Communication is essential to human society, and assertion is central to communication. This article reviews evidence from life science, cognitive science, and philosophy relevant to understanding how our social practice of assertion is structured and sustained. The principal conclusion supported by this body of evidence is that knowledge is a central norm of assertion—that is, according to the rules of the practice, assertions should express knowledge.

Assertion is fundamental to our lives as social and cognitive beings. By asserting we share knowledge, coordinate behavior, and advance collective inquiry. Accordingly, assertion is of considerable interest to cognitive scientists, social scientists, and philosophers. This paper advances our understanding of the norm of assertion. Prior evidence suggests that knowledge is the norm of assertion, a view known as “the knowledge account.” In its strongest form, the knowledge account says that knowledge is both necessary and sufficient for assertability: you should (...) make an assertion if and only if you know that it is true. The knowledge account has been rejected on the grounds that it conflicts with our ordinary practice of evaluating assertions. This paper reports four experiments that address an important objection of this sort, which focuses on a class of examples known as “Gettier cases.” The results undermine the objection and, in the process, provide further evidence for the knowledge account. The findings also teach some important general lessons about intuitional methodology and the curation of genres of thought experiment. (shrink)

Several studies have found a robust effect of truth on epistemic evaluation of belief, decision, action and assertion. Thus, truth has a significant effect on normative participant evaluations. Some theorists take this truth effect to motivate factive epistemic norms of belief, action, assertion etc. In contrast, I argue that the truth effect is best understood as an epistemic instance of the familiar and ubiquitous phenomenon of outcome bias. I support this diagnosis from three interrelating perspectives: (1) by epistemological theorizing, (2) (...) by considerations from cognitive psychology and (3) by methodological reflections on the relationship between folk epistemology and epistemological theorizing. Recent work in philosophy and cognitive science shows that knowledge is the norm of our social practice of assertion, in the sense that an assertion should express knowledge. But why should an assertion express knowledge? I hypothesize that an assertion should express knowledge because the point of assertion is to transmit knowledge. I present evidence supporting this hypothesis.

I report two experiments studying the relationship among explicit judgments about what people see, know, and should assert. When an object of interest was surrounded by visibly similar items, it diminished people’s willingness to judge that an agent sees, knows, and should tell others that it is present. This supports the claim, made by many philosophers, that inhabiting a misleading environment intuitively decreases our willingness to attribute perception and knowledge. However, contrary to stronger claims made by some philosophers, inhabiting a (...) misleading environment does not lead to the opposite pattern whereby people deny perception and knowledge. Causal modeling suggests a specific psychological model of how explicit judgments about perception, knowledge, and assertability are made: knowledge attributions cause perception attributions, which in turn cause assertability attributions. These findings advance understanding of how these three important judgments are made, provide new evidence that knowledge is the norm of assertion, and highlight some important subtleties in folk epistemology. The norm of assertion, to be in force, is a social norm. What is the content of our social norm of assertion? Various linguistic arguments purport to show that to assert is to represent oneself as knowing. But to represent oneself as knowing does not entail that assertion is governed by a knowledge norm. At best these linguistic arguments provide indirect support for a knowledge norm. Furthermore, there are alternative, non-normative explanations for the linguistic data (as in recent work from (...) Van Elswyk). Direct arguments would rely on normative judgments about the permissibility or impermissibility of assertions with and without the speaker knowing the content asserted. John Turri's work experimental results purport to show that our norm of assertion is factive, and probably knowledge. But as a number of recent experimentalists (Kneer, Reuter and Broessel, Marsili and Wiegmann) have shown, Turri's results rely on the problemmatic use of 'should' as in 'Maria should assert that she owns a 1990 watch.' Correcting for this, these experimentalists provide strong evidence that our norm of assertion is not factive. The standard reply to evidence like this from the assertion of unlucky falsehoods is the excuse maneuver. But Marsili and Wiegmann, following Turri's protocol for testing for excuse validation, show that participants who judge that assertions unlucky falsehoods are permissible are not guilty of excuse validation. Given our current understanding of the experimental evidence, knowledge is not our norm of assertion. (shrink)

The purpose of the present chapter is to survey the work on epistemic norms of action, practical deliberation and assertion and to consider how these norms are interrelated. On a more constructive note, we will argue that if there are important similarities between the epistemic norms of action and assertion, it has important ramifications for the debates over speech acts and harm. Thus, we hope that the chapter will indicate how thinking about assertions as a speech act can benefit from (...) a broader action theoretic setting. We will proceed as follows. In Section 2, we provide a survey of epistemic norms of action and practical deliberation. In Section 3, we turn to the epistemic norms of assertion. In Section 4, we consider arguments for and against commonality of the epistemic norms of actions, practical deliberation and assertion. In Section 5, we discuss some of the ramifications of the debates over epistemic norms of assertion such as whether they may be extended to other linguistic phenomena such as Gricean implicature. In Section 6, we consider the consequences of the debate about the epistemic norms of action and practical deliberation for debates about speech and harm. (shrink)

Evidence from life science, cognitive science, and philosophy supports the hypothesis that knowledge is a central norm of the human practice of assertion. However, to date, the experimental evidence supporting this hypothesis is limited to American anglophones. If the hypothesis is correct, then such findings will not be limited to one language or culture. Instead, we should find a strong connection between knowledge and assertability across human languages and cultures. To begin testing this prediction, we conducted three experiments on Koreans (...) in Korean. In each case, the findings replicated prior results observed in Americans and were corroborated by key findings from new replication studies on Americans using materials back-translated from Korean. These findings support the theory that there is a core, cross-culturally robust human practice of assertion and that, according to the rules of this practice, assertions should express knowledge. I propose and defend the hypothesis that understanding is the norm of explanation. On this proposal, an explanation should express understanding. I call this the understanding account of explanation. The understanding account is supported by social and introspective observations. It is also supported by the relationship between knowledge and understanding, on the one hand, and assertion and explanation, on the other.

