This paper addresses a problem for theories of epistemic democracy. In a decision on a complex issue which can be decomposed into several parts, a collective can use different voting procedures: Either its members vote on each sub-question and the answers that gain majority support are used as premises for the conclusion on the main issue, or the vote is conducted on the main issue itself. The two procedures can lead to different results. We investigate which of these procedures is (...) better as a truth-tracker, assuming that there exists a true answer to be reached. On the basis of the Condorcet jury theorem, we show that the pbp is universally superior if the objective is to reach truth for the right reasons. If one instead is after truth for whatever reasons, right or wrong, there will be cases in which the cbp is more reliable, even though, for the most part, the pbp still is to be preferred. (shrink)

Many of the things that we try to explain, in both our common sense and our scientific engagement with the world, are capable of being explained more or less finely: that is, with greater or lesser attention to the detail of the producing mechanism. A natural assumption, pervasive if not always explicit, is that other things being equal, the more finegrained an explanation, the better. Thus, Jon Elster, who also thinks there are instrumental reasons for wanting a more fine-grained explanation, (...) assumes that in any case the mere fact of getting nearer the detail of production makes such an explanation intrinsically superior: “a more detailed explanation is also an end in itself”. Michael Taylor agrees: “A good explanation should be, amongst other things, as fine-grained as possible.”. (shrink)

In the literature of collective intentions, the ‘we-intentions’ that lie behind cooperative actions are analysed in terms of individual mental states. The core forms of these analyses imply that all Nash equilibrium behaviour is the result of collective intentions, even though not all Nash equilibria are cooperative actions. Unsatisfactorily, the latter cases have to be excluded either by stipulation or by the addition of further, problematic conditions. We contend that the cooperative aspect of collective intentions is not a property of (...) the intentions themselves, but of the mode of reasoning by which they are formed. We analyse collective intentions as the outcome of team reasoning, a mode of practical reasoning used by individuals as members of groups. We describe this mode of reasoning in terms of formal schemata, discuss a range of possible accounts of group agency, and show how existing theories of collective intentions fit into this framework. Taken as a model for how groups should make collective judgments and decisions, the ideal of deliberative democracy is inherently ambiguous. Consider the idealised case where it is agreed on all sides that a certain conclusion should be endorsed if and only if certain premises are admitted. Does deliberative democracy recommend that members of the group debate the premises and then individually vote, in the light of that debate, on whether or not to support the conclusion? Or does it recommend (...) that members individually vote on the premises, and then let their commitment to the conclusion be settled by whether or not the group endorses the required premises? Deliberative-democratic theory has not addressed this issue, and this is a problem. The discursive dilemma of my title--a generalisation of the doctrinal paradox from analytical jurisprudence--shows that the procedures distinguished can come apart. Thus deliberative democrats must make up their minds on where they stand in relation to the issue; they cannot sit on the fence. This paper is an attempt to address the issue and look at the grounds on which it may be resolved. (shrink)

This anthology presents recent philosophical analyses of the moral, political, and legal responsibility of groups and their members. Motivated by reflection on such events as the Holocaust, the exploding Ford Pintos, the May Lai massacre, and apartheid in South Africa, the essays consider two questions - what collective efforts could have prevented these large-scale social harms? and is some group to blame and, if so, how is blame to be apportioned? The essays in the first half consider the concept of (...) collective responsibility in light of the debate between individualists and collectivists. In the second half these theoretical discussions are applied to cases involving harms in professional and business contexts, health care, wartime, and racial relations. Collective Responsibility represents the first comprehensive collection on the subject, bringing together a wide diversity of philosophical perspectives. Should we in the moral community accept the modern business corporation as one of us? French answers 'yes'. In this book, French investigates the metaphysical foundations of the application of our established moral principles to corporations as moral persons.

