Ethics and ethical behaviour are the fundamental pillars of a civilised society. The focus on ethical behaviour is indispensable in certain fields such as medicine, finance, or law. In fact, ethics gets precedence with anything that would include, affect, transform, or influence upon individuals, communities or any living creatures. Many institutions within Europe have set up their own committees to focus on or approve activities that have ethical impact. In contrast, lesser-developed countries are trying to set up these committees to (...) govern their academia and research. As the first European consortium established to assist academic integrity, European Network for Academic Integrity, we felt the importance of guiding those institutions and communities that are trying to conduct research with ethical principles. We have established an ethical advisory working group within ENAI with the aim to promote ethics within curriculum, research and institutional policies. We are constantly researching available data on this subject and committed to help the academia to convey and conduct ethical behaviour. Upon preliminary review and discussion, the group found a disparity in understanding, practice and teaching approaches to ethical applications of research projects among peers. Therefore, this short paper preliminarily aims to critically review the available information on ethics, the history behind establishing ethical principles and its international guidelines to govern research.The paper is based on the workshop conducted in the 5th International conference Plagiarism across Europe and Beyond, in Mykolas Romeris University, Lithuania in 2019. During the workshop, we have detailed a) basic needs of an ethical committee within an institution; b) a typical ethical approval process ; and c) the ways to obtain informed consent with some examples. These are summarised in this paper with some example comparisons of ethical approval processes from different universities. We believe this paper will provide guidelines on preparing and training both researchers and research students in appropriately upholding ethical practices through ethical approval processes. En el presente artículo, se comienza señalando cómo ambos movimientos difieren significativamente respecto a la herencia del humanismo. Posteriormente, se aborda la noción transhumanista de la ‘libertad morfológica’ de la mano de More, Sandberg y Bostrom. A continuación, se presentan casos paradigmáticos de modificaciones corporales mediante implantes cibernéticos. En último lugar, se problematizan las cuestiones de la identidad, la corporalidad (...) y el desencuentro entre ambas corrientes respecto al ‘volcado de la mente’. -/- Transhumanism and philosophical posthumanism have paid special attention to human corporeality in relation to technological breakthroughs. This article begins by pointing out how the two movements differ significantly about the inheritance of humanism. Subsequently, the transhumanist notion of ‘morphological freedom’ is addressed from the proposals of More, Sandberg, and Bostrom. Then, paradigmatic cases of body modifications through cybernetic implants are considered. This paper looks at some of the different practical cyborgs that are realistically possible now. It firstly describes the technical basis for such cyborgs then discusses the results from experiments in terms of their meaning, possible applications and ethical implications. An attempt has been made to cover a wide variety of possibilities. Human implantation and the merger of biology and technology are important factors here. The article is not intended to be seen as the final word on these issues, but (...) rather to give an initial overview. This paper examines a specific appeal to philosophical anthropology—Andy Clark's—and the role it plays in shaping his account of our fundamental cyborg humanity." By focusing on the theme of embodiment, we also inquire into how phenomenology might benefit from Clark's account as well as how Clark's account might benefit from further engagement with phenomenology. Throughout, we explore inter- and intra-disciplinary questions that highlight the contribution the philosophy of technology can make to our understanding of embodiment and philosophical anthropology.

Machine ethics and robot rights are quickly becoming hot topics in artificial intelligence and robotics communities. We will argue that attempts to attribute moral agency and assign rights to all intelligent machines are misguided, whether applied to infrahuman or superhuman AIs, as are proposals to limit the negative effects of AIs by constraining their behavior. As an alternative, we propose a new science of safety engineering for intelligent artificial agents based on maximizing for what humans value. In particular, we challenge (...) the scientific community to develop intelligent systems that have human-friendly values that they provably retain, even under recursive self-improvement. (shrink)

