Agriculture in Bulgaria is one of sectors country’s economy in which significant changes have taken place over the past three decades: in the field of economic relations, the structure of farms, the size and production activity of enterprises, income and profit. These changes are due to the agrarian reform carried out in the 1990s, accession Bulgaria to the European Union, and the implementation of measures and mechanisms of the Common Agricultural Policy (CAP). In the period before accession (...) class='Hi'>Bulgaria to the European Union (1997-2007) there were significant changes in the organization of agricultural sector of the economy, the formation of statistics, harmonization with European agricultural legislation, adaptation to dynamic changes in the environment. During the period of accession Bulgaria to the European Union, the conditions for functioning of agriculture relate to the formation of necessary mechanisms (organizational, financial, administrative, legal, informational, etc.) and successful adaptation to new realities. Bulgaria’s agriculture underwent significant changes during the COVID-19 pandemic, prompting the developing of appropriate financial support policies by the state and the European Union. For Bulgaria, agriculture is an important sector of the national economy for several reasons. First, it provides the population with food, on the quantitative and qualitative measurement of which depends the national food security of the country, raw materials for the food industry and resources for export. Secondly, favorable climatic conditions are suitable for growing various crops and farm animals. Third, agriculture accounts for 11.0% of gross domestic product, 12.5% of gross value added and employs 25.1% of the population. (shrink)

Over the last decade, the phenomenon called collaborative economy or sharing economy gained significant dimensions and crossed many sectors of economic and social life, creating new business models. Despite the growing interest, there is no single concept for its definition, manifestations, impacts and business models, while at the same time, digital platforms have allowed its sophisticated development. The seen emergence of sharing economy in Bulgaria brings out the need to study the phenomenon at the national level, its context, development, (...) stakeholders. The aim of this chapter is to shed light on the main manifestations and regulatory issues of the sharing economy in Bulgaria and to discuss its stage of development critically. The first part starts with a review of definition aspects and academic conceptualisation of the sharing economy and key issues. In the second part, aspects of the context and manifestations in the development of the phenomenon are discussed. Then, looking at several national examples of market players, an attempt is made to present the sectoral scope of the sharing economy and its development and to highlight the active stakeholders in the market. The study concludes with a discussion on the policies to be developed at the national level and future research to be carried out in order to catch the potential opportunities and overcome potential barriers. In much of the literature graffiti is connected to notions of defacing, devaluing, vandalising, participating in an illegal activity or exhibiting ‘anti-social behaviour.’ The aim of this paper is to show the change of perceptions toward graffiti as less of an act of vandalism or a criminal activity and more of a solution to many social and political concerns. The paper offers a way to reframe graffiti as the solution rather then the problem based on a study of graffiti crews (...) in Sofia, Bulgaria. The paper presents three cases of these crews, each attempting to address different social and political issues within the capital of Bulgaria. This paper is hoping to highlight how graffiti can be used as a tool to help reduce crime, showcase a critical subcultural communication that is inclusive of the community at large, and depict the aesthetic value that can be added to a place in order to re-design the space and people’s attitude and behaviour. More importantly, the paper serves to show how graffiti can enable introspection and bring out not only the ‘soul’ from the wall, but also our own. (shrink)

