In this paper, we develop an organizational account that defines biological functions as causal relations subject to closure in living systems, interpreted as the most typical example of organizationally closed and differentiated self-maintaining systems. We argue that this account adequately grounds the teleological and normative dimensions of functions in the current organization of a system, insofar as it provides an explanation for the existence of the function bearer and, at the same time, identifies in a non-arbitrary way the norms that (...) functions are supposed to obey. The concept of mechanism in biology has three distinct meanings. It may refer to a philosophical thesis about the nature of life and biology (‘mechanicism’), to the internal workings of a machine-like structure (‘machine mechanism’), or to the causal explanation of a particular phenomenon (‘causal mechanism’). In this paper I trace the conceptual evolution of ‘mechanism’ in the history of biology, and I examine how the three meanings of this term have come to be featured in the philosophy of biology, (...) situating the new ‘mechanismic program’ in this context. I argue that the leading advocates of the mechanismic program (i.e., Craver, Darden, Bechtel, etc.) inadvertently conflate the different senses of ‘mechanism’. Specifically, they all inappropriately endow causal mechanisms with the ontic status of machine mechanisms, and this invariably results in problematic accounts of the role played by mechanism-talk in scientific practice. I suggest that for effective analyses of the concept of mechanism, causal mechanisms need to be distinguished from machine mechanisms, and the new mechanismic program in the philosophy of biology needs to be demarcated from the traditional concerns of mechanistic biology. The machine conception of the organism (MCO) is one of the most pervasive notions in modern biology. However, it has not yet received much attention by philosophers of biology. The MCO has its origins in Cartesian natural philosophy, and it is based on the metaphorical redescription of the organism as a machine. In this paper I argue that although organisms and machines resemble each other in some basic respects, they are actually very different kinds of systems. I submit that the (...) most significant difference between organisms and machines is that the former are intrinsically purposive whereas the latter are extrinsically purposive. Using this distinction as a starting point, I discuss a wide range of dissimilarities between organisms and machines that collectively lay bare the inadequacy of the MCO as a general theory of living systems. To account for the MCO’s prevalence in biology, I distinguish between its theoretical, heuristic, and rhetorical functions. I explain why the MCO is valuable when it is employed heuristically but not theoretically, and finally I illustrate the serious problems that arise from the rhetorical appeal to the MCO. (shrink)

A number of philosophers and ‘evolutionary psychologists’ have argued that attacks on adaptationism in contemporary biology are misguided. These thinkers identify anti-adaptationism with advocacy of non-adaptive modes of explanation. They overlook the influence of anti-adaptationism in the development of more rigorous forms of adaptive explanation. Many biologists who reject adaptationism do not reject Darwinism. Instead, they have pioneered the contemporary historical turn in the study of adaptation. One real issue which remains unresolved amongst these methodological advances is the nature of (...) ‘phylogenetic inertia’. In describing the flawless regularity of developmental processes and the correlation between changes at certain genetic loci and changes in morphology, biologists frequently employ two metaphors: that genes ‘control’ development, and that genomes embody ‘programs’ for development. Although these metaphors have an admirable sharpness and punch, they lead, when taken literally, to highly distorted pictures of developmental processes. A more balanced, and useful, view of the role of genes in development is that they act as suppliers of the material needs (...) of development and, in some instances, as context‐dependent catalysts of cellular changes, rather than as ‘controllers’ of developmental progress and direction. Kenneth C. Schaffner's paper is an important contribution to the literature on behavioral genetics and on genetics in general. Schaffner has a long record of injecting real molecular biology into philosophical discussions of genetics. His treatments of the reduction of Mendelian to molecular genetics first drew philosophical attention to the problems of detail that have fuelled both anti-reductionism and more sophisticated models of theory reduction. An injection of molecular detail into discussions of genetics is particularly necessary at the present time, (...) when so many philosophers seem happy to discuss the philosophical and ethical implications of molecular biology using gene concepts derived from evolutionary biology ). Schaffner has long advocated the view that the philosophy of biology should be more than the philosophy of evolution. This paper shows how radically a picture of gene action derived from molecular biology undercuts the popular picture associated with a more evolutionary view of genes as units of heredity or as ‘difference-makers’ mediated by the ‘black box’ of development. Function and teleology can be naturalized either by reference to systems with a particular type of organization or by reference to a particular kind of history. As functions are generally ascribed to states or traits according to their current role and regardless of their origin, etiological accounts are inappropriate. Here, I offer a systems-theoretical interpretation as a new version of an organizational account of functionality, which is more comprehensive than traditional cybernetic views and provides explicit criteria for empirically testable function (...) ascriptions. I propose, that functional states, traits or items are those components of a complex system, which are under certain circumstances necessary for their self-re-production. I show, how this notion can be applied in intra- and trans-generational function ascriptions in biology, how it can deal with the problems of multifunctionality and functional equivalents, and how it relates to concepts like fitness and adaptation. Finally, I argue that most intentional explanations can be treated as functional explanations. (shrink)

