Drawing on insights from causal theories of reference, teleosemantics, and state space semantics, a theory of naturalized mental representation. In A Mark of the Mental, Karen Neander considers the representational power of mental states—described by the cognitive scientist Zenon Pylyshyn as the “second hardest puzzle” of philosophy of mind. The puzzle at the heart of the book is sometimes called “the problem of mental content,” “Brentano's problem,” or “the problem of intentionality.” Its motivating mystery is how neurobiological states can have (...) semantic properties such as meaning or reference. Neander proposes a naturalistic account for sensory-perceptual representations. Neander draws on insights from state-space semantics, causal theories of reference, and teleosemantic theories. She proposes and defends an intuitive, theoretically well-motivated but highly controversial thesis: sensory-perceptual systems have the function to produce inner state changes that are the analogs of as well as caused by their referents. Neander shows that the three main elements—functions, causal-information relations, and relations of second-order similarity—complement rather than conflict with each other. After developing an argument for teleosemantics by examining the nature of explanation in the mind and brain sciences, she develops a theory of mental content and defends it against six main content-determinacy challenges to a naturalized semantics. This 2001 book offers an examination of functional explanation as it is used in biology and the social sciences, and focuses on the kinds of philosophical presuppositions that such explanations carry with them. It tackles such questions as: why are some things explained functionally while others are not? What do the functional explanations tell us about how these objects are conceptualized? What do we commit ourselves to when we give and take functional explanations in the life sciences and the social (...) sciences? McLaughlin gives a critical review of the debate on functional explanation in the philosophy of science. He discusses the history of the philosophical question of teleology, and provides a comprehensive review of the post-war literature on functional explanation. What Functions Explain provides a sophisticated and detailed Aristotelian analysis of our concept of natural functions, and offers a positive contribution to the ongoing debate on the topic. In this paper, we develop an organizational account that defines biological functions as causal relations subject to closure in living systems, interpreted as the most typical example of organizationally closed and differentiated self-maintaining systems. We argue that this account adequately grounds the teleological and normative dimensions of functions in the current organization of a system, insofar as it provides an explanation for the existence of the function bearer and, at the same time, identifies in a non-arbitrary way the norms that (...) functions are supposed to obey. I present and defend the generalized selected effects theory (GSE) of function. According to GSE, the function of a trait consists in the activity that contributed to its bearer’s differential reproduction, or differential retention, within a population. Unlike the traditional selected effects (SE) theory, it does not require that the functional trait helped its bearer reproduce; differential retention is enough. Although the core theory has been presented previously, I go significantly beyond those presentations by providing a new argument for GSE (...) and defending it from a recent objection. Mainstream teleosemantics is the view that mental representation should be understood in terms of biological functions, which, in turn, should be understood in terms of selection processes. One of the traditional criticisms of teleosemantics is the problem of novel contents: how can teleosemantics explain our ability to represent properties that are evolutionarily novel? In response, some have argued that by generalizing the notion of a selection process to include phenomena such as operant conditioning, and the neural selection that underlies it, (...) we can resolve this problem. Here, we do four things: we develop this suggestion in a rigorous way through a simple example, we draw on recent neurobiological research to support its empirical plausibility, we defend the move from a host of objections in the literature, and we sketch how the picture can be extended to help us think about more complex “conceptual” representations and not just perceptual ones. Both biologists and philosophers often make use of simple verbal formulations of necessary and sufficient conditions for evolution by natural selection (ENS). Such summaries go back to Darwin's Origin of Species (especially the "Recapitulation"), but recent ones are more compact.1 Perhaps the most commonly cited formulation is due to Lewontin.2 These summaries tend to have three or four conditions, where the core requirement is a combination of variation, heredity, and fitness differences. The summaries are employed in several ways. First, they (...) are often used in pedagogical contexts, and in showing the coherence of evolutionary theory in response to attacks from outside biology. Second, they are important in discussions of extensions of evolutionary principles to new domains, such as cultural change. The summaries also have intrinsic scientific and philosophical interest as attempts to capture some core principles of evolutionary theory in a highly concise way. Despite their prominence, both the proper formulation and status of these summaries are unclear. Standard formulations are subject to counterexamples, and their relations to formal models of evolutionary change are not straightforward. Here I look closely at these verbal summaries, and at how they relate to formal models. Are the summaries merely rough approximations that have no theoretical role of their own? Perhaps they could operate as theoretical statements in Darwin's time, but have now been superseded by more exact treatments. (shrink)

Perceptual representations have distal content: they represent external objects and their properties, not light waves or retinal images. This basic fact presents a fundamental problem for ‘input-oriented’ theories of perceptual content. As I show in the first part of this paper, this even holds for what is arguably the most sophisticated input-oriented theory to date, namely Karen Neander's informational teleosemantics. In the second part of the paper, I develop a new version of informational teleosemantics, drawing partly on empirical psychology, and (...) partly on philosophical considerations. I shall argue that this version has all the virtues of Neander's original theory, but also the further crucial advantage of being able to account for the distality of perceptual content. (shrink)

