There has been a long-standing dispute in the philosophical literature about the conditions under which a behavior counts as 'intentional.' Much of the debate turns on questions about the use of certain words and phrases in ordinary language. The present paper investigates these questions empirically, using experimental techniques to investigate people's use of the relevant words and phrases. g.

Unfit for the Future argues that the future of our species depends on radical enhancement of the moral aspects of our nature. Population growth and technological advances are threatening to undermine the conditions of worthwhile life on earth forever. In this essay, I draw on Haidt’s and Baron’s respective insights in the service of a bit of philosophical psychoanalysis. I will argue that deontological judgments tend to be driven by emotional responses, and that deontological philosophy, rather than being grounded in moral reasoning, is to a large extent3 an exercise in moral rationalization. This is in contrast to consequentialism, which, I will argue, arises from rather different psychological processes, ones that are more “cognitive,” and more likely to involve genuine (...) moral reasoning. These claims are strictly empirical, and I will defend them on the basis of the available evidence. Needless to say, my argument will be speculative and will not be conclusive. Beyond this, I will argue that if these empirical claims are true, they may have normative implications, casting doubt on deontology as a school of normative moral thought. (shrink)

Fundamental to ethics, he claims, is the idea of ultimate reasons for action; and he argues controversially that these reasons do not depend on moral concepts. He investigates the nature of reasons themselves, and how we come to know them. We respond to a number of objections raised by John Harris in this journal to our argument that we should pursue genetic and other biological means of morally enhancing human beings (moral bioenhancement). We claim that human beings now have at their disposal means of wiping out life on Earth and that traditional methods of moral education are probably insufficient to achieve the moral enhancement required to ensure that this will not happen. Hence, we argue, moral bioenhancement should be sought (...) and applied. We argue that cognitive enhancement and technological progress raise acute problems because it is easier to harm than to benefit. We address objections to this argument. We also respond to objections that moral bioenhancement: (1) interferes with freedom; (2) cannot be made to target immoral dispositions precisely; (3) is redundant, since cognitive enhancement by itself suffices. This paper identifies human enhancement as one of the most significant areas of bioethical interest in the last twenty years. It discusses in more detail one area, namely moral enhancement, which is generating significant contemporary interest. The author argues that so far from being susceptible to new forms of high tech manipulation, either genetic, chemical, surgical or neurological, the only reliable methods of moral enhancement, either now or for the foreseeable future, are either those that have been in human and (...) animal use for millennia, namely socialization, education and parental supervision or those high tech methods that are general in their application. By that is meant those forms of cognitive enhancement that operate across a wide range of cognitive abilities and do not target specifically ‘ethical’ capacities. The paper analyses the work of some of the leading contemporary advocates of moral enhancement and finds that in so far as they identify moral qualities or moral emotions for enhancement they have little prospect of success. Psychologists have long assumed that the motivation for all intentional action, including all action intended to benefit others, is egoistic. People benefit others because, ultimately, to do so benefits themselves. The empathy-altruism hypothesis challenges this assumption. It claims that empathic emotion evokes truly altruistic motivation, motivation with an ultimate goal ofbenefiting not the self but the person for whom empathy is felt. Logical and psychological distinctions between egoism and altruism are reviewed, providing a conceptualframeworkfor empirical tests for the existence of (...) altruism. Results of empirical tests to date are summarized; these results provide impressive support for the empathy-altruism hypothesis. We conclude that the popular and parsimonious explanation ofprosocial motivation in terms ofuniversal egoism must give way to a pluralistic explanation that includes altruism as well as egoism. Implications of such a pluralism are briefly noted, not only for our understanding ofprosocial motivation but also for our understanding of human nature and of the emotion-motivation link. (shrink)

Opponents of biomedical enhancement often claim that, even if such enhancement would benefit the enhanced, it would harm others. But this objection looks unpersuasive when the enhancement in question is a moral enhancement — an enhancement that will expectably leave the enhanced person with morally better motives than she had previously. In this article I (1) describe one type of psychological alteration that would plausibly qualify as a moral enhancement, (2) argue that we will, in the medium-term future, probably be (...) able to induce such alterations via biomedical intervention, and (3) defend future engagement in such moral enhancements against possible objections. My aim is to present this kind of moral enhancement as a counter-example to the view that biomedical enhancement is always morally impermissible. (shrink)

abstract As history shows, some human beings are capable of acting very immorally. 1 Technological advance and consequent exponential growth in cognitive power means that even rare evil individuals can act with catastrophic effect. The advance of science makes biological, nuclear and other weapons of mass destruction easier and easier to fabricate and, thus, increases the probability that they will come into the hands of small terrorist groups and deranged individuals. Cognitive enhancement by means of drugs, implants and biological (including (...) genetic) interventions could thus accelerate the advance of science, or its application, and so increase the risk of the development or misuse of weapons of mass destruction. We argue that this is a reason which speaks against the desirability of cognitive enhancement, and the consequent speedier growth of knowledge, if it is not accompanied by an extensive moral enhancement of humankind. We review the possibilities for moral enhancement by biomedical and genetic means and conclude that, though it should be possible in principle, it is in practice probably distant. There is thus a reason not to support cognitive enhancement in the foreseeable future. However, we grant that there are also reasons in its favour, but we do not attempt to settle the balance between these reasons for and against. Rather, we conclude that if research into cognitive enhancement continues, as it is likely to, it must be accompanied by research into moral enhancement. (shrink)

