Mark Sagoff has written an engaging and provocative book about the contribution economics can make to environmental policy. Sagoff argues that economics can be helpful in designing institutions and processes through which people can settle environmental disputes. However, he contends that economic analysis fails completely when it attempts to attach value to environmental goods. It fails because preference-satisfaction has no relation to any good. Economic valuation lacks data because preferences cannot be observed. Willingness to pay is benchmarked on market price (...) and thus may reflect producer cost not consumer benefit. Moreover, economists cannot second-guess market outcomes because they have no better information than market participants. L'écologie politique a prétendu apporter une réponse à ce défi. Mais après de fracassants débuts, elle peine à renouveler la vie publique... Dans ce livre qui fait suite à Nous n'avons jamais été modernes (La Découverte, 1991), (...) Bruno Latour propose une nouvelle façon de considérer l'écologie politique. La nature a toujours constitué l'une des deux moitiés de la vie publique, celle qui rassemble le monde commun que nous partageons tous, l'autre moitié formant ce qu'on appelle la politique, c'est-à-dire le jeu des intérêts et des passions. Two criteria are proposed for characterizing the diverse and not yet perspicuous relations between nanotechnology and nature. They assume a concept of nature as that which is not made by human action. One of the criteria endorses a distinction between natural and artificial objects in nanotechnology; the other allows for a discussion of the potential nanotechnological modification of nature. Insofar as current trends may be taken as indicative of future development, nanotechnology might increasingly use the model of nature as a (...) point of orientation, while many of its products will continue to be clearly distinguished from nature. Environmental public policies are suffering the harmful effects of a tacit agreement between political and economical elites. Heedless of philosophical-political references, an international politico-economical oligarchic caste is largely united around dealing with environmental issues based on the sustainable development model, which is an expression of a utilitarian, anthropocentric perspective. Moreover, for this model biodiversity is in the main merely a reservoir of natural resources for human use. A dual transition – both ethical and political – is thus urgently needed to (...) preserve the integrity of natural systems and support the development of truly human societies. (shrink)

The growing presence of the products of nanotechnology in the public domain raises a number of ethical questions. This paper considers whether existing environmental ethics can provide some guidance on these questions. After a brief discussion of the appropriateness of an environmental ethics framework for the task at hand, the paper identifies a representative environmental ethic and uses it to evaluate four salient issues that emerge from nanotechnology. The discussion is intended both to give an initial theoretical take on nanotechnology (...) from the perspective of environmental ethics and to provide a clear indication of the direction from which environmental resistance might come.
