This book consists of a collection of essays written between 1965 and 1981. Some have been published elsewhere; others appear here for the first time. Although dealing with different figures and different periods, they have a common theme: all are concerned with examining how the method of hy pothesis came to be the ruling orthodoxy in the philosophy of science and the quasi-official methodology of the scientific community. It might have been otherwise. Barely three centuries ago, hypothetico deduction was in (...) both disfavor and disarray. Numerous rival methods for scientific inquiry - including eliminative and enumerative induction, analogy and derivation from first principles - were widely touted. The method of hypothesis, known since antiquity, found few proponents between 1700 and 1850. During the last century, of course, that ordering has been inverted and - despite an almost universal acknowledgement of its weaknesses - the method of hypothesis (usually under such descriptions as 'hypothetico deduction' or 'conjectures and refutations') has become the orthodoxy of the 20th century. Behind the waxing and waning of the method of hypothesis, embedded within the vicissitudes of its fortunes, there is a fascinating story to be told. This article is the preface to the Russian translation of my Kuhn vs Popper. I use it as an opportunity to re-examine the difference between Kuhn and Popper on the nature of ‘revolutions’ in science. Kuhn is rightly seen as a ‘reluctant revolutionary’ and Popper a ‘permanent revolutionary’. In this respect, Kuhn sticks to the original medieval meaning of ‘revolution’ as restoration of a natural order, whereas Popper adopts the more modern meaning of ‘revolution’ that comes into fashion after the (...) French Revolution, which suggests a radical renewal. A key to understanding this difference in revolutionary mentalities lies in Kuhn’s and Popper’s respective treatment of the ‘Gestalt switch’ phenomenon. Kuhn sees the ambiguous Gestalt figure from the standpoint of the subject, and Popper from that of the experimenter. Behind this difference lies alternative interpretations of the significance of quantum mechanics for scientific epistemology, a preoccupation that Kuhn and Popper shared with the original Gestalt psychologists and is beginning engage the interest of social scientists. In lieu of an abstract, here is a brief excerpt of the content:Steven Fuller A FRENCH SCIENCE (WITH ENGLISH SUBTITLES) It is of no news to anyone with even a passing interest in the theoretical wranglings of literary critics that deconstruction is on the defensive. This is of special interest to an historian and philosopher of science such as myself because (with the notable exception of Frank Lentricchia's revisionist history of contemporary critical trends) ] most of the recent salvos launched (...) against deconstruction have been supplied by analytic philosophy.2 Indeed, some analytic philosophers have felt bold enough to enter the fray themselves. And as with other Anglo-American incursions into theoretical debates of continental origin, whatever is lost in subtlety and sheer ingenuity is made up for in clarity and commonsense. If there is one theme common to adi analytically inspired attacks on deconstruction, it is that critical method ought to be a systematic articulation of the intuitions of the average reflective reader. To be a literary critic is not to achieve esoteric insight into the uncommunicative nature of texts; rather, it is to become more fully aware of the many ways in which texts do communicate. While such advice may be reassuring, it is certainly not very "philosophical" in the sense of "deeply problematic" that deconstructionists would claim for the nature of texts. And the deconstructionists are right — so I believe. At least, I will try to show that the case for deconstruction, in all its radicalness, can be made with something of the clarity desired by analytic philosophers. A contentious critic might wonder, at this point, why the deconstructionists were not clear in the first place (thereby rendering this article superfluous). The reason, contrary to what certain "friends of deconstruction" in the analytic tradition would have us believe, is that there are few precedents in the recent history of philosophy for claims made by deconstructionists.3 It would indeed be faint praise to find, as Hacking and Rorty have maintained, that the theses of Barthes, Foucault, and Derrida were anticipated in the limpid prose style of a Quine, a Goodman, or a Kuhn.4 Why is the latter set of writers so clear, while the former set is so obscure? Our contentious critic might conclude diat clarity of style reflects a clarity of thought, and likewise for obscurity of style. The friends want to place deconstruction among several strains oftwentieth-century thought that would dissolve classical philosophy into a critical history of ideas, while the foes (more ingenuously