In what follows, I wish to discuss empathy and sympathy’s relevance to ethics, taking recent findings into account. In particular, I want to consider sympathy’s relation to the idea of a person’s good or well-being. It is obvious and uncontroversial that sympathetic concern for a person involves some concern for her good and some desire to promote it. What I want to suggest is that the concept of a person’s good or well-being is one we have because we are capable (...) of care and sympathetic concern. Well-being is normative for care in the sense that it is intrinsic to the very idea of a person’s good that threats to it are what it makes sense to be concerned about for that person for her sake. Four experiments examined people’s folk-psychological concept of intentional action. The chief question was whether or not _evaluative _considerations — considerations of good and bad, right and wrong, praise and blame — played any role in that concept. The results indicated that the moral qualities of a behavior strongly influence people’s judgements as to whether or not that behavior should be considered ‘intentional.’ After eliminating a number of alternative explanations, the author concludes that this effect is best explained by the hypothesis (...) that evaluative considerations do play some role in people’s concept of intentional action.<b> </b>. Empathy can be characterized as a vicarious emotion that one person experiences when reflecting on the emotion of another. So characterized, empathy is sometimes regarded as a precondition on moral judgment. This seems to have been Hume's view. I review various ways in which empathy might be regarded as a precondition and argue against each of them: empathy is not a component, a necessary cause, a reliable epistemic guide, a foundation for justification, or the motivating force behind our moral judgments. (...) In fact, empathy is prone to biases that render it potentially harmful. Another construct—concern—fares somewhat better, but it is also of limited use. I argue that, instead of empathy, moral judgments involve emotions such as anger, disgust, guilt, and admiration. These, not empathy, provide the sentimental foundation for morality. (shrink)

This article draws attention to several common mistakes in thinking about biomedical enhancement, mistakes that are made even by some supporters of enhancement. We illustrate these mistakes by examining objections that John Harris has recently raised against the use of pharmacological interventions to directly modulate moral decision-making. We then apply these lessons to other influential figures in the debate about enhancement. One upshot of our argument is that many considerations presented as powerful objections to enhancement are really strong considerations in (...) favour of biomedical enhancement, just in a different direction. Another upshot is that it is unfortunate that much of the current debate focuses on interventions that will radically transform normal human capacities. Such interventions are unlikely to be available in the near future, and may not even be feasible. But our argument shows that the enhancement project can still have a radical impact on human life even if biomedical enhancement operated entirely within the normal human range. (shrink)

This beautifully written book by one of the world's leading moral philosophers argues that the key to a fulfilled life is to pursue wholeheartedly what one cares about, that love is the most authoritative form of caring, and that the purest form of love is, in a complicated way, self-love. Harry Frankfurt writes that it is through caring that we infuse the world with meaning. Caring provides us with stable ambitions and concerns; it shapes the framework of aims and interests (...) within which we lead our lives. The most basic and essential question for a person to raise about the conduct of his or her life is not what he or she should care about but what, in fact, he or she cannot help caring about. The most important form of caring, Frankfurt writes, is love, a nonvoluntary, disinterested concern for the flourishing of what is loved. Love is so important because meaningful practical reasoning must be grounded in ends that we do not seek only to attain other ends, and because it is in loving that we become bound to final ends desired for their own sakes. Frankfurt argues that the purest form of love is self-love. This sounds perverse, but self-love--as distinct from self-indulgence--is at heart a disinterested concern for whatever it is that the person loves. The most elementary form of self-love is nothing more than the desire of a person to love. Insofar as this is true, self-love is simply a commitment to finding meaning in our lives. (shrink)

