Future weapons will make life-or-death decisions without a human in the loop. When such weapons inflict unwarranted harm, no one appears to be responsible. There seems to be a responsibility gap. I first reconstruct the argument for such responsibility gaps to then argue that this argument is not sound. The argument assumes that commanders have no control over whether autonomous weapons inflict harm. I argue against this assumption. Although this investigation concerns a specific case of autonomous weapons systems, I take (...) steps towards vindicating the more general idea that superiors can be morally responsible in virtue of being in command. This paper proposes a methodological redirection of the philosophical debate on artificial moral agency in view of increasingly pressing practical needs due to technological development. This “normative approach” suggests abandoning theoretical discussions about what conditions may hold for moral agency and to what extent these may be met by artificial entities such as AI systems and robots. Instead, the debate should focus on how and to what extent such entities should be included in human practices normally assuming moral agency and (...) responsibility of participants. The proposal is backed up by an analysis of the AMA debate, which is found to be overly caught in the opposition between so-called standard and functionalist conceptions of moral agency, conceptually confused and practically inert. Additionally, we outline some main themes of research in need of attention in light of the suggested normative approach to AMA. (shrink)

Sparrow argues that military robots capable of making their own decisions would be independent enough to allow us denial for their actions, yet too unlike us to be the targets of meaningful blame or praise—thereby fostering what Matthias has dubbed “the responsibility gap.” We agree with Sparrow that someone must be held responsible for all actions taken in a military conflict. That said, we think Sparrow overlooks the possibility of what we term “blank check” responsibility: A person of sufficiently high (...) standing could accept responsibility for the actions of autonomous robotic devices—even if that person could not be causally linked to those actions besides this prior agreement. The basic intuition behind our proposal is that humans can impute relations even when no other form of contact can be established. The missed alternative we want to highlight, then, would consist in an exchange: Social prestige in the occupation of a given office would come at the price of signing away part of one's freedoms to a contingent and unpredictable future guided by another agency. Lethal Autonomous Weapons (LAWs) are robotic weapons systems, primarily of value to the military, that could engage in offensive or defensive actions without human intervention. This paper assesses and engages the current arguments for and against the use of LAWs through the lens of achieving more ethical warfare. Specific interest is given particularly to ethical LAWs, which are artificially intelligent weapons systems that make decisions within the bounds of their ethics-based code. To ensure that a wide, but not exhaustive, survey (...) of the implications of employing such ethical devices to replace humans in warfare is taken into account, this paper will engage on matters related to current scholarship on the rejection or acceptance of LAWs—including contemporary technological shortcomings of LAWs to differentiate between targets and the behavioral and psychological volatility of humans—and current and proposed regulatory infrastructures for developing and using such devices. After careful consideration of these factors, this paper will conclude that only ethical LAWs should be used to replace human involvement in war, and, by extension of their consistent abilities, should remove humans from war until a more formidable discovery is made in conducting ethical warfare. Deepening and digging into the social side of AI is a novel but emerging requirement within the AI community. Future research should invest in an “AI for people”, going beyond the undoubtedly much-needed efforts into ethics, explainability and responsible AI. The article addresses this challenge by problematizing the discussion around AI shifting the attention to individuals and their awareness, knowledge and emotional response to AI. First, we outline our main argument relative to the need for a socio-technical perspective in the (...) study of AI social implications. Then, we illustrate the main existing narratives of hopes and fears associated with AI and robots. As building blocks of broader “sociotechnical imaginaries”, narratives are powerful tools that shape how society sees, interprets and organizes technology. An original empirical study within the University of Bologna collects the data to examine the levels of awareness, knowledge and emotional response towards AI, revealing interesting insights to be carried on in future research. Replete with exaggerations, both utopian and dystopian narratives are analysed with respect to some relevant socio-demographic variables (gender, generation and competence). Finally, focusing on two issues—the state of AI anxiety and the point of view of non-experts—opens the floor to problematizing the discourse around AI, sustaining the need for a sociological perspective in the field of AI and discussing future comparative research. For an artificial agent to be morally praiseworthy, its rules for behaviour and the mechanisms for supplying those rules must not be supplied entirely by external humans. Such systems are a substantial departure from current technologies and theory, and are a low prospect. With foreseeable technologies, an artificial agent will carry zero responsibility for its behavior and humans will retain full responsibility.

