Since it appeared in 1971, John Rawls's A Theory of Justice has become a classic. The author has now revised the original edition to clear up a number of difficulties he and others have found in the original book. Rawls aims to express an essential part of the common core of the democratic tradition--justice as fairness--and to provide an alternative to utilitarianism, which had dominated the Anglo-Saxon tradition of political thought since the nineteenth century. The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical (...) question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. In recent years, “Information Ethics” (IE) has come to mean different things to different researchers working in a variety of disciplines, including computer ethics, business ethics, medical ethics, computer science, the philosophy of information, social epistemology and library and information science. Using an ontocentric approach, this paper seeks to define the parameters of IE and thereby increase our understanding of the moral challenges associated with Information Communication Technologies.

This essay responds to the machine question in the affirmative, arguing that artifacts, like robots, AI, and other autonomous systems, can no longer be legitimately excluded from moral consideration. The demonstration of this thesis proceeds in four parts or movements. The first and second parts approach the subject by investigating the two constitutive components of the ethical relationship—moral agency and patiency. In the process, they each demonstrate failure. This occurs not because the machine is somehow unable to achieve what is (...) considered necessary and sufficient to be a moral agent or patient but because the characterization of agency and patiency already fail to accommodate others. The third and fourth parts respond to this problem by considering two recent alternatives—the all-encompassing ontocentric approach of Luciano Floridi’s information ethics and Emmanuel Levinas’s eccentric ethics of otherness. Both alternatives, despite considerable promise to reconfigure the scope of moral thinking by addressing previously excluded others, like the machine, also fail but for other reasons. Consequently, the essay concludes not by accommodating the alterity of the machine to the requirements of moral philosophy but by questioning the systemic limitations of moral reasoning, requiring not just an extension of rights to machines, but a thorough examination of the way moral standing has been configured in the first place. Should we give moral standing to machines? In this paper, I explore the implications of a relational approach to moral standing for thinking about machines, in particular autonomous, intelligent robots. I show how my version of this approach, which focuses on moral relations and on the conditions of possibility of moral status ascription, provides a way to take critical distance from what I call the “standard” approach to thinking about moral status and moral standing, which is based on properties. It (...) does not only overcome epistemological problems with the standard approach, but can also explain how we think about, experience, and act towards machines—including the gap that sometimes occurs between reasoning and experience. This article discusses mechanisms and principles for assignment of moral responsibility to intelligent robots, with special focus on military robots. We introduce the concept autonomous power as a new concept, and use it to identify the type of robots that call for moral considerations. It is furthermore argued that autonomous power, and in particular the ability to learn, is decisive for assignment of moral responsibility to robots. As technological development will lead to robots with increasing autonomous power, we should be (...) prepared for a future when people blame robots for their actions. It is important to, already today, investigate the mechanisms that control human behavior in this respect. The results may be used when designing future military robots, to control unwanted tendencies to assign responsibility to the robots. Independent of the responsibility issue, the moral quality of robots’ behavior should be seen as one of many performance measures by which we evaluate robots. How to design ethics based control systems should be carefully investigated already now. From a consequentialist view, it would indeed be highly immoral to develop robots capable of performing acts involving life and death, without including some kind of moral framework. (shrink)

In order to determine whether current (or future) machines have a welfare that we as agents ought to take into account in our moral deliberations, we must determine which capacities give rise to interests and whether current machines have those capacities. After developing an account of moral patiency, I argue that current machines should be treated as mere machines. That is, current machines should be treated as if they lack those capacities that would give rise to psychological interests. Therefore, they (...) are moral patients only if they have non-psychological interests. I then provide an account of what I call teleo interests that constitute the most plausible type of non-psychological interest that a being might have. I then argue that even if current machines have teleo interests, they are such that agents need not concern themselves with these interests. This paper shows that moral progress is a substantive and plausible idea. Moral progress in belief involves deepening our grasp of existing moral concepts, while moral progress in practices involves realizing deepened moral understandings in behavior or social institutions. Moral insights could not be assimilated or widely disseminated if they involved devising and applying totally new moral concepts. Thus, it is argued, moral failures of past societies cannot be explained by appeal to ignorance of new moral ideas, but must be (...) understood as resulting from refusals to subject social practices to critical scrutiny. Moral philosophy is not the main vehicle for disseminating morally progressive insights, though it has an important role in processes that lead to moral progress. Yet we have grounds for cautious optimism, since progressive moral insights can be disseminated and can, sometimes, have constructive social effects. (shrink)