Kant -- drawing on his eighteenth-century predecessors -- provided a discerning and powerful characterization of what biologists had to explain in organic form. His difference from the rest is that he opined that was impossible to explain it. Its ’inscrutability’ was intrinsic. The third ’Critique’ essentially proposed the reduction of biology to a kind of prescientific descriptivism, doomed never to attain authentic scientificity. By contrast, for Locke, and ’a fortiori’ for Buffon and his followers, ’intrinsic purposiveness’ was a fact of (...) the matter about concrete biological phenomena; the features of internal self-regulation were hypotheses arising out of actual research practice. Recently something close to a consensus about the best way to naturalize the notion of biological function appears to be emerging. Nonetheless, teleological notions in biology remain controversial. In this paper we provide a naturalistic analysis for the notion of natural design. Many authors assume that natural design should be assimilated directly to function. Others find the notion problematic because it suggests that evolution is a directed process. We argue that both of these views are mistaken. Our naturalistic account does (...) not simply equate design with function. We argue that the distinction between function and design is important for understanding the evolution of the physical and behavioral traits of organisms. (shrink)

Looking for an adequate explication of the concept of a biological function, several authors have proposed to link function to design. Unfortunately, known explications of biological design in turn refer to functions. The concept of general design I will introduce here breaks up this circle. I specify design with respect to its ontogenetic role. This allows function to be based on design without making reference to the history of the design, or to the phylogeny of an organism, while retaining the (...) normative aspect of function ascriptions. The concept is applicable to the function and design of technical artifacts as well. Several problems well known with other definitions can be overcome by this approach. (shrink)

The existence claim of a "genetic program" encoded in the DNA molecule which controls biological processes such as development has been examined. Sources of belief in such an entity are found in the rhetoric of Mendelian genetics, in the informationist speculations of Schrodinger and Delbruck, and in the instrumental efficacy found in the use of certain viral, and molecular genetic techniques. In examining specific research models, it is found that attempts at tracking the source of biological control always leads back (...) to the complex state of a cell as a whole, the organizational structure of which is not itself encoded in the DNA. It is argued that the "genetic program" is not an existing biological entity and its philosophical and heuristic status is challenged. (shrink)

Comparing engineering to evolution typically involves adaptationist thinking, where well-designed artifacts are likened to well-adapted organisms, and the process of evolution is likened to the process of design. A quite different comparison is made when biologists focus on evolvability instead of adaptationism. Here, the idea is that complex integrated systems, whether evolved or engineered, share universal principles that affect the way they change over time. This shift from adaptationism to evolvability is a significant move for, as I argue, we can (...) make sense of these universal principles without making any adaptationism claims. Furthermore, evolvability highlights important aspects of engineering that are ignored in the adaptationist debates. I introduce some novel engineering examples that incorporate these key neglected aspects, and use these examples to challenge some commonly cited contrasts between engineering and evolution, and to highlight some novel resemblances that have gone unnoticed. A meaningful distinction can be made between functions and mere effects in biological systems without resorting to teleological arguments: (i) biological systems must cope with a multitude of problems or they will cease to exist; (ii) the solutions to these problems invariably depend on circular causal chains (“feedback loops”); and (iii) biological functions are attributes of elements in biological systems that have an effect which, by contributing to the correcting behavior of a feedback control system, assists in solving a biological (...) problem. The analysis is applied to several biological systems. The proposed solution is discussed primarily in its relation to two popular approaches to the concept of biological function, i.e., the “causal role accounts” and the “selected effect accounts”. This article presents an analogical account of the meaning of function attributions in biology. To say that something has a function analogizes it with an artifact, but since the analogy rests on a necessary (but possibly insufficient) basis, function statements can still be assessed as true or false in an objective sense.

Conceptions of adaptation have varied in the history of genetic Darwinism depending on whether what is taken to be focal is the process of adaptation, adapted states of populations, or discrete adaptations in individual organisms. I argue that Theodosius Dobzhansky’s view of adaptation as a dynamical process contrasts with so-called “adaptationist” views of natural selection figured as “design-without-a-designer” of relatively discrete, enumerable adaptations. Correlated with these respectively process and product oriented approaches to adaptive natural selection are divergent pictures of organisms (...) themselves as developmental wholes or as “bundles” of adaptations. While even process versions of genetical Darwinism are insufficiently sensitive to the fact much of the variation on which adaptive selection works consists of changes in the timing, rate, or location of ontogenetic events, I argue that articulations of the Modern Synthesis influenced by Dobzhansky are more easily reconciled with the recent shift to evolutionary developmentalism than are versions that make discrete adaptations central. Several analyses of biological function — for example, those of Williams, Millikan, and Kitcher — identify an item’s function with what natural selection designed it to do. Allen and Bekoff have disagreed, claiming that natural design is a special case of biological function. I argue that Allen and Bekoff’s account of natural design is unduly restrictive and that it fails to mark a principled distinction between function and design. I distinguish two approaches to the phenomenon of natural design — the (...) “trait-centered” approach of Allen and Bekoff and the “organism-centered” approach — and defend the latter. When design is understood according to the organism-centered approach, biological function and design are co-instantiated phenomena. (shrink)

