It seems natural to choose whether to have a child by reflecting on what it would be like to actually have a child. I argue that this natural approach fails. If you choose to become a parent, and your choice is based on projections about what you think it would be like for you to have a child, your choice is not rational. If you choose to remain childless, and your choice is based upon projections about what you think it (...) would be like for you to have a child, your choice is not rational. This suggests we should reject our ordinary conception of how to make this life-changing decision, and raises general questions about how to rationally approach important life choices. (shrink)

David DeGrazia1 offers, to my mind, a decisive response to the bioconservative suggestion that moral bioenhancement threatens human freedom or undermines its value. In this brief commentary, I take issue with DeGrazia's way of defining MB. A different concept of MB exposes a danger missed by his analysis.Two ways to define MBDeGrazia presents MB as a form of enhancement directed at moral capacities. There are, in the philosophical literature, two broad approaches to defining human enhancement. Simplifying somewhat, one account identifies (...) enhancement with improvement. DeGrazia joins other advocates of MB in preferring this type of account, defining a human enhancement as ‘any deliberate intervention that aims to improve an existing capacity, select for a desired capacity, or create a new capacity in a human being.’1An alternative approach relativises enhancement to human norms.2 ,3 In this view, improvements up to levels of functioning properly considered normal for humans are therapy, not enhancement. Improvements beyond those levels are enhancements. The injection of synthetic erythropoietin by someone suffering from anaemia is therapy. When healthy Tour de France competitors inject EPO, it is enhancement.We can minimise philosophical disputes about word meanings by endorsing a conceptual pluralism that acknowledges the need for more than one concept of human enhancement to address the hugely varied ways in which technology may alter humans. Anthropogenic climate change is arguably one of the biggest problems that confront us today. There is ample evidence that climate change is likely to affect adversely many aspects of life for all people around the world, and that existing solutions such as geoengineering might be too risky and ordinary behavioural and market solutions might not be sufficient to mitigate climate change. In this paper, we consider a new kind of solution to climate change, what we call human engineering, which involves (...) biomedical modifications of humans so that they can mitigate and/or adapt to climate change. We argue that human engineering is potentially less risky than geoengineering and that it could help behavioural and market solutions succeed in mitigating climate change. We also consider some possible ethical concerns regarding human engineering such as its safety, the implications of human engineering for our children and society, and we argue that these concerns can be addressed. Our upshot is that human engineering deserves further consideration in the debate about climate change. (shrink)

Classic analysis of the subject and the development of personal probability; one of the greatest controversies in modern statistcal thought.

Suppose that we develop a medically safe and affordable means of enhancing human intelligence. For concreteness, we shall assume that the technology is genetic engineering (either somatic or germ line), although the argument we will present does not depend on the technological implementation. For simplicity, we shall speak of enhancing “intelligence” or “cognitive capacity,” but we do not presuppose that intelligence is best conceived of as a unitary attribute. Our considerations could be applied to specific cognitive abilities such as verbal (...) fluency, memory, abstract reasoning, social intelligence, spatial cognition, numerical ability, or musical talent. It will emerge that the form of argument that we use can be applied much more generally to help assess other kinds of enhancement technologies as well as other kinds of reform. However, to give a detailed illustration of how the argument form works, we will focus on the prospect of cognitive enhancement. (shrink)

To the extent that the performance of embodied and situated cognitive agents is predicated on fore- thought;such agents must remember; and learn from; the past to predict the future. In complex; non-stationaryenvironments; such learning is facilitated by an intrinsic motivation to seek novelty. A significant part of anagent’s identity is thus constituted by its remembered distilled cumulative life experience; which the agent isdriven to constantly expand. The combination of the drive to novelty with practical limits on memorycapacity posits a problem. (...) On the one hand; because novelty seekers are unhappy when bored; merelyreliving past positive experiences soon loses its appeal: happiness can only be attained sporadically; via anopen-ended pursuit of new experience. On the other hand; because the experiencer’s memory is finite;longevity and continued novelty; taken together; imply eventual loss of at least some of the stored content;and with it a disruption of the constructed identity. In this essay; I examine the biobehavioral and cognitive-computational circumstances that give rise to this problem and explore its implications for the humancondition. (shrink)