I compare a ‘realist’ with a ‘social–relational’ perspective on our judgments of the moral status of artificial agents (AAs). I develop a realist position according to which the moral status of a being—particularly in relation to moral patiency attribution—is closely bound up with that being’s ability to experience states of conscious satisfaction or suffering (CSS). For a realist, both moral status and experiential capacity are objective properties of agents. A social relationist denies the existence of any such objective properties in (...) the case of either moral status or consciousness, suggesting that the determination of such properties rests solely upon social attribution or consensus. A wide variety of social interactions between us and various kinds of artificial agent will no doubt proliferate in future generations, and the social–relational view may well be right that the appearance of CSS features in such artificial beings will make moral role attribution socially prevalent in human–AA relations. But there is still the question of what actual CSS states a given AA is capable of undergoing, independently of the appearances. This is not just a matter of changes in the structure of social existence that seem inevitable as human–AA interaction becomes more prevalent. The social world is itself enabled and constrained by the physical world, and by the biological features of living social participants. Properties analogous to certain key features in biological CSS are what need to be present for nonbiological CSS. Working out the details of such features will be an objective scientific inquiry. Central to the ethical concerns raised by the prospect of increasingly autonomous military robots are issues of responsibility. In this paper we examine different conceptions of autonomy within the discourse on these robots to bring into focus what is at stake when it comes to the autonomous nature of military robots. We argue that due to the metaphorical use of the concept of autonomy, the autonomy of robots is often treated as a black box in discussions about autonomous military robots. (...) This essay examines how biocentric positions assess the aims and planned products of synthetic biology. In this emerging field, scientists and engineers aim at designing and producing new life forms by various procedures. In this paper I explore whether, for biocentrists, 1) synthetic organisms have moral standing and, 2) the process of synthesising living organisms has moral implications. Because naturalness plays a role in some biocentric theories, synthetic biology — at first sight — seems to challenge the idea that all (...) living organisms have moral standing. However, according to the interpretations that I offer, the biocentric positions discussed here would also assign moral standing to synthetic organisms. That living organisms have moral standing does not necessarily imply that it is morally problematic to synthesise them. However, different lines of biocentric argumentation suggest that in designing and synthesising living organisms, the moral standing of the product needs to be taken into account. This means among other things, that according to biocentrists, such procedures may lead to special responsibilities or require certain attitudes from scientists towards their products. (shrink)

In the context of synthetic biology, scientists and bioengineers talk of living beings as being 'living machines'. This categorisation of the envisaged new life forms has given rise to the ethical concern that their moral status may be seen as different from that of natural or only partially artificial living beings. The paper discusses the notion of a living being and the notion of a machine in order to arrive at a conclusion to the question of whether this categorisation is (...) warranted or not. For this reason, it also looks back to the history of the comparison of living beings to machines and tries to show what motivated the analogy. In the end, though, it is argued that one should stop short of categorising living beings as machines, even if there are areas of analogy between living beings and machines. Finally, the idea that the envisaged artificial synthetic living beings could be regarded as some kind of machines is rejected. (shrink)

The development of autonomous, robotic weaponry is progressing rapidly. Many observers agree that banning the initiation of lethal activity by autonomous weapons is a worthy goal. Some disagree with this goal, on the grounds that robots may equal and exceed the ethical conduct of human soldiers on the battlefield. Those who seek arms-control agreements limiting the use of military robots face practical difficulties. One such difficulty concerns defining the notion of an autonomous action by a robot. Another challenge concerns how (...) to verify and monitor the capabilities of rapidly changing technologies. In this article we describe concepts from our previous work about autonomy and ethics for robots and apply them to military robots and robot arms control. When it comes to the question of what kind of moral claim an intelligent or autonomous machine might have, one way to answer this is by way of comparison with humans: Is there a fundamental difference between humans and other entities? If so, on what basis, and what are the implications for science and ethics? This question is inherently imprecise, however, because it presupposes that we can readily determine what it means for two types of entities to be sufficiently different—what (...) I will refer to as being “discontinuous”. In this paper, I will sketch a formal characterization of what it means for types of entities to be unique with regard to each other. This expands upon Bruce Mazlish’s initial formulation of what he terms a continuity between humans and machines, Alan Turing’s epistemological approach to the question of machine intelligence, and Sigmund Freud’s notion of scientific revolutions dealing blows to the self-esteem of mankind. I will discuss on what basis we should regard entities as (dis-)continuous, the corresponding moral and scientific implications, as well as an important difference between what I term downgrading and upgrading continuities—a dramatic difference in how two previously discontinuous types of entities might become continuous. All of this will be phrased in terms of which scientific levels of explanation we need to presuppose, in principle or in practice, when we seek to explain a given type of entity. The ultimate purpose is to provide a framework that defines which questions we need to ask if we argue that two types of entities ought (not) to be explained (hence treated) in the same manner, as well as what it takes to reconsider scientific and ethical hierarchies imposed on the natural and artificial world. Arming uninhabited vehicles (UVs) is an increasing trend. Widespread deployment can bring dangers for arms-control agreements and international humanitarian law (IHL). Armed UVs can destabilise the situation between potential opponents. Smaller systems can be used for terrorism. Using a systematic definition existing international regulation of armed UVs in the fields of arms control, export control and transparency measures is reviewed; these partly include armed UVs, but leave large gaps. For preventive arms control a general prohibition of armed UVs would be (...) best. If that is unattainable, several measures should be taken. An explicit prohibition of autonomous attack, that is without a human decision, should be added to IHL. Concerning armed UVs remotely controlled by a human soldier, recommendations differ according to type or mission. New kinds of uninhabited nuclear-weapon carriers should be banned. Space weapons should be prohibited in general. UVs smaller than 0.2–0.5 m should be banned. Bigger remotely controlled armed UVs not equipped with weapons of mass destruction should be subject to numerical limitations in various categories. For these the Treaty on Conventional Armed Forces in Europe is an important precedent. (shrink)