In his Natural Theology, the eighteenth-century Anglican theologian William Paley compares a watch with objects in nature, arguing that “every manifestation of design, which existed in the watch, exists in the works of nature…” Charles Darwin read Paley's Natural Theology as a young man and offered natural selection as an alternative, naturalistic explanation of Paley's explanandum: the appearance of design in nature. Many of Paley's successors diverged from him in their approach to the living world. This chapter examines some of (...) these alternative approaches and the extent to which the literature of natural theology had trodden the path between Paley's watchmaker and Darwin's natural selection prior to the publication of the latter's Origin of Species. In particular, it focuses on the Bridgewater Treatises, a series of eight highly popular works published in the 1830s, which illustrate the far-reaching development that took place in natural theology in Britain during the early nineteenth century. The design argument was rebutted by David Hume. He argued that the world and its contents (such as organisms) were not analogous to human artifacts. Hume further suggested that there were equally plausible alternatives to design to explain the organized complexity of the cosmos, such as random processes in multiple universes, or that matter could have inherent properties to self-organize, absent any external crafting. William Paley, writing after Hume, argued that the functional complexity of living beings, however, defied naturalistic explanations. (...) In effect he dared anyone to come up with an alternative to his inference to design, and hence a designer, outside of nature. Charles Darwin explained the apparent design of functional complexity by his theory of natural selection. Asa Gray, however, in essays as well as in correspondence with Darwin argued that natural selection allowed for a type of ' evolutionary teleology' in which design at most could be considered the result of universal principles. F. E. Hicks updated Hume by specifically objecting to the use of design arguments by Paley. Hicks argued that the apparent design seen in nature reflected order at a deep level in nature. The design argument was briefly revived by Lawrence Henderson early in the twentieth century but he ultimately concluded that design and teleology were not necessarily mutually entailing and he retracted his design argument in favor of one that he termed ' natural teleology'. The current claims of ' intelligent design' have the same logical problems that have beset previous design arguments. If design is divorced from teleology and its discontents put behind us, then there is a possibility that the latter can have a place in the development of theories to explain the phenomena of emergent complexity. Contrary to one possible interpretation of my title, this paper will not advocate any scepticism or ontological deflation. My concern will rather be with how we should best think about a realm of phenomena the existence of which is in no doubt, what has traditionally been referred to as the genetic. I have no intention of questioning a very well established scientific consensus on this domain. It involves the chemical DNA, which resides in almost all our cells, which is capable (...) of producing copies of itself that accurately reproduce a very long sequence of components, and which plays a role in the physiology of the cell which in certain basic respects is quite well understood. This substance has also achieved a remarkable iconic status in contemporary culture. It is seen as fundamental to personal identity both in the practical sense of providing a criterion of identity through DNA testing, and in the much deeper sense of being seen as, somehow, defining who we are. The latter role is illustrated, for example, by the recent debate about the right of children conceived by sperm donation to know who are their fathers. Such people, it is passionately argued, must be able to find out where they came from, who they really are. On a daily basis we are confronted with claims about the discovery of the genetic basis of—or in fact very often the ‘gene for’—all manner of psychological and physical characteristics, and all kinds of disorders. This paper argues that the consensus physicalist antireductionism in the philosophy of biology cannot accommodate the research strategy or indeed the recent findings of molecular developmental biology. After describing Wolperts programmatic claims on its behalf, and recent work by Gehring and others to identify the molecular determinants of development, the paper attempts to identify the relationship between evolutionary and developmental biology by reconciling two apparently conflicting accounts of bio-function – Wrights and Nagels (as elaborated by Cummins). Finally, the paper seeks (...) a way of defending the two central theses of physicalist antireductionism in the light of the research program of molecular developmental biology, by sharply reducing their metaphysical force. Genocentrism, the thesis that the genes play a special role in the causation of development is often rejected in favor of a 'causal democracy thesis' to the effect that all causally necessary conditions for development are equal. Genocentrists argue that genes play a distinct causal role owing to their informational content and that this content enables them to program the embryo. I show that the special causal role of the genome hinges not on its informational status — it has none, (...) or at least no more than computer programs have independent of our interpretations of them — but on its power literally to program the embryo, a power nicely illustrated in the use of polynucleotide sequences to compute solutions to NP hard problems in mathematics.
