracy. I will argue that we can reveal this position with the theoretical analysis of compromise in the works of F. R. Ankersmit on the historical origin of representative democracy, and Amy Gutmann and Dennis Thompson on the role of compromise in divided communities. J. S. Mill’s view of colliding opinions offers a moderate agonistic understanding of politics, while the concept of debate plays a similar role for Márton Szabó, a contemporary Hungarian political theorist. Finally, Mouffe’s position stands at the conflictual end of this spectrum, although conflicts are delimited on the normative ground of democracy. (shrink)

Death is frequently seen as the ultimate manifestation of materiality. Without denying this materiality, this article will investigate the discursive character of death and its contingent nature, through the lens of Laclau and Mouffe's [. Hegemony and social strategy: Towards a radical democratic politics. London: Verso] discourse theory. First, the core elements of the discourse of death, such as end/cessation/termination, negativity, irreversibility, inescapability, and undesirability, in combination with life as death's constitutive outside, will be analysed, showing the specificity of this (...) discourse of death. The contingency of death is argued further from a more genealogical stance, through the changes over time in the articulation of death and good death. Finally, the political nature of the discourse of death is illustrated by an analysis of end-of-life debates and the struggle between the hospice and the right-to-die social movements over the exact articulation of a good death. The article concludes by pointing to the necessary and constitutive failure of discourse to capture the materiality of death. (shrink)

This paper argues that Paul Ricoeur’s hermeneutical philosophy attempts to reopen the question of human transcendence in contemporary terms. While his conception of language as self-transcending is deeply Husserlian, Ricoeur also responds to the analytical challenge when he deploys a basic distinction in Fregean logic in order to clarify Heidegger’s phenomenology of world. Ricoeur’s commitment to a transcendental view is evident in his conception of narrative, which enables him to emphasize the role of the performative in literary reading. The meaning (...) of the self in time provides Ricoeur with a discursive basis for distinguishing his own position from that of Kant and other philosophers in the transcendental tradition. (shrink)

Governments are widely viewed by academics and practitioners as the key societal actors who are capable of compelling businesses to practice corporate social responsibility. Arguably, such government involvement could be seen as a technocratic device for encouraging ethical business behaviour. In this paper, we offer a more politicised interpretation of government engagement with CSR where “CSR” is not a desired form of business conduct but an element of discourse that governments can deploy in structuring their relationships with other social actors. (...) We build our argument through a historical analysis of government CSR discourse in the Russian Federation. Laclau and Mouffe's social theory of hegemony underpins our research. We find that “CSR” in the Russian government’s discourse served to legitimise its power over large businesses. Using this case, we contribute to wider academic debates by providing fresh empirical evidence that allows the development of critical evaluation tools in relation to governments’ engagement with “CSR”. We find that governments are capable of hijacking CSR for their own self-interested gain. We close the paper by reflecting on the merit of exploring the case of the Russian Federation. As a “non-core”, non-western exemplar, it provides a useful “mirror” with which to reflect on the more widely used test-bed of Western industrial democracies when scrutinising CSR. Based on our findings, we invite other scholars to adopt a more critical, politicised stance when researching the role of governments in relation to CSR in other parts of the world. (shrink)

ABSTRACTThis research examines how fake identities on social media create and sustain antagonistic and racist discourses. It does so by analysing 11 Danish Facebook pages, disguised as Muslim extremists living in Denmark, conspiring to kill and rape Danish citizens. It explores how anonymous content producers utilise Facebook’s socio-technical characteristics to construct, what we propose to term as, platformed antagonism. This term refers to socio-technical and discursive practices that produce new modes of antagonistic relations on social media platforms. Through a discourse-theoretical (...) analysis of posts, images, ‘about’ sections and user comments on the studied Facebook pages, the article highlights how antagonism between ethno-cultural identities is produced on social media through fictitious social media accounts, prompting thousands of user reactions. These findings enhance our current understanding of how antagonism and racism are constructed and amplified within social media environments. (shrink)