This paper presents the principal findings from a three-year research project funded by the US National Science Foundation on ethics of human enhancement technologies. To help untangle this ongoing debate, we have organized the discussion as a list of questions and answers, starting with background issues and moving to specific concerns, including: freedom & autonomy, health & safety, fairness & equity, societal disruption, and human dignity. Warfare is becoming increasingly automated, from automatic missile defense systems to micro-UAVs (WASPs) that can maneuver through urban environments with ease, and each advance brings with it ethical questions in need of resolving. Proponents of lethal autonomous weapons systems (LAWS) provide varied arguments in their favor; robots are capable of better identifying combatants and civilians, thus reducing "collateral damage"; robots need not protect themselves and so can incur more risks to protect innocents or gather more information before using deadly force; (...) robots can assess situations more quickly and do so without emotion, reducing the likelihood of fatal mistakes due to human error; and sending robots to war protects our own soldiers from harm. However, these arguments only point in favor of autonomous weapons systems, failing to demonstrate why such systems need be made *lethal*. In this paper I argue that if one grants all of the proponents' points in favor of LAWS, then, contrary to what might be expected, this leads to the conclusion that it would be both immoral and illegal to deploy *lethal* autonomous weapons, because the many features that speak in favor of them also undermine the need for them to be programmed to take lives. In particular, I argue that such systems, if lethal, would violate the moral and legal principle of necessity, which forbids the use of weapons that impose superfluous injury or unnecessary harm. I conclude by highlighting that the argument is not against autonomous weapons per se, but only against *lethal* autonomous weapons. (shrink)

The present debate over the creation and potential deployment of lethal autonomous weapons, or ‘killer robots’, is garnering more and more attention. Much of the argument revolves around whether such machines would be able to uphold the principle of noncombatant immunity. However, much of the present debate fails to take into consideration the practical realties of contemporary armed conflict, particularly generating military objectives and the adherence to a targeting process. This paper argues that we must look to the targeting process (...) if we are to gain a fuller picture of the consequences of creating or fielding lethal autonomous robots. This paper argues that once we look to how militaries actually create military objectives, and thus identify potential targets, we face an additional problem: the Strategic Robot Problem. The ability to create targeting lists using military doctrine and targeting processes is inherently strategic, and handing this capability over to a machine undermines existing comman.. (shrink)

This paper pertains to research works aiming at linking ethics and automated reasoning in autonomous machines. It focuses on a formal approach that is intended to be the basis of an artificial agent’s reasoning that could be considered by a human observer as an ethical reasoning. The approach includes some formal tools to describe a situation and models of ethical principles that are designed to automatically compute a judgement on possible decisions that can be made in a given situation and (...) explain why a given decision is ethically acceptable or not. It is illustrated on three ethical frameworks—utilitarian ethics, deontological ethics and the Doctrine of Double effect whose formal models are tested on ethical dilemmas so as to examine how they respond to those dilemmas and to highlight the issues at stake when a formal approach to ethical concepts is considered. The whole approach is instantiated on the drone dilemma, a thought experiment we have designed; this allows the discrepancies that exist between the judgements of the various ethical frameworks to be shown. The final discussion allows us to highlight the different sources of subjectivity of the approach, despite the fact that concepts are expressed in a more rigorous way than in natural language: indeed, the formal approach enables subjectivity to be identified and located more precisely. This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. The first part focuses on issues pertaining to the concept of Information Warfare and the clarifications that need to be made in order to (...) address its ethical implications. The second part collects contributions focusing on Just War Theory and its application to the case of Information Warfare. The third part adopts alternative approaches to Just War Theory for analysing the ethical implications of this phenomenon. Finally, an afterword by Neelie Kroes - Vice President of the European Commission and European Digital Agenda Commissioner - concludes the volume. Her contribution describes the interests and commitments of the European Digital Agenda