What does it mean to think about technology philosophically? Why try? These are the issues that Carl Mitcham addresses in this work, a comprehensive, critical introduction to the philosophy of technology and a discussion of its sources and uses. Engineers encounter difficult ethical problems in their practice and in research. In many ways, these problems are like design problems: they are complex, often ill-defined; resolving them involves an iterative process of analysis and synthesis; and there can be more than one acceptable solution. This book offers a real-world, problem-centered approach to engineering ethics, using a rich collection of open-ended scenarios and case studies to develop skill in recognizing and addressing ethical issues.

Three frames of reference for engineering ethics are discussed—individual, professional and social—which can be further broken down into “microethics” concerned with individuals and the internal relations of the engineering profession and “macroethics” referring to the collective social responsibility of the engineering profession and to societal decisions about technology. Few attempts have been made at integrating microethical and macroethical approaches to engineering ethics. The approach suggested here is to focus on the role of professional engineering societies in linking individual and professional (...) ethics and in linking professional and social ethics. Introduction to Engineering Ethics provides the background for discussion of the basic issues in engineering ethics. Emphasis is given to the moral problems engineers face in the corporate setting. It places those issues within a philosophical framework, and it seems to exhibit both their social importance and their intellectual challenge. The primary goal is to stimulate critical and responsible reflection on moral issues surrounding engineering practice and to provide the conceptual tools necessary for pursuing those issues. As per new ABET (...) 2000 guidelines, more and more introductory engineering courses cover engineering ethics as part of their instruction. Students preparing to function within the engineering profession need to be introduced to the basic issues in engineering ethics. This book places those issues within a wider philosophical framework than has been customary in the past and aims to stimulate critical and responsible reflection on the moral issues surrounding engineering practice and to provide the conceptual tools necessary for pursuing those issues. To enlarge the discussion of scientific responsibility for research integrity, this paper offers two historico-philosophical observations. First, in the broad history of ideas, modern ethics replaces social role responsibility with appeals to abstract principles; by contrast, discussions within the scientific community of responsibility for research integrity constitute a rediscovery of the continuing vitality of role responsibility. This is a rediscovery from which philosophy itself may benefit. Second, within the context of scientists’ concerns, the idea of role responsibility has undergone significant (...) evolution from “collective responsibility” to the notion of responsibility resting with a “trans-scientific community.” Further challenges nevertheless remain in order to relate scientific role responsibility for scientific integrity to the relationship between science and society. To promote a notion of integrity not just in science but in the science-society relationship, it may be useful to think in terms of a “co-responsibility” for scientific integrity. (shrink)

M. Ellul's view of technology is that once it is let out of the laboratory, technology cannot be turned off. Technology begets more technology. The modern world, therefore, is one in which more technology is inevitable. Fixing or remediating the impact of a technology like water pollution requires--you guessed it--more technology.

As Kenneth Pimple points out, scientists’ responsibilities to the larger society have received less attention than ethical issues internal to the practice of science. Yet scientists and specialists who study science have begun to provide analyses of the foundations and scope of scientsts’ responsibilities to society. An account of contributions from Kristen Shrader-Frechette, Melanie Leitner, Ullica Segerstråle, John Ahearne, Helen Longino, and Carl Cranor offers work on scientists’ social responsibilities upon which to build.

This article is a critical review of The Technological Bluff, the last book on technology by Jacques Ellul. Although this work has attracted little attention, the concept oftechno-logical bluff1 provides a new perspective to understand contemporary technological society. After presenting Ellul’s exposition of the concept of techno-logical bluff, its original contribution to technology studies is emphasized. It is also examined how the analysis of techno-logical bluff is connected with other major Ellulian notions such as autonomous technique and the efficiency principle. (...) This is followed by a suggestion that the analysis of techno-logical bluff could function as a basis for a constructive dialectic relationship between classical and more recent discourses on technology. Jacques Ellul’s claim that technique became an autonomous phenomenon during the middle of the 20th century, and subsequently a system, means that the influence people have on technique is much less decisive than the influence technique has on people. As a sociohistorical description of the relationship between technique and society, it can be empirically investigated. This article begins by clarifying the concept of an autonomous technique and reviews evidence to support this claim.

Many engineering schools still do not allocate enough resources to the process of understanding the social and ethical dimensions of scientific and technological activities. This article argues that engineering curriculum in the United States should include courses that use theories and concepts from humanities and social sciences to study issues confronting the engineering profession. On the theoretical front, engineering students need to understand favorable and unfavorable consequences of technology-based progress, social and political qualities of technological designs, and the moral challenge (...) posed by the new technologies of the 21st century. On the practical front, they need to be prepared for industrial and governmental jobs, which increasingly favor a broader social perspective, an understanding of proper management of complex technologies, and an ability to act ethically and responsibly. The Accreditation Board for Engineering and Technology 2000 has responded by introducing new requirements that the goals of course work in the humanities and social sciences also meet the objectives of the engineering profession. Engineering ethics entails three frames of reference: individual, professional, and social. “Microethics” considers individuals and internal relations of the engineering profession; “macroethics” applies to the collective social responsibility of the profession and to societal decisions about technology. Most research and teaching in engineering ethics, including online resources, has had a “micro” focus. Mechanisms for incorporating macroethical perspectives include: integrating engineering ethics and science, technology and society (STS); closer integration of engineering ethics and computer ethics; and consideration of the influence of (...) professional engineering societies and corporate social responsiblity programs on ethical engineering practice. Integrating macroethical issues and concerns in engineering ethics involves broadening the context of ethical problem solving. This in turn implies: developing courses emphasizing both micro and macro perspectives, providing faculty development that includes training in both STS and practical ethics; and revision of curriculum materials, including online resources. Multidisciplinary collaboration is recommended 1) to create online case studies emphasizing ethical decision making in individual, professional, and societal contexts; 2) to leverage existing online computer ethics resources with relevance to engineering education and practice; and 3) to create transparent linkages between public policy positions advocated by professional societies and codes of ethics.
