The politics of innovation involves displacements between various interrelated settings ranging from the context of design to the context of use. This variety of settings and their particular qualities raise questions about the democratic implications of displacements, which have been addressed within science and technology studies for decades from different perspectives and along various theoretical strands. This article distinguishes five different traditions of conceptualizing the relation between technological innovation and democracy: an intentionalist, a proceduralist, an actor—network, an interpretivist, and a (...) performative perspective. They differ in their concepts of “technology,” “politics,” and “democracy”; they imply different roles for the analyst and they suggest or urge other political means. It is suggested that spelling out the differences and similarities between the five perspectives creates the possibility to overcome the limitations of any particular perspective of technology and democracy. The Body Multiple is an extraordinary ethnography of an ordinary disease. Drawing on fieldwork in a Dutch university hospital, Annemarie Mol looks at the day-to-day diagnosis and treatment of atherosclerosis. A patient information leaflet might describe atherosclerosis as the gradual obstruction of the arteries, but in hospital practice this one medical condition appears to be many other things. From one moment, place, apparatus, specialty, or treatment, to the next, a slightly different “atherosclerosis” is being discussed, measured, observed, or stripped away. (...) This multiplicity does not imply fragmentation; instead, the disease is made to cohere through a range of tactics including transporting forms and files, making images, holding case conferences, and conducting doctor-patient conversations. The Body Multiple juxtaposes two distinct texts. Alongside Mol’s analysis of her ethnographic material—interviews with doctors and patients and observations of medical examinations, consultations, and operations—runs a parallel text in which she reflects on the relevant literature. Mol draws on medical anthropology, sociology, feminist theory, philosophy, and science and technology studies to reframe such issues as the disease-illness distinction, subject-object relations, boundaries, difference, situatedness, and ontology. In dialogue with one another, Mol’s two texts meditate on the multiplicity of reality-in-practice. Presenting philosophical reflections on the body and medical practice through vivid storytelling, The Body Multiple will be important to those in medical anthropology, philosophy, and the social study of science, technology, and medicine. Recent scholarship in technology and society studies has given attention to the notion of technological citizenship. This article seeks to further integrate perspectives on this topic with theoretical contributions about the development of moral autonomy. The author challenges the presumption that the strategy of expanding opportunities for participation in technological decision making will in itself develop people's autonomy and citizenship. He argues that concurrent efforts must be made to democratize the political-economic structures of key technologies and to help people prepare (...) morally for citizenship roles in governing these technologies. Since the turn of the millennium, the major development agencies have been promoting “knowledge for development,” “ICT for development,” or the “knowledge economy” as new paradigms to prompt development in less-developed countries. These paradigms display an unconditional trust in the power of Western technology and scientific knowledge to trigger development—they taste of epistemic and technological determinism. This article probes, by means of a genealogy, how and when development cooperation began adhering to epistemic and technological determinism, and which forms this adhesion (...) has taken over time. The genealogy shows, first, that knowledge and technology have always been integrally part of the very “development” idea since this idea was shaped during enlightenment. Second, while the genealogy reveals that epistemic and technological determinism were embedded in the development idea from the very beginning, it also illustrates that the determinism has always been challenged by critical voices. This article examines the debate about the normative relevance of social constructivism, arguing that the criticisms of Winner, Radder, and others are fundamentally accurate. The article argues that a combination of Radder's notion of nonlocal values and Martin's concern for deliberative interventions may offer a theoretical exit from the normative irrelevance that marks constructivism. The article goes on to suggest that theoretical and praxeological developments in two other literatures, participatory public policy analysis and deliberative democracy, may provide fruitful initiatives for (...) constructivist scholars eager to address normative concerns. The article next reviews a range of problems facing deliberative and participatory practices and suggests ways in which constructivist insights might help to advance deliberative theory. (shrink)

This article uses the translation approach to analyze the Green Revolution in Bali, Indonesia. The translation approach reopens the controversy about a classical topic in development studies: the failure or success of the Green Revolution. The translation method helps us to understand how the previous explanations of the failure or success of the Green Revolution in Bali were socially constructed and how the presence and the identity of social groups involved in agriculture on Bali were negotiated during the controversy. J. (...) Stephen Lansing's recent computer model of Balinese agriculture is examined as a new component of the Green Revolution technological package. The analysis shows that the success of Lansing's model is better understood as a result of his communication strategy than as a scientific achievement. (shrink)