Ludwig deals with the relations between language, thought, and rationality, and, especially, the role and status of assumptions about rationality in interpreting another’s speech and assigning contents to her psychological attitudes—her beliefs, desires, intentions, and so on. The chapter is organized around three questions: What is the relation between rationality and thought? What is the relation between rationality and language? What is the relation between thought and language? Ludwig argues that some large degree of rationality is required for thought and (...) consequently that same degree of rationality at least is required for language since language requires thought. Thought, however, does not require language. In answering questions and, Ludwig gives particular attention to Davidson’s arguments for the Principle of Charity, according to which it is constitutive of speakers that they are largely rational and largely right about the world, and to Davidson’s arguments for the thesis that without the power of speech we lack the power of thought. Individualists hold that moral responsibility can be ascribed to single human beings only. An important collectivist objection is that individualism is morally deficient because it leaves a normative residue. Without attributing responsibility to collectives there remains a “deficit in the accounting books” (Pettit). This collectivist strategy often uses judgment aggregation paradoxes to show that the collective can be responsible when no individual is. I argue that we do not need collectivism to handle such cases because the individualist analysis leaves no (...) responsibility-deficit. Harm suffered in such situations can have only two sources. Harm is either due to culpable wrongdoing by individuals. Harm is then redressed by holding these individuals responsible. Or harm does not result from culpable wrongdoing. Such harm may have to be redressed too, but not because anyone is responsible for it. Therefore, the charge of moral insensitivity against individualist accounts can be rejected. Furthermore, in the last section of the chapter I will show that collectivist talk about moral responsibility can be used for ethically questionable purposes as well. Are companies, churches, and states genuine agents? Or are they just collections of individuals that give a misleading impression of unity? This question is important, since the answer dictates how we should explain the behaviour of these entities and whether we should treat them as responsible and accountable on the model of individual agents. Group Agency offers a new approach to that question and is relevant, therefore, to a range of fields from philosophy to law, politics, and the social sciences. (...) Christian List and Philip Pettit argue that there really are group or corporate agents, over and above the individual agents who compose them, and that a proper approach to the social sciences, law, morality, and politics must take account of this fact. Unlike some earlier defences of group agency, their account is entirely unmysterious in character and, despite not being technically difficult, is grounded in cutting-edge work in social choice theory, economics, and philosophy. It is often argued that higher-level special-science properties cannot be causally efficacious since the lower-level physical properties on which they supervene are doing all the causal work. This claim is usually derived from an exclusion principle stating that if a higher-level property F supervenes on a physical property F* that is causally sufficient for a property G, then F cannot cause G. We employ an account of causation as difference-making to show that the truth or falsity of this principle is (...) a contingent matter and derive necessary and sufficient conditions under which a version of it holds. We argue that one important instance of the principle, far from undermining non-reductive physicalism, actually supports the causal autonomy of certain higher-level properties. (shrink)

The systems studied in the special sciences are often said to be causally autonomous, in the sense that their higher-level properties have causal powers that are independent of the causal powers of their more basic physical properties. This view was espoused by the British emergentists, who claimed that systems achieving a certain level of organizational complexity have distinctive causal powers that emerge from their constituent elements but do not derive from them. More recently, non-reductive physicalists have espoused a similar view (...) about the causal autonomy of special-science properties. They argue that since these properties can typically have multiple physical realizations, they are not identical to physical properties, and further they possess causal powers that differ from those of their physical realisers. Despite the orthodoxy of this view, it is hard to find a clear exposition of its meaning or a defence of it in terms of a well-motivated account of causation. In this paper, we aim to address this gap in the literature by clarifying what is implied by the doctrine of the causal autonomy of special-science properties and by defending the doctrine using a prominent theory of causation from the philosophy of science. What is it for a group to believe something? A summative account assumes that for a group to believe that p most members of the group must believe that p. Accounts of this type are commonly proposed in interpretation of everyday ascriptions of beliefs to groups. I argue that a nonsummative account corresponds better to our unexamined understanding of such ascriptions. In particular I propose what I refer to as the joint acceptance model of group belief. I argue that group (...) beliefs according to the joint acceptance model are important phenomena whose aetiology and development require investigation. There is an analogous phenomenon of social or group preference, which social choice theory tends to ignore. (shrink)

The Herald of Free Enterprise, a ferry operating in the English Channel, sank on March 6, 1987, drowning nearly two hundred people. The official inquiry found that the company running the ferry was extremely sloppy, with poor routines of checking and management. “From top to bottom the body corporate was infected with the disease of sloppiness.”1 But the courts did not penalize anyone in what might seem to be an appropriate measure, failing to identify individuals in the company or on (...) the ship itself who were seriously enough at fault. As one commentator put it, “The primary requirement of finding an individual who was liable . . . stood in the way of attaching any significance to the organizational sloppiness that had been found by the official inquiry.”2 In a case like this it can make good sense to hold that while the individuals involved may not bear a high degree of personal responsibility, together as a corporate enterprise they should carry full responsibility for what occurred. A prominent but poorly understood domain of human agency is mental action, i.e., thecapacity for reaching specific desirable mental statesthrough an appropriate monitoring of one's own mentalprocesses. The present paper aims to define mentalacts, and to defend their explanatory role againsttwo objections. One is Gilbert Ryle's contention thatpostulating mental acts leads to an infinite regress.The other is a different although related difficulty,here called the access puzzle: How can the mindalready know how to act in order to reach somepredefined result? A (...) crucial element in the solutionof these puzzles consists in making explicit thecontingency between mental acts and mentaloperations, parallel to the contingency betweenphysical acts and bodily movements. Challenging, with several powerful arguments, some of our deepest beliefs about rationality, morality, and personal identity, Parfit claims that we have a false view about our own nature. It is often rational to act against our own best interersts, he argues, and most of us have moral views that are self-defeating. We often act wrongly, although we know there will be no one with serious grounds for complaint, and when we consider future generations it is very hard to avoid conclusions (...) that most of us will find very disturbing. Some properties are causally relevant for a certain effect, others are not. In this paper we describe a problem for our understanding of this notion and then offer a solution in terms of the notion of a program explanation.

