Sorensen (1992) has provided two modal-logical schemas to reconstruct the logical structure of two types of destructive thought experiments: the Necessity Refuter and the Possibility Refuter. The schemas consist of five propositions which Sorensen claims but does not prove to be inconsistent.We show that the five propositions, as presented by Sorensen, are not inconsistent, but by adding a premise (and a logical truth), we prove that the resulting sextet of premises is inconsistent. Häggqvist (2009) has provided a different modal-logical schema (...) (Counterfactual Refuter), which is equivalent to four premises, again claimed to be inconsistent. We show that this schema also is not inconsistent, for similar reasons. Again, we add another premise to achieve inconsistency. The conclusion is that all three modal-logical reconstructions of the arguments that accompany thought experiments, two by Sorensen and one by Häggqvist, have now been made rigorously correct. This may inaugurate new avenues to respond to destructive thought experiments. (shrink)

The European Association for Cognitive Systems is the association resulting from the EUCog network, which has been active since 2006. It has ca. 1000 members and is currently chaired by Vincent C. Müller. We ran our annual conference on December 08-09 2016, kindly hosted by the Technical University of Vienna with Markus Vincze as local chair. The invited speakers were David Vernon and Paul F.M.J. Verschure. Out of the 49 submissions for the meeting, we accepted 18 a papers and 25 (...) as posters (after double-blind reviewing). Papers are published here as “full papers” or “short papers” while posters are published here as “short papers” or “abstracts”. Militärtechnisch könnte der Westen (und sogar Deutschland alleine) einen Krieg gegen den Islamischen Staat (IS) gewinnen; aber es wäre ein weiterer Pyrrhussieg über radikale Kräfte unter islamischer Flagge. Wenn wir uns für die Folgen unseres Nichtstuns verantwortlich fühlen sollen, dann sind wir erst recht verantwortlich für die fatalen Neben-, Spät- und Langzeitfolgen unserer Interventionen im Nahen Osten : Die Region ist voller Waffen (die zum erheblichen Teil von uns stammen) und voller Fanatiker, die auch wegen unserer Anwesenheit immer neu radikalen (...) Zulauf finden. Nach all diesen entmutigenden Erfahrungen sollten wir uns eingestehen, dass wir uns überschätzt haben und gescheitert sind. Um der Konfrontation auf lange Sicht ein Ende zu bereiten, sollten wir aus der Region vollständig abziehen, keine Waffen liefern – und in der muslimischen Welt um Entschuldigung für unsere vormalige Hybris bitten. I wish to propose a new doctrine called epistemological pacifism. According to the doctrine, our objective knowledge concerning hard facts about a given war and its context is far too poor to justify entering that war. Our best and most informative accounts of any pre-war situation are value-laden; the same is true of counterfactual claims about any event during, or after, war. Here we have three new types of what has been discussed under the label of fact/value entanglement. Realizing this (...) helps us understand why pacifists and their opponents never agree about so-called facts. Both parties bring to bear different values in their descriptions. Although this is legitimate for both sides, the values of the pacifist are more attractive than those of the bellicist. The recent war in Mali is a case in point, as I’ll sketch at the end of the paper. (shrink)