with respect to research for the development and deployment of robots in various circumstances, including warfare. To a greater extent than in other technical domains, research and progress in Artificial Intelligence has always been entwined with the fictional. Its language echoes strongly with other forms of cultural narratives, such as fairytales, myth and religion. In this essay we present varied examples that illustrate how these analogies have guided not only readings of the AI enterprise by commentators outside the community but also inspired AI researchers themselves. Owing to their influence, we pay particular attention to the similarities (...) between religious language and the way in which the potential advent of greater than human intelligence is presented contemporarily. We then move on to the role that fiction, science fiction most of all, has historically played and is still playing in the discussion of AI by influencing researchers and the public, shifting the weights of different scenarios in our collectively perceived probability space. We sum up by arguing that the lore surrounding AI research, ancient and modern, points to the ancestral and shared human motivations that drive researchers in their pursuit and fascinate humanity at large. These points of narrative entanglement where AI meets the wider culture should serve to amplify the call to engage ourselves with the discussion of the potential destination of this technology. Among ethicists and engineers within robotics there is an ongoing discussion as to whether ethical robots are possible or even desirable. We answer both of these questions in the positive, based on an extensive literature study of existing arguments. Our contribution consists in bringing together and reinterpreting pieces of information from a variety of sources. One of the conclusions drawn is that artifactual morality must come in degrees and depend on the level of agency, autonomy and intelligence of the machine. (...) Moral concerns for agents such as intelligent search machines are relatively simple, while highly intelligent and autonomous artifacts with significant impact and complex modes of agency must be equipped with more advanced ethical capabilities. Systems like cognitive robots are being developed that are expected to become part of our everyday lives in future decades. Thus, it is necessary to ensure that their behaviour is adequate. In an analogy with artificial intelligence, which is the ability of a machine to perform activities that would require intelligence in humans, artificial morality is considered to be the ability of a machine to perform activities that would require morality in humans. The capacity for artificial (artifactual) morality, such as artifactual agency, artifactual responsibility, artificial intentions, artificial (synthetic) emotions, etc., come in varying degrees and depend on the type of agent. As an illustration, we address the assurance of safety in modern High Reliability Organizations through responsibility distribution. In the same way that the concept of agency is generalized in the case of artificial agents, the concept of moral agency, including responsibility, is generalized too. We propose to look at artificial moral agents as having functional responsibilities within a network of distributed responsibilities in a socio-technological system. This does not take away the responsibilities of the other stakeholders in the system, but facilitates an understanding and regulation of such networks. It should be pointed out that the process of development must assume an evolutionary form with a number of iterations because the emergent properties of artifacts must be tested in real world situations with agents of increasing intelligence and moral competence. We see this paper as a contribution to the macro-level Requirement Engineering through discussion and analysis of general requirements for design of ethical robots. (shrink)

Central to the ethical concerns raised by the prospect of increasingly autonomous military robots are issues of responsibility. In this paper we examine different conceptions of autonomy within the discourse on these robots to bring into focus what is at stake when it comes to the autonomous nature of military robots. We argue that due to the metaphorical use of the concept of autonomy, the autonomy of robots is often treated as a black box in discussions about autonomous military robots. (...) Artificial intelligence (AI) is a digital technology that will be of major importance for the development of humanity in the near future. AI has raised fundamental questions about what we should do with such systems, what the systems themselves should do, what risks they involve and how we can control these. - After the background to the field (1), this article introduces the main debates (2), first on ethical issues that arise with AI systems as objects, i.e. tools made and (...) used by humans; here, the main sections are privacy (2.1), manipulation (2.2), opacity (2.3), bias (2.4), autonomy & responsibility (2.6) and the singularity (2.7). Then we look at AI systems as subjects, i.e. when