The present paper is an attempt at examining the value configuration and the socio-demographical profiles of the local political elites in four countries of East-Central Europe: Romania, the Czech Republic, Bulgaria, and Poland. The treatment is a comparative one, predominantly descriptive and exploratory, and employs, as a research method, the case-study, being a quite circumscribed endeavor. The cases focus on the members of the Municipal/Local Council in four towns similar in terms of demography and developmental strategies (i.e. small-to-medium sized (...) communities of around 35,000 inhabitants, with economies largely based on food industry and commercial activities): Tecuci (Galați county, Romania), Česká Lípa (Liberec region, Czech Republic), Targovishte (Targovishte province, Bulgaria), and Oleśnica (Lower Silesia province, Poland). Hypothesizing that the local elites of the former Sovietized Erurope tend to differ in outlook, priorities, and value attainment, as compared to their Western counterparts, the paper considers the former’s attitudes and perspectives in regard to seven values: a series of values customarily connected with the concept of ‘democracy’ (i.e. citizen participation, political conflict, gradual change, economic equality), state intervention in economy, decentralization and increased local autonomy, cultural-geographical self-identification. The study uses, as well, five models of value attainment in what concerns the ‘ideal portrait’ of the local councilor (Putnam 1976): ethical, pragmatic, technocratic, political, and gender. According to the results of a study applying a standard written questionnaire among the local councilors of the three communities in the period December 2010-February 2013, the paper distinguishes among three corresponding types of local elites: (1) ‘predominantly elitistic,’ (2) ‘democratic elitist,’ and (3) ‘predominantly democratic,’ following two types of explanation accounting for the differences among the four cases: the legacy of the defunct regime and the degree of administrative decentralization. In this article, I explore how efficacious film can be in countering propaganda in film. To set up the discussion, I first sketch out a simple theory of propaganda, under which propaganda can be ranked from completely rational to very irrational, on six different dimensions. These are the degrees to which the propaganda is: evidence-based; truthful; broadly logical; transparent; properly targeted; and transparent. I then review in detail the main propaganda film, Gasland. This film was a highly successful documentary that (...) attacked the production of natural gas by hydrofracturing, called in America “fracking.” Gasland succeeded in organizing domestic opposition to fracking, actually blocking it in the Delaware River Basin system. The film was also influential abroad, leading to fracking bans in France, Bulgaria, and elsewhere in Europe. Next, I review in detail two counter-propaganda films—that is, in this case, two pro-fracking documentaries: Truthland and FrackNation. Truthland is a short documentary that aims at rebutting many of Gasland’s major claims. It was funded by the fracking industry and had limited distribution but it succeeded in refuting much of the longer and better-funded anti-fracking film. A much more successful film in terms of both general distribution and efficacy of rebuttal was the much longer pro-fracking documentary FrackNation. It critiques all of Gasland’s major points, in vivid detail. Since it was crowdfunded, it couldn’t be dismissed on the grounds that it was biased because of being industry-backed. I conclude by explaining why the pro-fracking documentaries did not result in a major change in public opinion. (shrink)

A contrastive Bulgarian-Russian study", supported by the "Scientific Research" Fund of the Ministry of Education and Science in Bulgaria (№ КП-06-РУСИЯ / 23) and from the Russian Fund for Fundamental Research (No. 20-512-18005).

Haci Bektash Veli (d. 1271[?]), considered to be the founder of the Bektashism, is one of the leading representatives of Turkish-Islamic thought and belief traditions. He is a person whose influence continues today, as in the past, not only in Anatolia, but also in many countries such as Azerbaijan, Iraq, Egypt, Bulgaria, Greece, Albania and even Hungary, both as historical personality and with his mythical aspects, and his teachings. Haci Bektash Veli and his influence in the entire Turkish-Islamic world, (...) especially in Anatolia, have caught the attention of the researchers from the fields of History, Language, Literature, Sociology, etc. Since the first studies on Haci Bektash Veli and Bektashism have been revealed, many works have been written in this field in various societies. Moreover, these studies become an independent research area over time. In particular, orientalists, including many turkologists, historians, philologists and experts in Islamic studies, were involved in this field, wondering about Turkish-Islamic world. In other words, many researches about Haci Bektash Veli and Bektashism have been carried out both in our country and abroad; original works and translations, such as articles, encyclopaedia articles, monographs, journal special issues, tribute books, surveys and publications, annuals, bibliographic studies, etc. were published in this field. These studies also found their own expression in the scientific events, such as special national and international congresses, symposiums and conferences. Russian-Soviet researchers, who mostly include turkologists, historians, philologists, ethnologists and experts in Islamic historical researches and have a large expert staff, have focused on the great role and effects of Haci Bektash Veli in the preservation of Turkish-Islamic thought and culture. Correspondingly, the essence and philosophical foundations of Bektashism have also attracted their attention. As a result of this process, that began with curiosity and turned into academic interest, a significant literature in Russian on Haci Bektash Veli and Bektashism has emerged. The aim of this paper is to identify- within the available possibilities- Russian written sources on Haci Bektash Veli and Bektashism, to reveal the prominent studies among them and to present comments and evaluations of Russian researchers and other authors who have written their academic publications in Russian in this field, by using the method of description and evaluation. We should specify that in the paper we followed a chronological order taking into account the dates on which these studies were conducted. Finally, this paper aims to contribute to the literature in Turkish on Haci Bektash Veli and Bektashism. Thus, the author of the paper hopes that the paper will be useful in terms of the directory of sources and materials for the ongoing and future researches in our country. (shrink)