Throughout much of the modern period, the human mind has been regarded as a property of the brain and therefore something confined to the inside of the head—a view commonly known as ‘internalism’. But recent works in cognitive science, philosophy, and anthropology, as well as certain trends in the development of technology, suggest an emerging view of the mind as a process not confined to the brain but spread through the body and world—an outlook covered by a family of views (...) labelled ‘externalism’. In this paper, we will suggest there is now sufficient momentum in favour of externalism of various kinds to mark a historical shift in the way the mind is understood. We dub this emerging externalist tendency the ‘New Mind’. Key properties of the New Mind will be summarised and some of its implications considered in areas such as art and culture, technology, and the science of consciousness. (shrink)

Homo sapiens is entering a vital era in which the human-technology link is an inexorable trend. In this paper a look is taken as to how and why this is coming about and what exactly it means for both the posthuman species Homo technologicus and its originator Homo sapiens. Clearly moral and ethical issues are at stake. Different practical experimentation results that relate to the theme are described and the argument is raised as to why and how this can be (...) regarded as a new species. A picture is taken of the status of cyborgs as it stands today but also how this will change in the near future, as the effects of increased technological power have a more dramatic influence. An important ultimate consideration is whether Homo technologicus will act in the best interests of Homo sapiens or not. This paper concludes that the answer is clear. (shrink)

The belief that computers will soon become transcendently intelligent and that human beings will “upload” their minds into machines has become ubiquitous in public discussions of robotics and artificial intelligence in Western cultures. Such beliefs are the result of pervasive Judaeo-Christian apocalyptic beliefs, and they have rapidly spread through modern pop and technological culture, including such varied and influential sources as Rolling Stone, the IEEE Spectrum, and official United States government reports. They have gained sufficient credibility to enable the construction (...) of Singularity University in California. While different approaches are possible (and, indeed, are common in Japan and possibly elsewhere), this particular vision of artificial intelligence and robotics has gained ground in the West through the influence of figures such as Hans Moravec and Ray Kurzweil. Because pop-science books help frame public discussion of new sciences and technologies for individuals, corporations, and governments alike, the integration of religious and technoscientific claims made by their authors should be clear and open for public and scientific debate. As we move forward into an increasingly robotic future, we should do so aware of the ways in which a group's religious environment can help set the tone for public acceptance and use of robotic technologies. Research on hybrid bionic systems (HBSs) is still in its infancy but promising results have already been achieved in laboratories. Experiments on humans and animals show that artificial devices can be controlled by neural signals. These results suggest that HBS technologies can be employed to restore sensorimotor functionalities in disabled and elderly people. At the same time, HBS research raises ethical concerns related to possible exogenous and endogenous limitations to human autonomy and freedom. The analysis of these concerns requires reflecting (...) on the availability of scientific models accounting for key aspects of sensorimotor coordination and plastic adaptation mechanisms in the brain. In the Declaration of the Rights of Man and of the Citizen, August 26, 1789, the possession of human rights is subject to the condition of birth and to a particular stipulation: only one who is born a man in entitled to human rights. Birth, that is, the manifestation of a body according to natural laws in a social world, is the condition by which a being comes to personhood. According to a long tradition in moral theology and sacred embryology (...) examined here, human identity is recognized at birth by the possession of a ‘human form.’ The difficulty lies in defining this ‘form,’ and in determining if it extends to beings formed or transformed by human industry. Reservations concerning the ontologies of theism, transhumanism and posthumanism compel an explicatory discourse on their influences on Nursing and rehabilitation healthcare. Key journals in Nursing and health sciences have recently devoted themed issues on intelligent machine technologies such as humanoid healthcare robots and other highly technological healthcare devices and practice initiatives. While the technological advance witnessed has been a cause for celebration, questions still remain that are focused on the epistemological concerns. The purpose of this article is to discuss theistic (...) ontologies such as the Judeo‐Christian, Shinto‐Buddhist and Islamic religious belief systems on transhumanism and posthumanism in the assimilation of symbiotic technological beings in Nursing and rehabilitation healthcare practice. In view of the approaching technological singularity dominating arguments regarding the future of human beings, a treatise on Nursing and rehabilitation health care is positioned well within the realms of human care. Theism, transhumanism and posthumanism are directing discussions regarding human beings and healthcare processes. It is imperative that the beneficial effects of these discussions be acknowledged within the highly technological world of Nursing and rehabilitative healthcare. (shrink)