ethics is for the AI systems themselves in machine ethics (2.8.) and artificial moral agency (2.9). Finally we look at future developments and the concept of AI (3). For each section within these themes, we provide a general explanation of the ethical issues, we outline existing positions and arguments, then we analyse how this plays out with current technologies and finally what policy conse-quences may be drawn. The military is a major driver of technological, world-changing innovations which, like the Internet, often have unpredictable dual uses and widespread civilian impact (?blowback?). Ethical and policy concerns arising from such technologies, therefore, are not limited to military affairs, but can have great implications for society at large as well. This paper will focus on two technology areas making headlines at present: human enhancement technologies and robotics, representing both biological and technological upgrades to the military. The concerns we will raise (...) are about (1) the unintended effects that these technologies could have on society and (2) the possibly self-defeating nature of these military programs in making war itself more, rather than less likely to occur. Despite resistance from various societal actors, the development and deployment of lethal autonomous weaponry to warzones is perhaps likely, considering the perceived operational and ethical advantage such weapons are purported to bring. In this paper, it is argued that the deployment of truly autonomous weaponry presents an ethical danger by calling into question the ability of such weapons to abide by the Laws of War. This is done by noting the resonances between battlefield target identification and the process of ontic-ontological (...) investigation detailed in Martin Heidegger’s Being and Time, before arguing that the nature of lethal autonomous weaponry precludes them from being able to engage in such investigations—a key requisite for abiding by the relevant legislation that governs battlefield conduct. We are responsible for some things but not for others. In this thesis, I investigate what it takes for an entity to be responsible for something. This question has two components: agents and actions. I argue for a permissive view about agents. Entities such as groups or artificially intelligent systems may be agents in the sense required for responsibility. With respect to actions, I argue for a causal view. The relation in virtue of which agents are responsible for actions is (...) a causal one. I claim that responsibility requires causation and I develop a causal account of agency. This account is particularly apt for addressing the relationship between agency and moral responsibility and sheds light on the causal foundations of moral responsibility. (shrink)

This article, an introduction to a special issue of the Journal of Military Ethics devoted to emerging military technologies, elaborates the present status of certain predictions about the future of warfare and combat made by postmodern essayist, Umberto Eco, during the First Gulf War in 1991. The development of military robotics, innovations in nanotechnology, prospects for the biological, psychological, and neurological ?enhancement? of combatants themselves, combined with the increasing use of nonlethal weapons and the advent of cyber warfare, have operationalized (...) the diffuse, decentralized, ?neoconnectionist? vision of warfare in the post-Clausewitzian, postmodern world that Eco first prophesied. On the one hand, such technologies threaten to make war ever more ubiquitous as the path of least resistance, rather than the option of last resort, for the resolution of political conflict. On the other hand, these same technologies offer prospects for lessening the indiscriminate destructive power of war, and enhance prospects for the evolution from state-centered conventional war, to discriminate law enforcement undertaken by international coalitions of peacekeeping forces. Abstract Semi-autonomous robotic weapons are already carving out a role for themselves in modern warfare. Recently, Ronald Arkin has argued that autonomous lethal robotic systems could be more ethical than humans on the battlefield, and that this marks a significant reason in favour of their development and use. Here I offer a critical response to the position advanced by Arkin. Although I am sympathetic to the spirit of the motivation behind Arkin's project and agree that if we decide to develop (...) and use these machines they ought to be programmed to behave ethically, there are several major problems with his view as it stands. At present, it is not clear whether such machines would be capable of behaving more ethically than humans. More importantly, to the extent that humans would remain in the context of war, human moral transgressions will continue, especially in the face of complicated ethical challenges accompanying automated warfare. Moreover, even if machines could be more ethical than humans in certain ways and in certain situations, this says nothing about whether warfare that contains these machines would itself be overall more ethical than warfare that