What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing European crisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order (...) and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich ’crises literature’ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. For over 30 years I have argued that we need to construe science as accepting a metaphysical proposition concerning the comprehensibility of the universe. In a recent paper, Fred Muller criticizes this argument, and its implication that Bas van Fraassen’s constructive empiricism is untenable. In the present paper I argue that Muller’s criticisms are not valid. The issue is of some importance, for my argument that science accepts a metaphysical proposition is the first step in a broader argument (...) intended to demonstrate that we need to bring about a revolution in science, and ultimately in academic inquiry as a whole so that the basic aim becomes wisdom and not just knowledge. Because anticipated and retrospective regret play important roles in practical deliberation and motivation, better understanding them can illuminate the contours of human agency. However, the possibility of self-ignorance and the fact that we change over time can make regret—especially anticipatory regret—not only a poor predictor of where the agent will be in the future but also an unreliable indicator of where the agent stands. Granting these, this paper examines the way in which prospective and, particularly, retrospective regret can nevertheless yield (...) important insight into the sorts of creatures we are, both generally and individually. The experience of retrospective regret can show a person she values something in a way she did not know or that she is (or was) a different person than she had thought, insights which can factor into forward-looking, or prospective, deliberation. Such instances of revelatory regret reveal something to the agent about herself as agent. I examine two cases of agential self-ignorance. In the first, the experience of regret reveals what the agent values, not only to others but even to the agent himself. In the second, the agent anticipates experiencing regret for an action but does not experience the regret, suggesting that the agent did not value the rejected alternative in the way she thought. Anticipatory regret is forward-looking and can play an important role in practical deliberation. But insofar as anticipatory regret flows from one’s imperfect judgment and prospection about oneself, retrospective regret can be an important corrective in helping the agent understand her own standpoint. Cumulative cultural knowledge [CCK], the knowledge we acquire via social learning and has been refined by previous generations, is of central importance to our species’ flourishing. Considering its importance, we should expect that our best epistemological theories can account for how this happens. Perhaps surprisingly, CCK and how we acquire it via cultural learning has only received little attention from social epistemologists. Here, I focus on how we should epistemically evaluate how agents acquire CCK. After sampling some reasons why extant (...) theories cannot account for CCK, I suggest that things aren’t as bleak as they might look. I explain how agents deserve epistemic credit for how CCK is transmitted in cultural learning by promoting a central need of their social group: The efficient and safe transmission of CCK. A good initial fit exists between this observation and Greco’s knowledge-economy framework. Ultimately, however, Greco’s account doesn’t straightforwardly account for CCK because of its strict focus on testimony. I point out two issues in the framework due to this focus. The resulting view advocates giving epistemic credit to agents when they act to promote their communities’ epistemic needs in the right way and highlights the various ways in which agents come to do this. A shared narrative in the literature on the evolution of cooperation maintains that social _learning_ evolves early to allow for the transmission of cumulative culture. Social _norms_, whilst present at the outset, only rise to prominence later on, mainly to stabilise cooperation against the threat of defection. In contrast, I argue that once we consider insights from social epistemology, an expansion of this narrative presents itself: An interesting kind of social norm — an epistemic coordination norm — was operative in (...) early and important instances of specialised social learning. I show how there’s a need for such norms in two key social learning strategies and explain how this need is constituted. In assessor-teaching (e.g. Castro et al., 2019b, 2021), epistemic coordination norms allow agents to coordinate around the _content_ of social learning, i.e., what is to be known and how this is to be done. These norms also allow agents to coordinate around the form of cultural learning in what’s sometimes called strategic social learning (Laland, 2004; Hoppitt & Laland, 2013; Heyes, 2018, Chap. 5) and elsewhere. Broadly speaking, this concerns how cultural learning is organised within the social group. The upshot is that the evolution of social learning and social norms are intertwined in important and underappreciated ways from early on. The above matters as it informs our views about the evolution of social norms more generally. Truly _social_ norms emerged to coordinate a plurality of complex behaviours and interactions, amongst them specialised social learning. I substantiate this view by contrasting it with Jonathan Birch’s views on the evolution of norms. What results is a general but cohesive narrative on the early evolution of social norms. (shrink)

May lethal autonomous weapons systems—‘killer robots ’—be used in war? The majority of writers argue against their use, and those who have argued in favour have done so on a consequentialist basis. We defend the moral permissibility of killer robots, but on the basis of the non-aggregative structure of right assumed by Just War theory. This is necessary because the most important argument against killer robots, the responsibility trilemma proposed by Rob Sparrow, makes the same assumptions. We show that the (...) crucial moral question is not one of responsibility. Rather, it is whether the technology can satisfy the requirements of fairness in the re-distribution of risk. Not only is this possible in principle, but some killer robots will actually satisfy these requirements. An implication of our argument is that there is a public responsibility to regulate killer robots ’ design and manufacture. (shrink)

