Recent sociological/philosophical treatments of expertise, best represented by the work of Steve Fuller, attempt to (1) reduce displays of expertise to sophistic exercises of discretionary power, and (2) refute the claim that because laypeople are epistemically inferior to experts, it is rational to defer to an expert's opinion rather than making up one's own mind. But upon inspection, Fuller fails to provide reasonable grounds for liberating laypeople from the tyranny of cognitive authoritarianism. Rather, he presents a patronizing description of the (...) expert‐lay relation, one that actually makes the public seem more ignorant than is warranted. (shrink)

Dreyfus's model of expert skill acquisition is philosophically important because it shifts the focus on expertise away from its social and technical externalization in STS, and its relegation to the historical and psychological context of discovery in the classical philosophy of science, to universal structures of embodied cognition and affect. In doing so he explains why experts are not best described as ideologues and why their authority is not exclusively based on social networking. Moreover, by phenomenologically analyzing expertise from a (...) first person perspective, he reveals the limitations of, and sometimes superficial treatment that comes from, investigating expertise from a third person perspective. Thus, he shows that expertise is a prime example of a subject that is essential to science but can only be fully elaborated with the aid of phenomenological tools. However, both Dreyfus's descriptive model and his normative claims are flawed due to the lack of hermeneutical sensitivity. He assumes an expert's knowledge has crystallized out of contextual sensitivity plus experience, and that an expert has shed, during the training process, whatever prejudices, ideologies, hidden agendas, or other forms of cultural embeddedness, that person might have begun with. One would never imagine, from Dreyfus's account, that society could possibly be endangered by experts, only how society's expectations and actions could endanger experts. The stories of actual controversies not only shows things do not work the way Dreyfus claims, but also that it would be less salutary if they did. Such stories amount to counterexamples to Dreyfus's normative claims, and point to serious shortcomings in his arguments. (shrink)

An important aspect of any meaningful public discussion about developments in gene technology is the provision of opportunities for interested publics to engage in sociable public discourse with other lay people and with experts. This article reports on a series of peer group conversations conducted in late 1996 and early 1997 with sixteen community groups in Perth, Western Australia, interested in gene therapy technology. With the case of cystic fibrosis as a particular focus, and using background resource material as a (...) stimulus for discussion, the participating groups explored a range of value issues arising from the new genetic medicine. This more discursive context enabled participants to express a number of background or life-world concerns about genetic medicine, concerns that are often obscured by the dominant biomedical and bioethical discourses. The regulation of innovation reflects a specific imaginary of the role of governance that makes it external to the field it governs. It is argued that this decision and rule-based view of regulation is insufficient to deal with the inescapable uncertainties that are produced by innovation. In particular, relying on risk-based knowledge as the basis of regulation fails to deal sufficiently both with the problem that innovation ensures the future will not resemble the past, and with the problem that the (...) social priorities that underlie innovation often remain unquestioned. Recently, rights-based frameworks have been defended as principle-based approaches to innovation governance that address the gaps which trouble an understanding of regulation as guided by risk-based decision procedures. An alternative view of governance is defended, based on a concept of care drawn from feminist ethics and other traditions. Care aims, not at justifying punctual decisions, but at transforming institutions and practices, with the goal of creating specific institutional ‘virtues’, and requires the broad and deep participation of publics in shaping innovation. Today, a major technological trend is the increasing focus on the person: technical systems personalize, customize, and tailor to the person in both beneficial and troubling ways. This trend has moved beyond the realm of commerce and has become a matter of public governance, where systems for citizen risk scoring, predictive policing, and social credit scores proliferate. What these systems have in common is that they may target the person and her ethical and political dispositions, her virtues. Virtue ethics is (...) the most appropriate approach for evaluating the impacts of these new systems, which has translated in a revival of talk about virtue in technology ethics. Yet, the focus on individual dispositions has rightly been criticized for lacking a concern with the political collective and institutional structures. This paper advocates a new direction of research into civic virtue, which is situated in between personal dispositions and structures of governance. First, it surveys the discourse on virtue ethics of technology, emphasizing its neglect of the political dimension of impacts of emerging technologies. Second, it presents a pluralist conception of civic virtue that enables us to scrutinize the impact of technology on civic virtue on three different levels of reciprocal reputation building, the cultivation of internal goods, and excellence in the public sphere. Third, it illustrates the benefits of this conceptions by discussing some paradigmatic examples of emerging technologies that aim to cultivate civic virtue. (shrink)

