It is a traditional empiricist doctrine that natural laws are universal truths. In order to overcome the obvious difficulties with this equation most empiricists qualify it by proposing to equate laws with universal truths that play a certain role, or have a certain function, within the larger scientific enterprise. This view is examined in detail and rejected; it fails to account for a variety of features that laws are acknowledged to have. This paper is concerned with the question of the truth conditions of nomological statements. My fundamental thesis is that it is possible to set out an acceptable, noncircular account of the truth conditions of laws and nomological statements if and only if relations among universals - that is, among properties and relations, construed realistically - are taken as the truth-makers for such statements. My discussion will be restricted to strictly universal, nonstatistical laws. The reason for this limitation is not that (...) I feel there is anything dubious about the concept of a statistical law, nor that I feel that basic laws cannot be statistical. The reason is methodological. The case of strictly universal, nonstatistical laws would seem to be the simplest case. If the problem of the truth conditions of laws can be solved for this simple subcase, one can then investigate whether the solution can be extended to the more complex cases. I believe that the solution I propose here does have that property, though I shall not pursue that question here.1. (shrink)

On the whole, we continue to believe firmly both that we have free will and that we are morally responsible for what we do. The Scottish philosopher Thomas Reid first published Essays on Active Powers of Man in 1788 while he was Professor of Philosophy at King's College, Aberdeen. The work contains a set of essays on active power, the will, principles of action, the liberty of moral agents, and morals. Reid was a key figure in the Scottish Enlightenment and one of the founders of the 'common sense' school of philosophy. In Active Powers Reid gives his fullest exploration of sensus communis as the (...) basis of all philosophical inquiry. He uses common sense realism to argue for the existence of a stable external world, the existence of other minds, and to offer a powerful challenge to versions of the Theory of Ideas advocated by Hume and Locke . This is a key work of the Scottish Enlightenment that made important contributions to fundamental debates about the basis of philosophical inquiry. (shrink)

Agent-causal accounts of free will face two problems. First, such a view needs an account of rational free action, that is, of acting for reasons when one acts freely. And second, an intelligible explication of causation by an agent is required. This paper addresses both of these problems. Free actions are seen as caused both by prior events and by agents. Reasons (or their mental representations) can then be seen as figuring causally when one freely acts for reasons. This book, first published in 1987, investigates what distinguishes the part of human behaviour that is action from the part that is not. The distinction was clearly drawn by Socrates, and developed by Aristotle and the medievals, but key elements of their work became obscured in modern philosophy, and were not fully recovered when, under Wittgenstein’s influence, the theory of action was revived in analytical philosophy. This study aims to recover those elements, and to analyse them in terms of a (...) defensible semantics on Fregean lines. Among its conclusions: that actions are bodily or mental events that are causally explained by their doers’ propositional attitudes, especially by their choices or fully specific intentions; that choice cannot be reduced to desire and belief, and hence that the traditional concept of will as intellectual appetite must be revived. It is a commonplace of philosophy that the notion of free will is a hard nut to crack. A simple, compelling argument can be made to show that behavior for which an agent is morally responsible cannot be the outcome of prior determining causal factors.1 Yet the smug satisfaction with which we incompatibilists are prone to trot out this argument has a tendency to turn to embarrassment when we're asked to explain just how it is that morally responsible action might (...) obtain under the assumption of indeterminism. Despair over the prospect of giving a satisfactory answer to this question has led some contemporary philosophers to a position rarely, if ever, held in the history of philosophy: free, responsible action is an incoherent concept.2. An Essay on Human Action seeks to provide a comprehensive, detailed, enlightening, and (in its detail) original account of human action. This account presupposes a theory of events as abstract, proposition-like entities, a theory which is given in the first chapter of the book. The core-issues of action-theory are then treated: what acting in general is (a version of the traditional volitional theory is proposed and defended); how actions are to be individuated; how long actions last; what acting intentionally is; (...) what doing one thing by doing another is; what basic action is; and what omitting to do something is. Attention is also given to the concepts of causation, intention, volition, deciding, choosing, and trying. Finally, a libertarian account of free action is tentatively proposed and defended. In recent years, as the enterprise of speculative metaphysics has attained a newfound measure of respectability, incompatibilist philosophers who are inclined to think that freedom of action is not only possible, but actual, have re-emerged to take on the formidable task of providing a satisfactory indeterministic account of the connections among an agent's freedom to do otherwise, her reasons, and her control over her act. In this paper, I want to examine three of these proposals, all of which give novel (...) twists to familiar themes. I will argue that despite the considerable ingenuity these philosophers evince, their attempts do not succeed. A common criticism of these theories will be that they fail to give a satisfactory account of what I term "agent-control," a certain feature of actions whose presence I take to be a central requirement for any workable model of responsible agency. I believe that the general notion I try to capture under this label is implicit in much of the voluminous discussion of the problem of free will (especially in compatibilist criticisms of libertarianism), although I am unaware of any explicit formulations of it in just the way I have in mind. Simply put, agent-control is that feature of the process of agency that accounts for how a particular piece of behavior is connected to, or an 'outflowing of, the agent, i.e., that which allows us properly to assert that the action was controlled by the agent.
