Without access to Michel Foucault’s courses, it was extremely difficult to understand his reorientation from an analysis of the strategies and tactics of power immanent in the modern discourse on sexuality (1976) to an analysis of the ancient forms and modalities of relation to oneself by which one constituted oneself as a moral subject of sexual conduct (1984). In short, Foucault’s passage from the political to the ethical dimension of sexuality seemed sudden and inexplicable. Moreover, it was clear from his (...) published essays and interviews that this displacement of focus had consequences far beyond the specific domain of the history of sexuality. Security, Territory, Population (Foucault, 2007) contains a conceptual hinge, a key concept, that allows us to link together the political and ethical axes of Foucault’s thought. Indeed, it is Foucault’s analysis of the notions of conduct and counter-conduct in his lecture of 1 March 1978 that seems to me to constitute one of the richest and most brilliant moments in the entire course. It is astonishing, and of profound significance, that the autonomous sphere of conduct has been more or less invisible in the history of modern (as opposed to ancient) moral and political philosophy. Keine wissenschaftliche Debatte ist in den letzten Jahren mit soviel Vehemenz in der Öffentlichkeit ausgetragen worden, wie der Streit um die Willensfreiheit. Der traditionelle Begriff von "Willensfreiheit", der auch dem deutschen Strafrecht und seinem Schuldbegriff zugrundeliegt, setzt voraus, daß Menschen jenseits aller psychologischen und neurobiologischen Determinanten entscheiden und handeln können. Eine solche Konzeption von Willensfreiheit ist weder begrifflich-philosophisch noch empirisch akzeptabel. In diesem Buch entwickeln Gerhard Roth und Michael Pauen gemeinsam ein neues Konzept der Willensfreiheit. Grundlage ist ein "aufgeklärter Naturalismus", (...) der vorwissenschaftliche Phänomene, philosophische Begriffe und wissenschaftliche Methoden gleichermaßen ernst nimmt. Hieraus ergibt sich ein Verständnis von Freiheit, das die Fähigkeit zu selbstbestimmtem Handeln auf der Basis eigener Wünsche und Überzeugungen in den Mittelpunkt stellt. Roth und Pauen entgehen damit den Schwierigkeiten vieler traditioneller Konzeptionen, erfassen das Alltagsverständnis von Willensfreiheit und werden zugleich auch den Erkenntnissen der Neurobiologie gerecht. Ihr Konzept, so argumentieren die Autoren, macht zudem ein wesentlich differenzierteres Verständnis von Schuld und Verantwortung möglich, aus dem sich weitreichende Konsequenzen für das Strafrecht und den Strafvollzug ergeben. "Freie Handlungen dürfen weder unter Zwang noch unter vollständiger Determination vollzogen werden. Wir bezeichnen diese Forderung als Autonomieprinzip, aber Handlungen, die wir frei nennen, dürfen auch nicht zufällig sein.". (shrink)

The Heart of Judgment explores the nature, historical significance, and continuing relevance of practical wisdom. Primarily a work in moral and political thought, it also relies extensively on research in cognitive neuroscience to confirm and extend our understanding of the faculty of judgment. Ever since the ancient Greeks first discussed practical wisdom, the faculty of judgment has been an important topic for philosophers and political theorists. In _Foucault Beyond Foucault_ Jeffrey Nealon argues that critics have too hastily abandoned Foucault's mid-career reflections on power, and offers a revisionist reading of the philosopher's middle and later works. Retracing power's "intensification" in Foucault, Nealon argues that forms of political power remain central to Foucault's concerns. He allows us to reread Foucault's own conceptual itinerary and, more importantly, to think about how we might respond to the mutations of power that have taken place since the philosopher's death in 1984. This article explores contemporary biopolitics in the light of Michel Foucault's oft quoted suggestion that contemporary politics calls `life itself' into question. It suggests that recent developments in the life sciences, biomedicine and biotechnology can usefully be analysed along three dimensions. The first concerns logics of control - for contemporary biopolitics is risk politics. The second concerns the regime of truth in the life sciences - for contemporary biopolitics is molecular politics. The third concerns technologies of the self - for (...) contemporary biopolitics is ethopolitics. The article suggests that, in these events, human beings have become `somatic individuals': personhood is increasingly being defined in terms of corporeality, and new and direct relations are established between our biology and our