Functionalism is a dominant but widely criticized perspective in social theory; my goal in this paper is to help clarify what functionalists claim, identify what would count as evidence for those claims and evaluate some standard criticisms. Functionalism relies essentially on functional explanations of the form "A exists in order to B." I point out problems with previous accounts of such explanations, offer an improved account, and discuss in detail evidence that might confirm such explanations and its difficulties. In this volume, first published in 1983, Jon Elster approaches the study of technical change from an epistemological perspective.

Several authors have claimed that mechanisms play a vital role in distinguishing between causation and mere correlation in the social sciences. Such claims are sometimes interpreted to mean that without mechanisms, causal inference in social science is impossible. The author agrees with critics of this proposition but explains how the account of how mechanisms aid causal inference can be interpreted in a way that does not depend on it. Nevertheless, he shows that this more charitable version of the account is (...) still unsuccessful as it stands. Consequently, he advances a proposal for shoring up the account, which is founded on the possibility of acquiring knowledge of social mechanisms by linking together norms or practices found in a society. Larry Wright and others have advanced causal accounts of functional explanation, designed to alleviate fears about the legitimacy of such explanations. These analyses take functional explanations to describe second order causal relations. These second order relations are conceptually puzzling. I present an account of second order causation from within the framework of Eells' probabilistic theory of causation; the account makes use of the population-relativity of causation that is built into this theory.
