Increasing pragmatic and ethical concerns have been raised about the inadequacies of conventional approaches to agricultural research and extension worldwide and the lack of integrated efforts among researchers, extension educators, and users. This paper examines three models of these relationships: the diffusion or supply model; the induced innovation or demand model; and the synthesis triangular or supply/demand model. The triangular model builds and improves upon the previous models by focusing on the role of clients or users in the broadest sense (...) in creating a demand for science and extension education, as well as on the role of scientists and extension educators in creating a supply. The triangular model views the relationship as an interactive partnership in which research and extension education are conducted in response to client needs and demands expressed through negotiation, persuasion, and coercion involving all partners. To implement this model will require significant organizational and managerial changes as well as reorientation in the values and attitudes of researchers, extension educators, clients, and their organizations. The remainder of the paper presents a brief discussion of suggested strategies at the individual, institutional, regional, national, and international levels for enhancing this partnership in order to more effectively meet the future needs of our food system. Car on n'y retrouvera pas les êtres qui nous sont familiers : ici, point de groupes, de classes sociales, d'ouvriers, de cadres, de jeunes, de femmes, d'électeurs auxquels nous ont habitués les sciences sociales ; point de ces personnes sans qualités que philosophie politique et économie nomment individus ; point, non plus, de ces personnages grandeur nature que nous dépeignent histoire et anthropologie. Non, ici, c'est de vous, de nous tous qu'il est question, dès lors (...) que, vivant en société, nous vivons en situation, c'est-à-dire dans les rapports aux autres et aux choses. A chaque instant, nous cherchons à rendre compréhensibles nos conduites, afin d'assurer, à quelque niveau que ce soit - le groupe, l'entreprise, la collectivité -, la coexistence avec autrui par l'accord : tels sont le rôle et la nature de la justification. La sociologie traditionnelle, quelle qu'en soit l'école, prétend que les personnes rationalisent leurs conduites au nom de motifs apparents et fallacieux alors qu'elles sont, en réalité, déterminées par des forces cachées et objectives qu'il revient, bien évidemment, au sociologue de dévoiler... Standard approaches to defining and evaluating environmental risk tend to reflect technocratic rather than democratic values. One consequence is that institutional mechanisms for achieving citizen participation in risk decisions rarely are studied or evaluated. This article presents a survey of five institutional mechanisms for allowing the lay public to influence environmental risk decisions: public hearings, initiatives, public surveys, negotiated rule making, and citizens review panels. It also defines democratic process criteria for assessing these and other participatory mechanisms.