perhaps) want to resume the business of practical criticism as usual and its attendant function (à la F. R. Leavis) of preserving Western Culture. Since the analytic devil can (and will) cite deconstructionist scripture for his own purposes, it is not clear that explicating Derrida will settle matters, especially since deconstruction gives an ironic twist to the search for what an author "had in mind" when he composed a particular text. It is, however, interesting to note that when one analytic philosopher recently presented a paradigm of literary criticism that allegedly compensated for the excesses of deconstruction, he resorted to Kantian talk about the intentions of the author being a "regulative ideal" toward which all responsible practical criticism aspires.5 This paradigm claims to owe to deconstruction the idea that, once an author is separated from his text, die reader becomes unable to verify any hypotheses about what the author meant by what he wrote. However, the evidence surrounding the text's composition (as well as the text itself) may be reconstructed so as to suggest a model of the audioes intentions. In that case, the explanatory adequacy of such a model would be relative to the evidence and methods available to the critic. And so, while the text certainly had a real audior who possessed a set of determinate intentions at the time ofwriting, mere is no reason to think that the most plausible model of the currendy available evidence picks out those intentions. ‘Academic rentiership’ is an economistic way of thinking about the familiar tendency for academic knowledge to consolidate into forms of expertise that exercise authority over the entire society. The feature that ‘rentiership’ high-lights is control over what can be accepted as a plausible knowledge claim, which I call ‘modal power’. This amounts to how the flow of information is channelled in society, with academic training and peer-reviewed research being the main institutional drivers. This paper begins by contextualizing rentiership in the (...) deeper issues surrounding ‘cognitive economy ’that lie at the heart of the Western philosophical tradition. The psychological phenomenon of the ‘Gestaltshift’ is used to illustrate various ways in which the flow of information can be channelled to enable or disable certain possible ways of regarding the world. Against this background, such familiar concepts from academic practice as ‘quality control’ and ‘plagiarism’ acquire a new look. Quality control aims to maintain rentiership, whereas plagiarism aims to undermine it. The second half of the paper is largely concerned with the historical swings back and forth between rentiership and anti-rentiership in academia. Rentiership’s decline is associated with corruption of its quality control processes, which reveals academia’s reliance on equally corrupt power elites in society. In addition, the introduction of new communication media over which academia cannot exert proprietary control also serves to open up the sphere of plausible knowledge claims. The ongoing Internet revolution is likely to permanently alter the terms on which academic rentiership will be possible in the future. (shrink)

'Post-truth', Oxford Dictionary's 2016 word of the year, appears to cover only the turn away from reason in contemporary politics. In fact the truth behind 'post-truth' is historically and philosophically more complex. As Fuller shows in this book, it reaches into the nature of knowledge itself.

Thomas Kuhn's _The Structure of Scientific Revolutions_ is one of the best known and most influential books of the twentieth century. Whether they adore or revile him, critics and fans alike have tended to agree on one thing: Kuhn's ideas were revolutionary. But were they? Steve Fuller argues that Kuhn actually held a profoundly conservative view of science and how one ought to study its history. Early on, Kuhn came under the influence of Harvard President James Bryant Conant, who had (...) developed an educational program intended to help deflect Cold War unease over science's uncertain future by focusing on its illustrious past. Fuller argues that this rhetoric made its way into _Structure,_ which Fuller sees as preserving and reinforcing the old view that science really is just a steady accumulation of truths about the world. Fuller suggests that Kuhn, deliberately or not, shared the tendency in Western culture to conceal possible negative effects of new knowledge from the general public. Because it insists on a difference between a history of science for scientists and one suited to historians, Fuller charges that _Structure_ created the awkward divide that has led directly to the "Science Wars" and has stifled much innovative research. In conclusion, Fuller offers a way forward that rejects Kuhn's fixation on paradigms in favor of a conception of science as a social movement designed to empower society's traditionally disenfranchised elements.