In recent years, there has been a heated debate about how to interpret findings that seem to show that humans rapidly and automatically calculate the visual perspectives of others. In the current study, we investigated the question of whether automatic interference effects found in the dot-perspective task (Samson, Apperly, Braithwaite, Andrews, & Bodley Scott, 2010) are the product of domain-specific perspective-taking processes or of domain-general “submentalizing” processes (Heyes, 2014). Previous attempts to address this question have done so by implementing inanimate (...) controls, such as arrows, as stimuli. The rationale for this is that submentalizing processes that respond to directionality should be engaged by such stimuli, whereas domain-specific perspective-taking mechanisms, if they exist, should not. These previous attempts have been limited, however, by the implied intentionality of the stimuli they have used (e.g. arrows), which may have invited participants to imbue them with perspectival agency. Drawing inspiration from “novel entity” paradigms from infant gaze-following research, we designed a version of the dot-perspective task that allowed us to precisely control whether a central stimulus was viewed as animate or inanimate. Across four experiments, we found no evidence that automatic “perspective-taking” effects in the dot-perspective task are modulated by beliefs about the animacy of the central stimulus. Our results also suggest that these effects may be due to the task-switching elements of the dot-perspective paradigm, rather than automatic directional orienting. Together, these results indicate that neither the perspective-taking nor the standard submentalizing interpretations of the dot-perspective task are fully correct. (shrink)

Are we witnessing progress or regress in the recent increasing popularity and electoral success of populist politicians and parties in consolidated democratic nations? ... Is the innovative use of popular referendum in Great Britain to settle fundamental constitutional questions a progressive or regressive innovation? ... Similarly, is the increasing use of constituent assemblies to change constitutions across the world evidence of progress in democratic constitutionalism, or, a worryingly regressive change back toward unmediated popular majoritarianism? ... This paper reflects on some (...) of the perils and promise of framing such questions with the conceptual couplet of progress and regress. It considers four compelling critiques of the use of ‘progress’ and its cognates in sociopolitical theory, as well as arguing that such concepts are nevertheless ineliminable for our normative theories. The paper concludes by suggesting that we can avoid the most serious problems by employing only conceptions of political progress and regress that are piecemeal, pragmatic, and processual. (shrink)

Rollback arguments focus on long sequences of actions with identical initial conditions in order to explicate the luck problem that indeterminism poses for libertarian free will theories (i.e. the problem that indeterministic actions appear arbitrary in a free-will undermining way). In this paper, I propose a rollback argument for probability incompatibilism, i.e. for the thesis that free will is incompatible with all world-states being governed by objective probabilities. Other than the most prominently discussed rollback arguments, this argument explicitly focusses on (...) the ability to act otherwise. It argues that the negligible probability of the relative frequencies in overall rollback patterns being relevantly different indicates that even the ability to act otherwise with regard to individual actions is not free-will enabling. My proposed argument provides probability incompatibilists with a tool to argue against a classical event-causal response to the luck problem, while it can still motivate an agent-causal response to it. Wenn überhaupt in einem Gebiet Wahrheit und Existenz unabhängig von unseren Erkenntnisfähigkeiten sind, dann in der Metaphysik – etwa bei der Frage, ob es Gott gibt oder eine Seele, die unseren Tod überdauert. Die metaphysica specialis schreit geradezu nach metaphysischem Realismus und dem zugehörigen Wahrheitsbegriff. Von diesem Ausgangspunkt gerät man allerdings schnell in Verlegenheit, wenn man fragt: Nach welchen Kriterien sollen wir uns richten, wenn wir uns über Gott oder Unsterblichkeit ein Urteil bilden wollen? Mit den Mitteln der Naturwissenschaft und (...) deren rationaler Methodologie (in der es um Empirie, Einfachheit, Sparsamkeit usw. geht) kommen wir bei Themen wie Gott oder Unsterblichkeit immer nur bis zum Patt. Genauso steht es bei der Frage, ob wir in unseren Entscheidungen frei sind. Urteilsenthaltung können wir uns nicht erlauben, dafür sind die metaphysischen Fragen zu wichtig; Auslosen kommt auch nicht infrage. Statt erkenntnistheoretisch zu kapitulieren, schlage ich programmatisch vor, die Erkenntnislehre auf weichere Weise weiterzubetreiben. Emotion, Intuition, Moral – das sind einige der zusätzlichen außerrationalen Hilfsmittel, mit deren Hilfe wir weiterkommen können. Ich zeige, dass diese Hilfsmittel respektabler und gewichtiger sind, als kühle, rationale Erkenntnistheoretiker zugeben wollen. Diese Hilfsmittel führen zu guten Postulaten aus Unvernunft (und zwar nicht nur in der Metaphysik). Wie schlimm es für den Realismus ist, dass diese Postulate immer noch falsch sein könnten, diese Frage werde ich im vorliegenden Aufsatz nicht mehr klären. (shrink)