Opponents to genetic or biomedical human enhancement often claim that the availability of these technologies would have negative consequences for those who either choose not to utilize these resources or lack access to them. However, Thomas Douglas has argued that this objection has no force against the use of technologies that aim to bring about morally desirable character traits, as the unenhanced would benefit from being surrounded by such people. I will argue that things are not as straightforward as Douglas (...) makes out. The widespread use of moral enhancement would raise the standards for praise and blame worthiness, making it much harder for the unenhanced to perform praiseworthy actions or avoid performing blameworthy actions. This shows that supporters of moral enhancement cannot avoid this challenge in the way that Douglas suggests. (shrink)

In an influential paper, L. A. Paul argues that one cannot rationally decide whether to have children. In particular, she argues that such a decision is intractable for standard decision theory. Paul's central argument in this paper rests on the claim that becoming a parent is ``epistemically transformative''---prior to becoming a parent, it is impossible to know what being a parent is like. Paul argues that because parenting is epistemically transformative, one cannot estimate the values of the various outcomes of (...) a decision whether to become a parent. In response, we argue that it is possible to estimate the value of epistemically transformative experiences. Therefore, there is no special difficulty involved in deciding whether to undergo epistemically transformative experiences. Insofar as major life decisions do pose a challenge to decision theory, we suggest that this is because they often involve separate, familiar problems. (shrink)

Brian Skyrms constructs a theory of "dynamic deliberation" and uses it to investigate rational decision-making in cases of strategic interaction. This illuminating book will be of great interest to all those in many disciplines who use decision theory and game theory to study human behavior and thought. Skyrms begins by discussing the Bayesian theory of individual rational decision and the classical theory of games, which at first glance seem antithetical in the criteria used for determining action. In his effort to (...) show how methods for dealing with information feedback can be productively combined, the author skillfully leads us through the mazes of equilibrium selection, the Nash equilibria for normal and extensive forms, structural stability, causal decision theory, dynamic probability, the revision of beliefs, and, finally, good habits for decision. The author provides many clarifying illustrations and a handy appendix called "Deliberational Dynamics on Your Personal Computer." His powerful model has important implications for understanding the rational origins of convention and the social contract, the logic of nuclear deterrence, the theory of good habits, and the varied strategies of political and economic behavior. The human brain is in great part what it is because of the functional and structural properties of the 100 billion interconnected neurons that form it. These make it the body’s most complex organ, and the one we most associate with concepts of selfhood and identity. The assumption held by many supporters of human enhancement, transhumanism, and technological posthumanity seems to be that the human brain can be continuously improved, as if it were another one of our machines. In this (...) paper, I focus on some of the ethical issues that we should keep in mind when thinking about memory enhancement interventions. I start with an overview of one of the most precious capacities of the brain, namely memory. Then I analyze the different kinds of memory interventions that exist or are under research. Finally, I point out the issues that we should not forget when we consider enhancing our memories. In this regard, my argument is not against memory enhancement interventions; rather, it concentrates on the need to “keep in mind” what kind of enhancements we want. We should consider whether we want the kind of “enhancements” that will end up making us lose synapse connections, or the kind that promote more use of them. (shrink)

Transhumanist visions appear to aim at invulnerability. We are invited to fight the dragon of death and disease, to shed our old, human bodies, and to live on as invulnerable minds or cyborgs. This paper argues that even if we managed to enhance humans in one of these ways, we would remain highly vulnerable entities given the fundamentally relational and dependent nature of posthuman existence. After discussing the need for minds to be embodied, the issue of disease and death in (...) the infosphere, and problems of psychological, social and axiological vulnerability, I conclude that transhumanist human enhancement would not erase our current vulnerabilities, but instead transform them. Although the struggle against vulnerability is typically human and would probably continue to mark posthumans, we had better recognize that we can never win that fight and that the many dragons that threaten us are part of us. As vulnerable humans and posthumans, we are at once the hero and the dragon. (shrink)