As highly intelligent autonomous robots are gradually introduced into the home and workplace, ensuring public safety becomes extremely important. Given that such machines will learn from interactions with their environment, standard safety engineering methodologies may not be applicable. Instead, we need to ensure that the machines themselves know right from wrong; we need moral mechanisms. Morality, however, has traditionally been considered a defining characteristic, indeed the sole realm of human beings; that which separates us from animals. But if only humans (...) can be moral, can we build safe robots? If computationalism—roughly the thesis that cognition, including human cognition, is fundamentally computational—is correct, then morality cannot be restricted to human beings (since equivalent cognitive systems can be implemented in any medium). On the other hand, perhaps there is something special about our biological makeup that gives rise to morality, and so computationalism is effectively falsified. This paper examines these issues by looking at the nature of morals and the influence of biology. It concludes that moral behaviour is concerned solely with social well-being, independent of the nature of the individual agents that comprise the group. While our biological makeup is the root of our concept of morals and clearly affects human moral reasoning, there is no basis for believing that it will restrict the development of artificial moral agents. The consequences of such sophisticated artificial mechanisms living alongside natural human ones are also explored. (shrink)

How obliged can we be to AI, and how much danger does it pose us? A surprising proportion of our society holds exaggerated fears or hopes for AI, such as the fear of robot world conquest, or the hope that AI will indefinitely perpetuate our cul- ture. These misapprehensions are symptomatic of a larger problem—a confusion about the nature and origins of ethics and its role in society. While AI technologies do pose promises and threats, these are not qualitatively different (...) from those posed by other artifacts of our culture which are largely ignored: from factories to advertising, weapons to political systems. Ethical systems are based on notions of identity, and the exaggerated hopes and fears of AI derive from our cultures having not yet accommodated the fact that language and reasoning are no longer uniquely human. The experience of AI may improve our ethical intuitions and self-understanding, potentially helping our societies make better-informed decisions on serious ethical dilemmas. (shrink)

he idiom of human rights, like those of natural law and natural rights, picks out a special class of moral concerns that are among the most weighty of all as well as unrestricted and broadly sharable . It is more specific than the other two idioms by presenting all and only human beings as sources of moral concern and by being focused on threats that are in some sense official. The latter specification can be explicated as follows: By postulating a (...) right to X as a human right, we assert that every society ought to be so organized that all its members enjoy secure access to X . By not organizing itself in this way, a society expresses official disrespect for the human right in question - especially if insecure access to X is due to the threat of official violations, i.e. to persons' being denied X or deprived of X by those in positions of political authority. The members of such a society violate a negative duty of justice: the duty not to participate in the imposition of unjust social institutions, if they do not do what they reasonably can do toward initiating and supporting appropriate institutional reform.This understanding of human rights undercuts one important objection to the admissibility of social, economic, and cultural human rights, as these, too, can now be understood as entailing only a negative duty: not to impose upon one's compatriots a social order under which they lack secure access to basic necessities. Moreover, one can argue that even classic civil rights have social and economic aspects: To secure freedom from inhuman and degrading treatment, for instance, a society may need to do more than introduce and enforce appropriate criminal statutes. It may also need to establish adequate social and economic safeguards, ensuring perhaps that domestic servants are literate, know about their rights and options, and have some economic security in case of job loss. Currently, some philosophers and technicians propose to change the fundamental constitution of Homo sapiens, as by significantly altering the genome, implanting microchips in the brain, and pursuing related techniques. Among these proposals are aspirations to guide humanity’s evolution into new species. Some philosophers have countered that such species alteration is unethical and have proposed international policies to protect species integrity; yet, it remains unclear on what basis such right to species integrity would rest. An answer may come from an unexpected (...) angle of rights issues: Some cultures have indicated that they want no part of our technological culture, preferring to retain their practices. Yet, rights documents do not explicitly establish that any individual has a right to species integrity. Careful interpretation of rights documents nonetheless reveals that such a right to species integrity is implicit. Interpreting these so as to reveal this needed right is also necessary to retain the foundations of rights documents and institutions. Further, acknowledging a right of species integrity could mean, because of practicalities, a limit to the freedom of proponents to implement proposals to manipulate the species. (shrink)