Pacifists and their opponents disagree not only about moral questions, but rather often about factual questions as well—as seen when looking at the controversy surrounding the crisis in Kosovo. According to my reconstruction of pacifism, this is not surprising since the pacifist,legitimately, looks at the facts in the light of her system of value. Her opponent, in turn, looks at the facts in the light of an alternative value system, and the quarrel between the two parties about supposedly descriptive matters (...) never ceases, as there is no objective reality about the war in question that could settle the issue.In my view, the pacifist's value-laden way of looking at reality implicitly obeys three epistemic imperatives. First, the Epistemic Imperative concerning Human Nature ("Resist demonizing the other side; always try to understand the case from the other point of view"). Second, the Epistemic Imperative concerning Non-Violent Alternatives ("Always search for non-violent alternatives to military action"). Third, the Epistemic Imperative concerning Uncontrolled Escalation ("Hone your senses to the uncontrolled, irreversible side effects of military action, particularly to the danger of military escalation leading to another world war"). Objective reality has no way of telling us how far we should go in following these imperatives. Rather, we have to make the decision about how far we are going to take them ourselves. In this way, the pacifist's epistemic imperatives are comparable to Kant's regulative principles. (shrink)

Theorists of public reason such as John Rawls often idealize constitutional courts as exemplars of public reason. This paper raises questions about the seduction and limits of analogies between theorists’ account of public reason and actual constitutional jurisprudence. Examining the work product of the United States Supreme Court, the paper argues that while it does engage in reason-giving to support its decisions—as the public reason strategy suggests— those reasons are (largely) legalistic and specifically juristic reasons—not the theorists’ idealized moral-political reasons (...) on matters of fundamental principle. But if constitutional courts do not engage on matters of fundamental principle, then a public reason strategy for assuaging democratic worries about judicial review would no longer be open: prominent liberal and deliberative democratic theorists could no longer point to the alleged superiority of constitutional courts to speak in the name of, and for, the people’s shared political principles. The paper extends beyond the U.S. case study by pointing to three institutional factors explaining the disanalogy between what some constitutional courts do and what public reason theories require them to do. It concludes with considerations about whether the public reason strategy might be more successfully applied to international courts. (shrink)

This paper offers an overview of the prospects and ethics of using AI to achieve human enhancement, and more broadly what we call intellectual augmentation (IA). After explaining the central notions of human enhancement, IA, and AI, we discuss the state of the art in terms of the main technologies for IA, with or without brain-computer interfaces. Given this picture, we discuss potential ethical problems, namely inadequate performance, safety, coercion and manipulation, privacy, cognitive liberty, authenticity, and fairness in more detail. We conclude that while there are very significant technical hurdles to real human enhancement through AI, and significant ethical problems, there are also significant benefits that may realistically be achieved in ways that are consonant with a rights-based ethics as well. We also highlight the specific concerns that apply particularly to applications of AI for "sheer" IA (more realistic in the near term), and to enhancement applications, respectively. (shrink)