With dying increasingly becoming a medicalised experience in old age, we are witnessing a shift from concern over death itself to an interest in dying ‘well’. Fierce discussions about end-of-life decision making and the permissibility of medical intervention in dying, discursively structured around the notion of a ‘good’ death, are evidence of this shift. This article focuses on ‘autonomy’ and ‘dignity’ as key signifiers in these discussions. Rather than being fully fixed and stable, both signifiers are contingent and carry a (...) variety of meanings within different discursive projects. The article aims to distinguish the varieties of these signifiers by elaborating existing theoretical perspectives on autonomy and dignity, and also, starting from a perspective on mass media as sites of meaning production and contestation, to study the contingency of autonomy and dignity in Belgian newspaper coverage of four prominent euthanasia cases. By means of a discourse-theoretical textual analysis, this study exposes a dominant—yet contested—articulation of rational-personal autonomy and of dignity in external terms as something that can be obtained, retained or lost, rather than in terms of intrinsic human integrity. These logics of representation reflect a more general late modern dominance of liberal autonomy and of dignity as being closely connected to self-identity, but at the same time result in limited visibility of alternative ways of experiencing an autonomous and dignified death. Gender greatly impacts access to opportunities, potential, and success in corporate leadership roles. We begin with a general presentation of why such discussion is necessary for basic considerations of justice and fairness in gender equality and how the issues we raise must impact any ethical perspective on gender in the corporate workplace. We continue with a breakdown of the central categories affecting the success of women in corporate leadership roles. The first of these includes gender-influenced behavioral factors, such as the (...) requirements and expectations of gendered verbal and nonverbal communication styles as well as appearance. We move on to address the impact of family on corporate leadership opportunities and success, discussing the asymmetrical evaluation of an individual’s potential, authority, and competence based on gender stereotypes of familial obligations and expectations. Finally, we address how gender impacts access to networking and sponsorship opportunities and the long-term effects of systematic limitations on women’s inclusion in the upper echelons of corporate leadership. We conclude with a summary of the questions and issues raised by our discussion and direct individuals to consider how different ethical systems and moral requirements might influence their interpretations of gender and leadership in the corporate workplace. This study reports on a longitudinal inquiry into professional identity construction among six novice cross-border English language teachers from mainland China, who completed their pre-service teacher education in Hong Kong (HK) and began their teaching practice in local HK schools. The findings indicate that the participants navigated obstacles in teaching by deploying their own multiple languages as a cultural and linguistic repertoire. The findings also show that the teachers experienced difficulty legitimising their professional identity in the teaching community, where contextual (...) issues and power interplays mediated the process. Furthermore, it is found that the participants? commitment to teaching was negatively influenced by their non-legitimate position in the teaching community and the discordance between their teaching beliefs and the norms and values of their workplace. This study suggests that complex inter-relationships between marginal status in and legitimate membership of the community, between historical and cultural background, present practice, and future expectations, between social discourse and personal location, are involved in the process of identity construction. Measures to legitimate these teachers? position and to transform the linguistic and cultural repertories of these teachers into valuable resources of the local schools are suggested. This article is an analysis of the recognition of the Missionary Church of Kopimism as a faith community by the Swedish state. The analysis draws on post-Foucaultian writings on governmentality and seeks to understand what kind of normative and proscriptive understandings of “religion” guide the process. The authors argue that the recognition reveals fundamental aspects of the Swedish state’s performative role in the recognition of faith communities which challenges any unreflective classification of it as “secular.”.

This paper includes a detailed discursive analysis of the discourse of the former President Salinas de Gortari and that of the Ejército Zapatista de Liberación Nacional. This study contextualises the EZLN struggle as a local response to the global policy shift of the Mexican government. It considered the discourses of both parties as narratives which played a strategic role in a struggle to gain hegemonic acceptance in Mexico. This paper focuses on the theoretical–methodological framework which integrates a Gramscian view on (...) hegemony with discourse theory and two main directions in critical discourse analysis. It shows that this approach opened a series of new perspectives and helped to evaluate the existing interpretations as well as to define the main stakes in the struggle. While Salinas sought to establish republican nationalism and a liberal democracy, the EZLN struggle is for ethnic nationalism and a radical democracy. (shrink)