His works themselves ring true and eminently philosophically; simultaneously, (...) they are not philosophical prose. Нis ideas contain exceptional depth and originality. The mythical and folklore elements which impart characteristic Bulgarian sounding to them are emphasized. Нis typically Bulgarian view of life charms the readers. The book that the esteemed foreign reader is about to read was conceived in the mid-1990s, or in the „passionate“ times of the Bulgarian posttotalitarian transition. It was then that the dozens of facts about the lavish privileged life of the socialist nomenklatura became known, which deeply outraged the ordinary people of Bulgaria. It was this that aroused my scholarly interest in the privileges of power, in the reasons for their generation and use by political elites around the world. (...) Thus was born the idea of writing the three-volume Power and Privilege in Political History, which includes an analysis of the nature and manifestations of privilege over a period of 5,000 years – from the deepest antiquity (XXX century BC) to our modern times (XXI century). In this context, the monograph interprets in a historiological order the theoretical and methodological aspects of privileges (Volume I), their evolution over the centuries (Volume II), as well as their concrete evolution in Bulgarian political life (Volume III) from the liberation of Bulgaria from Ottoman rule (1878) to the present day. Some of the most pressing questions of the phenomenon of privilege have not escaped the author’s creative eye, such as: why did privilege appear and why has it existed for so long in different societies?; Why are privileges an inalienable attribute of power and who has the right to regulate them or not - institutions, politicians, dictators, etc.; Why, despite their contemporary legitimacy, power privileges irritate people enormously and deepen social injustice in modern states, etc.? And so on and so forth. In this sense, the author has provided answers to these questions and has also put forward some of his own views on the future of privilege in democratic societies. (shrink)