Inspired by the thinking of authors such as Andrew Feenberg, Tim Ingold and Richard Sennett, this article sets forth substantial criticism of the ‘social uprooting of technology’ paradigm, which deterministically considers modern technology an autonomous entity, independent and indifferent to the social world (practices, skills, experiences, cultures, etc.). In particular, the authors’ focus on demonstrating that the philosophy,methodology and experience linked to open source technological development represent an emblematic case of re-encapsulation of the technical code within social relations (reskilling practices). (...) Open source is discussed as a practice, albeit not unique, of community empowerment aimed at the participated and shared rehabilitation of technological production ex-ante. Furthermore, the article discusses the application of open source processes in the agro-biotechnological field, showing how they may support a more democratic endogenous development, capable of binding technological innovation to the objectives of social (reducing inequalities) and environmental sustainability to a greater degree. Nanotechnologies are enabling technologies which rely on the manipulation of matter on the scale of billionths of a metre. It has been argued that scientific uncertainties surrounding nanotechnologies and the inability of regulatory agencies to keep up with industry developments mean that voluntary regulation will play a part in the development of nanotechnologies. The development of technological applications based on nanoscale science is now increasingly seen as a potential test case for new models of regulation based on future-oriented responsibility, lifecycle (...) risk management, and upstream public engagement. This article outlines findings from a project undertaken in 2008–2009 for the UK Government’s Department of Environment, Food and Rural Affairs (DEFRA) by BRASS at Cardiff University, involving an in-depth survey both of current corporate social responsibility (CSR) reporting in the UK nanotechnologies industry, and of attitudes to particular stakeholder issues within the industry. The article analyses the results to give an account of the nature of corporate social performance (CSP) within the industry, together with the particular model of CSR operating therein (‘do no harm’ versus ‘positive social force’). It is argued that the nature of emerging technologies requires businesses to adopt particular visions of CSR in order to address stakeholder issues, and that the nanotechnologies industry presents specific obstacles and opportunities in this regard. This paper is an attempt to examine issues and problemsraised by agricultural biotechnology by drawing on the richnessof contemporary ideas in ethical theory and thereby contribute tothe project of establishing new approaches to these problems. Thefundamental argument is that many of the negative aspects ofagricultural biotechnology are generated at the level of theunderlying conceptual frameworks that shape the technology''sinternal modes of organization, rather than the unintendedeffects of the application of an inherently benevolent set oftechniques. If ``food ethics'''' is to address (...) the adverse impacts ofagricultural biotechnology, it must ultimately challenge theseconceptual frames, which, I argue, emerge from Enlightenment,liberal, political, and economic theory.The translation of traditional bioethics (focusing on principlessuch as autonomy and rights, justice, and well being) into foodethics does not produce the critical tools that are ableadequately to challenge the harmful legacy of Enlightenmentthinking. What is needed are reorientations of ethics that arecapable of formulating concepts and approaches that to someextent break with the presuppositions that underpin biotechnologyat its foundation. This paper suggests that narrative andfeminist critiques of medical bioethics are a good place to startin this project. (shrink)

While e-commerce has grown rapidly in recent years, some of the practices associated with certain aspects of marketing on the Internet, such as pop-ups, cookies, and spam, have raised concerns on the part of Internet users. In this paper I examine the nature of these practices and what I take to be the underlying source of this concern. I argue that the ethical issues surrounding these Internet marketing techniques move us beyond the traditional treatment of the ethics of marketing and (...) advertising found in discussions of business ethics previously. Rather, I show that the questions they raise ultimately turn upon questions of technique and the ways in which technologies can transform the fundamental means by which relationships are established and maintained within a social environment. I then argue that the techniques of e-commerce are indeed transforming the means by which businesses relate to consumers, and that this transformation is affecting the applicability of our previous ways of demarcating the imperatives determining the limits of accessibility between consumers and businesses. Properly addressing the ethical status of the techniques of e-marketing as such necessarily moves us to consider the changes that Internet commerce are having upon the norms that govern individuals in their relations with others. This dissertation offers a phenomenological approach to the comprehension of Information Technology and Strategy, and of the relationships between these two phenomena. We argue that in order thoughtfully to understand the manifold connections between IT and Strategy, their contradictions, shortcomings, and possibilities, one has to rely on the essence of each of these phenomena. The rationale of this approach implied the need to make explicit the ontological assumptions on which the investigation relies. An essential uncovering of that which IT and (...) Strategy are can only take place as long as we lay bare a primary position on the nature of that which is. Martin Heidegger's Being and Time and, to a lesser extent, the theory of autopoiesis are the foundations of this investigation. We claim that these theories are paradigmatically consistent and show relevant complementarities, namely in what concerns the issues of action information, and knowledge. The matching of these two theories provides the ontological and epistemological grounds of the investigation. Within this fundamental setting we argue that IT and Strategy will only essentially show up as long as they are accessed in-the-world in which they are. The research applies the phenomenological method of investigation in its original form as developed by Edmund Husserl. However we extend the Husserlian formulation in a last phase by using the arguments of Heidegger on the opening up of possible concealed meanings of phenomena. The method sets the boundaries of the research. IT and strategy are phenomenological analysed not as empirical objects, event, or states of affairs, but as intentional objects of consciousness. These are formally indicated from the outset of the investigation as the ITness of IT and the Strategyness of Strategy. The central conclusions of the investigation are that IT is an ontological phenomenon substantively penetrating the being-in-the-world we, ourselves, are; and, Strategy, essentially choosing to choose, has been unfolding throughout History guided by the concealed meaning of a striving for an authentic identity. These essential notions uncover a complex set of relationships between the phenomena. Those relationships are thus described and characterised. We also show that although phenomenology is not empirical its results have many important implications for the empirical world. (shrink)