Multi-stakeholder initiatives involve actors from several spheres of society in collaborative arrangements to reach objectives typically related to sustainable development. In political CSR literature, these arrangements have been framed as improvements to transnational governance and as being somehow democratic. We draw on Mouffe’s works on agonistic pluralism to problematize the notion that consensus-led multi-stakeholder initiatives bring more democratic control on corporate power. We examine two initiatives which address two very different issue areas: the Roundtable on Sustainable Palm Oil and the (...) Bangladesh Accord on Fire and Building Safety. We map the different kinds of adversarial relations involved in connection with the issues meant to be governed by the two initiatives, and find those adversarial relations to take six main shapes, affecting the initiatives in different ways: competing regulatory initiatives; pressure-response relations within multi-stakeholder initiatives; pressure-response relations between NGOs and states through multi-stakeholder initiatives; collaboration and competition between multi-stakeholder initiatives and states; pressure-response relations between civil society actors and multi-stakeholder initiatives; and counter-hegemonic movements against multi-stakeholder initiatives as hegemonic projects. We conclude that multi-stakeholder initiatives cannot be democratic by themselves, and we argue that business and society researchers should not look at democracy or politics only internally to these initiatives, but rather study how issue areas are regulated through interactions between a variety of actors—both within and without the multi-stakeholder initiatives—who get to have a legitimate voice in this regulation. Agonizing care: care ethics, agonistic feminism and a political theory of care ‘Care’ is central to nursing theory and practice, and has been described in a variety of ways. Intense conversations about care have been developing in other fields of study as well, from the social sciences to the humanities. Care ethics has grown out of intellectual exchange between feminist thought, moral theory and the critique of traditional western political philosophy. However, care ethics is not without its critics, as these (...) accounts of care have also sparked vigorous challenges. This paper traces the construct of care through nursing theory, care ethics, feminist critiques of moral and political theory and agonistic feminism to outline a set of problematics that a political theory of care should engage. It discusses how care is conventionally posited in more or less essentialist, universalizing and naturalizing terms. It introduces the ideas of feminist theorists who resist dichotomizing care and the political, and situate care in the context of power and politics. The tensions between care feminism and agonistic feminism are highlighted in order to explore the potential of theorizing both care and nursing in political terms. (shrink)

The majority of those who comment upon the theories of Ernesto Laclau and Chantal Mouffe - both supporters and critics - treat the work of the two authors as a coherent unity. I see acute differences that demarcate the ideas of Laclau and Mouffe: differences that impede any straightforward delimitation of the authorial identity `Laclau and Mouffe'. The purpose of this paper is to bring to the fore the incommensurate political differences that separate the work of the two authors, and (...) to establish the superiority of Mouffe's position. At its most basic both authors view politics as described in their co-authored Hegemony and Socialist Strategy: i.e. `as a practice of creation, reproduction and transformation of social relations' (Laclau and Mouffe, 1985: 153). This agreement, however, conceals the fact that the authors describe the political articulation of social relations in distinct ways, and that those descriptions are implicated in, and reinforce, contrasting ethico-political commitments and prescriptions. These differences reflect the differences between the politics of the Marxist tradition retained by Laclau - albeit understood as a negative apparition of its former (ultimately) fully positive self - and Mouffe's radical democratic pluralism. This latter perspective - in its more recent formulations - represents a political compound of civic-republicanism with a defense of liberalism; this is a political imaginary that retains little if anything from the Marxist tradition. During the last decade, the populist radical nationalist party, the Sweden Democrats, has gone from being a minor party to become Sweden’s third largest party in parliament. In this article, the author shows how the category of Christianity has come to play a pivotal role in the party’s political identification. Drawing on Ernesto Laclau’s analysis of populism, the author argues that Christianity should be understood as a projection surface for fantasies of an ethnically and culturally superior homogenous nation vis-à-vis constructed (...) national others. In a populist logic, Christianity has thus become a way to distinguish the SD from its articulated external and internal political foes. By appropriating Christianity, the SD articulates itself as the guardian of true Christianity, the future savior of a Church allegedly hijacked by external and internal foes, and in the long run, the Swedish nation. This paper unpacks ambiguities in the field of interdisciplinarity studies, explores where they come from and how they inhibit consolidation of the field. The paper takes its point of departure in two central fault lines in the literature: the relationship between interdisciplinarity and disciplinarity and the question of whether integration is a necessary prerequisite for interdisciplinarity. Opposite positions on the fault lines are drawn out to identify sources of ambiguities, and to examine whether the positions are irreconcilable - or disagreements (...) that may continue to coexist in a consolidated field. It is argued that if we envisage a consolidated field of IDS, there is a need to develop common ground which calls for scholars of ID to be more explicit about the meanings they ascribe to ID than we see today when the sliding between the epistemological and political dimensions of the field may go unnoticed. It is suggested that whereas ambiguity may be unwanted in the epistemological dimension, it may be quite useful in the political dimension. A systematic comparison of opposite positions offers a common frame of reference for a more productive dialogue between different positions. The analysis shows that as to integration, the difference between opposite positions can be reconciled, whereas in the relation between interdisciplinarity and disciplinarity, the positions are antagonistic and logically exclude each other. The analysis suggests that it is the premise of integration that creates the conditions of possibility for “relabelling” interdisciplinarity and for using the “silo” for disciplines. (shrink)