Function and teleology can be naturalized either by reference to systems with a particular type of organization or by reference to a particular kind of history. As functions are generally ascribed to states or traits according to their current role and regardless of their origin, etiological accounts are inappropriate. Here, I offer a systems-theoretical interpretation as a new version of an organizational account of functionality, which is more comprehensive than traditional cybernetic views and provides explicit criteria for empirically testable function (...) ascriptions. I propose, that functional states, traits or items are those components of a complex system, which are under certain circumstances necessary for their self-re-production. I show, how this notion can be applied in intra- and trans-generational function ascriptions in biology, how it can deal with the problems of multifunctionality and functional equivalents, and how it relates to concepts like fitness and adaptation. Finally, I argue that most intentional explanations can be treated as functional explanations. (shrink)

Perceptual constancies have been studied by psychologists for decades, but in recent years, they have also become a major topic in the philosophy of mind. One reason for this surge of interest is Tyler Burge’s (2010) influential claim that constancy mechanisms mark the difference between perception and mere sensitivity, and thereby also the difference between organisms with genuine representational capacities and ‘mindless’ beings. Burge’s claim has been the subject of intense debate. It is becoming increasingly clear, however, that we cannot (...) hope to settle this debate (as well as related debates in the philosophy of mind) without a clear and substantive theoretical account of what perceptual constancies are. In the first part of this paper, I argue that the standard definitions in the literature fall short of providing such an account. Still, as I aim to show in the second part of the paper, by taking a closer look at some of the paradigm examples, it is possible to construct a plausible general account of perceptual constancies that is both clear and substantive, and that can serve as a firm foundation for settling debates like the dispute about Burge’s ‘constancy mechanism criterion’ for perception. Dynamicism has provided cognitive science with important tools to understand some aspects of “how cognitive agents work” but the issue of “what makes something cognitive” has not been sufficiently addressed yet, and, we argue, the former will never be complete without the later. Behavioristic characterizations of cognitive properties are criticized in favor of an organizational approach focused on the internal dynamic relationships that constitute cognitive systems. A definition of cognition as adaptive-autonomy in the embodied and situated neurodynamic domain is provided: (...) the compensatory regulation of a web of stability dependencies between sensorimotor structures, is created and preserved during a historical/developmental process. We highlight the functional role of emotional embodiment: internal bioregulatory processes coupled to the formation and adaptive regulation of neurodynamic autonomy. Finally, we discuss a “minimally cognitive behavior program” in evolutionary simulation modelling suggesting that much is to be learned from a complementary “minimally cognitive organization program”. Teleosemantic theories of representation are often criticized as being “too liberal”, i.e. as categorizing states as representations which are not representational at all. Recently, a powerful version of this objection has been put forth by Tyler Burge. Focusing on perception, Burge defends the claim that all teleosemantic theories apply too broadly, thereby missing what is distinctive about representation. Contra Burge, I will argue in this paper that there is a teleosemantic account of perceptual states that does not fall prey to (...) this problem, and that we can arrive at this account by combining some of Burge’s insights with a producer-oriented version of teleosemantics. The resulting theory turns out to be attractive and perfectly coherent. By contrast, the coherence of Burge’s own anti-teleosemantic approach becomes quite doubtful under closer examination—or so I will argue. (shrink)

What is the biological function of perception? I hold perception, especially visual perception in humans, has the biological function of accurately representing the environment. Tyler Burge argues this cannot be so in Origins of Objectivity (Oxford, 2010), for accuracy is a semantical relationship and not, as such, a practical matter. Burge also provides a supporting example. I rebut the argument and the example. Accuracy is sometimes also a practical matter if accuracy partly explains how perception contributes to survival and reproduction.

We argue that the transition from unicellular to multicellular systems raises important conceptual challenges for understanding agency. We compare several MC systems displaying different forms of collective behavior, and we analyze whether these actions can be considered organismically integrated and attributable to the whole. We distinguish between a ‘constitutive’ and an ‘interactive’ dimension of organizational complexity, and we argue that MC agency requires a radical entanglement between the related processes which we call “the constitutive-interactive closure principle”. We explain in detail (...) that this is not possible without a regulatory center functionally integrating the two dimensions, and we also argue that, in turn, this type of regulation would not be possible without a special type of organization between the cells required for the development and maintenance of systems capable of integrated behavior. What are the earliest beings that have minds in evolutionary order? Two marks of mind are consciousness and representation. I focus on representation. I distinguish a psychologically distinctive notion of representation from a family of notions, often called ‘representation’, that invoke information, causation, and/or function. The psychologically distinctive notion implies that a representational state has veridicality conditions as an aspect of its nature. Perception is the most primitive type of representational state. It is a natural psychological kind, recognized in a (...) mature science: perceptual psychology. This kind involves a type of objectification, and is marked by perceptual constancies. The simplest animals known to exhibit perceptual constancies, perception, and representation in a distinctively psychological sense, are certain arthropods. Representational mind, or representational psychology, begins in the arthropods. We lack scientific knowledge about the beginnings of consciousness. Consciousness is neither necessary nor sufficient for perception. I conclude by reflecting on the kinds mind and psychology. (shrink)