The literature on the theory of social choice has grown considerably beyond the few items in existence at the time the first edition of this book appeared in 1951. Some of the new literature has dealt with the technical, mathematical aspects, more with the interpretive. My own thinking has also evolved somewhat, although I remain far from satisfied with present formulations. The exhaustion of the first edition provides a convenient time for a selective and personal stocktaking in the form of (...) an appended commentary entitled, 'Notes on the Theory of Social Choice, 1963, ' containing reflections on the text and its omissions and on some of the more recent literature. This form has seemed more appropriate than a revision of the original text, which has to some extent acquired a life of its own. (shrink)

What drives much of the current philosophical interest in the idea of group cognition is its appeal to the manifestation of psychological properties—understood broadly to include states, processes, and dispositions—that are in some important yet elusive sense emergent with respect to the minds of individual group members. Our goal in this paper is to address a set of related, conditional questions: If human mentality is real yet emergent in a modest metaphysical sense only, then: (i) What would it mean for (...) a group to have emergent cognitive states? (ii) Is this even a metaphysically coherent view? (iii) Relative to which notion of emergence do we have reason to believe that certain groups in fact have emergent cognitive states? We shall argue that evidence from a wide variety of social science domains makes it plausible that there are group cognitive states and processes no less metaphysically emergent than human cognitive (and other special science) states and processes. Given disagreement about the architecture of the mind, the nature of self‐knowledge, and its epistemology, the question of how to understand the function and the scope of metacognition – the control of one’s cognition – is still a matter of hot debate. A dominant view, the self‐ascriptive view, has been that metacognition necessarily requires representing one’s own mental states as mental states, and, therefore, necessarily involves an ability to read one’s mind. The main claims of this view are articulated, and (...) the difficulties that they raise are discussed. An alternative view of metacognition, the ‘self‐evaluative view’, is then examined. It is argued that this view provides an account of metacognition that is both empirically and conceptually more adequate than the self‐ascriptive model. This book develops a systematic philosophical theory of social action and group phenomena, in the process presenting detailed analyses of such central social notions as 'we-attitude' (especially 'we-intention' and mutual belief, social norm, joint action, and - most important - group goal, group belief, and group action). Though this is a philosophical work, it presents a unified conceptual framework that may be useful to social scientists, especially social psychologists, as well as philosophers. The book puts forward and defends a number (...) of systematic philosophical theses, resulting in not only a theory of social action but, more broadly, a philosophical theory of society, or at least those aspects of society with which social psychology is supposed to deal (individuals in groups, groups, joint action, and the like). University of Cologne, Germany Joint action and group agency have emerged as focuses of attention in recent social theory and philosophy but they have rarely been connected with one another. The argument of this article is that whereas joint action involves people acting together to achieve any sort of result, group agency requires them to act together for the achievement of one result in particular: the construction of a centre of attitude and agency that satisfies the usual constraints of consistency (...) and rationality in adequate measure. The main discovery in the recent theory of group agency is that this result is not easily achieved; no regular voting procedure will ensure, for example, that a group of individually consistent agents will display consistency in group judgments. Endorsing the idea of group knowledge seems to entail the possibility of group belief as well, because it is usually held that knowledge entails belief. It is here studied whether it would be possible to grant that groups can have knowledge without being committed to the controversial view that groups can have beliefs. The answer is positive on the assumption that knowledge can be based on acceptance as well as belief. The distinction between belief and acceptance can be seen as (...) a refinement of the ordinary language concept of belief, and it may be useful in understanding the nature of epistemic justification and classifying various types of epistemic subjects. This is a revision of game theory which takes account of agents' own descriptions of their situations, and which allows people to reason as members of groups.