We discuss at some length evidence from the cognitive science suggesting that the representations of objects based on spatiotemporal information and featural information retrieved bottomup from a visual scene precede representations of objects that include conceptual information. We argue that a distinction can be drawn between representations with conceptual and nonconceptual content. The distinction is based on perceptual mechanisms that retrieve information in conceptually unmediated ways. The representational contents of the states induced by these mechanisms that are available to a (...) type of awareness called phenomenal awareness constitute the phenomenal content of experience. The phenomenal content of perception contains the existence of objects as separate things that persist in time and time, spatiotemporal information, and information regarding relative spatial relations, motion, surface properties, shape, size, orientation, color, and their functional properties. Third, the Epistemic Imperative concerning Uncontrolled Escalation ("Sharpen your attention for uncontrolled, irreversible side effects of military action, particularly for the danger of escalation to another world war"). Objective reality does not decide how far one should go in following these imperatives. Rather, the decision about this is our's—similarly as in case of the scientist who decides to search for common deep structure behind the chaos of the manifold. So the pacifist's epistemic imperatives can be compared to Kant's regulative principles that are necessary for guiding the scientific scrutiny of reality. (shrink)

The dialogue develops arguments for and against a broad new world system - info-computationalist naturalism - that is supposed to overcome the traditional mechanistic view. It would make the older mechanistic view into a special case of the new general info-computationalist framework (rather like Euclidian geometry remains valid inside a broader notion of geometry). We primarily discuss what the info-computational paradigm would mean, especially its pancomputationalist component. This includes the requirements for a the new generalized notion of computing that would (...) include sub-symbolic information processing. We investigate whether pancomputationalism can provide the basic causal structure to the world and whether the overall research program of info-computationalist naturalism appears productive, especially when it comes to new approaches to the living world, including computationalism in the philosophy of mind. Individuals of many animal species are said to have a personality. It has been shown that some individuals are bolder than other individuals of the same species, or more sociable or more aggressive. In this paper, we analyse what it means to say that an animal has a personality. We clarify what an animal personality is, that is, its ontology, and how different personality concepts relate to each other, and we examine how personality traits are identified in biological practice. Our (...) analysis shows that biologists often study specific personality traits, such as boldness, sociability or aggressiveness, rather than personalities in general. We claim that personality traits are best understood as dispositions and that they are operationally defined in terms of certain sets of behaviours, which are studied in specific experimental set-ups. Furthermore, we develop an integrative philosophical account that specifies and formalises three criteria for identifying personality traits, which are used in biological practice. For an individual animal to have a personality trait it must, first, behave differently than others. Second, these behavioural differences must be stable over a certain time, and third, they must be consistent in different contexts. (shrink)

The paper argues that the reference of perceptual demonstratives is fixed in a causal nondescriptive way through the nonconceptual content of perception. That content consists first in spatiotemporal information establishing the existence of a separate persistent object retrieved from a visual scene by the perceptual object segmentation processes that open an object-file for that object. Nonconceptual content also consists in other transducable information, that is, information that is retrieved directly in a bottom-up way from the scene (motion, shape, etc). The (...) nonconceptual content of the mental states induced when one uses a perceptual demonstrative constitutes the mode of presentation of the perceptual demonstrative that individuates but does not identify the object of perceptual awareness and allows reference to it. On that account, perceptual demonstratives put us in a de re relationship with objects in the world through the non-conceptual information retrieved directly from the objects in the environment. Nach Morton White können wir die holistische Quine/Duhem-These auf ethische Sätze genauso anwenden wie auf wissenschaftliche. Demzufolge mögen sich die meisten ethische Sätze zwar nicht einzeln testen lassen, wohl aber im Zusammenhang einer kompletten Theorie, die sowohl deskriptive als auch normative Sätze enthält. Ich diskutiere zwei Vorschläge dafür, wie dieser Vergleich durchbuchstabiert werden könnte. Laut Whites eigenem Vorschlag lassen sich einige normative Konsequenzen des Gesamtsystems durch Konfrontation mit den emotionalen Reaktionen des Sprechers testen. Laut meinem Vorschlag sind einige normative Konsequenzen (...) des Systems bereits Beobachtungssätze in Quines Sinn und können genauso getestet werden wie naturwissenschaftliche Beobachtungssätze, nämlich durch Sinneserfahrung. Kurzum, es gibt moralische Beobachtungssätze. Quine bezeichnet diejenigen Sätze als Beobachtungssätze, die alle anwesenden Sprecher einer Gemeinschaft stets gleich beurteilen und die der einzelne Sprecher ausschließlich aufgrund momentaner Sinnesreizung bejaht oder verneint (also unabhängig von Hintergrund-Informationen). In Quines Argument gegen moralische Beobachtungssätze steckt folgender Fehler: Quine glaubt, dass sich moralische Fragen immer nur angesichts von Hintergrund-Informationen beurteilen lassen. Bei vielen moralischen Sätzen mag das so sein; aber es gibt Gegenbeispiele, in denen Hintergrund-Informationen ausgeschaltet sind, z.B. "Dies ist sichtbares Unrecht". (shrink)

