In this paper Sullins argues that in certain circumstances robots can be seen as real moral agents. A distinction is made between persons and moral agents such that, it is not necessary for a robot to have personhood in order to be a moral agent. I detail three requirements for a robot to be seen as a moral agent. The first is achieved when the robot is significantly autonomous from any programmers or operators of the machine. The second is when (...) one can analyze or explain the robot's behavior only by ascribing to it some predisposition or 'intention' to do good or harm. And finally, robot moral agency requires the robot to behave in a way that shows and understanding of responsibility to some other moral agent. Can we build ‘moral robots’? If morality depends on emotions, the answer seems negative. Current robots do not meet standard necessary conditions for having emotions: they lack consciousness, mental states, and feelings. Moreover, it is not even clear how we might ever establish whether robots satisfy these conditions. Thus, at most, robots could be programmed to follow rules, but it would seem that such ‘psychopathic’ robots would be dangerous since they would lack full moral agency. However, I will argue that (...) in the future we might nevertheless be able to build quasi-moral robots that can learn to create the appearance of emotions and the appearance of being fully moral. I will also argue that this way of drawing robots into our social-moral world is less problematic than it might first seem, since human morality also relies on such appearances. (shrink)

When a person performs or fails to perform a morally significant action, we sometimes think that a particular kind of response is warranted. Praise and blame are perhaps the most obvious forms this reaction might take. For example, one who encounters a car accident may be regarded as worthy of praise for having saved a child from inside the burning car, or alternatively, one may be regarded as worthy of blame for not having used one's mobile phone to call for (...) help. To regard such agents as worthy of one of these reactions is to ascribe moral responsibility to them on the basis of what they have done or left undone. (These are examples of other-directed ascriptions of responsibility. The reaction might also be self-directed, e.g., one can recognize oneself to be blameworthy). Traditionally, the manufacturer/operator of a machine is held (morally and legally) responsible for the consequences of its operation. Autonomous, learning machines, based on neural networks, genetic algorithms and agent architectures, create a new situation, where the manufacturer/operator of the machine is in principle not capable of predicting the future machine behaviour any more, and thus cannot be held morally responsible or liable for it. The society must decide between not using this kind of machine any more (which is not a (...) realistic option), or facing a responsibility gap, which cannot be bridged by traditional concepts of responsibility ascription. Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. This paper analyzes ethical aspects of the new paradigm of Ambient Intelligence, which is a combination of Ubiquitous Computing and Intelligent User Interfaces (IUI’s). After an introduction to the approach, two key ethical dimensions will be analyzed: freedom and privacy. It is argued that Ambient Intelligence, though often designed to enhance freedom and control, has the potential to limit freedom and autonomy as well. Ambient Intelligence also harbors great privacy risks, and these are explored as well.

A principal goal of the discipline of artificial morality is to design artificial agents to act as if they are moral agents. Intermediate goals of artificial morality are directed at building into AI systems sensitivity to the values, ethics, and legality of activities. The development of an effective foundation for the field of artificial morality involves exploring the technological and philosophical issues involved in making computers into explicit moral reasoners. This paper addresses the question of delegation of morality to a machine, through a consideration of whether or not non-humans can be considered to be moral. The aspect of morality under consideration here is protection of privacy. The topic is introduced through two cases where there was a failure in sharing and retaining personal data protected by UK data protection law, with tragic consequences. In some sense this can be regarded as a failure in the process of delegating morality to (...) a computer database. In the UK, the issues that these cases raise have resulted in legislation designed to protect children which allows for the creation of a huge database for children. Paradoxically, we have the situation where we failed to use digital data in enforcing the law to protect children, yet we may now rely heavily on digital technologies to care for children. I draw on the work of Floridi, Sanders, Collins, Kusch, Latour and Akrich, a spectrum of work stretching from philosophy to sociology of technology and the “seamless web” or “actor–network” approach to studies of technology. Intentionality is considered, but not deemed necessary for meaningful moral behaviour. Floridi’s and Sanders’ concept of “distributed morality” accords with the network of agency characterized by actor–network approaches. The paper concludes that enfranchizing non-humans, in the shape of computer databases of personal data, as moral agents is not necessarily problematic but a balance of delegation of morality must be made between human and non-human actors. This paper considers the ways that Information Ethics (IE) treats things. A number of critics have focused on IE’s move away from anthropocentrism to include non-humans on an equal basis in moral thinking. I enlist Actor Network Theory, Dennett’s views on ‹as if’ intentionality and Magnani’s characterization of ‹moral mediators’. Although they demonstrate different philosophical pedigrees, I argue that these three theories can be pressed into service in defence of IE’s treatment of things. Indeed the support they