It has been claimed in the literature that collective intentionality and group attitudes presuppose some “sense of ‘us’” among the participants (other labels sometimes used are “sense of community,” “communal awareness,” “shared point of view,” or “we-perspective”). While this seems plausible enough on an intuitive level, little attention has been paid so far to the question of what the nature and role of this mysterious “sense of ‘us’” might be. This paper states (and argues for) the following five claims: (1) (...) it is neither the case that the sense in question has the community (or “us”) in its content or as its object nor does the attitude in question presuppose a preexistent community (or “us”) as its subject. (2) The “sense of ‘us’” is plural pre-reflective self-awareness. (3) Plural pre-reflective self-awareness plays the same role in the constitution of a common mind that singular pre-reflective self-awareness plays in the individual mind. (4) The most important conceptions of plural subjects, collective persons, or group agents in the current literature fail to recognize the nature and role of plural self-awareness, and therefore fall short in important respects. (5) In spite of the striking similarities between the plural and the singular mind, there are important differences to consider. The authority of the singular first person point of view has no equivalent in the plural case. (shrink)

Individualism fixes the unit of rational agency at the individual, creating problems exemplified in Hi-Lo and Prisoner's Dilemma (PD) games. But instrumental evaluation of consequences does not require a fixed individual unit. Units of agency can overlap, and the question of which unit should operate arises. Assuming a fixed individual unit is hard to justify: It is natural, and can be rational, to act as part of a group rather than as an individual. More attention should be paid to how (...) units of agency are formed and selected: Are the local processes local or nonlocal? Do they presuppose the ability to understand other minds? (shrink)

The notion of a joint action is a familiar one in the philosophical literature. Moreover, the notion of epistemic action has recently been discussed in the literature. Elsewhere I have suggested that these two notions can be brought together to yield the notion of joint epistemic action and provided a relational individualist analysis of joint epistemic actions. In this article I extend this analysis and show how this extended analysis applies to different kinds of important epistemic institutional phenomena: voting in (...) a democracy; financial benchmarks, e.g. LIBOR rate) and; profiling using computer databases. Each of these institutional mechanisms is important in its own right. Moreover, each is a species of a more widespread generic social form that I refer to as joint institutional mechanisms which, I suggest, are ubiquitous yet somewhat diverse in character. Accordingly, there is a need to distinguish them from the more basic phenomenon of joint action but also to taxonomise them. The latter is a large task to which this article is a first step. Standard accounts in social ontology and the group cognition debate have typically focused on how collective modes, types, and contents of intentions or representational states must be construed so as to constitute the jointness of the respective agents, cognizers, and their engagements. However, if we take intentions, beliefs, or mental representations all to instantiate some mental properties, then the more basic issue regarding such collective engagements is what it is for groups of individual minds to share a mind. Somewhat surprisingly, (...) this very issue has not received much attention in the respective debates and when it has, typically the outlook has been skeptical or outright negative. In this paper, I argue that it is epistemologically possible for a group of individuals to literally share a single mental unit. In particular, I will put forward and defend what I shall call the zombie conception of group minds. (shrink)

In everyday discourse and in the context of social scientific research we often attribute intentional states to groups. Contemporary approaches to group intentionality have either dismissed these attributions as metaphorical or provided an analysis of our attributions in terms of the intentional states of individuals in the group.Insection1, the author argues that these approaches are problematic. In sections 2 and 3, the author defends the view that certain groups are literally intentional agents. In section 4, the author argues that there (...) are significant reasons for social scientists and philosophers of social science to acknowledge the adequacy of macro-level explanations that involve the attribution of intentional states to groups. The rationality of individual agents is secured for the most part by their make-up or design. Some agents, however – in particular, human beings – rely on the intentional exercise of thinking or reasoning in order to promote their rationality further; this is the activity that is classically exemplified in Rodin’s sculpture of Le Penseur. Do group agents have to rely on reasoning in order to maintain a rational profile? Recent results in the theory of judgment aggregation show that under (...) a range of plausible conditions they do. Incorporated groups include businesses, universities, churches and the like. Organized to act as single centers of agency, they also routinely satisfy the three conditions that make an agent fit to be held responsible: they face significant choices, can recognize the relative value of different options, and are able to choose in sensitivity to such values. But is it redundant to hold a corporate agent responsible for something, when certain members are also held responsible for the individual parts they play? No (...) it is not, for it is often possible for a corporate entity to be fully fit to be held responsible, when this is not true of the individual members; they may be able to make excuses that are not available at the corporate level. Does the case made for corporate responsibility extend to unincorporated collectivities like nations or religions? Not strictly but it does explain why it may be sensible to treat those collectivities as if they had corporate responsibility in certain domains. (shrink)

A number of authors, Including Thomas Schelling and David Lewis, have envisaged a model of the generation of action in coordination problems in which salience plays a crucial role. Empirical studies suggest that human subjects are likely to try for the salient combination of actions, a tendency leading to fortunate results. Does rationality dictate that one aim at the salient combination? Some have thought so, Thus proclaiming that salience is all that is needed to resolve coordination problems for agents who (...) are rational in the sense of game theory. I argue against this position; rational agents will not necessarily aim for the salient. It remains to explain how the salient comes to be chosen by human beings. Various possibilities are noted. One involves a mechanism invoked by Hume and Wittgenstein in other contexts: we may project an unreasoned compulsion onto reason, falsely believing that rationality dictates our choice of the salient.