What happens when we consider transformative experiences from the perspective of gender transitions? In this paper I suggest that at least two insights emerge. First, trans* persons’ experiences of gender transitions show some limitations to L.A. Paul’s (forthcoming) decision theoretic account of transformative decisions. This will involve exploring some of the phenomenology of coming to know that one is trans, and in coming to decide to transition. Second, what epistemological effects are there to undergoing a transformative experience? By connecting some (...) experiences of gender transitions to feminist standpoint epistemology, I argue that radical changes in one’s identity and social location also radically affects one’s access to knowledge in ways not widely appreciated in contemporary epistemology. How should we make choices when we know so little about our futures? L. A. Paul argues that we must view life decisions as choices to make discoveries about the nature of experience. Her account of transformative experience holds that part of the value of living authentically is to experience our lives and preferences in whatever ways they evolve.

:Many critics of bioenhancement go to considerable lengths to establish the existence of reasons against pursuing bioenhancements but do little to establish the absence of reasons in favor. This suggests that they accept what Allen Buchanan has called the conclusive reasons view. According to this view, our reasons against bioenhancement are obviously decisive, so there is no need to balance them against countervailing reasons. Buchanan criticizes the CRV by showing that the reasons most commonly adduced against bioenhancement are not decisive, (...) or, at least, not obviously so.In this article, I suggest that both Buchanan and the authors to whom he is responding underestimate the strength of the case for the CRV. There are, I argue, harm-based reasons against bioenhancement that provide stronger support to the CRV than the reasons that have most often been adduced by critics of enhancement. However, I then argue that even these harm-based reasons are not obviously decisive. Thus, I ultimately agree with Buchanan about the falsity of the CRV, though I disagree with him about the reasons for its falsity. (shrink)

In a widely discussed forthcoming article, “What you can't expect when you're expecting,” L. A. Paul challenges culturally and philosophically traditional views about how to rationally make major life-decisions, most specifically the decision of whether to have children. The present paper argues that because major life-decisions are transformative, the only rational way to approach them is to become resilient people: people who do not “over-plan” their lives or expect their lives to play out “according to plan”—people who understand that beyond (...) a certain limit, life cannot be rationally planned and must be accepted as it comes. I show that this focus on resilience—on self-mastery—stands in direct opposition to culturally dominant attitudes toward decision-making, which focus not on the self-mastery but on control and mastery over one's surroundings. In short, I argue that if Paul's general point about transformative experiences is correct, it follows that we rationally ought to adopt a very different approach to life choices, self-development, and the moral education of our children than currently-dominant cultural norms and practices suggest. In this article, I argue that persons suffering from Body Integrity Identity Disorder (BIID) can give informed consent to surgical measures designed to treat this disorder. This is true even if the surgery seems radical or irrational to most people. The decision to have surgery made by a BIID patient is not necessarily coerced, incompetent or uninformed. If surgery for BIID is offered, there should certainly be a screening process in place to insure informed consent. It is beyond the scope (...) of this work, however, to define all the conditions that should be placed on the availability of surgery. However, I argue, given the similarities between BIID and gender dysphoria and the success of such gatekeeping measures for the surgical treatment of gender dysphoria, it is reasonable that similar conditions be in place for BIID. Once other treatment options are tried and gatekeeping measures satisfied, A BIID patient can give informed consent to radical surgery. (shrink)

