This study was conducted to find out head teachers' perception of the implementation of the capitation grant scheme in Sunyani West East District of the Brong Ahafo Region. The study specifically focused on explaining how head teachers conceptualised the concept of capitation grant scheme, the implementation process, and the challenges associated with the implementation of the scheme. A descriptive research design was adopted for the study, and a questionnaire and an interview guide were designed and administered to a sample of (...) 40 head teachers from the district in the Region. The analysis of data revealed that 70.0% of the head teachers had an in-depth understanding of the source of capitation grant as being from the Government. The study, among others, found that the main challenges confronting the smooth implementations of the scheme were delay in the release of funds and inadequate funds. It is recommended that Government should release adequate amount of the grant in good time (thus, before the beginning of each quarter) so that school heads will avoid pre-financing of school activities. Also, the Ghana Education Service should continue to train head teachers in financial management and administration for prudent use of funds. (shrink)

Contrary to the great bulk of philosophical work on vagueness, the core of vagueness is not to be found in vague monadic predicates such as ‘bald’, ‘tall’, or ‘old’. The true source of vagueness – at least vagueness of the type that typically appears in the sorites – lies beneath these, in a mechanism using a buried quantifier operative over the comparatives ‘balder’, ‘taller’ and ‘older’.

We define a notion of the intelligence level of an idealized mechanical knowing agent. This is motivated by efforts within artificial intelligence research to define real-number intelligence levels of compli- cated intelligent systems. Our agents are more idealized, which allows us to define a much simpler measure of intelligence level for them. In short, we define the intelligence level of a mechanical knowing agent to be the supremum of the computable ordinals that have codes the agent knows to be codes (...) of computable ordinals. We prove that if one agent knows certain things about another agent, then the former necessarily has a higher intelligence level than the latter. This allows our intelligence no- tion to serve as a stepping stone to obtain results which, by themselves, are not stated in terms of our intelligence notion (results of potential in- terest even to readers totally skeptical that our notion correctly captures intelligence). As an application, we argue that these results comprise evidence against the possibility of intelligence explosion (that is, the no- tion that sufficiently intelligent machines will eventually be capable of designing even more intelligent machines, which can then design even more intelligent machines, and so on). In the sentence “Tom sits,” the name distinguishes Tom from anyone else, whereas the predicate assimilates Tom, Theaetetus, and anyone else to whom the predicate applies. The name marks out its bearer and the predicate groups together what it applies to. On that ground, his name is used to trace back Tom, and the predi- cate is used to describe and classify what it applies to. In both cases, the semantic link is a direct link between expressions and particulars. (...) Here, I will explore the workings of predicative names along the direction just hinted at. The analysis of predication has been less central to philosophical investigation than that of referen- tial expressions. Some problems have concerned the unity of the sentence—what makes us understand “The baby cries” as a sentence rather than a list of words? Other problems have been what a predicate was taken to stand for, properties and relations, and the understanding of either at the ontological level. If a predicate refers to a property or a relation, yet predication, which is central to our understand- ing of predicates, applies it to one or more particulars. The paper introduces the concepts at the heart of point-set-topology and of mereotopology (topology founded in the non-atomistic theory of parts and wholes) in an informal and intuitive fashion. It will then seek to demonstrate how mereotopological ideas can be of particular utility in cognitive science applications. The prehistory of such applications (in the work of Husserl, the Gestaltists, of Kurt Lewin and of J. J. Gibson) will be sketched, together with an indication of the field of possibilities in linguistics, (...) perceptual psychology, cate¬gorization and geographic information systems. Topological structures will be shown to play a central role in studies of naive physics not least in virtue of the fact that even well-attested departures from true physics on the part of common sense leave the topology and vectorial orientation of the underlying physical phenomena invariant: our common sense would thus seem to have a veridical grasp of the topology and broad general orientation of physical phenomena, both static and dynamic, even where it illegitimately modifies the relevant shape and metric properties. The implications of this and related insights for the methodology of psychology will be explored. (shrink)

I propose to reconsider Gilbert Ryle’s thesis in 1956 in his introduction to The Revolution of Philosophy that “the story of twentieth-century philosophy is very largely the story of this notion of sense or meaning” and, as he writes elsewhere, the “preoccupation with the theory of meaning is the occupational disease of twentieth-century Anglo-Saxon and Austrian philoso- phy.” Ryle maintains that this preoccupation demar- cates analytic philosophy from its predecessors and that it gave philosophy a set of academic credentials as (...) a rigorous discipline with its own domain and method. I will maintain that Ryle, with some minor qualifica- tions, was correct in his assessment of the nature of analytic philosophy at that time, and I will argue that the next 50 years continued to be, very largely, the story of meaning, exemplified by the groundbreaking work of Rawls and Kripke. However, I argue that this work also contains the seeds that contributed to the emergence of philosophies that represent a significant departure from analytic philosophy. (shrink)

This paper explores how participation and sustainability are being addressed by architects within the Building Schools for the Future (BSF) programme in the UK. The intentions promoted by the programme are certainly ambitious, but the ways to fulfil these aims are ill-explored. Simply focu- sing on providing innovative learning technologies, or indeed teaching young people about phy- sical sustainability features in buildings, will not necessarily teach them the skills they will need to respond to the environmental and social challenges of (...) a rapidly changing world. However, anticipating those skills is one of the most problematic issues of the programme. The involve- ment of young people in the design of schools is used to suggest empowerment, place-making and to promote social cohesion but this is set against government design literature which advo- cates for exemplars, standard layouts and best practice, all leading to forms of standardisation. The potentials for tokenistic student involvement and conflict with policy aims are evident. This paper explores two issues: how to foster in young people an ethic towards future generations, and the role of co-design practices in this process. Michael Oakeshott calls teaching the conver- sation of mankind. In this paper, I look at the philosophy of Hannah Arendt, Emmanuel Levinas, Maurice Merleau-Ponty and Luce Irigaray to argue that investigating the ethical dilemmas of the programme through critical dialogue with students offers an approach to meeting government objectives, building sustainable schools, and fostering sustainable citizenship. Prevalându-se permanent de necesitatea păstrării secretului în activitatea de informaţii, ceea ce a fost un lucru bun şi de absolută utilitate pentru instituţia pe care a fondat-o şi condus-o, dar coroborat cu comportamentul etalat ori de câte ori i se ivea ocazia de a-şi da importanţă cu aceea ce ştie şi ar putea să realizeze, Mihail Moruzov a creat celor din jur mai mult derută decât claritate. The essay retraces the origin and development of the « logical » interpretation which held sway both in ancient and modern times. It shows first that the key to understand the debate between Benveniste and Derrida over Aristotle’s categories is to be found in the Neoplatonic exegesis of the work of the same name.