does not include them as participants, or whether the inclusion of lethal robots is the best way to guard against human moral transgressions in war. Abstract This article evaluates the ?drive toward greater autonomy? in lethally-armed unmanned systems. Following a summary of the main criticisms and challenges to lethal autonomy, both engineering and ethical, raised by opponents of this effort, the article turns toward solutions or responses that defense industries and military end users might seek to incorporate in design, testing and manufacturing to address these concerns. The way forward encompasses a two-fold testing procedure for reliability incorporating empirical, quantitative benchmarks of performance in compliance with (...) formalized and programmable rules of engagement, and a conception of ?due care? in product liability. This would be designed in analogy with procedures currently followed by well-intentioned governments and militaries with their own (human) military personnel, both to ensure against failure, and to accept responsibility and compensate victims of inadvertent and unintended accidents. The procedure is designed specifically to address objections first posed by Robert Sparrow (2007) and Noel Sharkey (2007), and echoed in P.W. Singer's critically acclaimed Wired for War (2009), that lethal autonomous systems cannot be meaningfully held accountable for commission of war crimes, and thus the development, manufacture, and deployment of such systems would constitute a violation of international law. We propose a multi-step evaluation schema designed to help procurement agencies and others to examine the ethical dimensions of autonomous systems to be applied in the security sector, including autonomous weapons systems.

Danaher (2016) has argued that increasing robotization can lead to retribution gaps: Situation in which the normative fact that nobody can be justly held responsible for a harmful outcome stands in conflict with our retributivist moral dispositions. In this paper, we report a cross-cultural empirical study based on Sparrow’s (2007) famous example of an autonomous weapon system committing a war crime, which was conducted with participants from the US, Japan and Germany. We find that (i) people manifest a considerable willingness (...) to hold autonomous systems morally responsible, (ii) partially exculpate human agents when interacting with such systems, and that more generally (iii) the possibility of normative responsibility gaps is indeed at odds with people’s pronounced retributivist inclinations. We discuss what these results mean for potential implications of the retribution gap and other positions in the responsibility gap literature. (shrink)

Utilitarianism is the strand of moral philosophy that holds that judgment of whether an act is morally right or wrong, hence whether it ought to be done or not, is primarily based upon the foreseen consequences of the act in question. It has a bad reputation in military ethics because it would supposedly make military expedience override all other concerns. Given that the utilitarian credo of the greatest happiness for the greatest number is in fact agent-neutral, meaning that the consequences (...) to everyone should weigh equally, this critique of utilitarianism is not entirely fair. By focusing on some anomalies in both the principle of double effect and in our tendency to give priority to the interests of those who are near and dear to us, this article argues that there is something to be said for a military ethic that attaches less weight to intentions, and more to the consequences. Responsibility gaps occur when autonomous machines cause harms for which nobody can be justifiably held morally responsible. The debate around responsibility gaps has focused primarily on the question of responsibility, but other approaches focus on the victims of the associated harms. In this paper I consider how the victims of ‘AI-harm’—by which I mean harms implicated in responsibility gap cases and caused by AI-agents—can make sense of what has happened to them. The reactive attitudes have an important role here. I (...) argue that regulating our reactive attitudes—withdrawing or sustaining them as our understanding of the actions, motives, status, and character of others develops—is an important part of the way in which we make sense of the harms we suffer. But, I argue, AI-agents can disrupt standard practices of regulating the reactive attitudes. This can lead victims of AI-harm to suffer a secondary hermeneutic harm (in addition to the primary AI-harm). This harm, which the responsibility gap and AI ethics literatures have neglected, can occur whether responsibility gaps are real or not. (shrink)

