Movements like the Arab Spring, Occupy Wall Street, and the Tea Party embody some of our deepest intuitions about popular politics and 'the power of the people'. They also expose tensions and shortcomings in our understanding of these ideals. We typically see 'the people' as having a special, sovereign power. Despite the centrality of this idea in our thinking, we have little understanding of why it has such importance. Imagined Sovereignties probes the considerable force that 'the people' exercises on our (...) thought and practice. Like the imagined communities described by Benedict Anderson, popular politics is formed around shared, imaginary constructs rooted in our collective imagination. This book investigates these 'imagined sovereignties' in a genealogy traversing the French Enlightenment, the Haitian Revolution, and nineteenth-century Haitian constitutionalism. The treatment in what follows of the politics of hegemony is not per se one of Gramsci, or Laclau or of Stuart Hall's earlier work. At stake is something that encompasses a more general regime of power that will be developed throughout the length of this: what might be called 'extensive politics'. What I will try to show is that such extensive power or such an extensive politics is being progressively displaced by a politics of intensity. I will trace the (...) shift from hegemony or extensive politics to such an intensive politics in terms of: 1) a transition to an ontological regime of power, from a regime that in important respects is 'epistemological', 2) a shift in power from the hegemonic mode of 'power over' to an intensive notion of power from within and power as generative force, 3) a shift from power and politics in terms of normativity to a regime of power much more based in what can be understood as a 'facticity'. This points to a general transition from norm to fact in politics. From hegemonic norm to what we will see are intensive facts. The fourth section will look at this shift through a change from an extensive regime of representation to an intensive regime of communications. (shrink)

This book familiarizes the English-speaking reader with the debate on the originality of Gramsci’s thought and its importance for the development of Marxist theory. The contributors present the principal viewpoints regarding Gramsci’s theoretical contribution to Marxism, focussing in particular on his advances in the study of the superstructures, and discussing his relation to Marx and Lenin and his influence in Eurocommunism. Different interpretations are put forward concerning the elucidation of Gramsci’s key concepts, namely: hegemony, integral state, war of position and (...) passive revolution. (shrink)

Gramsci’s theory of hegemony is currently understood as a theory of power in Western, democratic societies, and therefore as a theory of cultural power (“cultural hegemony”). The aim of this article is to show that this interpretation is erroneous, at least for three reasons. Firstly, because the notion of “democracy” itself has to be placed within its historical context: the meaning of “democracy” in the 1920s and 1930s in Europe was very different from what it became in the post-WWII era. (...) Secondly, because all the regimes Gramsci could have been taking into account when he wrote the Prison Notebooks were the result of the crisis of the Liberal State and parliamentarianism. Even if in different ways, political conflict in each of them unfolded in a manner that is very different from what is today presupposed by the notion of cultural hegemony. And thirdly, because the genetic reconstruction of Gramsci’s concept of hegemony, as it is developed in the Prison Notebooks, will show that the core of what is usually considered the Gramscian theory of hegemony was already developed before 1926 (I shall refer to it as “standard theory”), while in the Notebooks he substantially updated this theory, in order to think the new conditions of political struggle in Italy and Europe. This revision can be summarised in three points. First: the notion of hegemony is organically combined with that of “war of position”. The latter will refer no longer the political struggle characterised by a strongly developed civil society, typical of the “West” (as opposed to backward “Eastern” context). The war of position is now the sort of political struggle that we have when huge masses of population enter into political life and actively participate in it. It thus means not a place where political struggles take place but a phase of these struggles, that Gramsci calls “culminating” and “decisive”. The image Gramsci adopts to visualise this phase of political struggles is that of two “reciprocal sieges”: of the masses to the State and of the State to the masses. Second: “hegemony” comes to mean now the means the rulers adopt with the purpose of winning the support of the masses. Politics is no longer the business of active minorities; it is now the organisation of the lifestyle of huge masses of population, in order to control their political agency (hence the notion of “passive revolution”). Third, from the above, the importance of religion follows since it is the most widespread language, as well as that of political myths which manage to mobilise politically social forces, translating religion into political action and the vice-versa, political ideology into religious faith. This review examines a collection of essays that engage with the thought of Antonio Gramsci in relation to the postcolonial. I argue that some of the chapters display a symptomatic tendency to read into Gramsci’s concepts a moral charge that detracts from their theoretical value, and that on the whole here Gramsci is either read in a post-Marxist key or dismissed as inoperable for the globalised postcolony of the present.

This review assesses the strengths and weaknesses of Peter Thomas’s long-awaited study ofThe Prison Notebooks, based on his extensive research and philological reconstruction of the critical edition. I distinguish three senses in which the ‘moment’ in the book’s title can be understood: as the historical moment around 1932 in which Gramsci proposed the outline of his distinct brand of the philosophy of praxis; as the moment or momentum that still lies in wait for a future research programme in Marxist philosophy; (...) and as a methodological principle for understanding the dialectic as a theory in which entities such as state and civil society, but also coercion and consent, far from allowing the kind of Eurocommunist or post-Marxist instrumentalisations in which they are seen as part of a chain of binaries, are actually moments of a unified larger structure that in Gramsci’s work comes to be associated with the idea of the integral state. This impressive reconstruction of Gramsci’s notebooks, however, also reveals some major lacunae, above all, in terms of the lack of attention given to Gramscian developments in the non-European world, in places such as India or Latin America. This omission is all the more surprising given the longstanding tradition, particularly in Latin America, of viewing Gramsci as a theorist of the integral state more so than of hegemony. (shrink)

A challenging new work of cultural and political theory rethinks the concept of hegemony.

While the concept of hegemony had a central place in the crystallization of 1980s cultural studies, recent developments in cultural economy, information and communication technologies, and globalization suggest a decline in the utility of the frameworks of democracy and the 'logic of equivalence' that lie at the heart of the hegemony thesis and its conception of the social. This article considers how cultural studies is engaging with this situation by arguing that a set of themes can be seen that approach (...) power and culture through an expanded understanding of production, a production considered as the patterning – or mobilization, arrangement and distribution – of rich social, technical, economic and affective relations. The perspective of production does not carry the unifying project that hegemony and democracy gave to an earlier cultural studies, but is instead composed of diverse problematics that suggest heterogeneous sites of critical intervention and politicization. Situating the discussion in the frame of Deleuze's figure of 'control society', the article explores the overlapping themes of communication, affect, fear, work, class and war. (shrink)