Recent work has shown that knowledge attributions affect how people think others should behave, more so than belief attributions do. This paper reports two experiments providing evidence that knowledge attributions also affect behavioral predictions more strongly than belief attributions do, and knowledge attributions facilitate faster behavioral predictions than belief attributions do. Thus, knowledge attributions play multiple critical roles in social cognition, guiding judgments about how people should and will behave.

I evaluate non-factive or truth-insensitive accounts of the ordinary concepts used to evaluate beliefs, evidence, assertions, and decisions. Recent findings show that these accounts are mistaken. I propose three hypotheses regarding how philosophers defending these accounts got things so wrong. I also consider one potential consequence for the discipline.

The past eighteen years witnessed the rapid development of experimental philosophy of language. Adopting a bibliometric approach, this study examines the research trends and status quo of this burgeoning field based on a corpus of 237 publications retrieved from PhilPapers. It is observed that experimental philosophy of language has undergone three stages, the initiation stage, the development stage, and the extension stage, across which there is a clear upward trend in the annual number of publications. Michael Devitt, Edouard Machery, John (...) Turri, Nat Hansen, et al., are found to be the most productive philosophers, testifying their leading positions in this field. Journals, instead of books, are the major homes of works in this area. The analysis also yields a list of influential works, including the seminal work “Semantics, Cross-cultural Style” and other significant publications on the semantics of various types of expressions. Relatedly, the major research themes are found to include not only intuitions about the reference of proper names, but also a wide array of philosophically and linguistically interesting issues like the meaning of color adjectives, epistemic modals, and predicates of personal taste, the norms of assertions and the essence of lies, etc. These findings showcase that experimental philosophy of language has broadened the research territory and offered deep insights into central issues of philosophy of language that are beyond the reach of the conventional armchair methodology. From antiquity through the twentieth century, philosophers have hypothesized that, intuitively, it is harder to know negations than to know affirmations. This paper provides direct evidence for that hypothesis. In a series of studies, I found that people naturally view negations as harder to know than affirmations. Participants read simple scenarios and made judgments about truth, probability, belief, and knowledge. Participants were more likely to attribute knowledge of an outcome when framed affirmatively than when framed negatively. Participants did this even (...) though the affirmative and negative framings were logically equivalent. The asymmetry was unique to knowledge attributions: it did not occur when participants rated truth, probability, or belief. These findings show new consequences of negation on people’s judgments and reasoning and can inform philosophical theorizing about the ordinary concept of knowledge. (shrink)

G. E. Moore famously pointed out that all sincere assertions of the form ‘p, but I don’t believe that p’ are inherently absurd. John Turri strongly disagrees with the consensus evaluation of such assertions as inherently absurd and offers a counterexample according to which it is possible to say ‘Eliminativism is true, but of course I don’t believe it’s true’ sincerely and without any absurdity. I argue in this paper that Turri’s attempt misses the point entirely, for the most natural (...) interpretations of his counterexample are either absurd or do not represent genuinely Moorean assertions. The critical analysis of Turri’s counterexample will enable me to reach the general conclusion that precludes the possibility of omissive Moorean assertions that are inherently non-absurd, at least if we hold that our assertions ought to have some normative function. I discuss three understandings of the idea of “Knowledge First Epistemology”, i.e. Timothy Williamson’s suggestion that we should take knowledge as a starting point, rather than trying to analyze it. Some have taken this to be a suggestion about the role of the concept of knowledge, but Williamson also seems to be concerned with intuition-based metaphysics. As an alternative, I develop the idea that knowledge may be a social kind that can be understood through a functional analysis in the tradition (...) of Edward Craig. (shrink)

Generalisation, universal knowledge claims, and recommendations within disaster studies are problematic because they lead to miscommunication and the misapplication of actionable knowledge. The consequences and impacts thereof are not often considered by experts; forgone as irrelevant to the academic division of labour. There is a disconnect between expert assertions for disaster risk reduction (DRR) and their practical suitability for laypersons. Experts currently assert independently of the context within which protective action measures (PAMs) are to be used, measures unconnected to the (...) people for whom they are developed. This has knock-on effects for DRR: much expert-generated science and policy remains unused, unimplemented, and sometimes misapplied. I use philosophical accounts of assertion and epistemic blame to highlight the epistemic relationship between experts and laypersons. This relationship includes responsibilities and agreements between epistemic agents. Since multilevel DRR knowledge still transfers top-down from experts to laypersons, if experts impair the epistemic relationship, they can be held epistemically blameworthy. To address the pervasiveness of top-down systems, I analyse the epistemic framings and narratives currently shaping DRR, and more specifically PAMs and campaigns. I deconstruct universal perspectives that dominate the epistemic processes of generating, disseminating, and implementing DRR knowledge and specifically for co-seismic landslide PAMs for Nepal. I argue for more inclusive, contextual, and epistemically responsible DRR. Co-production of knowledge should begin from the standpoints of marginalised persons who may have an epistemic advantage due to their socio-politically marginalised positions. Often these epistemic contributions are left out of DRR efforts because marginalised persons are rarely afforded equal, if any, epistemic agency, which results in epistemic gaps and a large pool of relevant knowledge remaining unincorporated and unused in DRR research and policy.