lend to the (...) extension of moral status to non-human objects can be seen as part of a trend towards the accommodation of non-humans into our moral and social networks. In his famous 1950 paper where he presents what became the benchmark for success in artificial intelligence, Turing notes that "at the end of the century the use of words and general educated opinion will have altered so much that one will be able to speak of machines thinking without expecting to be contradicted" (Turing 1950, 442). Kurzweil (1990) suggests that Turing's prediction was correct, even if no machine has yet to pass the Turing Test. In the wake of the (...) computer revolution, research in artificial intelligence and cognitive science has pushed in the direction of interpreting "thinking" as some sort of computational process. On this understanding, thinking is something computers (in principle) and humans (in practice) can both do. It is difficult to say precisely when in history the meaning of the term "thinking" headed in this direction. Signs are already present in the mechanistic and mathematical tendencies of the early Modern period, and maybe even glimmers are apparent in the ancient Greeks themselves. But over the long haul, we somehow now consider "thinking" as separate from the categories of "thoughtfulness" (in the general sense of wondering about things), "insight" and "wisdom." Intelligent machines are all around us, and the world is populated with smart cars, smart phones and even smart (robotic) appliances. But, though my cell phone might be smart, I do not take that to mean that it is thoughtful, insightful or wise. So, what has become of these latter categories? They seem to be bygones left behind by scientific and computational conceptions of thinking and knowledge that no longer have much use for them. In 2000, Allen, Varner and Zinser addressed the possibility of a Moral Turing Test (MTT) to judge the success of an automated moral agent (AMA), a theme that is repeated in Wallach and Allen (2009).. In their important paper “Autonomous Agents”, Floridi and Sanders use “levels of abstraction” to argue that computers are or may soon be moral agents. In this paper we use the same levels of abstraction to illuminate differences between human moral agents and computers. In their paper, Floridi and Sanders contributed definitions of autonomy, moral accountability and responsibility, but they have not explored deeply some essential questions that need to be answered by computer scientists who design artificial agents. One such question (...) is, “Can an artificial agent that changes its own programming become so autonomous that the original designer is no longer responsible for the behavior of the artificial agent?” To explore this question, we distinguish between LoA1 (the user view) and LoA2 (the designer view) by exploring the concepts of unmodifiable, modifiable and fully modifiable tables that control artificial agents. We demonstrate that an agent with an unmodifiable table, when viewed at LoA2, distinguishes an artificial agent from a human one. This distinction supports our first counter-claim to Floridi and Sanders, namely, that such an agent is not a moral agent, and the designer bears full responsibility for its behavior. We also demonstrate that even if there is an artificial agent with a fully modifiable table capable of learning* and intentionality* that meets the conditions set by Floridi and Sanders for ascribing moral agency to an artificial agent, the designer retains strong moral responsibility. In this paper I will argue that artificial moral agents are a fitting subject of intercultural information ethics because of the impact they may have on the relationship between information rich and information poor countries. I will give a limiting definition of AMAs first, and discuss two different types of AMAs with different implications from an intercultural perspective. While AMAs following preset rules might raise con-cerns about digital imperialism, AMAs being able to adjust to their user‘s behavior will lead us (...) to the question what makes an AMA ―moral‖? I will argue that this question does present a good starting point for an inter-cultural dialogue which might be helpful to overcome the notion of Africa as a mere victim. (shrink)

In modern technical societies computers interact with human beings in ways that can affect moral rights and obligations. This has given rise to the question whether computers can act as autonomous moral agents. The answer to this question depends on many explicit and implicit definitions that touch on different philosophical areas such as anthropology and metaphysics. The approach chosen in this paper centres on the concept of information. Information is a multi-facetted notion which is hard to define comprehensively. However, the (...) frequently used definition of information as data endowed with meaning can promote our understanding. It is argued that information in this sense is a necessary condition of cognitivist ethics. This is the basis for analysing computers and information processors regarding their status as possible moral agents. Computers have several characteristics that are desirable for moral agents. However, computers in their current form are unable to capture the meaning of information and therefore fail to reflect morality in anything but a most basic sense of the term. This shortcoming is discussed using the example of the Moral Turing Test. The paper ends with a consideration of which conditions computers would have to fulfil in order to be able to use information in such a way as to render them capable of acting morally and reflecting ethically. After discussing the distinction between artifacts and natural entities, and the distinction between artifacts and technology, the conditions of the traditional account of moral agency are identified. While computer system behavior meets four of the five conditions, it does not and cannot meet a key condition. Computer systems do not have mental states, and even if they could be construed as having mental states, they do not have intendings to act, which arise