How can phenomenal consciousness exist as an integral part of a physical universe? How can the technicolour phenomenology of our inner lives be created out of the complex neural activities of our brains? Very plausibly, nothing can be a genuine computing system unless it meets an input-sensitivity requirement. Otherwise all sorts of objects, such as rocks or pails of water, can count as performing computations, even such as might suffice for mentality—thus threatening computationalism about the mind with panpsychism. Maudlin in J Philos 86:407–432, ( 1989 ) and Bishop ( 2002a , b ) have argued, however, that such a requirement creates difficulties for computationalism about conscious experience, putting it in conflict with the (...) very intuitive thesis that conscious experience supervenes on physical activity. Klein in Synthese 165:141–153, ( 2008 ) proposes a way for computationalists about experience to avoid panpsychism while still respecting the supervenience of experience on activity. The functionalist view of the nature of the mind is now widely accepted. Like behaviorism and physicalism, functionalism seeks to answer the question "What are mental states?" I shall be concerned with identity thesis formulations of functionalism. They say, for example, that pain is a functional state, just as identity thesis formulations of physicalism say that pain is a physical state.

To make progress on the problem of consciousness, we have to confront it directly. In this paper, I first isolate the truly hard part of the problem, separating it from more tractable parts and giving an account of why it is so difficult to explain. I critique some recent work that uses reductive methods to address consciousness, and argue that such methods inevitably fail to come to grips with the hardest part of the problem. Once this failure is recognized, the (...) door to further progress is opened. In the second half of the paper, I argue that if we move to a new kind of nonreductive explanation, a naturalistic account of consciousness can be given. I put forward my own candidate for such an account: a nonreductive theory based on principles of structural coherence and organizational invariance, and a double-aspect theory of information. The paper contains an argument against functionalist theories of consciousness. The argument exploits an intuition to the effect that parts of an individual's brain that are not in use at a time t, can have no bearing on whether that individual is conscious at t. After presenting the argument, I defend it against two possible objections, and then distinguish it from two arguments to which it appears, on the surface to be similar.
