    This article develops a model-based account of the standardization of physical measurement, taking the contemporary standardization of time as its central case study. To standardize the measurement of a quantity, I argue, is to legislate the mode of application of a quantity concept to a collection of exemplary artefacts.     Epistemic accounts of scientific collaboration usually assume that, one way or another, two heads really are more than twice better than one. We show that this hypothesis is unduly strong. We present a deliberately crude model with unfavorable hypotheses.     This article addresses the relationship between technology and institutions and asks whether technology itself is an institution. The argument is that social theorists need to attend better to materiality: the world of things and objects of which technical things form an important class. It criticizes the new institutionalism in sociology for its failure to sufficiently open up the black box of technology.