Often philosophers, logicians, and mathematicians employ a notion of intended structure when talking about a branch of mathematics. In addition, we know that there are foundational mathematical theories that can find representatives for the objects of informal mathematics. In this paper, we examine how faithfully foundational theories can represent intended structures, and show that this question is closely linked to the decidability of the theory of the intended structure. We argue that this sheds light on the trade-off between expressive power (...) and meta-theoretic properties when comparing first-order and second-order logic. (shrink)

Quine claims that holism (i.e., the Quine-Duhem thesis) prevents us from defining synonymy and analyticity (section 2). In "Word and Object," he dismisses a notion of synonymy which works well even if holism is true. The notion goes back to a proposal from Grice and Strawson and runs thus: R and S are synonymous iff for all sentences T we have that the logical conjunction of R and T is stimulus-synonymous to that of S and T. Whereas Grice and Strawson (...) did not attempt to defend this definition, I try to show that it indeed gives us a satisfactory account of synonymy. Contrary to Quine, the notion is tighter than stimulus-synonymy -- particularly when applied to sentences with less than critical semantic mass (section 3). Now according to Quine, analyticity could be defined in terms of synonymy, if synonymy were to make sense: A sentence is analytic iff synonymous to self-conditionals. This leads us to the following notion of analyticity: S is analytic iff, for all sentences T, the logical conjunction of S and T is stimulus-synonymous to T; an analytic sentence does not change the semantic mass of any theory to which it may be conjoined (section 4). This notion is tighter than Quine's stimulus-analyticity; unlike stimulus-analyticity, it does not apply to those sentences from the very center of our theories which can be assented to come what may, even though they are not synthetic in the intuitive sense (section 5). I present a possible worlds semantics for a hyperintensional belief revision operator, which reduces the logical idealization of cognitive agents affecting similar operators in doxastic and epistemic logics, as well as in standard AGM belief revision theory. (Revised) belief states are not closed under classical logical consequence; revising by inconsistent information does not perforce lead to trivialization; and revision can be subject to ‘framing effects’: logically or necessarily equivalent contents can lead to different revisions. Such results are obtained without resorting (...) to non-classical logics, or to non-normal or impossible worlds semantics. The framework combines, instead, a standard semantics for propositional S5 with a simple mereology of contents. (shrink)

Engineers fine-tune the design of robot bodies for control purposes, however, a methodology or set of tools is largely absent, and optimization of morphology (shape, material properties of robot bodies, etc.) is lagging behind the development of controllers. This has become even more prominent with the advent of compliant, deformable or ”soft” bodies. These carry substantial potential regarding their exploitation for control—sometimes referred to as ”morphological computation”. In this article, we briefly review different notions of computation by physical systems and (...) propose the dynamical systems framework as the most useful in the context of describing and eventually designing the interactions of controllers and bodies. Then, we look at the pros and cons of simple vs. complex bodies, critically reviewing the attractive notion of ”soft” bodies automatically taking over control tasks. We address another key dimension of the design space—whether model-based control should be used and to what extent it is feasible to develop faithful models for different morphologies. (shrink)

There are unusual challenges in ethics for RAS. Perhaps the issue can best be summarised as needing to consider “technically informed ethics”. The technology of RAS raises issues that have an ethical dimension, and perhaps uniquely so due to the possibility of moving human decision-making which is implicitly ethically informed to computer systems. Further, if seeking solutions to these problems – ethically aligned design, to use the IEEE’s terminology – then the solutions must be technically meaningful, capable of realisation, capable (...) of assurance, and suitable as a basis for regulation. Thus, ethics for RAS is a rich, complex multi-disciplinary concern, and perhaps more complex than many other ethical issues facing society today. It is also fast-moving. This paper has endeavoured to give an accessible introduction to some of the key issues, noting that many of them are quite subtle, and it is not possible to do them full justice in such a short document. However, we have sought to counterbalance this by giving an extensive list of initiatives, standards, etc. that focus on ethics of RAS and AI, see Annex A. (shrink)