The main purpose of this article is to demonstrate the enduring relevance of the concept of ideology to contemporary sociological analysis. To this end, the article draws upon central arguments put forward by Pierre Bourdieu and Luc Boltanski in ‘La production de l’idéologie dominante’ [‘The Production of the Dominant Ideology’]. Yet, the important theoretical contributions made in this enquiry have been largely ignored by contemporary sociologists, even by those who specialize in the critical study of ideology. This article intends to (...) fill this gap in the literature by illustrating that useful lessons can be learned from Bourdieu and Boltanski’s critical investigation, as it provides crucial insights into the principal characteristics and functions of ideologies, including the ways in which they develop and operate in advanced capitalist societies. The article is divided into two main parts: the first part examines various universal features of ideology; the second part aims to shed light on several particular features of dominant ideology. The paper concludes by arguing that the ‘end of ideology’ thesis, despite the fact that it raises valuable sociological questions, is ultimately untenable. (shrink)

Ernesto Laclau and Chantal Mouffe’s post-Marxist analysis pushed Gramsci’s anti-determinism to its limits, embracing a post-structuralist, discourse-centred politics. Mouffe’s subsequent programme for radical democracy has sought a renewed democratic left project. While radical democracy’s post-structuralism enables important insights into political subjectivity and antagonism in contemporary democracies, it also weakens its own critical and strategic capacity. By recuperating its Gramscian heritage, radical democracy could be more theoretically and politically effective. In contrast to discourses operating in an entirely open and contingent political (...) field, Gramscian theory offers a more realist – but non-determinist – account of the structural, enabling and constraining properties of ideologies. It also allows for a distinctive institutional space for society. Society is the site upon which political identities are articulated, and from which existing power relations are challenged. But a conception of society also points to the institutional limits to politics, notable by their absence in post-structuralism and radical democracy. (shrink)

In this paper we investigate how different discourses on frugal innovation are articulated, and how the dynamics between these different discourses have led to a certain dominant understanding of frugal innovation today. We analyse the dynamic interactions between three discourses on frugal innovation: innovations for the poor, grassroots innovations by the poor, and more recently co-creating frugal innovations with the poor. We argue that this latter discourse is articulated as a hegemonic project as it is designed to accommodate demands from (...) both business and poor communities. We draw on Laclau and Mouffe’s concepts of ‘chain of difference’, ‘empty signifier’ and ‘floating signifier’ to explain the advent of the hegemonic discourse on co-creating innovations with the poor. We show how a floating signifier with radical potential, frugal innovation, has been hijacked and co-opted in a hegemonic project that has leveraged powerful ambiguous signifiers, with co-creation acting as an empty signifier. To clarify what is problematic in this hegemonic intervention, we expose how contemporary frugal innovation discourse contributes to a project of governing and exploiting rather than helping the poor, in ways that benefit formal economic actors while further worsening global inequalities. ZusammenfassungIn der Deutschschweizer massenmedialen Debatte zur Weigerung zweier Schüler in der Gemeinde Therwil, ihrer Lehrerin die Hand zu schütteln, wird häufig der Kulturbegriff verwendet. Der vorliegende Beitrag analysiert, wie „Kultur“ als wissensstrukturierende Kategorie in der Konstituierung der Gruppenzugehörigkeiten zur Schweizer Mehrheitsgesellschaft und zur muslimischen Minderheit zum Tragen gekommen ist. Basierend auf dem Konzept der „Kulturalisierung“ untersucht die qualitative Medienanalyse die verschiedenen „Spielarten der Kulturalisierung“ (Teczan 2011), die in der Debatte um den Fall Therwil verwendet wurden. Die Ergebnisse zeigen, dass „Kultur“ (...) in Beziehung zu geografischer Herkunft, religiöser Zugehörigkeit und spezifischen Wertvorstellungen gesetzt wurde. Gleichzeitig kann die Verknüpfung dieser Ideen mit Vorstellungen „kulturspezifischer“ Geschlechterverhältnisse und angenommenen Einstellungen zur Geschlechtergerechtigkeit und sexuellen Liberalisierung beobachtet werden. This paper seeks to examine the claim made by Raymond Williams that the means of communication are a means of production. While agreeing with the central claim by Williams, the paper argues that the model which Williams’ represents this claim with is insufficiently realized. By looking at the work of Marx and Althusser in relation to this claim, we suggest a new conceptual tool to actualize Williams’ claims.