conduct. At the same time, this somatic and corporeal individuality has become opened up to choice, prudence and responsibility, to experimentation, to contestation and so to a politics of `life itself'. Two countervailing trends mark the intellectual tenor of our age the spread of naturalistic worldviews and religious orthodoxies. Advances in biogenetics, brain research, and robotics are clearing the way for the penetration of an objective scientific self-understanding of persons into everyday life. For philosophy, this trend is associated with the challenge of scientific naturalism. At the same time, we are witnessing an unexpected revitalization of religious traditions and the politicization of religious communities across the world. From a philosophical perspective, this (...) revival of religious energies poses the challenge of a fundamentalist critique of the principles underlying the modern Wests postmetaphysical understanding of itself. The tension between naturalism and religion is the central theme of this major new book by Jrgen Habermas. On the one hand he argues for an appropriate naturalistic understanding of cultural evolution that does justice to the normative character of the human mind. On the other hand, he calls for an appropriate interpretation of the secularizing effects of a process of social and cultural rationalization increasingly denounced by the champions of religious orthodoxies as a historical development peculiar to the West. These reflections on the enduring importance of religion and the limits of secularism under conditions of postmetaphysical reason set the scene for an extended treatment the political significance of religious tolerance and for a fresh contribution to current debates on cosmopolitanism and a constitution for international society. Michael Foucault's writing has shaped the teaching of half a dozen disciplines, ranging from literary criticism to the history of criminology. But none of his books offers a satisfactory introduction to the entire complex body of his work. The Foucault Reader precisely serves that purpose. It contains selections from each area of Foucault's thought, a wealth of previously unpublished writings, and an interview with Foucault during which he discusses his philosophy with unprecedented candor.

The essay aims at an assessment of whether and to what extent the history of governmentality can be considered to be a genealogy. To this effect a generic account of core tenets of Foucauldian genealogy is developed. The three core tenets highlighted are (1) a radically contingent view of history that is (2) expressed in a distinct style and (3) highlights the impact of power on this history. After a brief discussion of the concept of governmentality and a descriptive summary (...) of its history, this generic account is used as a measuring device to be applied to the history of governmentality. While both, the concept of governmentality and also its history retain certain links to genealogical precepts, my overall conclusion is that particularly the history of governmentality (and not necessarily Foucault's more programmatic statements about it) departs from these precepts in significant ways. Not only is there a notable difference in style that cannot be accounted for entirely by the fact that this history is produced in the medium of lectures. Aside from a rather abstract consideration of the importance of societal struggles, revolts and other forms of resistance, there is also little reference to the role of these phenomena in the concrete dynamics of governmental shifts that are depicted in the historical narrative. Finally, in contrast to the historical contingency espoused by genealogy and the programmatic statements about governmentality, the actual history of the latter can be plausibly, albeit unsympathetically, read in a rather teleological fashion according to which the transformations of governmentality amount to the unfolding of an initially implicit notion of governing that is subsequently realised in ever more consistent ways. In the final section of the essay I turn towards the field of governmentality studies, arguing that some of the more problematic tendencies in this research tradition can be traced back to Foucault's own account. In particular, the monolithic conceptualisation of governmentality and the implicit presentism of an excessive focus on Neoliberalism found in many of the studies in governmentality can be linked back to problems in Foucault's own history of governmenality. The paper concludes with suggestions for a future research agenda for the governmentality studies that point beyond Foucault's own account and its respective limitations. (shrink)