from an agent’s freedom. On the other hand, (...) computer systems have intentionality, and because of this, they should not be dismissed from the realm of morality in the same way that natural objects are dismissed. Natural objects behave from necessity; computer systems and other artifacts behave from necessity after they are created and deployed, but, unlike natural objects, they are intentionally created and deployed. Failure to recognize the intentionality of computer systems and their connection to human intentionality and action hides the moral character of computer systems. Computer systems are components in human moral action. When humans act with artifacts, their actions are constituted by the intentionality and efficacy of the artifact which, in turn, has been constituted by the intentionality and efficacy of the artifact designer. All three components – artifact designer, artifact, and artifact user – are at work when there is an action and all three should be the focus of moral evaluation. (shrink)

Engineering ethics and science and technology studies have until now developed as separate enterprises. The authors argue that they can learn a lot from each other. STS insights can help make engineering ethics open the black box of technology and help discern ethical issues in engineering design. Engineering ethics, on the other hand, might help STS to overcome its normative sterility. The contributions in this special issue show in various ways how the gap between STS and engineering ethics might be (...) overcome. In this editorial introduction, the authors discuss the various contributions briefly and delve into the way the various authors conceptualize the engineering design process and the consequences of those conceptualizations for what ethical issues become visible. As arti® cial intelligence moves ever closer to the goal of producing fully autonomous agents, the question of how to design and implement an arti® cial moral agent (AMA) becomes increasingly pressing. Robots possessing autonomous capacities to do things that are useful to humans will also have the capacity to do things that are harmful to humans and other sentient beings. Theoretical challenges to developing arti® cial moral agents result both from controversies among ethicists about moral theory itself, and from (...) computational limits to the implementation of such theories. In this paper the ethical disputes are surveyed, the possibility of a `moral Turing Test ’ is considered and the computational di culties accompanying the diŒerent types of approach are assessed. Human-like performance, which is prone to include immoral actions, may not be acceptable in machines, but moral perfection may be computationally unattainable. The risks posed by autonomous machines ignorantly or deliberately harming people and other sentient beings are great. The development of machines with enough intelligence to assess the eŒects of their actions on sentient beings and act accordingly may ultimately be the most important task faced by the designers of arti® cially intelligent automata. The infiltration of AmI will cause the construction of new meanings of privacy, identity and security because the "visible" acting of people will be preceded, accompanied and followed by the invisible and visible acting of the AmI technology and their producers.A question in this paper is: How is it possible to create critical transformative rooms in which doubting will be possible under the circumstances that autonomous 'intelligent agents' surround humans? Are humans in danger to become just objects of artificial intelligent conversations? Probably the relation between mental, physical, methodical invisibility and visibility of AmI could give answers. It has been argued that moral problems in relation to Information Technology (IT) require new theories of ethics. In recent years, an interesting new theory to address such concerns has been proposed, namely the theory of Information Ethics (IE). Despite the promise of IE, the theory has not enjoyed public discussion. The aim of this paper is to initiate such discussion by critically evaluating the theory of IE.

In this paper, we focus attention on the role of computer system complexity in ascribing responsibility. We begin by introducing the notion of technological moral action (TMA). TMA is carried out by the combination of a computer system user, a system designer (developers, programmers, and testers), and a computer system (hardware and software). We discuss three sometimes overlapping types of responsibility: causal responsibility, moral responsibility, and role responsibility. Our analysis is informed by the well-known accounts provided by Hart and Hart (...) and Honoré. While these accounts are helpful, they have misled philosophers and others by presupposing that responsibility can be ascribed in all cases of action simply by paying attention to the free and intended actions of human beings. Such accounts neglect the part played by technology in ascriptions of responsibility in cases of moral action with technology. For both moral and role responsibility, we argue that ascriptions of both causal and role responsibility depend on seeing action as complex in the sense described by TMA. We conclude by showing how our analysis enriches moral discourse about responsibility for TMA. (shrink)