While in many countries the use of unmanned systems is still in its infancy, other countries, most notably the US and Israel, are much ahead. Most of the systems in operation today are unarmed and are mainly used for reconnaissance and clearing improvised explosive devices. But over the last years the deployment of armed military robots is also on the increase, especially in the air. This might make unethical behavior less likely to happen, seeing that unmanned systems are immune to (...) what are considered to be main causes of misconduct on the battlefield: frustration, boredom, and anger. The use of robots raises some ethical questions, though, and this paper attempts to give an overview of issues at stake, such as the role of emotions, civilian casualties, just war theory, and responsibility. Purpose– This paper aims to explore human technology relations through the lens of sci-fi movies within the life cycle of the ETHICOMP conference series. Here, different perspectives on artificial intelligent agents, primarily in the shape of robots, but also including other kinds of intelligent systems, are explored. Hence, IT-ethical issues related to humans interactions with social robots and artificial intelligent agents are illustrated with reference to: Alex Proyas’ I, Robot; James Cameron’s Terminator; and the Wachowski brothers’ Matrix. All three movies (...) present robots cast in the roles of moral agents capable of doing good or evil. Steven Spielberg’s Artificial Intelligence, A.I. gives rise to a discussion of the robot seen as a moral patient and furthermore reflects on possibilities for care and trust relations between robots and humans. Andrew Stanton’s Wall-E shapes a discussion of robots as altruistic machines in the role as facilitators of a flourishing society. Steven Spielberg’s Minority Report allows for a discussion of knowledge-discovering technology and the possibility for balancing data utility and data privacy.Design/methodology/approach– Observations of themes in sci-fi movies within the life span of the ETHICOMP conference series are discussed with the purpose of illustrating ways in which science fiction reflects (science) faction. In that sense, science fiction does not express our worries for a distant future, but rather casts light over questions, which is of concern in the present time.Findings– Human technology interactions are addressed and it is shown how sci-fi films highlight philosophical questions that puzzle us today, such as which kind of relationships can and ought to be formed with robots, and whether the roles they play as social actors demand that one ought to assign moral standing to them. The paper does not present firm answers but instead pays attention to the selection and framing of questions that deserve attention.Originality/value– To relate sci-fi movies to topics raised during the past 20 years of the ETHICOMP conference series, seemed to be an appropriate way of celebrating the 20-year anniversary of the ETHICOMP conference series. The use of cyber force can be as severe and disruptive as traditional armed attacks are. Cyber attacks may neither provoke physical injuries nor cause property damages and still, they can affect essential functions of today’s societies, such as governmental services, business processes or communication systems that progressively depend on information as a vital resource. Whereas several scholars claim that an international treaty, much as new forms of international cooperation, are necessary, a further challenge should be stressed: authors of cyber (...) attacks can be non-state actors, and identifying the party responsible for such a use of force, whether non-state actors or national sovereign states, is often impossible. Accordingly, several programmes on online security and national defence have been developed by sovereign states to tackle this menace and yet, the endurance of Western democracies and their aim to protect basic rights have already been tested by such programmes over the past years. The new scenarios of cyber force do not only concern the field of international law, since they may represent the main threat in the fields of national and constitutional law as well. (shrink)

This article reflects on securitization efforts with respect to ‘killer robots’, known more impartially as autonomous weapons systems (AWS). Our contribution focuses, theoretically and empirically, on the Campaign to Stop Killer Robots, a transnational advocacy network vigorously pushing for a pre-emptive ban on AWS. Marking exactly a decade of its activity, there is still no international regime formally banning, or even purposefully regulating, AWS. Our objective is to understand why the Campaign has not been able to advance its disarmament agenda (...) thus far, despite all the resources, means and support at its disposal. For achieving this objective, we challenge the popular assumption that strong stigmatization is the universally best strategy towards humanitarian disarmament. We investigate the consequences of two specifics present in AWS, which set them apart from processes and successes of the campaigns to ban anti-personnel landmines, cluster munitions, and laser-blinding weapons: the complexity of AWS as a distinct weapons category, and the subsequent circumvention of its complexity through the utilization of pop-culture, namely science fiction imagery. We particularly focus on two mechanisms through which such distortion has occurred: hybridization and grafting. These provide the conceptual basis and heuristic tools to unpack the paradox of