The declared goal of this paper is to fill this gap: “... cognitive systems research needs questions or challenges that define progress. The challenges are not (yet more) predictions of the future, but a guideline to what are the aims and what would constitute progress.” – the quotation being from the project description of EUCogII, the project for the European Network for Cognitive Systems within which this formulation of the ‘challenges’ was originally developed (http://www.eucognition.org). So, we stick out our neck (...) and formulate the challenges for artificial cognitive systems. These challenges are articulated in terms of a definition of what a cognitive system is: a system that learns from experience and uses its acquired knowledge (both declarative and practical) in a flexible manner to achieve its own goals. I argue that on Aristotle’s account practical thinking is thinking whose origin (archē) is a desire that has as its object the very thing that one reasons about how to promote. This feature distinguishes practical from productive reasoning since in the latter the desire that initiates it is not (unless incidentally) a desire for the object that one productively reasons about. The feature has several interesting consequences: (a) there is only a contingent relationship between the desire that one practically reasons (...) about how to satisfy and the action one decides on; (b) practical thinking and action cannot be separated from the agent, whereas productive thinking and production can be outsourced to someone else. The view has consequences also for the distinction between action and production. Finally, I illustrate the usefulness and correctness of my account of practical thinking by using it to shed new light on Aristotle’s claim that the virtuous agent must decide on her virtuous actions ‘for themselves’. In this review, we present some ethical imperatives observed in this pandemic from a data ethics perspective. Our exposition connects recurrent ethical problems in the discipline, such as, privacy, surveillance, transparency, accountability, and trust, to broader societal concerns about equality, discrimination, and justice. We acknowledge data ethics role as significant to develop technological, inclusive, and pluralist societies. - - - Resumen: En esta revisión, exponemos algunos de los imperativos éticos observados desde la ética de datos en esta pandemia. Nuestra exposición (...) busca conectar problemas éticos típicos dentro de esta disciplina, a saber, privacidad, vigilancia, transparencia, responsabilidad y confianza, con preocupaciones a nivel social relacionadas con la igualdad, discrimi nación y justicia. A response to Lindsay Craig's essay, The So-Called Extended Synthesis and Population Genetics.

Newtons experimentum crucis hat ein komplementares Gegenstück, d.h. ein Experiment, in dem die Rollen von Licht und Schatten genau ausgetauscht sind. Statt wie Newton in der Dunkelkammer zu experimentieren, müssen wir das Komplement des experimentum crucis in einer Streulichtkammer aufbauen (deren Wände sog. Lambertstrahler sind). Wenn es dieses umgestülpte Experiment wirklich gibt, dann liefert es für jeden newtonischen Beweis einen umgestülpten Gegenbeweis, dessen Konklusion die Heterogenitat der Schatten wäre (also die Behauptung, dass nicht weißes Licht, sondern schwarze Schatten eine heterogene (...) Mischung verschiedenfarbiger Strahlen mit unterschiedlichen Brechungseigenschaften seien). Dass Newtons experimentum crucis in diesem Sinne umgestülpt werden kann, wird von Newtons eigener Theorie impliziert. Mehr noch, inzwischen ist der empirische Nachweis der Umstülpung gelungen. In den Abschnitten X und XI der Dialoge über Natürliche Religion legt Hume seine Ansichten zum traditionellen theologischen Problem des Übels dar. Humes Anmerkungen zu diesem Thema scheinen mir eine reichhaltige Mischung aus Einsichten und Irrtümern zu enthalten. Mein Ziel in diesem Aufsatz besteht darin, diese entgegengesetzten Elemente seiner Diskussion zu entwirren.

Summary: A review of the cognitivist/extended cognition and extended mind landscape.