Human beings are a marvel of evolved complexity. Such systems can be difficult to enhance. When we manipulate complex evolved systems, which are poorly understood, our interventions often fail or backfire. It can appear as if there is a “wisdom of nature” which we ignore at our peril. Sometimes the belief in nature’s wisdom—and corresponding doubts about the prudence of tampering with nature, especially human nature—manifests as diffusely moral objections against enhancement. Such objections may be expressed as intuitions about the (...) superiority of the natural or the troublesomeness of hubris or as an evaluative bias in favor of the status quo. This chapter explores the extent to which such prudence-derived anti-enhancement sentiments are justified. We develop a heuristic, inspired by the field of evolutionary medicine, for identifying promising human enhancement interventions. The heuristic incorporates the grains of truth contained in “nature knows best” attitudes while providing criteria for the special cases where we have reason to believe that it is feasible for us to improve on nature. The greatest existential threats to humanity stem from increasingly powerful advanced technologies. Yet the “risk potential” of such tools can only be realized when coupled with a suitable agent who; through error or terror; could use the tool to bring about an existential catastrophe. While the existential risk literature has provided many accounts of how advanced technologies might be misused and abused to cause unprecedented harm; no scholar has yet explored the other half of the agent-tool coupling; namely the agent. (...) This paper aims to correct this failure by offering a comprehensive overview of what we could call “agential riskology.” Only by studying the unique properties of different agential risk types can one acquire an accurate picture of the existential danger before us. The prospect of cognitive enhancement well beyond current human capacities raises worries that the fundamental equality in moral status of human beings could be undermined. Cognitive enhancement might create beings with moral status higher than persons. Yet, there is an expressibility problem of spelling out what the higher threshold in cognitive capacity would be like. Nicholas Agar has put forward the bold claim that we can show by means of inductive reasoning that indefinite cognitive enhancement will probably mark a difference (...) in moral status. The hope is that induction can determine the plausibility of post‐personhood existence in the absence of an account of what the higher status would be like. In this article, we argue that Agar's argument fails and, more generally, that inductive reasoning has little bearing on assessing the likelihood of post‐personhood in the absence of an account of higher status. We conclude that induction cannot bypass the expressibility problem about post‐persons. (shrink)

This paper considers, firstly, to what extent the administration of oxytocin can augment the capacity of empathy in human beings; and secondly, whether or not such practice ought to be allowed. In relation to the latter, the author develops an argument in favour of this intervention by virtue of its consistency with the belief that, if a therapeutic treatment is to be considered acceptable, it is essential that it maximizes the well-being of those affected and that it does not compromise (...) the autonomy of the patient. Having rejected several objections related to the nature of this intervention, the author finally questions its morality on the basis of a concern with its universalizability. (shrink)

In “What you can’t expect when you’re expecting,” I argue that, if you don’t know what it’s like to be a parent, you cannot make this decision rationally—at least, not if your decision is based on what you think it would be like for you to become a parent. My argument hinges on the idea that becoming a parent is a transformative experience. This unique type of experience often transforms people in a deep and personal sense, and in the process, (...) changes their preferences. In section 1, I will explain transformative experience in terms of radical first-personal epistemic and self change. In section 2, I’ll explain the notion of subjective value that I use to develop the decision problem. In section 3, I will discuss the way we ordinarily combine our introspective assessments with testimony and evidence. In section 4, I will discuss the problems for rational decision-making. In section 5, I will explore the problem of first-personally transformed future selves. In section 6, I will engage with the main themes and arguments and ideas of the authors of the papers contributed to this volume. (shrink)