over-securitization: success in broadening the stakeholder base in relation to the first mechanism and deepening the sense of insecurity in relation to the second one does not necessarily lead to the achievement of the desired prohibitory norm. In conclusion, we ask whether it is not the time for a more epistemically-oriented expert debate with a less ambitious, lowest common denominator strategy as the preferred model of arms control for such a complex weapons category. In this article, I shall examine some of the issues and questions involved in the technology of autonomous robots, a technology that has developed greatly and is advancing rapidly. I shall do so with reference to a particularly critical field: autonomous military robotic systems. In recent times, various issues concerning the ethical implications of these systems have been the object of increasing attention from roboticists, philosophers and legal experts. The purpose of this paper is not to deal with these issues, (...) but to show how the autonomy of those robotic systems, by which I mean the full automation of their decision processes, raises difficulties and also paradoxes that are not easy to solve. This is especially so when considering the autonomy of those robotic systems in their decision processes alongside their reliability. Finally, I would like to show how difficult it is to respond to these difficulties and paradoxes by calling into play a strong formulation of the precautionary principle. (shrink)

The use of robotic workers is likely to continue to increase as time passes. Hence it is crucial to examine the types of effects this occurrence could have on employment patterns. Invariably, as new job opportunities emerge due to robotic innovations, others will be closed off. Further, the characteristics of the workforce in terms of age, education, and income could profoundly change as a result.

Unmanned Aerial Vehicles, commonly known as “drones,” are a military technology now being developed for civilian and commercial use in the United States. With the federal government moving to develop rules for these uses in U.S. airspace by 2015, technologists, researchers, and news organizations are considering application of drone technology for reporting and data gathering. UAVs offer an inexpensive way to put cameras and sensors in the air to capture images and data but also pose serious concerns about safety, privacy, (...) conflict of interest, perspective, and credibility. This research examines the early ethical considerations among drone journalism developers and digital information activists. It places those considerations against the backdrop of utilitarian ethical theory applied to journalism to suggest additional layers of reasoning that must be applied to drones in reporting. Finally, it suggests articulation of ethical guidelines and transparency with the public as means to address inevitable adverse effects of use of this technology. (shrink)

The purpose of this article is to provide a multi-perspective examination of one of the most important contemporary security issues: weaponized, and especially lethal, artificial intelligence. This technology is increasingly associated with the approaching dramatic change in the nature of warfare. What becomes particularly important and evermore intensely contested is how it becomes embedded with and concurrently impacts two social structures: ethics and law. While there has not been a global regime banning this technology, regulatory attempts at establishing a ban (...) have intensified along with acts of resistance and blocking coalitions. This article aims to reflect on the prospects and limitations, as well as the ethical and legal intensity, of the emerging regulatory framework. The dissertation deals with the questions surrounding the legal, ethical and strategic aspects of armed drones in warfare. This is a vast and complex field, however, one where there remains more conflict and debate than actual consensus. -/- One of the many themes addressed during the course of this research was an examination of the evolution of modern asymmetric transnational armed conflict. It is the opinion of the author that this phenomenon represents a “grey-zone”; an entirely new paradigm of warfare. (...) International terrorism has not been dealt with in a cohesive fashion. Any international prosecution of terrorism which has been conducted has been either “sectoral” adopting a piecemeal typological approach or has been carried out at the domestic level. -/- A novel approach to the problem, of sub-national actors with transnational reach, was proposed, by attributing certain groups with a new legal personality, that of “Stateless International Entities”, or “SIEs”. Those groups who possess, for all intents and purposes, the same attributes as those of States, could then be judged for their behavior before an international tribunal. Other important topics addressed in this research include an examination of important case law, targeted killing, autonomy, preemption versus prevention, imminence versus intent, the find, fix and finish paradigm, the impact of the media, and the role of