The ethical monitoring of brain-machine interfaces (BMIs) is discussed in connection with the potential impact of BMIs on distinguishing traits of persons, changes of personal identity, and threats to personal autonomy. It is pointed out that philosophical analyses of personhood are conducive to isolating an initial thematic framework for this ethical monitoring problem, but a contextual refinement of this initial framework depends on applied ethics analyses of current BMI models and empirical case-studies. In the history of ideas some researchers have recently coined the term psycho-utopianism, denoting the notion that the ideal society presupposes a “new man,” that is, the psychological nature of man must change before society can change. Cultural studies have noted this line of thinking also within the so-called New Age movement. However, the notion of a New Age is not really new; it occurred already at the beginning of the Modern Epoch; in seventeenth-century Europe. At that time, the educational (...) philosopher J. A. Comenius was writing his canonical work _Didactica Magna_ and other texts on education, science, and philosophy, with the ultimate aim of contributing to a new world order. Comenius was one of the first modern educators to argue for a general education of both boys and girls irrespective of social class. Three hundred years later, B. F. Skinner suggested psychological methods of education and upbringing, also with the ultimate aim to transform society. In this article I will look closer at the similarities and differences between these two thinkers regarding their psycho-utopian notions. I will conclude with similar reflections on psycho-utopian tendencies in present discourses on information and communication technology (ICT) and education. (shrink)

In this paper a look is taken at the relatively new area of culturing neural tissue and embodying it in a mobile robot platform—essentially giving a robot a biological brain. Ethics is ordinarily understood as being concerned with questions of responsibility for and in the face of an other. This other is more often than not conceived of as another human being and, as such, necessarily excludes others – most notably animals and machines. This essay examines the ethics of such exclusivity. It is divided into three parts. The first part investigates the exclusive anthropocentrism of traditional forms of moral␣thinking and, following the example of recent innovations in animal rights philosophy, (...) questions the mechanisms of such exclusion. Although recent work in animal- and bio-ethics has successfully implemented strategies for the inclusion of the animal as a legitimate subject of moral consideration, its other, the machine, has remained conspicuously excluded. The second part looks at recent attempts to include these machinic others in moral thinking and critiques the assumptions, values, and strategies that have been employed by these various innovations. And the third part proposes a means for thinking otherwise. That is, it introduces an alternative way to consider these other forms of otherness that is not simply reducible to the conceptual order that has structured and limited moral philosophy’s own concern with and for others. Brain Computer Interfaces (BCIs) enable one to control peripheral ICT and robotic devices by processing brain activity on-line. The potential usefulness of BCI systems, initially demonstrated in rehabilitation medicine, is now being explored in education, entertainment, intensive workflow monitoring, security, and training. Ethical issues arising in connection with these investigations are triaged taking into account technological imminence and pervasiveness of BCI technologies. By focussing on imminent technological developments, ethical reflection is informatively grounded into realistic protocols of brain-to-computer communication. In particular, (...) it is argued that human-machine adaptation and shared control distinctively shape autonomy and responsibility issues in current BCI interaction environments. Novel personhood issues are identified and analyzed too. These notably concern (i) the “sub-personal” use of human beings in BCI-enabled cooperative problem solving, and (ii) the pro-active protection of personal identity which BCI rehabilitation therapies may afford, in the light of so-called motor theories of thinking, for the benefit of patients affected by severe motor disabilities. Today, technological implants to increase innate human capabilities are already available on the market. Cyborgs, understood as healthy people who decide to integrate their bodies with insideable technology, are no longer science fiction, but fact. The cyborg market will be a huge new business with important consequences for both industry and society. More specifically, cyborg technologies are a unique product, with a potentially critical impact on the future of humanity. In light of the potential transformations involved in the creation of (...) “superhuman” cyborgs, ethics must be a cornerstone of cyborg marketing decisions. Businesses need to take ethics into account, not only to ensure they behave ethically, as always, but also because ethics will be an important factor in buyers’ decisions in the emerging cyborg market. This is because the decision to become a cyborg is determined, among many other factors, by ethical judgment. Our research focuses on how the dimensions of the Composite Multidimensional Ethics Scale influence an individual’s decision to become a cyborg. To test our hypotheses, we surveyed a total of 1563 higher-education students in seven different countries. The results of the survey show that ethical judgment will be a keystone in individual cyborgization. Specifically, ethical dimensions explained 48% of the intention to use cyborg technologies. The ethical analysis showed that not all MES dimensions have the same influence on the ethical judgment regarding this decision. Egoism was the most influential dimension, while contractualism was the least. These findings have important implications for both academia and business. (shrink)