The maximin rule can be used as a formal version of the precautionary principle. This paper evaluates the feasibility and the intuitive plausibility of this decision rule. The major conclusions are: (1) Precaution has to be applied symmetrically. (2) Precaution is only possible when outcomes are comparable in terms of value, so that it can be determined which outcome is worst. (3) Precaution is sensitive to standards of possibility. Far-away scenarios have to be excluded, and it is difficult to find (...) a principled way to draw the line. (4) Precaution is sensitive to the framing of decision problems. There is a growing literature on the concept of e-trust and on the feasibility and advisability of “trusting” artificial agents. In this paper we present an object-oriented model for thinking about trust in both face-to-face and digitally mediated environments. We review important recent contributions to this literature regarding e-trust in conjunction with presenting our model. We identify three important types of trust interactions and examine trust from the perspective of a software developer. Too often, the primary focus of research in (...) this area has been on the artificial agents and the humans they may encounter after they are deployed. We contend that the humans who design, implement, and deploy the artificial agents are crucial to any discussion of e-trust and to understanding the distinctions among the concepts of trust, e-trust and face-to-face trust. There are many ways to avoid responsibility, for example, explaining what happens as the work of the gods, fate, society, or the system. For engineers, “technology” or “the organization” will serve this purpose quite well. We may distinguish at least nine (related) senses of “responsibility”, the most important of which are: (a) responsibility-as-causation (the storm is responsible for flooding), (b) responsibility-as-liability (he is the person responsible and will have to pay), (c) responsibility-as-competency (he’s a responsible person, that is, he’s rational), (...) (d) responsibility-as-office (he’s the responsible person, that is, the person in charge), and (e) a responsibility-as-domain-of-tasks (these are her responsibilities, that is, the things she is supposed to do). For all but the causal sense of responsibility, responsibility may be taken (in a relatively straightforward sense)—and generally is. Why then would anyone want to claim that certain technologies make it impossible to attribute responsibility to engineers (or anyone else)? In this paper, I identify seven arguments for that claim and explain why each is fallacious. The most important are: (1) the argument from “many hands”, (2) the argument from individual ignorance, and (3) the argument from blind forces. Each of these arguments makes the same fundamental mistake, the assumption that a certain factual situation, being fixed, settles responsibility, that is, that individuals, either individually or by some group decision, cannot take responsibility. I conclude by pointing out the sort of decisions (and consequences) engineers have explicitly taken responsibility for and why taking responsibility for them is rational, all things considered. Epistemic limitations concerning prediction and explanation of the behaviour of robots that learn from experience are selectively examined by reference to machine learning methods and computational theories of supervised inductive learning. Moral responsibility and liability ascription problems concerning damages caused by learning robot actions are discussed in the light of these epistemic limitations. In shaping responsibility ascription policies one has to take into account the fact that robots and softbots - by combining learning with autonomy, pro-activity, reasoning, and planning - (...) can enter cognitive interactions that human beings have not experienced with any other non-human system. War robots clearly hold tremendous advantages-from saving the lives of our own soldiers, to safely defusing roadside bombs, to operating in inaccessible and dangerous environments such as mountainside caves and underwater. Without emotions and other liabilities on the battlefield, they could conduct warfare more ethically and effectively than human soldiers who are susceptible to overreactions, anger, vengeance, fatigue, low morale, and so on. But the use of robots, especially autonomous ones, raises a a host of ethical and risk issues. Roboethics is a recently developed field of applied ethics which deals with the ethical aspects of technologies such as robots, ambient intelligence, direct neural interfaces and invasive nano-devices and intelligent soft bots. In this article we look specifically at the issue of (moral) responsibility in artificial intelligent systems. We argue for a pragmatic approach, where responsibility is seen as a social regulatory mechanism. We claim that having a system which takes care of certain tasks intelligently, learning from experience and making (...) autonomous decisions gives us reasons to talk about a system (an artifact) as being “responsible” for a task. No doubt, technology is morally significant for humans, so the “responsibility for a task” with moral consequences could be seen as moral responsibility. Intelligent systems can be seen as parts of socio-technological systems with distributed responsibilities, where responsible (moral) agency is a matter of degree. Knowing that all possible abnormal conditions of a system operation can never be predicted, and no system can ever be tested for all possible situations of its use, the responsibility of a producer is to assure proper functioning of a system under reasonably foreseeable circumstances. Additional safety measures must however be in place in order to mitigate the consequences of an accident. The socio-technological system aimed at assuring a beneficial deployment of intelligent systems has several functional responsibility feedback loops which must function properly: the awareness and procedures for handling of risks and responsibilities on the side of designers, producers, implementers and maintenance personnel as well as the understanding of society at large of the values and dangers of intelligent technology. The basic precondition for developing of this socio-technological control system is education of engineers in ethics and keeping alive the democratic debate on the preferences about future society. The construction of embodied conversational agents - robots as well as avatars - seem to be a new challenge in the field of both cognitive AI and human-computer-interface development. On the one hand, one aims at gaining new insights in the development of cognition and communication by constructing intelligent, physical instantiated artefacts. On the other hand people are driven by the idea, that humanlike mechanical dialog-partners will have a positive effect on human-machine-communication.