A guide for translators, about the translation theory, the translation process, interpreting, subtitling, internationalization and localization and computer-assisted translation. A special section is dedicated to the translator's education and associations. The guide include, as annexes, several independent adaptations of the corresponding European Commission works, freely available via the EU Bookshop as PDF and via SetThings as EPUB, MOBI (Kindle) and PDF. For a “smart”, sensible translation , you should forget not the knowledge acquired at school or university, but the corrective (...) standards. Some people want a translation with the touch of the source version, while another people feel that in a successful version we should not be able to guess the original language. We have to realize that both people have right and wrong, and that their only fault is to present requirement as an absolute truth. Teachers agree at least on this principle: “If a sentence is ambiguous, the translation must also be“. There is another critical, less easy to argue, based on an Italian phrase with particularly strong wording: “Traduttore, traditore“. This critique argues that any translation will betray the author‘s language, spirit, style … because of the choices on all sides. What to sacrifice, clarity or brevity, if the formula in the text is brief and effective, but impossible to translate into so few words with the exact meaning? One could understand this criticism that it encourages us to read “in the text.” It seems obvious that it is impossible to follow this advice into practice. Idea integracji europejskiej nie jest wymysłem naszych czasów. Jest to proces złożony, który dojrzewał na przestrzeni kilku wieków i który w naszym stuleciu zaczął nabierać wyrazistych kształtów. Społeczeństwa europejskie znużone bezsensem wzajemnie wyniszczających wojen, zaczęły poszukiwać takiej formy koegzystencji, która umożliwiłaby im wspólne decydowanie o polityce, gospodarce czy kulturze. W roku 1950 francuski minister spraw zagranicznych Robert Schuman zadeklarował gotowość rządu francuskiego do współpracy z rządem niemieckim w sektorze węgla i stali, w celu zagwarantowania pokoju na kontynencie. Plan Schumana urzeczywistnił (...) się z chwilą podpisania w Paryżu 18 kwietnia 1951 r. przez sześć państw zachodnioeuropejskich: Niemcy, Francję, Włochy, Luksemburg, Belgię i Holandię, układu o Europejskiej Wspólnocie Węgla i Stali (EWWiS). Kolejne dwa traktaty o utworzeniu Europejskiej Wspólnoty Gospodarczej (EWG) oraz Europejskiej Wspólnoty Energii Atomowej (Euratom) podpisane w Rzymie 25 marca 1957 r. miały na celu rozszerzenie współpracy gospodarczej na inne sektory, takie jak rolnictwo, rybołówstwo, komunikacja, handel zagraniczny oraz utworzenie wspólnego rynku gospodarczego. Aby cel ten został osiągnięty, państwa członkowskie zdecydowały się na kolejne kroki integracyjne, jakimi były unia gospodarcza i walutowa. Drogę do tego procesu otworzył podpisany 7 lutego 1992 r. w Maastricht Traktat o Unii Europejskiej. Ratyfikacja Układu z Maastricht stała się okazją dokonania pewnych zmian w niemieckiej konstytucji, do której wprowadzono nowy zapis w art. 23 o Unii Europejskiej. Unia stała się celem nadrzędnym państwa niemieckiego, a Bundestag i Bundesrat otrzymały jasne cele i zadania w sprawach dotyczących Unii Europejskiej. Fakt ten świadczy o ogromnym znaczeniu Unii dla Niemiec. Niemcy są jednym z najbogatszych państw piętnastki. Ich PKB przekracza 20 tys. ECU i jest jednym z najwyższych w Unii. Motorem niemieckiej gospodarki jest przemysł, a zwłaszcza prężnie rozwijający się przemysł samochodowy. Unia Europejska jest dla Niemiec ważnym rynkiem zbytu - 60% eksportu w ramach Unii Europejskiej zajmuje eksport niemiecki. Poziom, który Niemcy osiągnęli w przeciągu 50 lat od zakończenia drugiej wojny światowej, nie byłby możliwy bez ścisłej współpracy pozostałych państw europejskich. Zniesienie ceł oraz wszelkich barier gospodarczych stworzyło ogromne możliwości handlowe i nie tylko. Ważnym krokiem w intensyfikacji wzajemnych stosunków było utworzenie unii gospodarczej i monetarnej, mającej na celu wprowadzenie do 2002 wspólnej waluty EURO. Wraz z postępującą integracją wewnątrz Unii Europejskiej pod koniec lat osiemdziesiątych dokonały się w Europie ważne zmiany historyczne. Europa Środkowa i Wschodnia uwalnia się, w wyniku reform przeprowadzanych w Związku Radzieckim przez Michaiła Gorbaczowa, spod totalitarnych rządów komunistycznych. W roku 1991 wybucha w Moskwie pucz, który wykorzystują republiki radzieckie, ogłaszając swoją niepodległość. W Polsce i na Węgrzech odbywają się obrady okrągłego stołu, w wyniku których komuniści oddają władzę opozycji. Do ostrych konfliktów dochodzi natomiast w Czechosłowacji i Rumunii, gdzie oddanie władzy nie odbywa się bez przelewu krwi. Zmiany polityczne nie ominęły również NRD. W nocy z 9 na 10 listopada 1989 r. runął mur berliński, a 3 października 1990 r. dokonuje się zjednoczenie obu państw niemieckich. Wraz ze zjednoczeniem NRD staje się członkiem Unii Europejskiej. Proces ten odbywa się jednak na innych zasadach, niż przewidują to unijne procedury mówiące o przyjęciu nowych członków w swoje szeregi. W dniu zjednoczenia Wschodnie Niemcy przejmują prawo pierwotne oraz 80% prawa wtórnego Unii. Poza tym otrzymują znaczną pomoc w ramach funduszy strukturalnych. Wiele państw Europy Środkowo- Wschodniej chętnie podzieliłoby los NRD i szybko zintegrowałoby się z zachodnioeuropejskimi strukturami. Dlatego też od początku lat dziewięćdziesiątych zauważamy intensywne starania tych państw o przyjęcie w struktury Unii Europejskiej. W roku 1991 Polska i Węgry podpisały jako pierwsze państwa byłego Bloku Wschodniego Układy Europejskie. W ślad za nimi poszły Bułgaria, Litwa, Łotwa, Estonia, Rumunia, Słowenia, Słowacja i Czechy. Od 1994 r. kraje te wystąpiły oficjalnie o członkostwo w Unii Europejskiej. Przystąpienie do Unii spotyka się w społeczeństwie z wieloma negatywnymi reakcjami. Polacy coraz bardziej sceptycznie odnoszą się do spraw Unii Europejskiej i do przyszłego w niej członkostwa, choć z pewnością można by liczyć na wiele. Chociażby na ustabilizowanie gospodarki, młodej demokracji oraz stosunków polsko-niemieckich. Przeszkodą i problemem na drodze do integracji jest sytuacja polskiego rolnictwa, kwestia wykupu ziem polskich przez Niemców oraz utraty tożsamości narodowej. Również Niemcy obawiają się rozszerzenia. Politycy natomiast wydają się być motorem integracji europejskiej. Helmut Kohl, były kanclerz Niemiec, postawił sobie nawet za cel zintegrowanie krajów środkowoeuropejskich ze strukturami zachodnimi do 2002 r., podając za powód swej decyzji utrzymanie stabilności gospodarki i pokoju w tym regionie. Jego następca Gerhard Schröder nie jest już takim optymistą. Podczas niemieckiego przewodnictwa w Radzie Unii Europejskiej ma zamiar zająć się w pierwszej kolejności interesami niemieckimi oraz sprawami dotyczącymi wewnętrznych problemów Unii Europejskiej. Kwestia rozszerzenia zeszła na plan dalszy. Czy jest to słuszna koncepcja - pokaże czas. (shrink)

One of the greatest achievements of modern physics is the discovery of spacetime by Hermann Minkowski. Still, talking about the ”discovery” of spacetime cannot be done without further questioning its ontological status. Did Minkowski discover a real physical substrate? What is the creative role of his scientific imagination in the process of discovery? To what extent the explanatory power of spacetime supports the conclusion that it is a true description of the physical world? I consider those questions in that paper, (...) and I claim that for Minkowski’s discovery of spacetime, imagination and explanation work together in a fictionalist strategy. I explain why there is no reason to doubt the veracity of the discovery of spacetime and its physical reality. (shrink)
