My starting point is that the idea of “the general will” offers us a vocabulary for thinking through the materiality of race. In his keynote address to the 40th Annual Philosophy Symposium in 2010, Charles Mills argues that race is material: it becomes part of the living human (...) body. Mills draws on recent theories of whiteness as habit, including the work of Linda Alcoff (2006) and Shannon Sullivan (2006). Quoting from Sullivan, he suggests that whiteness is in “the nose that smells, the back, neck and other muscles that imperceptibly tighten with anxiety, and the eyes that see some but not all physical differences as significant” (Sullivan 2006, 188). Whiteness is embodied; it is in bodily matter as well as affecting how bodies matter. Mills then suggests that the materiality of whiteness is its “resistance to will.” One definition of materiality could be this: resistance to will.This essay takes up the theme of the materiality of race by thinking of whiteness in relation to the will. There are clearly risks in such an undertaking: after all, the idea of whiteness as willed might seem to imply that whiteness is volitional: and can be simply “willed away.”1 I want to suggest that if whiteness is resistant to will, as that which cannot be simply willed away, then whiteness can also be understood as willed: in other words, what cannot be willed away is a willing way. Edward Said’s definition of Orientalism as “willed human work,” which as a definition has yet to be rigorously understood, could be considered an important precedent to my argument (1978, 140). The suggestion is not [End Page 1] simply that the Orient is brought into existence, or made to exist over time, but that the very labor of creating the Orient, the land of the stranger, the land far away, is what establishes a direction. Once the Orient has come to exist, there is a willing of its existence; to keep going that way is to keep that way going. Willed work is work that in willing that way creates a way that can be willed. It is not as the old English cliché says—where there’s a will there’s a way—but rather to will is to way. I think it is useful to think of whiteness in this way, as a willing way, which is of course only one way of thinking about whiteness.I pose the generality of the will as a way of reflecting on “institutional whiteness.” Whiteness becomes “the material” of an institutional body, whether that body is the nation, an organization, a neighborhood, or a street. We can consider an institution as a body with parts: it too has noses, mouths, muscles that register anxiety, as well as ears and eyes. Just think of how Neighborhood Watch, as a national or even global technology, uses the injunction that citizens should become the “eyes and ears of the police.” A good citizen is the one who accepts this injunction: the one who is willing to watch out for strangers, those who are loitering, who seem suspicious, or out of place. Institutions have “detection systems”: they have parts that register the approach of strangers. A collective body in registering those who are out of place, both creates strangers and establishes a direction toward them, as those who threaten the place of the “in place,” as those who generate anxiety.A key event in my own life was of becoming a stranger in a white neighborhood in Adelaide, Australia, in a place I called home. I was fourteen years old. I was stopped by two policemen in a car who asked me, “Are you Aboriginal?” It turned out that there had been some burglaries in the area. It was an extremely hostile address, and it was an unsettling experience at the time. It was an experience of being made into a stranger, the one who is recognized as “out of place,” as the one who does not belong, whose proximity is registered... (shrink)

This essay engages Chandra Mohanty, M. Jacqui Alexander, and María Lugones in a “plurilogue” to elaborate and exhibit a method that animates the differential mode of Women of Color politics while rendering more acute the strategies each scholar offers against the racialized, gendered oppressions of colonialism and global capitalism. Ella Shohat describes “a multifaceted plurilogue” as a “dissonant polyphony” that “links different yet co-implicated constituencies and arenas of struggle” (Shohat 2001, 2). The emphasis on reading differences within Women of Color (...) theorizing resists the homogenizing tendency of superficial engagement that glosses Women of Color scholarship as a unified genre of thought. A plurilogue thus pursues dissimilarities to clarify the conceptual interventions made within Women of Color theorizing and the relationship among the different patterns of oppression that each intervention exposes. Plurilogued engagements bring these conceptual strategies and understandings of multiple oppressions together, not to resolve or rank them, but to more effectively ascertain the complexities of, and varied coalitional strategies for, resisting the racialized, heteropatriarchal oppressions of global capitalism and colonialism. Once upon a time scholars assumed that the knowing subject in the disciplines is transparent, disincorporated from the known and untouched by the geo-political configuration of the world in which people are racially ranked and regions are racially configured. From a detached and neutral point of observation, the knowing subject maps the world and its problems, classifies people and projects into what is good for them. Today that assumption is no longer tenable, although there are still many believers. At stake (...) is indeed the question of racism and epistemology. And once upon a time scholars assumed that if you ‘come’ from Latin America you have to ‘talk about’ Latin America; that in such a case you have to be a token of your culture. Such expectation will not arise if the author ‘comes’ from Germany, France, England or the US. As we know: the first world has knowledge, the third world has culture; Native Americans have wisdom, Anglo Americans have science. The need for political and epistemic de-linking here comes to the fore, as well as decolonializing and decolonial knowledges, necessary steps for imagining and building democratic, just, and nonimperial/colonial societies. In “Heterosexualism and the Colonial/Modern Gender System” (Lugones 2007), I proposed to read the relation between the colonizer and the colonized in terms of gender, race, and sexuality. By this I did not mean to add a gendered reading and a racial reading to the already understood colonial relations. Rather I proposed a rereading of modern capitalist colonial modernity itself. This is because the colonial imposition of gender cuts across questions of ecology, economics, government, relations with the spirit world, and (...) knowledge, as well as across everyday practices that either habituate us to take care of the world or to destroy it. I propose this framework not as an abstraction from lived experience, but as a lens that enables us to see what is hidden from our understandings of both race and gender and the relation of each to normative heterosexuality. This article identifies and analyses the dominant stories that academics tell about the development of Western second wave feminist theory. Through an examination of recent production of interdisciplinary feminist and cultural theory journals, I suggest that despite a rhetorical insistence on multiple feminisms, Western feminist trajectories emerge as startlingly singular. In particular, I am critical of an insistent narrative that sees the development of feminist thought as a relentless march of progress or loss. This dominant approach oversimplifies the complex history (...) of Western feminisms, fixes writers and perspectives within a particular decade, and repeatedly (and erroneously) positions poststructuralist feminists as ‘the first’ to challenge the category ‘woman’ as the subject and object of feminist knowledge. Rather than provide a corrective history of Western feminist theory, the article interrogates the techniques through which this dominant story is secured, despite the fact that we (feminist theorists) know better. My focus, therefore, is on citation patterns, discursive framings and some of their textual, theoretical and political effects. As an alternative, I suggest a realignment of key theorists purported to provide a critical break in feminist theory with their feminist citational traces, to force a concomitant re-imagining of our historical legacy and our place within it.