A phenomenological hermeneutical approach to Ernesto Laclau’s philosophical discourse allows to put under suspicion the presumed “critical” character of his Theory of the Hegemony. This article sustains this thesis through the deconstruction of some of his fundamental conceptual polarities that reveals the structural faults of Laclau’s theoretical building to guarantee his own critical statute. According to this reading, the connection between “the ethical” and “the political” results problematic for a conception defined by an exclusive ontological and descriptive perspective of the (...) political. Hence, the ethical-political question is raised as the vector of the internal fissures to the Laclau’s theoretical building, exposing to the light the limits of his thought horizon. (shrink)

ABSTRACTThis article takes part in the discussion of the post-politicization of climate change by studying how consensus and disagreement were articulated in the coverage of four UN climate summits in the Finnish newspaper Helsingin Sanomat. From the perspective of discourse theory and an agonistic theory of democracy, the article argues that the hegemonic articulation of consensual politics, solving the problem of climate change, and establishing an international treaty on emission reductions to a chain of equivalence have reduced the field of (...) disagreement to a choice between solving and not solving climate change. While such a form of hegemony represses more radical forms of political discourse, it is often considered helpful in building the consensus that is seen as a prerequisite for decisive action on climate change. This article argues that in building a durable relationship regarding climate change, political conflicts should be embraced in the name of democratic politics rather that suppressed in the name of generating and sustaining consensus. What makes an external whistleblower effective? Whistleblowers represent an important conduit for dissensus, providing valuable information about ethical breaches and organizational wrongdoing. They often speak out about injustice from a relatively weak position of power, with the aim of changing the status quo. But many external whistleblowers fail in this attempt to make their claims heard and thus secure change. Some can experience severe retaliation and public blacklisting, while others are ignored. This article examines how whistleblowers can succeed in bringing (...) their claims to the public’s attention. We draw on analyses of political struggle by Ernesto Laclau and Chantal Mouffe. Specifically, we propose that through the raising of a demand, the whistleblowing subject can emerge as part of a chain of equivalences, in a counter-hegemonic movement that challenges the status quo. An analysis of a high-profile case of tax justice whistleblowing-that of Rudolf Elmer-illustrates our argument. Our proposed theoretical framing builds upon and contributes to literature on whistleblowing as organizational parrhesia by demonstrating how parrhesiastic demand might lead to change in public perception through the formation of alliances with other disparate interests—albeit that the process is precarious and complex. Practically, our article illuminates a persistent concern for those engaged in dissensus via whistleblowing, and whose actions are frequently ignored or silenced. We demonstrate how such actions can move towards securing public support in order to make a difference and achieve change. (shrink)

Controlling the movement of potentially infectious bodies has been central to Australian immigration law. Nowhere is this more evident than in relation to tuberculosis, which is named as a ground for refusal of a visa in the Australian context. In this paper, I critically examine the “will to knowledge” that this gives rise to. Drawing on a critical analysis of texts, including interviews with migrants diagnosed with TB and healthcare professionals engaged in their care, I argue that this focus on (...) border policing, rather than resettlement and the broader social determinants of health that drive current rates of TB, paradoxically renders migrants diagnosed with TB as liminal subjects in the post-arrival phase. This raises ethical issues about who “matters,” as well as dilemmas about what constitutes adequate care for the “Other,” both of which go to the heart of the political economy of migration. The civil society opposition to economic globalization, at times referred to as the ‘anti-globalization movement’, is often seen as unleashing new democratic energies. Some suggest that part of what we are witnessing is some form of deterritorialization of the democratic experience. What is often missing from this claim, however, is a more thorough evaluation of the images of democracy drawn by the movement itself. The first section of this paper will draw from various readings of the democratic experience in view (...) of providing a conceptual framework capable of problematizing the equivalence between democracy and territoriality. On the basis of this understanding of democracy, a second section will offer a reading of the document Alternatives for the Americas prepared by the Hemispheric Social Alliance, a large coalition of civil society groups located throughout the Americas that has organized opposition to the Free Trade Area of the Americas. This document offers a unique opportunity to assess the anti-globalization movement's vision of democracy. The paper's reading of the document reveals a tension between territorial and non-territorial forms of envisioning democracy. (shrink)
