Here we present the framework of a new approach to assessing the capacity of research programs to achieve social goals. Research evaluation has made great strides in addressing questions of scientific and economic impacts. It has largely avoided, however, a more important challenge: assessing (prospectively or retrospectively) the impacts of a given research endeavor on the non-scientific, non-economic goals—what we here term public values —that often are the core public rationale for the endeavor. Research programs are typically justified in terms (...) of their capacity to achieve public values, and that articulation of public values is pervasive in science policy-making. We outline the elements of a case-based approach to public value mapping of science policy, with a particular focus on developing useful criteria and methods for assessing public value failure, with an intent to provide an alternative to market failure thinking that has been so powerful in science policy-making. So long as research evaluation avoids the problem of public values, science policy decision makers will have little help from social science in making choices among competing paths to desired social outcomes. In recent years, a ''change in attitude'' in particle physics has led to our understanding current quantum field theories as effective field theories (EFTs). The present paper is concerned with the significance of this EFT approach, especially from the viewpoint of the debate on reductionism in science. In particular, I shall show how EFTs provide a new and interesting case study in current philosophical discussion on reduction, emergence, and inter-level relationships in general.

“Basic research” is often used in science policy. It is commonly thought to refer to research that is directed solely toward acquiring new knowledge rather than any more practical objective. Recently, there has been considerable concern about the future of basic research because of purported changes in the nature of knowledge production and increasing pressures on scientists to demonstrate the social and economic benefits of their work. But is there really something special about basic research? The author argues here that (...) “basic research” is a flexible and ambiguous concept that is drawn on by scientists to acquire prestige and resources. She shows that it is used for boundary work and gives examples of the work it does in different situations by drawing on interviews with scientists and policy makers on the category of basic research and the changes they have seen in it over time. Kitcher has proposed an ideal-theory account—well-ordered science (WOS)— of the collective good that science’s research agenda should promote. Against criticism regarding WOS’s action-guidance, Kitcher has advised critics not to confuse substantive ideals and the ways to arrive at them, and he has defended WOS as a necessary and useful ideal for science policy. I provide a distinction between two types of ideal-theories that helps clarifying WOS’s elusive nature. I use this distinction to argue that the action-guidance problem that WOS faces (...) remains even under the aims/means distinction, because the WOS’s failure is more basic than critics have suggested. For over 50 years, Minerva has been one of the leading independent journals in the study of ‘science, learning and policy’. Its pages have much to say about the origins and conduct of the ‘intellectual Cold War’, the defence of academic freedom, the emergence of modernization theory, and pioneering strategies in the social studies of science. This paper revisits Minerva through the life and times of its founding Editor, Edward Shils, and traces his influence on its early years – from (...) its association with the Congress for Cultural Freedom in the 1950s, to the higher reaches of research policy in the 1990s. At the close of his life, Minerva continued to espouse Shils’ commitment to what he saw as the fundamental Enlightenment traditions of consensus, civility, and community. In the 21st century, with the achievements of science producing rapid change in every walk of life, his legacy so far retains an established place in the history of scholarship. Whether that legacy will endure – and if so, what role Minerva will play in its defence – remain key questions for the coming generation. (shrink)

The Congress for Cultural Freedom is remembered as a paramount example of the “cultural cold wars.” In this paper, I discuss the ways in which this powerful transnational organization sought to promote “science studies” as a distinct – and politically relevant – area of expertise, and part of the CCF broader agenda to offer a renewed framework for liberalism. By means of its Study Groups, international conferences and its periodicals, such as Minerva, the Congress developed into an influential forum for (...) examining the ways Big Science impacted the relations between science, society, and politics, thus constituting a semi-institutional niche for Science Studies before its professionalization within academia during the 1970s. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. This article analyzes the transformation of Minerva from an intellectual towards a scholarly journal by making use of bibliometric methods. The aim is to provide some empirical insights that help to understand what properties of the journal changed in the course of this transformation process. Minerva was one of the first journals that reflected on science and its role in society and science policy in particular. Analyzing the development of the journal sheds light on the emergence of science (policy) studies (...) and on Minerva’s role as a forerunner in this field. In a first step, the methods will be described. The second section provides some empirical results of the publication output of Minerva and its relations to other journals in the field. The empirical findings are put into a broader perspective in the concluding third section. (shrink)

Notions of research quality are contextual in many respects: they vary between fields of research, between review contexts and between policy contexts. Yet, the role of these co-existing notions in research, and in research policy, is poorly understood. In this paper we offer a novel framework to study and understand research quality across three key dimensions. First, we distinguish between quality notions that originate in research fields and in research policy spaces. Second, drawing on existing studies, we identify three attributes (...) considered important for ‘good research’: its originality/novelty, plausibility/reliability, and value or usefulness. Third, we identify five different sites where notions of research quality emerge, are contested and institutionalised: researchers themselves, knowledge communities, research organisations, funding agencies and national policy arenas. We argue that the framework helps us understand processes and mechanisms through which ‘good research’ is recognised as well as tensions arising from the co-existence of conflicting quality notions. Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for (...) attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy. (shrink)