the CIA, and finally, the flawed reasoning which adopts technology as a form of strategy. As we near a time when robots may serve a vital function by becoming caregivers, it is important to examine the ethical implications of this development. By applying the capabilities approach as a guide to both the design and use of robot caregivers, we hope that this will maximize opportunities to preserve or expand freedom for care recipients. We think the use of the capabilities approach will be especially valuable for improving the ability of impaired persons to interface more effectively (...) with their physical and social environments. Ethical reflection on drone fighting suggests that this practice does not only create physical distance, but also moral distance: far removed from one’s opponent, it becomes easier to kill. This paper discusses this thesis, frames it as a moral-epistemological problem, and explores the role of information technology in bridging and creating distance. Inspired by a broad range of conceptual and empirical resources including ethics of robotics, psychology, phenomenology, and media reports, it is first argued that drone fighting, like other long-range (...) fighting, creates epistemic and moral distance in so far as ‘screenfighting’ implies the disappearance of the vulnerable face and body of the opponent and thus removes moral-psychological barriers to killing. However, the paper also shows that this influence is at least weakened by current surveillance technologies, which make possible a kind of ‘empathic bridging’ by which the fighter’s opponent on the ground is re-humanized, re-faced, and re-embodied. This ‘mutation’ or unintended ‘hacking’ of the practice is a problem for drone pilots and for those who order them to kill, but revealing its moral-epistemic possibilities opens up new avenues for imagining morally better ways of technology-mediated fighting. Due to tremendous progress in digital electronics now intelligent and autonomous agents are gradually being adopted into the fields and domains of the military, defense and warfare. This paper tries to explore some of the inherent ethical issues, threats and some remedial issues about the impact of such systems on human civilization and existence in general. This paper discusses human ethics in contrast to machine ethics and the problems caused by non-sentient agents. A systematic study is made on paradoxes regarding (...) the long-term advantages of such agents in military combat. This paper proposes an international standard which could be adopted by all nations to bypass the adverse effects and solve ethical issues of such intelligent agents. (shrink)

The ethics of emerging forms of artificial intelligence has become a prolific subject in both academic and public spheres. A great deal of these concerns flow from the need to ensure that these technologies do not cause harm—physical, emotional or otherwise—to the human agents with which they will interact. In the literature, this challenge has been met with the creation of artificial moral agents: embodied or virtual forms of artificial intelligence whose decision procedures are constrained by explicit normative principles, requiring (...) the implementation of what is commonly called artificial morality into these agents. To date, the types of reasoning structures and principles which inform artificial morality have been of two kinds: first, an ethically maximal vision of artificial morality which relies on the strict implementation of traditional moral theories such as Kantian deontology or Utilitarianism, and second, a more minimalist vision which applies stochastic AI techniques to large data sets of human moral preferences so as to illicit or intuit general principles and preferences for the design of artificial morality. Taken individually, each approach is unable to fully answer the challenge of producing inoffensive behavior in artificial moral agents, most especially since both forms are unable to strike a balance between the ideal set of constraints which morality imposes on one hand, and the types of constraints public acceptability imposes, on the other. We provide an alternative approach to the design of artificial morality, the Ethical Valence Theory, whose purpose is to accommodate this balance, and apply this approach to the case of autonomous vehicles. We can learn about human ethics from machines. We discuss the design of a working machine for making ethical decisions, the N-Reasons platform, applied to the ethics of robots. This N-Reasons platform builds on web based surveys and experiments, to enable participants to make better ethical decisions. Their decisions are better than our existing surveys in three ways. First, they are social decisions supported by reasons. Second, these results are based on weaker premises, as no exogenous expertise (aside from that (...) provided by the participants) is needed to seed the survey. Third, N-Reasons is designed to support experiments so we can learn how to improve the platform. We sketch experimental results that show the platform is a success as well as pointing to ways it can be improved. (shrink)
