Unruly Practices brings together a series of widely discussed essays in feminism and social theory. Read together, they constitute a sustained critical encounter with leading European and American approaches to social theory. In addition, Nancy Fraser develops a new and original socialist-feminist critical theory that overcomes many of the limitations of current alternatives. First, in a series of critical essays, she deploys philosophical and literary techniques to assess the work of Michael Foucault, the French deconstructionists, Richard Rorty, and Jürgen Habermas. (...) Then, in a group of constructive essays, she incorporates their respective strengths in a new critical theory of late-capitalist political culture. We can now survey the ruins of a Babelian tower of discourse about cosmopolitanism. We speak of “elite travel lounge,” “Davos,” “banal” as well as of “reflexive,” “really existing,” “patriotic,” and “horizontal” cosmopolitanisms. Here, an attempt is made to extract what is normative and ideal in the concept of cosmopolitanism by foregrounding the epistemic and moral dimensions of this attitude towards the world and other cultures. Kant, in a rather unexpected way, is profiled as the exemplification of what is here (...) called “imperial” cosmopolitanism, which is both blind and dismissive of its own material conditions of possibility. Then, through a discussion of the works of Nussbaum, Appiah, Mignolo, Butler, Benhabib and Beck the author elaborates a version of cosmopolitanism that is grounded, enlightened, and reflexive, which corrects and supersedes Kant’s own Eurocentric cosmopolitanism. We do not live in an age of cosmopolitanism, but in an age of cosmopolitization. This entails a critical engagement with international human rights law; a global feminist consciousness that contests patriarchal, capitalist, and racist power dynamics in a context of neoliberal globalization; cross-boundaries dialogue that recognizes the intersectionality of forms of oppression; collaborative transnational strategizing on concrete issues; and the utilization of global forums as sites of cosmopolitan solidarity and citizen action.

The feminist conception of discourse offered below differs from classical discourse ethics. Arguing that inequalities of power are even more conspicuous in global than in local contexts, I note that a global discourse community seems to be emerging among feminists, and I explore the role played by small communities in feminism's attempts to reconcile a commitment to open discussion, on the one hand, with a recognition of the realities of power inequalities, on the other.

In these two important lectures, distinguished political philosopher Seyla Benhabib argues that since the UN Declaration of Human Rights in 1948, we have entered a phase of global civil society which is governed by cosmopolitan norms of universal justice--norms which are difficult for some to accept as legitimate since they are sometimes in conflict with democratic ideals. In her first lecture, Benhabib argues that this tension can never be fully resolved, but it can be mitigated through the renegotiation of the (...) dual commitments to human rights and sovereign self-determination. Her second lecture develops this idea in detail, with special reference to recent developments in Europe (for example, the banning of Muslim head scarves in France). The EU has seen the replacement of the traditional unitary model of citizenship with a new model that disaggregates the components of traditional citizenship, making it possible to be a citizen of multiple entities at the same time. Today the idea of cosmopolitanism has become widely accepted as an appropriate answer to what we now call globalization. A key reference is Kant who argues for a Recht of the world citizen, and this is normally understood as a cosmopolitan law. Apparently Kant lets the law of the world citizen be limited to a right to visit, but somehow his peace project must imply something more than just this very modest claim. Following a hint from Kant himself I take (...) a closer look at the material aspect of cosmopolitanism, i.e. the economy of travelling, and it appears that cosmopolitanism can function as an ideology for letting possible investors look for business cases, that is, for promising places for capitalist exploitation. As an answer to such strong material processes cosmopolitanism is insufficient, both as a moral imperative and as a stipulated right. What we need is a more comprehensive political and legal perspective and the solutions this indicates. To get inspiration for this, however, we can turn to Kant again, since it turns out that he does not argue for cosmopolitanism at all, neither as a programme nor as an ideology. For Kant the overall goal is perpetual peace, and the law of the world citizen represents only one subordinate element. As an answer to globalization we should thus drop the limited ideal of cosmopolitanism and follow Kant in his ambition of a threefold political constitution comprising state law, law of the people and law of the world citizen.