This article makes no argument against progress but stresses the importance of making it with foresight. The connection between biotechnology, treatment, and enhancement is discussed, stating the need for regulation. Next, the ideas of transhumanism are presented as a framework for an examination of our human condition and it is illustrated that cyborgs will possibly develop other values than Homo sapiens. Thus, the second part of the article discusses what it means to be an ethical being from the perspective of (...) Francis Fukuyama’s ideas of the importance of human nature to our humanity, and further elaborated on by bringing attention to the significance of the vulnerability to moral reasoning. Furthermore, the article suggests a near connection between embodiment and morality. In the light of this assumption, one can ask about ethical values and democratic cohesion in a world with sub-cultures of cyborgs. Thus, John Rawls’ theory of justice is introduced as a framework for reflections about inter-human costs of a posthuman condition. It is concluded that science need democratic regulation, in order to avoid technocratic decision processes, and guidelines for a regulatory body is given. (shrink)

This is an introduction to the Symposium on Artificial Intelligence and Apocalypticism, which resulted from a conference hosted by the Centre for the Critical Study of Apocalyptic and Millenarian Movements (CenSAMM) in Bedford, UK. The introduction provides a brief history of scholarly work in the intersections of apocalypticism and artificial intelligence and of the emergence of CenSAMM from a millenarian religious community, the Panacea Society. It concludes by pointing toward the contributions of the symposium's essays.

The human body is a remarkable example of the process of evolution which ultimately created a sentient being with cognitive, motor, and information-processing abilities. The body can also be thought of as an amazing feat of engineering, and specifically as an example of molecular nanotechnology, positioning trillions of cells throughout the body, and creating the billions of unique individuals that have existed since the beginning of humanity. On the other hand, from an engineering perspective, there are numerous limitations associated with (...) the human body and the process of evolution to effect changes in the body is exceedingly slow. For example, our skeletal structure is only so strong, our body is subject to disease, and we are programmed by our DNA to age. Further, it took millions of years for _Homo sapiens_ to evolve and hundreds of thousands of years for hominids to invent the most basic technology. To allow humans to go beyond the capabilities that evolution provided _Homo sapiens_, current research is leading to technologies that could significantly enhance the cognitive and motor abilities of humans and eventually create the conditions in which humans and technology could merge to form a cybernetic being. Much of this technology is being developed from three fronts: due to medical necessity, an interest within the military to create a cyborg soldier, and the desire among some people to self-enhance their body with technology. This article discusses the processes of biological evolution which led to the current anatomical, physiological, and cognitive capabilities of humans and concludes with a discussion of emerging technologies which are directed primarily at enhancing the cognitive functions performed by the brain. This article also discusses a timeframe in which the body will become increasingly equipped with technology directly controlled by the brain, then as a major paradigm shift in human evolution, humans will merge with the technology itself.