Techniques for achieving moral enhancement will modify brain processes to produce what is alleged to be more moral conduct. Neurophilosophy and neuroethics must ponder what “moral enhancement” could possibly be, if possible at all. Objections to the very possibility of moral enhancement, raised from various philosophical and neuroscientific standpoints, fail to justify skepticism, but they do place serious constraints on the kinds of efficacious moral enhancers. While there won't be a “morality pill,” and hopes for global moral enlightenment will remain (...) hopes, there will be a large variety of behavioral modifiers described as enhancers of some aspect of morality or another according to prevailing social norms. The most likely moral enhancers that will be designed, tested, and marketed in the near future will attempt to alleviate seriously immoral and illegal behavior. Some enhancers diminishing antisocial conduct and a few designed to elevate moral conduct above normal levels will also become available, although their widespread use is doubtful. There will also be specialized modifications for enhancing whatever an individual personally regards as moral, and for enabling better performance by a person in an operational role. A measure of skepticism toward all the proposed kinds of moral enhancement is advised, and where political implementation of moral enhancers is concerned, a healthy amount of cynicism as well. In ‘Moral Enhancement, Freedom, and the God Machine’, Savulescu and Persson argue that recent scientific findings suggest that there is a realistic prospect of achieving ‘moral enhancement’ and respond to Harris's criticism that this would threaten individual freedom and autonomy. I argue that although some pharmaceutical and neuro‐scientific interventions may influence behaviour and emotions in ways that we may be inclined to evaluate positively, describing this as ‘moral enhancement’ presupposes a particular, contested account, of what it is to act morally (...) and implies that entirely familiar drugs such as alcohol, ecstasy, and marijuana are also capable of making people ‘more moral’. Moreover, while Savulescu and Persson establish the theoretical possibility of using drugs to promote autonomy, the real threat posed to freedom by ‘moral bioenhancement’ is that the ‘enhancers’ will be wielding power over the ‘enhanced’. Drawing on Pettit's notion of ‘freedom as non‐domination’, I argue that individuals may be rendered unfree even by a hypothetical technology such as Savulescu and Persson's ‘God machine’, which would only intervene if they chose to act immorally. While it is impossible to rule out the theoretical possibility that moral enhancement might be all‐things‐considered justified even where it did threaten freedom and autonomy, I argue that any technology for biomedical shaping of behaviour and dispositions is much more likely to be used for ill rather than good. A complete moral theory should combine substantive ethics with metaethics, including moral semantics, moral epistemology, moral ontology, moral psychology, and the definition of morality. All of these topics and more are discussed with great clarity, insight, and originality in Copp’s remarkable book. Some of Copp’s positions are known from earlier articles, but his book reveals interconnections that increase the plausibility of each view separately and of the structure as a whole.

In this paper, I first review some of the recent empirical work on the biasing effect that moral considerations have on folk ascriptions of intentional action. Then, I use Mark Alicke's affective model of blame attribution to explain this biasing effect. Finally, I discuss the relevance of this research - both philosophical and psychological - to the problem of the partiality of jury deliberation. After all, if the immorality of an action does affect folk ascriptions of intentionality, and all serious (...) criminal offenses - e.g., murder and rape - are immoral in addition to being illegal, then a juror's ability to determine the relevant mens rea (i.e., guilty mind) of a defendant in an unbiased way may be seriously undermined. In everyday discourse, we often draw a distinction between actions that are performed intentionally (e.g. opening your car door) and those that are performed unintentionally (e.g. shutting a car door on your finger). This distinction has interested philosophers working in a number of different areas. Indeed, intentional actions are not only the primary focus of those concerned with understanding and explaining human behavior, but they often occupy center stage in philosophical discussions of free will and moral and legal responsibility as (...) well. And while most philosophers agree that the distinction between intentional and unintentional action plays an important role in our folk psychology, there is still wide-scale disagreement about the precise nature of this role. On the surface, it seems plausible that the goodness or badness of an agent’s actions should be completely irrelevant to the question of whether she performed them intentionally, but there is growing evidence that ascriptions of intentional actions are affected by moral considerations. Joshua Knobe, for instance, has recently published a series of groundbreaking papers (2003a, 2003b, 2004) in which he suggests that people’s judgments concerning the intentionality of an action may sometimes depend on what they think about the action (...) – morally speaking. One of the more interesting results of Knobe’s psychological experiments is the discovery that people may have a lower threshold for judging that lucky (or unskilled) actions are intentional when these actions are praiseworthy or blameworthy than they do for judging that equally lucky (or unskilled) morally neutral actions are intentional. In this paper I show that this discovery – when supplemented with some additional empirical data – gives us a way of shedding new light on a controversy that was sparked by Ronald Butler in 1977 when he posed the following problem to the readers of Analysis. Moral enhancement techniques modifying brain processes to produce improved moral conduct present us with new challenges for how we grapple with the ethical questions raised. John Shook (2012) argues that we should greet these developments with some measure of skepticism and cynicism regarding their success and desirability. This commentary considers further Shook’s scepticism. It is argued that the issue of “moral enhancement” raises questions about which view(s) may benefit and the problems this poses for societies characterized by the fact of (...) reasonable pluralism. More importantly, it is further argued that moral enhancement runs into greater difficulties where enhancement is thought to contribute to alleviating illegal behavior. This is because law and morality are related imperfectly and, therefore, improved moral sensitivity may not translate into less illegality. Thus, moral enhancement techniques may create moral Frankensteins that (a) may undermine the existence of reasonable pluralism in modern liberal societies and (b) may fail to better achieve lawful behavior. The Retreat of Reason brings back to philosophy the ambition of offering a broad vision of the human condition. One of the main original aims of philosophy was to give people guidance about how to live their lives. Ingmar Persson resumes this practical project, which has been largely neglected in contemporary philosophy, but his conclusions are very different from those of the ancient Greeks. They typically argued that a life led in accordance with reason, a rational life, would also be (...) the happiest or most fulfilling. By exploring the irrationality of our attitudes to time, identity, and responsibility, Persson shows that the aim of living rationally conflicts not only with the aim of leading the most fulfilling life, but also with the moral aim of promoting the maximization and just distribution of fulfilment for all.
