The enlargement of the European Union to include eventually Turkey and the former communist countries is a major challenge for our understanding of the meaning of Europe as a geopolitical, social and cultural space. It is also a question of the identity of Europe as one shaped by social or systemic integration. With the diminishing significance of national borders within the EU, the outer territorial frontier is also losing its significance and Europe will become more and more postwestern. It thus (...) appears that the eastern frontier is more flexible than was previously thought. The EU is now at the decisive point of moving beyond postnationality to a transnational encounter with multiple civilizational forms. Foucault introduced the concept ‘governmentality’ to refer to the conduct of conduct, and especially the technologies that govern individuals. He adopted the concept after his shift from structuralist archaeology to historicist genealogy. But some commentators suggest governmentality remains entangled with structuralist themes. This article offers a resolutely genealogical theory of govermentality that: echoes Foucault on genealogy, critique, and technologies of power; suggests resolutions to problems in Foucault’s work; introduces concepts that are clearly historicist, not structuralist; and opens new areas of (...) empirical research. The resulting genealogical theory of governmentality emphasizes nominalism, contingency, situated agency, and historicist explanations referring to traditions and dilemmas. It decenters governance by highlighting diverse elite narratives, technologies of power, and traditions of popular resistance. (shrink)

Modernity is better defined as a time orientation, instead of as a set of institutions, which usually smuggles in some provincial or other aprioristic assumptions. A time conception of modernity also gives a precise meaning to postmodernity. Modernity in this non-Eurocentric sense, entails several different, competing master narratives, different social forces of, and conflicts between, modernity and anti-modernity, and different cultural contextualizations of the past-future contrast. But these different varieties do not simply coexist and challenge each other, they are entangled (...) with each other in various ways. Starting from observing how different time warps were interwoven in vanguard modernist art, an analytical framework for grasping, understanding, and explaining the entanglement of modernities is spelled out. One of the most influential philosophers in the English-speaking world, Charles Taylor is internationally renowned for his contributions to political and moral theory, particularly to debates about identity formation, multiculturalism, secularism, and modernity. In _Modern Social Imaginaries,_ Taylor continues his recent reflections on the theme of multiple modernities. Governing Europe is the first book to systematically link Michel Foucault's hypotheses on power and 'governmentality' with the study of European integration. Through a series of empirical encounters that spans the fifty-year history of European integration, it explores both the diverse political dreams that have framed means and ends of integration and the political technologies that have made 'Europe' a calculable, administrable domain. The book illustrates how a genealogy of European integration differs from conventional approaches.