Funding agencies and large public scientific institutions are increasingly using the term “research portfolio” as a means of characterizing their research. While portfolios have long been used as a heuristic for managing corporate R&D, they remain ill-defined in a science policy context where research is aimed at achieving societal outcomes. In this article we analyze the discursive uses of the term “research portfolio” and propose some general considerations for their application in science policy. We explore the use of the term (...) in private R&D and related scholarly literature in existing science policy practices, and seek insight in relevant literature in science policy scholarship. While the financial analogy can in some instances be instructive, a simple transposition from the world of finance or of corporate R&D to public research is problematic. However, we do identify potentially fruitful uses of portfolio analysis in science policy. In particular, our review suggests that the concept of research portfolio can indeed be a useful analytical instrument for tackling complex societal challenges. Specifically, the strands of scholarship identified suggest that the use of research portfolio should: i) recognize the diversity of research lines relevant for a given societal challenge, given the uncertainty and ambiguity of research outcomes; ii) examine the relationships between research options of a portfolio and the expected societal outcomes; and iii) adopt a systemic perspective to research portfolios – i.e. examine a portfolio as a functional whole, rather than as the sum of its parts. We argue that with these considerations, portfolio-driven approaches may foster social inclusion in science policy decisions, help deliberation between “alternative” portfolios to tackle complex societal challenges, as well as promote cost-effectiveness and transparency. The organization of cutting-edge HEP laboratories has evolved in the intersection of academia, state agencies, and industry. Exponentially ever-larger and more complex knowledge-intensive operations, the laboratories have often faced the challenges of, and required organizational solutions similar to, those identified by a cluster of diverse theories falling under the larger heading of organization theory. The cluster has either shaped or accounted for the organization of industry and state administration. The theories also apply to HEP laboratories, as they have gradually and (...) uniquely hybridized their principles and solutions. Yet scholarship has virtually ignored this linkage and has almost exclusively focused on the laboratories’ presumably unique egalitarian organizational aspects. Guided by the principles developed in the organization theory cluster, we identify the basic organizational features of HEP laboratories in relation to their pursuit of narrow and broad epistemic goals. We also provide a set of criteria and methods for assessing the efficiency of the identified organizational features in achieving such goals. (shrink)

U.S. federal research funding is generally justified by promises of public benefits, but the specific natures and distribution of such benefits often remain vague and ambiguous. Furthermore, the metrics by which outcomes are reported often do not necessarily or strongly imply the achievement of public benefits. These ambiguities and discontinuities make it difficult to assess the public outcomes of federal research programs. This study maps the terms in which the purposes and the outcomes of Advanced Research Projects Agency-Energy -a relatively (...) young and innovatively structured federal research agency-have been discussed and reported. I find that ARPA-E’s creation and funding have been justified with reference to a broad repertoire of economic, environmental, and national security values, but that the agency has been evaluated only through intermediate scientific and economic metrics and study of internal organizational structure. I suggest that these means of assessment elide ARPA-E’s lack of the financial scale, long time horizon, built-in customer, and radical vision which have been historically important to high-impact federal innovation, and I recommend the tracking of metrics more directly related to ARPA-E’s public value purposes as the agency grows older. This discussion illustrates the inadequacy of currently widespread metrics and conventional wisdom for the design and assessment of societally relevant research. (shrink)

Much has been written about the linear model of innovation. While it may have been the dominant model used to explain technological innovation for decades, alternatives did exist. One such alternative—generally discussed as being the exact opposite of the linear model—is the demand-pull model. Beginning in the 1960s, people from different disciplines started looking at technological innovation from a demand rather than a supply perspective. The theory was that technological innovation is stimulated by market demand rather than by scientific discoveries. (...) However, few traces of the demand-pull model remain in the literature today. This article looks at what happened to the demand-pull model from a historical perspective, at three points in time: birth, crystallization, and death. It suggests that the idea of demand as a factor explaining technological innovation emerged in the 1960s, was formalized into models in the 1970-1980s, then got integrated into “multidimensional” models. From then on, the demand-pull model disappeared from the literature, existing only as an object of the past, like the linear model of innovation. (shrink)

Interviews with researchers in two fields of condensed matter physics point to differences in their strategies for success. In one, synthesizing interdisciplinary knowledge takes priority over developing sophisticated instrumentation; in the other, developing instru ments is crucial. As a result, the fields differ in other ways, such as growth rates, presence of dilettantes, and freedom available to plan experiments. The differing priority given to instrumentation in each field suggests that blanket generalizations about advances in instrumentation being crucial to advances in (...) science are too simple.