The cry that advanced machines will come to dominate human beings resounds from the time of the Luddites up to the current consternation by the chief scientist of Sun Microsystems, Bill Joy. My theme is a twist on this fear: self-deselection, the possibility that humans will voluntarily combine their own bodies with technological additions to the point where it could reasonably be said that our species has been replaced by another kind of entity, a hybrid of human and radical enhancement, (...) whether that enhancement stems from genetic alteration or the affixing of robotic parts. The paper discusses why this danger exists, focusing mainly on perilous psychological and cultural tendencies (though the amazing rate of technological change and its likely course are discussed). It then proceeds with arguments as to why such deselection is a kind of suicide and why this suicide would be a bad thing in the context of early twenty-first- century society. In the last section, ecofeminist theory is employed to generate a therapeutic ethic of social and political relationship that contrasts with a patriarchal model of dominative control through aggressive science. Decision theory aims at a general account of rationality covering humans but to begin makes idealizations about decision problems and agents' resources and circumstances. It treats inerrant agents with unlimited cognitive power facing tractable decision problems. This book systematically rolls back idealizations and without loss of precision treats errant agents with limited cognitive abilities facing decision problems without a stable top option. It recommends choices that maximize utility using quantizations of beliefs and desires in cases where probabilities and utilities are (...) indeterminate and using higher-order utility analysis in cases of limited access to probabilities and utilities. For agents burdened with mistakes, it advocates reasonable attempts to correct unacceptable mistakes before deciding. In decision problems without a stable top option, a topic of game theory, it proposes maximizing self-conditional utility among self-supporting options. In games of strategy, the new principles lead to solutions that are Pareto optimal among equilibria composed of jointly self-supporting strategies. Offering an account of bounded rationality, the bookmakes large strides toward realism in decision theory. (shrink)

It is widely held that Bayesian decision theory is the final word on how a rational person should make decisions. However, Leonard Savage--the inventor of Bayesian decision theory--argued that it would be ridiculous to use his theory outside the kind of small world in which it is always possible to "look before you leap." If taken seriously, this view makes Bayesian decision theory inappropriate for the large worlds of scientific discovery and macroeconomic enterprise. When is it correct to use Bayesian (...) decision theory--and when does it need to be modified? Using a minimum of mathematics, Rational Decisions clearly explains the foundations of Bayesian decision theory and shows why Savage restricted the theory's application to small worlds. The book is a wide-ranging exploration of standard theories of choice and belief under risk and uncertainty. Ken Binmore discusses the various philosophical attitudes related to the nature of probability and offers resolutions to paradoxes believed to hinder further progress. In arguing that the Bayesian approach to knowledge is inadequate in a large world, Binmore proposes an extension to Bayesian decision theory--allowing the idea of a mixed strategy in game theory to be expanded to a larger set of what Binmore refers to as "muddled" strategies. Written by one of the world's leading game theorists, Rational Decisions is the touchstone for anyone needing a concise, accessible, and expert view on Bayesian decision making. (shrink)

We respond to a number of objections raised by John Harris in this journal to our argument that we should pursue genetic and other biological means of morally enhancing human beings (moral bioenhancement). We claim that human beings now have at their disposal means of wiping out life on Earth and that traditional methods of moral education are probably insufficient to achieve the moral enhancement required to ensure that this will not happen. Hence, we argue, moral bioenhancement should be sought (...) and applied. We argue that cognitive enhancement and technological progress raise acute problems because it is easier to harm than to benefit. We address objections to this argument. We also respond to objections that moral bioenhancement: (1) interferes with freedom; (2) cannot be made to target immoral dispositions precisely; (3) is redundant, since cognitive enhancement by itself suffices. This article provides unified axiomatic foundations for the most common optimality criteria in statistical decision theory. It considers a decision maker who faces a number of possible models of the world (possibly corresponding to true parameter values). Every model generates objective probabilities, and von Neumann–Morgenstern expected utility applies where these obtain, but no probabilities of models are given. This is the classic problem captured by Wald’s (Statistical decision functions, 1950) device of risk functions. In an Anscombe–Aumann environment, I characterize Bayesianism (...) (as a backdrop), the statistical minimax principle, the Hurwicz criterion, minimax regret, and the “Pareto” preference ordering that rationalizes admissibility. Two interesting findings are that c-independence is not crucial in characterizing the minimax principle and that the axiom which picks minimax regret over maximin utility is von Neumann–Morgenstern independence.
