Abstract: Philosophy is often conceived in the Anglophone world today as a subject that focuses on questions in particular “core areas,” pre-eminently epistemology and metaphysics. This article argues that the contemporary conception is a new version of the scholastic “self-indulgence for the few” of which Dewey complained nearly a century ago. Philosophical questions evolve, and a first task for philosophers is to address issues that arise for their own times. The article suggests that a renewal of philosophy today should turn (...) the contemporary conception inside out, attending to and developing further the valuable work being done on the supposed “periphery” and attending to the “core areas” only insofar as is necessary to address genuinely significant questions. Bioethicists disagree over methods, theories, decision-making guides, case analyses and public policies. Thirty years ago, the thinking of many scholars coalesced around a principlist approach to bioethics. That mid-level mode of moral reasoning is now one of many approaches to moral deliberation. Significant variation in contemporary approaches to the study of ethical issues related to medicine, biotechnology and health care raises the question of whether bioethics exists as widely shared method, theory, normative framework or mode of moral reasoning.

Several presidents have created bioethics councils to advise their administrations on the importance, meaning and possible implementation or regulation of rapidly developing biomedical technologies. From 2001 to 2005, the President's Council on Bioethics, created by President George W. Bush, was under the leadership of Leon Kass. The Kass Council, as it was known, undertook what Adam Briggle describes as a more rich understanding of its task than that of previous councils. The council sought to understand what it means to advance (...) human flourishing at the intersection of philosophy, politics, science, and technology within a democratic society. Briggle's survey of the history of U.S. public bioethics and advisory bioethics commissions, followed by an analysis of what constitutes a "rich" bioethics, forms the first part of the book. The second part treats the Kass Council as a case study of a federal institution that offered public, ethical advice within a highly polarized context, with the attendant charges of inappropriate politicization and policy irrelevance. The conclusion synthesizes the author's findings into a story about the possible relationships between philosophy and policy making. A dispute exists about whether bioethics should become a new discipline with its own methods, competency standards, duties, honored texts, and core curriculum. Unique expertise is a necessary condition for disciplines. Using the current literature, different views about the sort of expertise that might be unique to bioethicists are critically examined to determine if there is an expertise that might meet this requirement. Candidates include analyses of expertise based in "philosophical ethics," "casuistry," "atheoretical or situation ethics," "conventionalist relativism," "institutional guidance," (...) "regulatory guidance and compliance," "political advocacy," "functionalism," and "principlism." None succeed in identifying a unique area of expertise for successful bioethicists that could serve as a basis for making it a new discipline. Rather expertise in bioethics is rooted in many professions, disciplines and fields and best understood as a second-order discipline. (shrink)

Claims about people's intuitions have long played an important role in philosophical debates. The new field of experimental philosophy seeks to subject such claims to rigorous tests using the traditional methods of cognitive science – systematic experimentation and statistical analysis. Work in experimental philosophy thus far has investigated people's intuitions in philosophy of language, philosophy of mind, epistemology, and ethics. Although it is now generally agreed that experimental philosophers have made surprising discoveries about people's intuitions in each of these areas, (...) considerable disagreement remains about the philosophical significance of the key findings. Some have argued that work in experimental philosophy should be assessed by asking whether it can contribute to the kind of inquiry that is normally pursued within analytic philosophy, while others suggest that work in experimental philosophy is best understood as a contribution to a more traditional sort of philosophical inquiry that long predates the birth of analytic philosophy. The demand for greater public accountability is changing the nature of ex ante peer review at public science agencies worldwide. Based on a four year research project, this essay examines these changes through an analysis of the process of grant proposal review at two US public science agencies, the National Institutes of Health (NIH) and the National Science Foundation (NSF). Weaving historical and conceptual narratives with analytical accounts, we describe the ways in which these two agencies struggle with the question (...) of incorporating considerations of societal impact into the process of peer review. We use this comparative analysis to draw two main conclusions. First, evaluation of broader societal impacts is not different in kind from evaluation of intellectual merit. Second, the scientific community may actually bolster its autonomy by taking a broader range of considerations into its peer review processes. (shrink)

A policy turn in environmental philosophy means a shift from philosophers writing philosophy essays for other philosophers to doing interdisciplinary research and working on projects with public agencies, policy makers, and the private sector. Despite some steps in this direction, a policy turn remains largely unrealized within the community of environmental philosophers. Completing this shift can contribute to better decision making, help discover new areas for philosophic investigation at the intersection of philosophy and policy, and identify new employment prospects for (...) philosophy graduates.