In this paper we address the issue of grounding for experiential concepts. Given that perceptual demonstratives are a basic form of such concepts, we examine ways of fixing the referents of such demonstratives. To avoid ‘encodingism’, that is, relating representations to representations, we postulate that the process of reference fixing must be bottom-up and nonconceptual, so that it can break the circle of conceptual content and touch the world. For that purpose, an appropriate causal relation between representations and the world (...) is needed. We claim that this relation is provided by spatial and object-centered attention that leads to the formation of object files through the function of deictic acts. This entire causal process takes place at a pre-conceptual level, meeting the requirement for a solution to the grounding problem. Finally we claim that our account captures fundamental insights in Putnam’s and Kripke’s work on “new” reference. (shrink)

It is popular to hold that our primary epistemic access to specific response-dependent properties like the fearsome or admirable (or so-called ‘affective properties’) is constituted by the corresponding emotion. I argue that this view is incompatible with a widely held meta-ethical view, according to which affective properties have deontic force. More specifically, I argue that this view cannot accommodate for the requirement that deontic entities provide guidance. If affective properties are to guide the formation of the corresponding emotion, our primary (...) access to them cannot be provided by that same emotion. (shrink)

Dieser Aufsatz ist eine kritische und erkundende Diskussion von Plantingas Behauptung, daß bestimmte Aussagen, aus denen evidentermaßen folgt, daß Gott existiert, berechtigterweise basal sein könnten. Im kritischen Abschnitt argumentiere ich dafür, daß es Plantinga nicht gelingt zu zeigen, daß das Kriterium des modernen Fundamentalisten für berechtigte Basalität, dem zufolge solche Aussagen nicht berechtigterweise basal sein können, selbstreferentiell inkohärent oder anderweitig mangelhaft ist. Im erkundenden Abschnitt versuche ich, ein Argument für die Auffassung zu entwickeln, daß solche Aussagen, selbst wenn sie berechtigterweise (...) basal sein könnten, wenn überhaupt, nur selten berechtigterweise basal für intellektuell differenzierte erwachsene Theisten unserer Kultur wären. What proper role should considerations of risk, particularly to research subjects, play when it comes to conducting research on human enhancement in the military context? We introduce the currently visible military enhancement techniques (1) and the standard discussion of risk for these (2), in particular what we refer to as the ‘Assumption’, which states that the demands for risk-avoidance are higher for enhancement than for therapy. We challenge the Assumption through the introduction of three categories of enhancements (3): therapeutic, preventive, (...) and pure enhancements. This demands a revision of the Assumption (4), alongside which we propose some further general principles bearing on how to balance risks and benefits in the context of military enhancement research. We identify a particular type of therapeutic enhancements as providing a more responsible path to human trials of the relevant interventions than pure enhancement applications. Finally, we discuss some possible objections to our line of thought (5). While acknowledging their potential insights, we ultimately find them to be unpersuasive, at least provided that our proposal is understood as fully non-coercive towards the candidates for such therapeutic enhancement trials. Was war an dieser Leistung so bedeutsam, dass man sich entschloss, sie auf jene Weise bekannt zu geben?

Artificial intelligence (AI) and robotics are digital technologies that will have significant impact on the development of humanity in the near future. They have raised fundamental questions about what we should do with these systems, what the systems themselves should do, what risks they involve, and how we can control these. - After the Introduction to the field (§1), the main themes (§2) of this article are: Ethical issues that arise with AI systems as objects, i.e., tools made and used (...) by humans. This includes issues of privacy (§2.1) and manipulation (§2.2), opacity (§2.3) and bias (§2.4), human-robot interaction (§2.5), employment (§2.6), and the effects of autonomy (§2.7). Then AI systems as subjects, i.e., ethics for the AI systems themselves in machine ethics (§2.8) and artificial moral agency (§2.9). Finally, the problem of a possible future AI superintelligence leading to a “singularity” (§2.10). We close with a remark on the vision of AI (§3). - For each section within these themes, we provide a general explanation of the ethical issues, outline existing positions and arguments, then analyse how these play out with current technologies and finally, what policy consequences may be drawn.