Godfrey-Smith’s environmental complexity thesis is most often applied to multicellular animals and the complexity of their macroscopic environments to explain how cognition evolved. We think that the ECT may be less suited to explain the origins of the animal bodily organization, including this organization’s potentiality for dealing with complex macroscopic environments. We argue that acquiring the fundamental sensorimotor features of the animal body may be better explained as a consequence of dealing with internal bodily—rather than environmental complexity. To press and (...) elucidate this option, we develop the notion of an animal sensorimotor organization that derives from an internal coordination account for the evolution of early nervous systems. The ASMO notion is a reply to the question how a collection of single cells can become integrated such that the resulting multicellular organization becomes sensitive to and can manipulate macroscopic features of both the animal body and its environment. In this account, epithelial contractile tissues play the central role in the organization behind complex animal bodies. In this paper, we relate the ASMO concept to recent work on epithelia, which provides empirical evidence that supports central assumptions behind the ASMO notion. Second, we discuss to what extent the notion applies to basic animal architectures, exemplified by sponges and jellyfish. We conclude that the features exhibited by the ASMO are plausibly explained by internal constraints acting on and within this multicellular organization, providing a challenge for the role the ECT plays in this context. I defend and revise the systematic account of normative functions (teleofunctions), as recently developed by Gerhard Schlosser and by W. D. Christensen and M. H. Bickhard. This account proposes that teleofunctions are had by structures that play certain kinds of roles in complex systems. This theory is an alternative to the historical etiological account of teleofunctions, developed by Ruth Millikan and others. The historical etiological account is susceptible to a general ontological problem that has been under-appreciated, and that offers important (...) reasons to adopt the systematic account. However, the systematic account must be revised to allow for two distinct kinds of teleofunctions in order to avoid another ontological problem. (shrink)

Representations are not only used in our folk-psychological explanations of behaviour, but are also fruitfully postulated, for example, in cognitive science. The mainstream view in cognitive science maintains that our mind is a representational system. This popular view requires an understanding of the nature of the entities they are postulating. Teleosemantic theories face this challenge, unpacking the normativity in the relation of representation by appealing to the teleological function of the representing state. It has been argued that, if intentionality is (...) to be explained in teleological terms, then the function of a state cannot depend on its phylogenetical history, given the metaphysical possibility of a duplicate of an intentional being that lacks an evolutionary history. In this paper, I present a method to produce, according to our current knowledge in genetic engineering, human-like individuals who are not the product of natural selection in the required sense. This variation will be used to shed light on the main replies that have been offered in the literature to the Swampman thought experiment. I argue that these replies are not satisfactory: representations should better not depend on natural selection. I conclude that a non-etiological notion of function is to be preferred for characterizing the relation of representation. (shrink)

A meaningful distinction can be made between functions and mere effects in biological systems without resorting to teleological arguments: (i) biological systems must cope with a multitude of problems or they will cease to exist; (ii) the solutions to these problems invariably depend on circular causal chains (“feedback loops”); and (iii) biological functions are attributes of elements in biological systems that have an effect which, by contributing to the correcting behavior of a feedback control system, assists in solving a biological (...) problem. The analysis is applied to several biological systems. The proposed solution is discussed primarily in its relation to two popular approaches to the concept of biological function, i.e., the “causal role accounts” and the “selected effect accounts”. In Origins of Objectivity, Burge presents three arguments against what he calls ‘deflationism’: the project of explaining the representational function in terms of the notion of biological function. I evaluate these arguments and argue that they are not convincing.

There is a long-lasting quest of demarcating a minimally representational behavior. Based on neurophysiologically-informed behavioral studies, we argue in detail that one of the simplest cases of organismic behavior based on low-resolution spatial vision–the visually-guided obstacle avoidance in the cubozoan medusaTripedalia cystophora–implies already a minimal form of representation. We further argue that the characteristics and properties of this form of constancy-employing structural representation distinguish it substantially from putative representational states associated with mere sensory indicators, and we reply to some possible (...) objections from the liberal representationalists camp by defending and qualitatively demarcating the minimal nature of our case. Finally, we briefly discuss the implications of our thesis within a naturalistic framework. (shrink)
